History, complete with Battle
Reenactments. The event was Located
near Huntington Central Library at 7111
Talbert, There were campsites for the
Union and Confederate soldiers and
their supporters as well as Sutlers
(merchants), tasty food & beverages and
battlefields, which without telephone
wires or modern sights to interfer, really
persuade you that youre in the 1860s.
It was an awesome feeling,
literally stepping back in time as you
walk along the trail seeing everyone
dressed in authentic-looking era clothes.
All participants are playing roles like
blacksmith, undertaker, soldier, cook,
musician, seamstress, bookselleryou
name it, its there. Its like youre in the
middle of a major movie being filmed.
And it seems as if
youre in Central
Casting (instead of
Central Park).
Seldom do you geta chance like this,
to stroll through
history, smell the
eggs being cooked
over open fires, see
actual authenic-
type battles take
place between
North and South
infantry and
artillery. You heard
cannons blast as
smoke fogs the battlefield. You'd hear
the drums and fife, and shouts of
command as battlers maneuver to fight
for victory.
Believe it or not, President Abe
Lincoln was even there presenting his
famous Gettysburg Address.

Civil War Days Chair Kelly Rivers, her
son Darrell and her Mother Maureen in
addition to the participants/volunteers.

BILL RORICK: I am a common senseconservative who has grown frustrated with
many of our elected officials. In general I think
politicians have forgotten that they are public servants forthe people they represent and not some kind of royalty. Iam running because I truly want to limit the size ofgovernment and keep taxes and fees to a minimum.
SHAWN ROSELIUS: I am running forHuntington Beach City Council because I care
about the community and I am concerned about
the future of the city. I think the city is spending money it
doesnt have on projects it doesnt need. My supporters willprobably be the young, environmentally concerned, fiscallyconservative voters although I hope to represent a wide varietyof the residents of Huntington Beach. I hope to win a seat on thecouncil by running a grass roots campaign and showing people
that I am different than the usual city politician. I have good ideas
and am excited to work for the people of Huntington Beach.
JOE CARCHIO: I would very much like theopportunity to finish the job I started four
years ago. I was elected four years ago by doingwell with the voters in every part of HB and would hope todo the same. I am the only incumbent running andExperience does matter these days with the verycomplicated issues facing our town.
NORM WESTWELL: I enjoy publicservice and giving back to our great
community. I enjoy a broad base of supportfrom community members and especially those whodesire a smaller, leaner, less costly government. I intendon winning a seat on the HB Council the same way Iwas elected to the position of Trustee for the OceanView School District; by winning the confidence of the
electorate and securing more votes than my opponents.
BILLY OCONNELL: I am running for theHuntington Beach City Council because I wantto make a difference in my community. I believe
each one of us should do their part to make Huntington Beacha better place. As a councilmember I know I can help shape apositive future for our city and our children. I believe my get
things done attitude combined with my unique experience willbe valued by the voters. I plan on taking that message directly
to our community and believe they will support my goals.
JIM KATAPODIS: I am running for CityCouncil because I want to preserve the quality oflife we enjoy in Huntington Beach. I am a strong
advocate of managed growth and responsible government.My top priority is to ensure that police and fire departments
keep our city safe. I do not want Hunt ington Beach to fall victim to what happened to other cities where unethicalofficials mismanaged public funds. Good governmentrequires the participation of honest, informed and involvedcitizens. I am always inclined to give back to my community
and have realized that my time to serve is now.
DAN KALMICK: I am running for CityCouncil in order to bring a voice to the
average resident of the city who does not
support the irresponsible development that the
city has gone through in recent years. I will bring
support from SE HB, NE HB, mobile homeowners,downtown residents, open space supporters andyounger voters. I also will gain the support of the local workers as well as the fire and police departments.My large youthful volunteer base and a reasonableamount of money will help get my message to
residents of the city.
HEATHER GROW: Why am I running forHuntington Beach City Council? The
answer is simple: I love Huntington Beach. I
love the people; our culture, our beaches, and everythingabout it. In fact, I want to help preserve its distinctivecharacter as a beautiful, fun and safe place to live. I willdraw support from like-minded citizens who loveHuntington Beach and want someone in office who willlisten to their needs. I expect to win by reaching out to
the community and personally sharing my message.
WILLIAM GRUNWALD: Like many otherresidents of Huntington Beach, I have
become increasingly more upset over the
disconnect between elected officials and the
constituents they claim to serve.While many residentsof our community have been devastated by the recenteconomic recession, government in general seems to beproceeding on a business as usual basis. During mycampaign, I hope to connect with others in the community
who understand that change is needed.
BRUCE J. BRANDT: I am running as itseems right for me and as a 30+ year HB
resident. I want to contribute my experience tothe council. I expect to be supported by conservatives andthe ~ 14,000 who voted for me in 2008 for my first run.
CONNIE BOARDMAN: I served on thecouncil from 2000-2004 and was Mayor in 2003.
I did not run for re-election in 2004, but now am
running again because this council simply does not
respond to the concerns of the residents. Whether indowntown, the southeast, or at Bolsa Chica the currentcouncil has demonstrated that special interests matter more
than the voices of the residents. I will win one of the openseats because I have run a successful campaign in the past, andcan do it again. Plus, I am running as part of Team Huntington
Beach! Planning Commission Chair Blair Farley, FormerPlanning Commissioner, Joe Shaw and I are running together
to make the council more responsive to our residents.
JOHN VON HOLLE: I am running because Ihave 36 years of city government experienceto draw from. I worked for the City of Huntington
Beach, in Public Works Engineering and 28 years of thattime was in the Public Works Development Section workingon City and private development projects. I also negotiatedunion contracts with the City of Huntington Beach. Thisexperience has given me the knowledge on how the City ofHuntington Beach does business. Because I have so much tooffer to the citizens of our community, I havent thought ofany one group I want to draw support from but hope toreceive support from every Huntington Beach resident that
wants to see change in our City government.
LANDON FICHTNER: Im running forHuntington Beach City Council because as an
atmospheric and oceanic scientist I feel that
Im a great bridge between the corporate
development that the city needs, and the
environmental responsibility that we all share as
residents of a coastal community. Any resident that wants to see our city develop with a strong master plan, that infuses physical responsibility, environmental
considerations, commercial interests, and a strong tourismfocus will find that Im the best man for the job.
BLAIR FARLEY: I am running for Council toadvocate for the people of Huntington Beach
so that I can bring together the needs of
residents, business and property owners to find
solutions that will make our City an amazing place to
live and work as well as for our visitors to shop and
play. I will seek solutions that balance residential quality oflife and community needs. I will not go along with the
special interests that seek to maximize their own interestsover the good of the whole community. I expect to win with the support of those who want the Council to
represent them, along with hard work and the right ideasabout how to move forward.
FRED SPEAKER: I am running for HBCity Council to serve the people of HB.
Specific knowledge and past experience onmajor local issues will help me deal with present andfuture issues. I love this place and would expect to drawsupport from all areas of the community.
JOE SHAW: I am running to give ourneighborhoods, residents and local
businesses a greater voice at city hall. Myexperience as a business leader downtown, my citycommission experience and my communityinvolvement plus my passion for promoting our city,make me the best choice for City Council. I will use my
abilities to solve budget issues creatively, stand up forsmall business, create jobs, and promote sustainabilityof city resources. The city needs to remove obstacles tosuccess, not create them. I will win because I have anexperienced campaign team, a large group of well- trained and seasoned volunteers, as well as wide
support from small business leaders, support fromneighborhoods throughout Huntington Beach,environmental and other community organizations.
ERIK PETERSON: I decided to run forHuntington Beach City Council to try and
help my city government become better
stewards to its citizens. Im tired of hearing politiciansdebating on whether to take a little more money or a lot
more money from people to finance theirs or previouspoliticians bad decisions. I hope to draw support from like-minded individuals who want Huntington Beach to remaina pristine California beach community that doesnt look atits residents as an endless cash source. I feel the best wayto win a Council seat is to continue getting out and talking
to people. As citizens, our voices and actions are heard theloudest locally. Lets work together to fix our city.
ANDRISSA DOMINGUEZ: It would be adisservice to the residents of Huntington Beach
for me to answer some of the questions when I
do not possess all the necessary facts.
BARBARA DELGLEIZE: I am running forHB City Council because I have spent the last
36 years of my life working, living and playing
in HB. Our city has transformed from a sleeping beachtown into a vibrant, eclectic amazing city it is today. I want to keep it that way and improve it. I expect to draw thatsame base of people who have come to appreciate thequality of life they have come to expect living in HB.Important core services police, fire and upgrades to our
community infrastructure such as sewers, sidewalks, roadsand a sold tax base to pay for these vital services. I expectto win by connecting with the people I just described.
MATTHEW HARPER: I will compete for avote from every ballot cast from Huntington
Beach in the General Election. With threemembers of the City Council ineligible to run for re-election due to term limits, there will be a significant loss of
experience. If elected, I would put my academic,professional, and political experience to work for the City
of Huntington Beach.

An 87-year-old
Oregon State
U n i v e r s i t y
graduate has donated $1
million to its veterinary
medicine program.
University officials said
Pete deLaubenfels of Corvallis
asked the school to earmark some of
the gift to increase public awareness
about the impact of veterinary
medicine on human health research.
The native of Huntington
Beach, Calif., did not enter college
until 1960 at the age of 37
after starting his career as
a police officer.

Oregon State and worked
for 22 years in education.
Officials said the donation is
part of The Campaign for OSU,
which has raised $600 million
toward a goal of $625 million to
support students, faculty and
programs at Oregon State.
On September 5, 2010, at about 3:47 in the
morning, a witness called the
Huntington Beach Police Department to
report a possible burglary of the Arco gas station
in progress at 19971 Beach Boulevard. The
witness said the suspect had a white construction
vehicle with tool boxes attached. A short time
later, a police officer observed a white 1999
Chevrolet commercial truck fitting the
description near Magnolia and Adams. The
vehicle attempted to flee from the police officer
and a vehicle pursuit started. The suspect lost
control of his vehicle and crashed into the side of
a residence in the 20100 block of Shorewood
Circle. The suspect fled on foot from the scene.
The vehicle the suspect was driving was
discovered to be astolen vehicle from the City of
Anaheim. The residents in the house on
Shorewood Circle were not injured.
Huntington Beach police officers, with the
assistance of one of our police canines, located
the suspect hiding in the back yard of a residence
in the 9000 block of Mediterranean. Cash and
lottery tickets from the burglary were located
with the suspect along with other evidence. The
police officers arrested Joseph Samuel Fotia, a
20 year old resident of Anaheim. He was booked
in the Huntington Beach City Jail for burglary,
auto theft, possession of methamphetamine, and
drug paraphernalia, driving under the influence
of drugs, evading police, resisting arrest, and hit
& run.

BILL RORICK: I have extensiveleadership experience. I have successful
senior executive experience at large, small,and medium sized businesses. I am a
business friendly candidate and know whatbusinesses need to succeed so that theycan provide additional needed jobs andopportunities for our community. I have an
engineering degree from Cal Poly (SLO)and an MBA from Pepperdine. This diverseeducation provides me with the technicaland business sense required to reviewprojects and budgets to ensure that ourvaluable tax dollars are not wasted.
SHAWN ROSELIUS: At 18, myleadership experience is limited, but I feel
I have the strength of character to be aneffective public servant for the people ofHuntington Beach. My age is what mostdistinguishes me from the othercandidates. I have no family or loyalties tolarge corporations so the City of
Huntington Beach is my primary concern.
JOE CARCHIO: I can say, Councilman Joe Carchio is the only incumbent runningfor HB City Council. Almost four years ofdealing with Staff and the citizens gives me this distinguishing characteristic keepingthe focus on the voter.
NORM WESTWELL: I have beeninvolved in local politics since 1999. I am a
long time HB business owner. I havereceived numerous days of instruction on good governance skills and practices. I amnow serving a 2nd term as an electedTrustee for the Ocean View School
District. In 2008 I was elected by myfellow board members to serve as Clerkand then President for the Ocean ViewSchool District in 2009. I was endorsed byour Teachers Union. I have successfullycompleted collective bargainingagreements 4 times. I have hired a new
Superintendent for our District and haveapproved $10.2 million dollars in budgetcuts over the last 2 years with minimalimpacts to our educational product.
BILLY OCONNELL: As one of thefounders of Colettes Childrens home, I will bring real-world experience to CityHall. We work daily to meet our budget,
find new sources of revenue, and deliverresults. I have been able to grow ourorganization through hard work andfocused effort. At Colettes we make a realdifference in the lives of women andchildren. I think this unique experience will
give the voters a clear choice.
JIM KATAPODIS: My service to thecommunity includes Second Vice Presidentof the Goldenwest Homeowners Association, Executive Board of Directorsfor the Los Angeles Police and RevolverClub, and Board of Directors for the Westminster Community Theater. I am a
graduate of the West Point LawEnforcement Leadership program and theSupervisor Leadership Institute.
DAN KALMICK: I started my firstconsulting company when I was 11 years
old. After identifying a need in the market,I used my skills and knowledge to build a
successful business at a young age. Icurrently run a small business consultingcompany; working with small businesses tooptimize their business processes using
technology. I have worked with the Lionsclub and was an officer in the reservedivision of the Orange County Fire Authority for several years. I am not adeveloper and thusly do not feel that thesolution to every problem is to build
something. Instead I want to look at whatother cities and municipalities have done inorder to boost revenue and cut costs.There is no reason to reinvent the wheel(read: hire a consultant) to do somethingthat someone has already done.
HEATHER GROW: Im a real HB girl.Ive spent most of my life serving our
community. I am very grateful to have beenable to study law and government at topuniversities and have been using what Ilearned for the past several years in variouscapacities and in many different local andinternational organizations. I am a good
listener and have the intelligence to weigh the facts at issue and come up with adecision.
WILLIAM GRUNWALD: Having worked in management for privateindustry most of my adult life, I understand the impact that poor planning andimplementation of projects and services
have on the viability of the organizationitself. While a municipality cannot beoperated exactly as a business, there aremany city functions that can benefit from the application of business practices,procedures, and accountability. As a
practicing attorney, I am also in a uniqueposition to understand the legalramifications of our decisions.
BRUCE J. BRANDT: I am a retiredmanagement executive from the Boeingcompany in HB. Being a Program Managerfor huge government projects uses all the
same skills needed to run city business. Iam still employed in Aerospacemanagement for my new employer, MDAin Canada. I am also owner/broker of myown real estate company in HB, active forover 25 years. I am not running against the
other candidates per se, but rather want tobe evaluated on my qualifications, I choosenot to run a negative campaign against theothers.
CONNIE BOARDMAN: I amcurrently the Chair of the Department ofBiology at Cerritos Community Collegeand President of the Bolsa Chica Land
Trust. I was a council member from 2000-2004 and served as Mayor in 2003. When I was Mayor we faced a similar budgetshortfall as we do now. I havedemonstrated that I can make tough
decisions in a fair, and rational manner while encouraging public participation in the process. For example, as Mayor Iinstituted an on-line system by which
residents could make suggestions as towhere budget cuts should be made.
JOHN VON HOLLE: I am the mostknowledgeable candidate on HuntingtonHarbor issues. I have an in-depthknowledge of the budget and how it isreviewed and approved. I have writtenStandard Plans and Specifications. I have
drafted numerous policies, procedures,and city ordinances for HuntingtonHarbor, Utility Companies, and the oilcompanies. For over 15 years, I met anddiscussed many issues with past andpresent Mayors, City Council Members,
City Administrators, and DepartmentHeads. I was the President of the MunicipalEmployees Association. The Associationlacked leadership. Because of changes Imade and the current MEA leadership itwas the first Association to agree to work
with the City on its budget crisis.
LANDON FICHTNER: My leadershipexperience is vast ranging from serving in the U.S. Army, being a banker at WellsFargo, teaching in LAUSD, down toproducing the nightly news. In everyposition I have been promoted forexcellence, and found myself in a
leadership role. As a candidate for citycouncil I bring the widest array ofexperiences that combines multipleindustries, and disciplines, which allows me
to look at problems from a variety ofdifferent angles, to create the best possible
resolution.
BLAIR FARLEY: I am currently servingour City as the Chairman of the PlanningCommission. My time on the Commissionhas given me valuable knowledge of howland use impacts our quality of life as well as the bottom line of the budget. I have alsoserved in the past on the 4th of July Board
as well as working with students in thecommunity as a youth mentor & counselor.I believe that my best quality is my ability tosee a problem from all sides and work toward an equitable solution. As a PlanningCommissioner I have been called on to
work with residents and developers toachieve a balance that preserves quality oflife and offers growth for the future.
FRED SPEAKER: I first served on theHB Finance Baard in 1992 followed by theHB Water Task Force Committee in 1993.Time and issues dont change much dothey; budget and water issues still prevail. I
served as the HB Chamber of Commerceliaison to the City and currently have over10 years of experience on the HB PlanningCommission.
JOE SHAW: My record as a businessman,my knowledge of city issues and myexperience on three city commissions giveme a depth of experience and knowledge
that our Council needs. I have served thecommunity as former mayor DebbieCook's Planning Commissioner, DevinDwyer's Public Works Commissioner and
as Jill Hardy's commissioner on the CharterReview Commission. I first proposedclosing Main Street on Tuesday nights andmy idea became Surf City Nights. I was afounding member of the DowntownHuntington Beach Business ImprovementDistrict and a former member of the
Huntington Beach Visitors and ConventionBureau's Public Relations Committee. Iserve on the board of the Bolsa Chica LandTrust, am a docent at Shipley NatureCenter and a member of Save Our Straysof Huntington Beach.
ERIK PETERSON: Im a local businessowner and have successfully managed thatbusiness and other businesses for manyyears. I know how to stick to a budget and when necessary make the appropriatedecisions to keep a company healthy. Ispent six years in the Marine Corps in
which I had to lead Marines and deal withmultiple service and agency interactions. Ihave lived in Huntington Beach for most ofmy life and want to do my part to keep itgreat.
ANDRISSA DOMINGUEZ:It wouldbe a disservice to the residents ofHuntington Beach for me to answer some
of the questions when I do not possess all the necessary facts.
BARBARA DELGLEIZE: I have alwaysappreciated the different way one can
serve where they live. I have served onnumerous local committees and boards. Ihave served on the HB InfrastructureCommittee, HB Council on Aging and the
HB Visitors Bureau. In 2009 I served theChairman of the HB Chamber ofCommerce and as a member of the 2009HB Centennial Committee celebrating our100 years as a community. Also in 2009 I was appointed to HB Planning
Commission. In addition, as a Real EstateBroker I have served at a State andRegional level for my industry promotingprivate property rights.
MATTHEW HARPER: I have beeninvolved and engaged at the local, countyand state level. Voters city-wide haveelected me to three consecutive terms as a
Trustee for the Huntington Beach UnionHigh School District, starting in 1998. TheHBUHSD serves the secondary educationneeds of the Orange County communitiesof Huntington Beach, Sunset Beach,Midway City, most of Westminster, most of
Fountain Valley, and a portion of GardenGrove. There are over 197,000 registered voters in the HBUHSD, 65% of whichreside in the City of Huntington Beach. Iam a graduate of Huntington Beach HighSchool and earned my Bachelor of Science
degree in public policy and management at the University of Southern California.

2010 approved a revised environmental impact
study for the 50 MGD (189,000 m/d) seawater
desalination plant proposed by Poseidon Resources.
The project still requires a new coastal
development permit and an updated agreement with
the city, which will consider the project again on 20
September 2010. If the project receives city approval,
it will go to the State Lands Commission and the
Coastal Commission for consideration.

POSEIDON DESALINATION PLANTWhat are your views on the proposed Poseidon Resources desalination facility recently approved by the City Council. Doyou support or oppose this approval? How would you handle this issue if elected to the City Council?
BILL RORICK: The access to affordable
clean water is important now and will beeven more important in the future. It would
be a great advantage to Huntington Beachresidents to have a reliable source of cleanwater. That said, it should be remembered that the name of our city is HuntingtonBeach and our clean and beautiful beach is the city's most valuable and famous asset.
While I see some clear benefits of a localdesalination plant, I would need to havesome firm commitments and assurances interms of monetary concerns and in regards to the environmental impact on our localbeaches and air quality before I could
support this project. I currently have someserious reservations about this project.
SHAWN ROSELIUS: I oppose thePoseidon Resources Desalination Facilitybecause it doesnt benefit the people ofHuntington Beach. It will be harmful to theenvironment. The water will be sold toother areas. There will be minimal jobs
created, most of which will be staffed bypeople brought in to do the work. The only thing Huntington Beach gets from the dealis a blight on our beach.
JOE CARCHIO: Again, I am alreadyan elected official and this issue will becoming up this summer for a vote. Ibelieve that water is a critical issue for
our homeowners. Drought is not aquestion of if, but when. Water
management is a major part of myagenda and I will be looking at all futuresources, their cost and their efficiency.
NORM WESTWELL: This projectwas already approved by by the HB City
Council. A desalination plant is going tobe built. Our incompetent State andFederal leaders have declared war on"we the people" of California by turningoff our life giving water. Only a tyrannical government would deny water to its
own people. HB is fortunate to belocated at the ocean and have a companywilling to fully fund a project, which willprovide us the life giving water we needhere in our desert community.Maintaining a fresh water supply is a
matter of public safety, which I stronglysupport.
BILLY OCONNELL: I support thedesalination plant and believe it will be avaluable part to our water supply future.As a councilmember, I will work to makesure Poseidon complies with theiragreements and that impacts are
minimized during construction.
JIM KATAPODIS: I support theDesalination Plant in Huntington Beach.This plant will create much needed jobs,provide a reliable source of water toHuntington Beach and the Orange Countyarea, and generate over $100 Million in
revenues and benefits to our city over the
next 30 years. As rainfall in the area hasbeen below normal and drought conditionsare likely, we need to look at alternativesources of water to sustain life.
DAN KALMICK: With the new rulingby the state, the Poseidon plan does notlook like its going to be able to move
forward as planned. AES will have to stopusing its open water intake by 2020. IfPoseidon wants to come back with asubsurface water intake and stop saying thatits privately funded and start talking about the real price of the water, we can start
having a serious conversation about waterpolicy in the city. We need to focus moreon reusing the existing water we haverather than looking for new sources. Ourbig issue is irrigation of outdoor plants.Until we start to realize that pouring
chlorinated water on plants is foolish, wewill end up wasting a valuable resource.
HEATHER GROW: I oppose theproposed Poseidon desalinization facility inHuntington Beach and I will oppose furtherattempts of its construction. The Poseidonproject is not about cheap water. In fact the
deal would be very costly for HB residents.Poseidon has teamed up with the biggesteyesore in town (the AES smokestacks) toconstruct a mega-million dollar facility in wetlands adjacent to SEHB homes. Theproject will cause environmental harm to
our beaches and will negatively impact thelives of HB residents. The financial costs areuncertain because Poseidon has been less than transparent about actual costs inbuilding and maintaining the facility. Youwouldnt let your contractor build your new
kitchen without a budget but that is exactlywhat the city council is doing with Poseidon.I strongly oppose the Poseidon project.
WILLIAM GRUNWALD: Knowing thehistory and importance of the water supplyto Southern California, I am a supporter ofdesalinization technology for OrangeCounty which could someday provide a
path to independence from outsidesources. That said, I have specific concerns with the viability of building a desalinationplant alongside an outdated power plant,slated for decommission in eight years.Even assuming a new source of electricity is
brought in to power the plant, locating ithere would preclude the redevelopment of the site to less industrial usage, after thepower plant closes.
BRUCE J. BRANDT: I strongly opposethis and if elected will do all I can to kill it. A)The company has no track record andseems no real assets. If this was such a great
plan, Fluor and other large reputablecompanies would be pursuing. B) Attachinganything to the outdated polluting powerplant will just extend its already overdue life.
This plant was rushed back into service,
even though it was scheduled for upgrades,back in the Gray Davis energy crisis era.
CONNIE BOARDMAN:While on theCity Council, I voted against this projectbecause the Environmental Impact Report was deficient, and because whileHuntington Beach would receive all the
impacts our residents would not benefit. Water from the desalination plant wouldcost many times more than water wecurrently use. The Poseidon Company hasa very poor track record of actuallyconstructing and operating functional
desalination plants. The Metropolitan Water Department has estimated that ifeveryone just reduced water use by 10%enough water would be saved to provide acity the size of San Diego with water.Education and conservation are key to our
water issues here in Southern California.
JOHN VON HOLLE: Overall, Isupport the proposed PoseidonResources desalination facility. However,there are many issues to overcome. I amconcerned about the additional power that will be needed to supply power to
the desalination plant. The power plantburns oil to generate power and theburning of the oil creates CO2 gases andgreenhouse gases which in turn hurt theenvironment. Since the city was unableto have the AES plant reduce their CO2
and greenhouse gases in the past, I wouldpropose a change in the CUP that wouldrequire the installation of clean-airequipment to reduce the amount ofexisting CO2 and green house gasemissions the plant is now dumping into
the environment.
LANDON FICHTNER: Water is themost important resource to sustain ourcurrent quality of life. As the demand for water increases, investments in watercapturing and desalination facilities mustincrease to continue to meet the needs ofan expanding community. Since the
Southland has been suffering from aprolonged drought and our demandcontinues to increase, either facilities like the Poseidon Resource Desalination mustbe constructed, or large scale conservationsefforts need to change our way of using this
vital resource.
BLAIR FARLEY: I am opposed to thePoseidon Resources desalination facility thatwas approved by the Council in 2006. It isan energy intensive and expensive way togenerate water. It relies on old technologyat the AES power plant for intake water.Just this week this so called "once through"
cooling technique used by AES has beenbanned. This project is a classic lose-lose forthe people of Huntington Beach. It brings awhole lot of environmental concerns about
air and water quality, makes South East
Huntington Beach more industrial, not lessand it will cost all of us more money for water through the Metropolitan WaterDistrict subsidies they have applied for. I willfight for clean air & water!
FRED SPEAKER: As you know, welive in a desert - and this brings water. As
long as no-one can prove it is harmful to the ocean or to the citizens ofHuntington Beach, I am in favor of it.
JOE SHAW: Our future prosperitydepends on a clean ocean and pristinecoast. Its just not a good idea for us toput more heavy industrial uses on our
coast. I toured the oil spill that seepedfrom the ground near the area of Atlantaand Beach with a representative of theEPA early this year, which costs millionsto clean up. It made me realize that thereare pockets of potential hazardous
materials throughout our city. It doesntmake sense to add more heavy industrialuses in an area already severely impactedby the ASCON toxic waste site and theoutdated AES plant. We need to do more to clean up whats already there.
Wouldnt we be better off with hotels,parks and other amenities along thecoast and not heavy industry?
ERIK PETERSON: I support theHuntington Beach desalination facility. It willnot impact the downtown area and it will
supply the city additional revenue withoutcost to its residence. It will make
Huntington Beach a more self-sustainingcity by being a main source of the Countyswater supply. Thi s will eliminate or reduceour reliance on imported water fromNorthern California and the ColoradoRiver. It will sustain our city during droughts
and times of emergency. I feel this plant willbe good for Huntington Beach.
ANDRISSA DOMINGUEZ:It wouldbe a disservice to the residents ofHuntington Beach for me to answer someof the questions when I do not possess allthe necessary facts.
BARBARA DELGLEIZE: From myunderstanding the Poseidon Resources is adecided issue and I support theapprovalthat being said I would want thecompany to make the facilities in best way to fit the area. To be sure the quality of
project enhances HB long term planning on water usage and quality for generations tocome. I believe the desalination plant shouldbe a part of our future strategies along withrecycling, conservation and diversity.
MATTHEW HARPER: Waterindependence is critical to OrangeCounty's long-term future and I support
the proposed desalination facility as astep toward that goal.

The Federal Housing Administration (FHA)
currently insures 30% of all residential loans
generated in todays real estate market. Scores of
homeowners looking to refinance are surprised to learn
that an FHA loan is their best option. A decrease in
equity also means that, for many more
homeowners, an FHA loan might be
the only option to refinance.
Homebuyers with less than
20% down payment are
also likely to look
towards an FHA
insured loan.
Insuring one
out of three loans is
a significant jump
up from the
roughly four
percent market
share which the
FHA had in 2006.
Government insured
loans are good news for
consumers in that they areable to obtain loans that the banks might not otherwise
make. Its also good for the banks because their loans
are insured by the full faith and credit of the US
Government. However, an increase in government
loans during a real estate market which continues to
struggle has really tightened the vice on American
taxpayers. Along with an increase in market share
comes an increase in defaults and default-related losses.
Earlier this year the FHA attempted to offset those
losses by shoring up its reserves. The FHA raised the
premium on its funding fee which is collected at
funding for every FHA insured loan. This Upfront
Mortgage Insurance Premium (UFMIP) was increased
from 1.75% to 2.25% of the loan amount. This meant
that consumers had to pay an additional $500 per every
$100,000 financed directly to the FHA. On a $400,000
loan, this meant an additional $2,000 in costs just to get
the loan insured.
Here we go again. Just six months after their last
fee increase, the FHA is stating that they need more
money from American homeowners in order to
continue insuring loans. The
amount of the monthly
mortgage insurance (MIP)
payable to the FHA for
insuring the
loan will
n e a r l y
double to
0.90 from the
current 0.50
for most
FHA insured
l o a n s .
Although they
will be lowering the
amount of the UFMIP tooffset this latest fee increase,
most American homeowners will find that this new
calculation will result in a higher payment on their
mortgage.
For example, a $300,000 FHA loan today would
have a monthly payment at $1,636.84 (4.25% rate,
2.25% UFMIP and 0.50% MIP). Assuming rates are the
same when the new calculation takes effect, this same
$300,000 loan will now carry a monthly payment of
$1,717.83 (4.25% rate, 1.00% UFMIP and 0.90%
MIP). The difference is $80.99 per month or $971.88
per year. Since the FHAs monthly mortgage
insurance typically lasts five years, this same
$300,000 loan is likely to cost the homeowner
approximately $5,000 more to obtain and maintain.
Understandably the government doesnt want to lose
any more money on bad loans, but
even the private mortgage
insurance companies arent
charging this much!
Homeowners looking for a 15
year fixed are the only ones likely
to benefit from this change.
The FHA doesnt have a
monthly insurance
premium for most 15 year
loans. And thats not
scheduled to change
under this new plan. Yet
these homeowners are still capable of benefitting from
the reduced UFMIP.
The most common instances where FHA
Financing would be considered are:
Homeowners looking to consolidate a 1st and 2nd
mortgage
Loans with less than 20% equity (purchase or
refinance)
Homeowners looking to cash out some of the equity
in their home
If an individual is looking to do any of these on a30 year term, theyll want to do so before the changes
take effect. If theyre looking to do any of these on a 15
year term, theyll want to have everything ready to pu ll
the trigger while rates are still at record lows. Either
way, Individuals who relate to one or more of these
areas should call their mortgage broker immediately.
These changes take effect October 4th.

BILL RORICK: The voters of Huntington Beach havealready voted to approve the Senior Center and I am not the type of politician who believes that I know betterthan the electorate. I am in favor of proceeding with theSenior Center. I would support funding of this project by
use of the Quimby Act funds, but it would appear fromreading the Act that only a portion of the cost could becovered by these funds since it requires the percentagepaid by Quimby Act funds have a reasonable relationshipto the use of the park and recreational facilities by futureinhabitants of the related sub-division. This actual
percentage could be argued, but it is clearly less than100%.
SHAWN ROSELIUS: I think that instead of payingfor a new building and taking up open spaces in CentralPark we should use one of the closed schools like Kettlerand refurbish it. I oppose Measure T because I opposeconstruction in Central Park. The spirit of the Quimbyact is to improve parks for the general population. If the
money from Pacific City Development that should beused for our parks is diverted to the Senior Center itseems that it would benefit only a select part of thepopulation rather than all of the citizens.
JOE CARCHIO: Our Seniors are a very importantpart of this great City. We have some legal issues to dealwith and some other challenges. As a sitting member of
the City Council it is difficult to be specificbut I can say that what ever it takes to deliver this service to ourSeniors I will be there to help lead.
NORM WESTWELL: I was opposed to the locationin Central Park. I was opposed measure T as it wasproposed. I oppose Quimby Act funding of the project. As an elected public official, I have taken an oath touphold the law.
BILLY OCONNELL: I supported Measure T and Isupport the construction of a new Senior Center at the
location approved by the majority of Huntington Beach voters. I also support using the in-lieu fees for the
project. The court ruling is an unfortunate set-back forseniors and senior services. I am hopeful that the project
is able to proceed and the appeal overturns the ruling.
JIM KATAPODIS: We need a new Senior Centerbecause the Rogers Center is outdated and too small tokeep up with the needs of our growing seniorpopulation. The problem is that building a new SeniorCenter in Central Park may be cost prohibitive and wemay have to look for another location.
DAN KALMICK: The city needs a new SeniorCenter. Central Park is the wrong location. Its downhill
(requiring stairs) and not central to public transport norwhere census data shows that seniors live. I do not feelthat building a senior center conforms to the spirit of theQuimby Act. How does a $4mil building cost the city$19mil? I agree with the courts ruling. We need to goback to the power points and the reports from when we
discussed this issue the first time. Several schools havebecome available as well as the idea of rebuilding thecenter on its current location and moving the parking lot.Younger people got the sports complex; its time for theseniors to get a new facility. The deal wont happen as it
is and instead of digging our heels in we need to take areal look at the situation on the field and move forwardfrom there.
HEATHER GROW: In 2006 voters narrowly passedwhat looked like a good deal at the time-a brand newstate-of-the-art senior center located near our beautifullibrary and paid for by private funds. As time has passedhowever, this deal has become less likely to become areality. The city has lost a lawsuit over the proposed
location, the private builder is out of the picture andfunds available to build the project are significantly less.The city should do what is best for our growing seniorpopulation: 1) drop the costly appeal and 2) look intoother options like expansion/modernization of thecurrent center or building an additional center in a
location that wont tie up the project in lawsuits.
WILLIAM GRUNWALD: I support Measure T as it
was approved by the voters. As the ranks of seniorsgrow, there will be an even greater need for these types
of facilities. The court however has taken issue to someof the provisions in the measure. Rather than continuingan expensive appeal process, the city would be betterserved by readdressing the problem areas of theMeasure and bringing them into compliance with the law.
BRUCE J. BRANDT: I support a new senior centerbut the current plan is seriously flawed. As I stressed in
my last campaign 2 years ago, the deal to delay park feesfor a future sole source contract to the Pacific Citydeveloper never passed the best value to the city test. Isaid it was not proper and now the courts have agreedNeed to replan the effort and do it proper this time. Thecity should drop its appeal and stop wasting more legal
fees
CONNIE BOARDMAN: Recently a superior courtjudge found the city acted in error in using Quimby Actfunds to finance the construction of a new senior center.I completely agree and I do not support appealing thisdecision. The Quimby Act money should be used on-site to provide a park area for the residents of the
development, not a senior center miles away that manywould never use. Rather than constructing a huge newsenior center, the city must focus on providing servicessuch as meals on wheels, and the noon lunch program atthe current center. In the face of a multi-million dollarbudget short fall we must protect these vital servicesbefore worrying about construction of a new center.
JOHN VON HOLLE: I support the new SeniorCenter in Central Park and the uses of the in-lieu park
fees from Pacific City Development. I believe the citywill prevail in a new court case, because many of thegrounds citied in the first court case will be reversedonce everything is said and done.
LANDON FICHTNER: I feel that any newconstruction on public land should be open use, and notbe for limited use or for a specific sub-group. The senior
community needs services and amenities just like any
other sub-group of Huntington Beach; however thisproject should be merged with other services, to create acommunity center that can be available for all. As for
funding and court decisions, I will always follow the law of the land and dont feel that there is much room forpersonal interpretation.
BLAIR FARLEY: I am in favor of providing service toSeniors in our community at a variety of possible locationsthroughout the City. I am opposed to using park land atCentral Park to construct this Senior Center. The PacificCity development should pay its fair share of park "in lieu"
fees, as every other developer does and the City should then use those resources to provide recreationalopportunities for the future residents of Pacific City. Usingthose dollars through a no-bid contract to build a SeniorCenter on public open space is a bad idea. To protectagainst this in the future projects should be fully entitled
before a Measure C vote is held.
FRED SPEAKER: I support a new Senior Center forour residents. The current proposed location, in myopinion after considerable research, appears to be thebest. Seven neighboring cities in Orange County havelocated their Senior Centers in City Parks. This facility willeventually serve all the residents of HB, and yes, Park
Fees should be used. A number of alternatives have beenproposed including closing the existing undersized facility,selling that valuable property and using those funds tobuild the new Senior Centersomething I proposed in1998.
JOE SHAW:As the Pacific City project gets movedfurther and further into the future, the funding for thenew Senior Center becomes more and more suspect. But
more importantly, in this years budget, cuts wereproposed to senior transportation and to the senior Mealson Wheels program. We cannot seriously considerspending one dollar on a new Senior Center until weknow that the programs which help our most vulnerablecitizens will not be eliminated. In tough times like these,
there are likely more seniors going without healthy
nutritional meals. Until our citys budget is back on track,and our senior programs are reaching everyone thatneeds them, there is no sense in talking about building a
new Senior Center.
ERIK PETERSON: I do not support the Senior Centerin Central Park. I did not support Measure T. I oppose thefunding of this project by Quimby Act in lieu park feesfrom the Pacific City development because it violates theQuimby Act. I support the courts ruling. I feel analternative site is what is needed
ANDRISSA DOMINGUEZ: It would be a disserviceto the residents of Huntington Beach for me to answer
some of the questions when I do not possess all thenecessary facts.
BARBARA DELGLEIZE: The people of HB voted tohave the Senior Center built in Center Park. I supportthem. Having a senior center in the park would be a greatfit for them to be able to use the other services in theareas such as the HB Library, Shipley Nature Center. Itseasy access off Goldenwest Street in the center of town.
It is vital that we have a center that can support seniorrecreational needs, transportation services and a
community center where they can continue to socializelate into their lives. I do support the city appealing thecourt ruling to halt the project which I feel were based onerroneous findings. Yes I do support in lieu fees to
support this development As our community has agedso has our senior population. Seniors are living longer today and continue to make last contributions to ourcommunity.
MATTHEW HARPER: I cast my personal vote forMeasure T in 2006. I agree that Huntington Central Park,just across from Huntington Central Library, is a greatlocation for a new Senior Center. Though the issue is on
appeal, the courts will decide how much in Quimby Actfunds may be allocated towards this public project. Oncethe funding question is resolved, the City of HuntingtonBeach should move forward in building this importantcommunity asset.
