Recommendations• to fully embrace the ‘ridge-to-

reef’ framework and adoption of the ‘Eco-town’ Framework and green growth strategy, the project coverage should go beyond the nine barangays

• Integration of the LGU Province of Rizal in the project framework in addition to the five UMRBPL municipalities

Absence of critical baseline data for key project studies (i.e. GHG emissions, GIS-based map projection simulation)

Recommendation: • conduct primary data gathering activities, i.e. surveys for the GHG

emissions study and environmental resource accounting. • procure latest/up-to-date satellite imagery and remote sensing data

that are needed to do the GIS-based map projection simulation.

Adoption of approved Comprehensive UMRBPL Plan as Project’s over-all planning reference. All key project partners – DENR, PAMB, CCC and LGUs have recommended that the approved management plan will serve as the Project’s over-all planning reference. As such, all activities and programs that maybe implemented under the Project should complement and/or supplement the plan. Recommendation: The Project team supports this same view and will adopt the Comprehensive UMRBPL Plan as its over-all reference plan.

Delivering climate resilient CLUP and CDP green-growth for 5 LGUs. The Project’s TOR does not specify the extent of the TA’s support to LGUs to make their CLUPs climate resilient. It is anticipated that the CLUPs of the five UMRBPL LGUs would have been completed and approved prior to the completion of the Project’s main CCA/GHG/DRRM-related studies.

Recommendation: The Project team shall provide technical inputs and assistance to enhance the approved CLUPs of 5 UMRBPL LGUs and support the formulation of their local green growth strategy in their CDP.

Municipal or barangay-level application of eco-town framework The application of the Eco-town Framework at the barangay level might be a very limited scope that would affect its effectiveness and intended objective to build climate change resilient communities and local economy through poverty reduction and ecosystem protection.

Recommendation: The ‘green growth’ road map and eco-town framework be applied at the municipal level even as project implementation would initiate pilot activities in the 9 priority barangays within the UMRBPL

Involvement of relevant national agencies. During the Project team’s interaction with the UMRBPL LGUs, the role of LLDA was raised since UMRBPL falls within the jurisdiction of the LLDA and DPWH in the context of flood control projects

Recommendation: The Project team sees these agencies as potential partners and will try to coordinate with them throughout the course of the Project’s implementation

Recommendation:The extent of settlement and population intrusion in the protected area will be established through secondary data and key informants interviews, particularly among the LGUs and concerned NGAs.
