The katipunan was not only a secret society but a government in itself.

In each province, there was the Provincial Council (Sangguniang Bayan) and in each town , the popular council (Sangguniang Balangay). Each council had a President, a secretary, a treasurer , a fiscal and several councilors. The katipunan had a legislative body called the Katipunan Assembly. It was composed of the officers of the supreme council and presidents of provincial and municipal councils.

Sangguniang Hukuman- a court was assigned in each province which tried cases involving members.

Serious cases were elevated to the Black or Secret Chamber composed of Bonifacio, Jacinto, and Pio Valenzuela.
