The Long Term & Continuing Care Association of Manitoba is a membership based not-for-profit
organization that has been representing health care providers since 1959. We are incorporated under
Companies Act of Manitoba and have recognized bylaws. Our volunteer, member-elected Board of Directors
provides direction to the overall governance of the Association while full-time professional staff manage the
daily administrative duties. As an organization we continue to foster long term care leadership through
membership growth, development and support. Our membership represents more than 4,300 long term and
continuing care beds/suites. We represent non-profit (41%), and private (59%) retirement, independent living,
as well as supportive housing and personal care home residences. This includes approximately 4600
employees, spanning seven regional health authorities across Manitoba.
Purpose of the Association
The purpose of the Long Term & Continuing Care Association of Manitoba is to advance and elevate the
status of long term and continuing care by promoting awareness of its needs and potential to Government,
Regional Health Authorities, Allied Health Agencies and the community.
Objectives of the Association
To advocate on behalf of the membership to the Manitoba Government and the Regional Health Authorities
for support of continuous quality improvement initiatives and quality care standards for residents in long term
and continuing care.
To liaise with other members of the long term and continuing care sector including the community programs
and services to assure equitable treatment and best practices are maintained for clients of the long term and
continuing care programs. To liaise with Long Term Care and Continuing Care Associations across Canada.
To provide educational opportunities within the long term and continuing care sector in Manitoba. To provide
an avenue of communication and support between and among Association members.

It is my pleasure to present to you, the 2009-2012 Long Term & Continuing Care Association of
Manitoba (LTCAM) Strategic Plan progress report.
In 2008-09 LTCAM embarked on a three year Strategic Planning process. The process included consultation with our
members, select community leaders and public across the continuum of care. Priorities were established using a two-
step process; the first step was to identify the priorities and the second step was to determine from these priorities,
what LTCAM was already working on and doing well, and what needed our more immediate attention.
‘Success Factors’ were then drawn from the priorities. Success factors are linked to the strategic plan by reviewing each
one separately and asking the question “What do we need in order for this to be true?” Three Success Factors were
identified for 2009-2012. Teams were created from the board and board committee membership to pursue these.
Progress reports were provided by the teams to the Board, on a regular basis. The Success Factors and their
corresponding headings used for this progress report are:

Members and potential members see value in their involvement. All our members are represented fairly. Education, support, problem-solving and other services help members to achieve their goals.

Educating Members and Public
In June 2011, the LTCAM Board reviewed the significant progress made and determined that we are well positioned to
proceed with further Strategic Planning for the period of 2012-2015. The new process has begun with broad
consultation throughout the continuum of care, by way of a survey released on September 12, 2011.
As we look ahead to the next three year planning process, we predict our ability to evolve and build on our community,
health authority and government relationships will continue to strengthen. These relationships, together with the
increased support to members and outreach to the general public, will serve to assist the LTCAM in furthering its goals
and objectives.
LTCAM has a long and rich history of pursing improvements to the quality of care for Manitoba seniors. The Nursing
Home Matrons Association of Winnipeg, circa 1945, documented their pursuit of higher standards for nursing home
“patients” in their meeting minutes. The past chair of the Nursing Home Matrons Association of Winnipeg was the first
chair of the Nursing Home Association of MB (LTCAM) when it was incorporated in 1959. She, along with the new
board and founding members, brought with them this relentless pursuit for higher standards that LTCAM continues
today.
Excerpts from the Constitution of Nursing Home Matrons Association of Winnipeg May, 1945:
“ The aim of the association is to improve the standard of nursing homes.” “Matrons only are eligible and may join the association on payment of $1.00 minimum per year.”
In 1951 the Matrons contemplated changing their name to the “Chartered Nursing Homes Association” to raise standards. Suggestions for the Charter follow:
“Accurate and complete records to be kept by each Chartered Home. A humanitarian attitude with the patients care is the prime consideration and will be maintained. Standardized, competent functions, good professional care to the patients will be required. Must live up to standards as approved by this committee. (The committee will make) Demands for frequent inspections”

Regional Health Authorities
Provincial Aging in Place Working Group: In partnership with non-member PCHs, developed a position paper responding to the Provincial Aging in Place Policy which led to the formation of a Provincial Committee co-chaired by VP WRHA and ED LTCAM, reporting to the Ministers of Health and Healthy Living, Youth and Seniors. A milestone report with recommendations to support older adults living in Manitoba was well-received Active participation in the following:

Supporting the Members
Acting as the sole negotiating agent, successfully renegotiated Service Purchase Agreements (SPA) for Provincial Private Personal Care Homes and the Winnipeg Supportive Housing members, between 2009 and 2012. Provides ongoing interpretation and advocacy for SPA related issues. Active participation in the following committees:
WRHA Pharmacy Services RFP
HEPB HEBB Provincial stakeholder committee.
VGH Community Engagement Committee reporting to the VGH Board.
LTCAM members also represent the Association on a number of vital RHA committees
Facilitated improved partnerships between Supportive Housing operators and the 13 WRHA Community Offices and Access Centres. Strengthening networking and advocacy opportunities by increased membership from 45 in 2008-09 to 75 in 2011-12. Non-profit and Private residences are equally represented. Membership spans seven of 11 RHAs While delivering increased services, Active Member fees have not increased. Facilitating networking and information sharing through:

The LTCAM Provincial Awards for Excellence are open to all staff who work in long term and continuing care across MB. The nominations have increased significantly since their inception in 2004. CBC Radio One served as Master of Ceremonies for the awards in 2011
Education Coordinators at all Winnipeg Hospitals distributed conference information to their staff.
Doctors Manitoba featured the conference in their newsletter which reaches all Manitoba Physicians including retirees and students.
Exhibitors provide innovative new products which are displayed, and demonstrated.
