Library technicians have been critical to the Library of Congress Cataloging in Publication Program for over 40 years. The CIP

Publisher Liaison Team processes applications for CIP data and serves as the POC for publishers, while the CIP Technical Team

processes materials received in compliance with the CIP Program.

Serves as an outreach function to the nation’s libraries

Provides cataloging data to libraries prior to publication

"CIP data block" is the abbreviated bibliographic record that appears printed on the verso of the book's title page

Helps reduce the costs of cataloging for libraries and can serve as an acquisitions tool to select forthcoming titles

CIP Program is limited to works most likely to be widely acquired by the nation’s libraries

CIP Publisher Liaison Team reviews application, sends to appropriate cataloging section

Section catalogs, may refer to another section for more work, then sends to Dewey Section

Dewey Program classifiers assign Dewey Decimal Classification and return to Publisher Liaison

Publisher Liaison emails completed CIP data block to publisher

Post-publication Workflow for a CIP Title

Publisher mails published book to the Library of Congress with CIP data block on title page verso

CIPTT reviews published book for accuracy against the bibliographic record, checks it in, and adds holding and item record

CIPTT sends book to appropriate section for CIP verification, and assists with this process

CIP verification is completed and the book is sent to General Collection stacks as part of the collection

The CIP PL Team processes all applications received via

two free programs for U.S. publishers:

Electronic Preassigned Control Number Program (EPCN)

Electronic Cataloging in Publication Data Program (ECIP)

ECIP Traffic Manager (ETM)

Most CIP and PCN requests are received via a Web-based

application called the ECIP Traffic Manager (ETM)

CIPTT Primary Processing Responsibilities

CIPTT processes all incoming materials received from

publishers in compliance with the Cataloging-in-

Publication (CIP) and Preassigned Control Number

(PCN) program obligations.

CIPTT has two primary workflows, identified as Priority 1

and Priority 2.

Priority 1 Priority 2

Priority 1

Priority 1 are CIP materials

Includes CIP print books and e-books

Typically fully catalogued in advance of publication with participating publishers

Ideally they contain a complete CIP data block on the verso of the title page

Generally expected to be widely acquired throughout the U.S.

Voyager Bibliographic Record

Priority 2

Priority 2 are usually PCN materials

Minimally cataloged in advance of publication with participating

publishers

Designated for possible inclusion in the collection, but are

generally not expected to be widely acquired throughout the

U.S.

Sometimes Priority 2 materials are not PCNs and have no

Voyager record
