Congressional bills that run past 1,000 pages, and the legislative processes that produce them—as with the Affordable Care Act and the Dodd-Frank financial reforms—failed to generate much outrage with the voting public in recent years, despite ample evidence to demonstrate that neither had achieved its stated goals.

Perhaps it was only a matter of time-before we’d see four-figure administrative actions. The most recent of those is the Clean Power Plan, rolled out in early August at an impressive 1,560 pages, with thou-sands of pages to follow. Combined with thousands of pages of additional guidance still to come, it will do for America’s energy sector, critics say, precisely what ACA did for health care expenditures and Dodd-Frank did for compliance costs at community banks.

Only this time, anyone whose electricity comes from burning coal will be able to see the effects on the monthly utility bill.

“It will be, by far, the most expensive compliance policy the EPA has ever undertaken,” cautions Andrew Ferris, director of electric supply planning for the Kansas City Board of Public Utilities. At $311.5 million in 2014 revenues, the Wyandotte County-based municipal utility is but a fraction of the size of investor-owned utilities like Western Resources, parent of Kansas City Power & Light, or Westar Energy in Topeka.

But the BPU will more acutely feel the effects of new federal restrictions because it lacks the economies of scale enjoyed by the larger utilities. The effect would be multiplied within this region because the utility not only pro-duces power for 63,000 customers in the county, but hundreds of thousands more who rely on it to power municipal water systems in the region, including Johnson County’s massive Water One.

At this point, the BPU has no solid estimates on what the costs of CPP compliance will be, Ferris says. An hour to the west, Westar’s John Bridson has a more forceful opinion about what the CPP will impose on consumers and businesses: “I think the impact to the people of Kansas is going to be big, and that concerns us because we’re worried about those families’ ability

On one hand, today’s investor must feel like a kid in a candy store, eyes wide open with all the potential choices—individual stocks, bonds, mutual funds, exchange-traded funds, precious metals, consumable commodities, energy plays, angel and venture-capital possibilities . . .

The complexity and inter-connectedness of those choices is staggering, and only the stout of heart would risk venturing into some of those combat zones without a small army of trusted advisers as back-up. And the task for all is no easier as mid-2015 approaches, where we find that: The Dow Jones Industrial Average isn’t far off

its historical high of 18,312.39 and hasn’t had a major correction in six years. 10-year treasuries are still throwing off yields of

roughly 2.4 percent and have only cracked the 3 percent mark on two trading days in the past four years. Gold is down nearly 40 percent from a 2011 high. Oil is less than half its price a year ago, taking

the prices of other energy sources down with it. And grain commodities are taking a beating. Those are just a few of the mileposts along the

current investment highway. What to make of them? Ingram’s turned to professionals from a wide range of investment disciplines for some guidance, and their answers could prove useful for those taking mid-year stock of their portfolios.

On one hand, today’s investor must feel like a kid in a candy store, eyes wide open with all the potential choices—individual stocks, bonds, mutual funds, exchange-traded funds, precious metals, consumable commodities, energy plays, angel and venture-capital possibilities . . .

The complexity and inter-connectedness of those choices is staggering, and only the stout of heart would risk venturing into some of those combat zones without a small army of trusted advisers as back-up. And the task for all is no easier as mid-2015 approaches, where we find that: The Dow Jones Industrial Average isn’t far off

its historical high of 18,312.39 and hasn’t had a major correction in six years. 10-year treasuries are still throwing off yields of

roughly 2.4 percent and have only cracked the 3 percent mark on two trading days in the past four years. Gold is down nearly 40 percent from a 2011 high. Oil is less than half its price a year ago, taking

the prices of other energy sources down with it. And grain commodities are taking a beating. Those are just a few of the mileposts along the

current investment highway. What to make of them? Ingram’s turned to professionals from a wide range of investment disciplines for some guidance, and their answers could prove useful for those taking mid-year stock of their portfolios.

Kamal Mikhail knows steel—its potential, its strength, its endurance.

In 2012, the Leawood, Kan., businessman had been an integral leader in

Kansas City’s commercial construction scene for decades.

He was also dying.

The cardiomyopathy diagnosed in 2000 had destroyed his heart. His

long-time cardiologist said nothing more could be done.

But this savvy businessman believed something could always be

done—with the same excellence and dedication he demanded of himself.

He sought advice from others who’d had similar heart problems. He

discovered some of the top programs were at Mayo Clinic in Boston and

Cleveland Clinic in Ohio.

“The Saint Luke’s team saw the man, not the bad heart,” Mikhail,

now 71 years old, said. “I have daughters and a wife and three busi-

nesses with employees who count on me for their livelihoods. The other

doctor said I was dead. Dr. Borkon said, ‘We’re getting you a heart.’”

On April 21, 2012, Mikhail became the 540th patient to receive a

new heart at Saint Luke’s.

In 2012, the Leawood, Kan., businessman had been an integral leader in

Kansas City’s commercial construction scene for decades.

He was also dying.

The cardiomyopathy diagnosed in 2000 had destroyed his heart. His

long-time cardiologist said nothing more could be done.

But this savvy businessman believed something could always be

done—with the same excellence and dedication he demanded of himself.

He sought advice from others who’d had similar heart problems. He

discovered some of the top programs were at Mayo Clinic in Boston and

Cleveland Clinic in Ohio.
