Fine gael DublinMid-West TD, DerekKeating, is calling for aspecial six-month gardaoperation to be set upto specifically targetfuel smugglers.

“Fuel smuggling as anillicit trade is having a

hugely negative impacton our economy. Thoseinvolved are not onlydepriving the State oftax revenues, they areputting motorists in asituation where theymay be unwittinglyputting unsafe fuel intotheir cars. It also gives

unscrupulous hauliers anunfair advantage overthose who are trying touphold the law and keeptheir heads above waterin an industry that hasbeen severely hit byrising fuel costs. This isa dangerous andcriminal activity, andmust be stamped out. “I asked the Minister forFinance whether thecurrent two-colourdiesel fuel system couldbe abolished andreplaced with a rebatesystem for tax

compliance hauliers. “The Minister said sucha system would not beeffective and would stillbe open to abuse. He isof the view that theestablishment of anextensive repaymentssystem would give riseto a significantadministrative burdenand cost for oil traders,users and Revenue, aswell as posingsignificant cash-flowcosts for those whocurrently use markedoil.

“I accept the Minister’sviews on the issue, andas a result, I am callingfor a special six monthgarda operation to beset up to specificallytarget fuel smuggling.This would allow for atargeted crack-down onthe illicit trade. Ibelieve this focussedapproach ofenforcement, combinedwith ongoing controls onthe sale and distributionof oils, would bringsignificant dividends forthe State.”

Sinn Féin CouncillorMáire Devine hascondemned the recentspate of manhole covertheft in the Tallaghtarea. Earlier this weeka concerned resident

contacted Cllr Devine inrelation to two manholecovers that had gonemissing on theFortunestown Road. Onfollowing up on thematter with South

Dublin County Council,it has come to light thatthis is not a rareoccurance and is in factbecoming a worryingtrend in the Tallaghtarea. The councilinformed Cllr Devinethat the increasedvalue of scrap metalhas led to the theft ofmanhole covers andboth the ESb andEircom have also hadmetal covers targeted.The theft doesn’t stopthere, further researchinto the matter hasshown that residents insome parts of Tallaghthave had their gatesstolen and ghost estatessuch as those in

bancroft have beenstripped of metal.“This growing trend inthe theft of metal isreally worrying and inthe case of the manholecovers it also poses aserious threat to publicsafety. Theperpetrators of thesecrimes have no socialconscience and areleaving children andelderly people at risk ofserious falls” said CllrDevine. “It is impossiblefor the local authorityto police and I wouldappeal to people to beextra vigilant and toreport any suspiciousactivity they see to thegardaí”.

The local authorityhave replaced missingcovers as soon as theirabsence was reportedbut they are relying onthe public providingthis information. Cllr Devine issubmitting a questionto the Council on thecost implications ofreplacing these covers.“South Dublin CountyCouncil are challengedby budgetaryconstraints and thesethefts are putting extrapressure on theirfinances, which canonly lead to cuts beingmade from otherservices” added theSinn Féin Councillor.

Minister Frances Fitzgeraldhas announced an additional4 social workers and 1 Teamleader for the Clondalkin,Rathcoole, Newcastle,Saggart, Palmerstown andlucan area. The additionalsocial workers will coverchild protection in theseareas and the creation oftheir posts is part of theHSE’s nationwide campaignto employ 60 additionalsocial workers, asrecommended by the RyanReport.

“Since my first day in office

I have been committed toimplementing therecommendations of theRyan Report. among the keyrecommendations made inthe report was therecruitment of an additional60 social workers in thearea of child protection. Iam pleased to announcethat 4 of these socialworkers and 1 team leaderwill be based in my ownconstituency to help coverchild protection throughoutlucan, Clondalkin,Palmerstown, Saggart,Newcastle and Rathcoole.

These workers will provideadditional support to ourservices here in Dublin MidWest and will work toensure the protection ofchildren throughout ourcommunities,” said MinisterFrances Fitzgerald.

This New QbC was

provided for on the basis that Dublin buswould in turn provide a high frequencyservice to operate the QbC. There is also aneed for a bus Service on the Killininny Roadwhich to date has had no regular busservice’’‘’There is a clear demand for a serviceconnecting Tallaght, Firhouse and Old Courtwith Rathmines, Rathgar and the SouthInner City. This is an extremelycomplex area and one of national importance; the challenge of getting togrips with the mortgage problem is one of the biggest issues facing thisgovernment. What we have today is a series of solutions, which will forma key part of the government’s strategy for dealing with mortgage arrears. “The write-down of small debts, up to the value of €20,000, will be madepossible through the issuance of Debt Relief Certificates. This willessentially function as a six year deal with the lender, where the person indebt can be discharged from loans they are unable to pay. For those withlarger personal debts, a Debt Settlement arrangement may be agreed,which also allows for the write-down of personal loans. “These two schemes will directly help the thousands of people in thiscountry who have found themselves drowning in debt in recent years - withcredit card bills, car loans, overdrafts – and are currently unable to chart away out of their situation. by helping these people, we may be able to avoidfurther mortgage defaults and the unsustainable escalation of personaldebt. “For those struggling under the burden of spiralling mortgage debt, the newPersonal Insolvency arrangements contained within the bill will provide alifeline. Through agreement with creditors, the PIa will help mortgageholders to restructure their debts and ultimately reduce their repayments. “The final, crucial, element of this legislation is the reformed bankruptcyarrangements, which reduce the period of time that a person will beconsidered bankrupt from 12 to 3 years. The existing regime is punitive andout of date. bankruptcy should always be considered a course of last resort.However, for those who find themselves with no other option, this proposednew legislation will make the process quicker and easier. “This bill is an excellent start; it will now go before the Joint OireachtasCommittee on Justice for its consideration and it’s hoped it can bepublished in full by the end of april. between now and then, thegovernment wants to hear the views of the Opposition and the public. Thisgovernment is determined to chart a way out of this crisis by helping peoplewho are feeling overwhelmed by debt to get back on their feet.”

Jury service isgoverned by the Juriesact, 1976 as amendedby the Civil law(MiscellaneousProvisions) act 2008.Every Irish Citizenfrom eighteen yearsupwards, who isentered on theregister of electors, iseligible for juryservice. Previously,there was an upperage limit of seventyyears but since the 1stJanuary 2009, this

upper age limit hasbeen abolished.

Jury service isintended to be anexpression of serviceto one’s country.under S29 of the 1976Juries act, when anemployee (or anapprentice) is calledfor jury service,he/she is deemed to beemployed during theperiod he or she isabsent from work. €500.00 since the 1stJanuary 2009 forfailure to comply withthe Jury Summons,there is still criticismof theunrepresentativenature of Irish juries asa consequence of thenumber of excusalsgranted. However, it isunderstandable howthere is a hugefinancial disincentivefor self employedindividuals to sit on ajury. In May 2008,following claims ofdiscrimination bygroups such as ageaction Ireland, theMinister for Justice,Equality and lawReform announcedthat the governmenthad approved aproposal to abolish theupper age limit forjury service. It seems like only a couple of years ago thatnobody had heard about the Hardy bucks,which is true. Nobody had, it wasn’t untilthe lads got involved with RTE through theonline Storyland competition that we got toenjoy some exciting new Irish comedy.Now a new show is airing through Storylandthat hopes for similar exposure. StudentTeacher is about a young man named ConorShaw (played by Conor O’Toole, a youngDublin comedian from greenhills) wholeaves school when he’s fifteen to get ateaching degree but then finds out he can

only get a job in his old oddball school,teaching his old class who all hate him.

Storyland is a competition so StudentTeacher needs as many votes as it can getso they can make another episode. at themoment the cast are appearing in schools,putting on free stand-up shows and askingeveryone to “like” their Facebook page(Facebook.com/Studentteachershow) andvote for them when the competition openon the rte.ie/storyland website on February13th.

motion earlier last yearasking the Council toinvestigate thepracticalities ofoffering exerciseequipment in parks,Management have nowsecured funding for

aDuLt exercise equiPment to Be instaLLeD in LocaL Parkseleven projectsthroughout the countyincluding at griffeenValley Park, WaterstownPark, Hermitage Park,Corkagh Park and,Rathcoole Park; and Iam pleased to confirmthat these trails are dueto be installed byapril,” said Cllr. EmerHiggins.“I am delighted that wehave been able todeliver on this projectfor park users andpleased that thisequipment will be

operational by april, asthe weather improvesand evenings get longer.I raised this issue anumber of months agoin the context of thewider public debate ontackling obesity. Thereis a national trendtowards outdooractivities and withevery home in thecountry affected insome way or other bythe recession, there is aparticularly strongdemand for freeamenities. I have seen

exercise trails inoperation in other partsof the county, andindeed other countries,and I believe thisfacility is something weshould be providing inour area. The aim of theprotest is to provide afocal point for peopleto express their angerat the savage cuts andtax hikes introduced byFimne gael and labourin December’s budgetand to call for a new

2013. In December thehead of the EuropeanCommission Mr barrosoinvited member statesto put forward proposalsfor this funding toaddress youthunemployment. We arecalling on the Irishgovernment to urgentlyengage with the EuCommission with a viewto securing some of thisfunding to tackle thestubbornly high levels ofyouth unemployment inthis country,” saidJames Doorley, assistant

Director at the NYCI.“We urgently need anew plan which will giveyoung people hope andoptions other than thedole or emigration.among the measureswhich the governmentshould initiate are;firstly they shouldprovide incentives toemployers in the form ofa wage subsidy to takeon young jobseekers - ashas recently beenannounced by the uKgovernment. Secondly,we support the call from

the National Economicand Social Council fordirect employment orpublic works projectswhich are providingrequired services orenhancing existinginfrastructure. as wellas beginning to addressthe serious youthunemployment problemin the country andproviding youngjobseekers withvaluable skills andexperience, targetingthe funding in this waywould bring tangible

benefits to the economyas a whole - addressingthe need forinfrastructure and alsoproviding a muchneeded spending boostto the local economies,”continued Mr Doorley.“It is imperative that weact now to send out apositive signal thatpractical measures arebeing taken, in order togive young people hope,reduce unemploymentrates and stem the tideof emigration,”concluded Mr Doorley.

The schoolis among just elevenfinalists chosen fromacross Ireland toparticipate in a specialawards ceremony inDublin Castle onFebruary 21st. Morethan 9,000 students,from 450 schoolsentered thecompetition.

The annual Our WorldIrish aid awards is agreat Primary schoolsinitiative whichencourages youngpeople to explore thelives of children of theirown age in developingcountries and to

understand the workthat Irish aidundertakes across theworld. The theme ofthe awards this yearwas ‘Caring for thePlanet, Feeding OurWorld’.

ISME, the Irish Small &Medium Enterprisesassociation, reacting tothe live Registerfigures, published bythe CSO, has demandedthat the governmentknuckle down to thebusiness ofimplementing an ‘actionPlan’ for jobs, and ceasethe never ending roundof announcementswithout substance. Theassociation outlinedthat the focus must beon assisting enterpriseto create and retain

employment by puttingthe proper platforms inplace to allow them totrade successfully.according to ISME ChiefExecutive, MarkFielding, “How manymore people must welose to emigration andunemployment beforewe see some actionfrom this somnolentgovernment? Theseasonally adjusted liveregister figures confirmthat a massive 439,600people are claimingassistance.

Consequently, thestandardisedunemployment ratestands at 14.2%”.“To date all we have hadis announcement afterannouncement ofgovernment promises,rather than actuallyaddressing the causes ofsevere unemployment.With close to half amillion people out ofwork we cannot affordto be wasting time andneed to immediatelyimplement the overpromised and long

fingered jobs plan. Thisinitiative needs toactivate a coherentimplementable strategythat will createverifiable jobs and notbe just anotherwish-list, windowdressed as a jobs plan”.“We require clear andtargeted pro-enterprisepolicies to address thebusiness concerns,including costcompetitiveness, accessto finance, latepayments and red tape.Then the labour

intensive SME sector willhave the confidence tostart investing andcreating employment”.

“The reality is that,almost a year in power,this government haspromised a lot butdelivered little. It iscrucial therefore thatthe upcoming jobs plandelivers for business andprovides them with theimpetus and security tocreate badly neededjobs”, concludedFielding.

Fine gael Senator, Catherine Noone, hasexpressed her outrage after discovering thatpunters are being forced to fork out more forbottled water than beer or stout. Senator Noonehas carried out a price survey in more than 100Dublin pubs, looking at the average per litre priceof drinks. “I find it somewhat surprising and verydisappointing that pub customers in the capitalare being charged more for their bottled waterthan for their beer. My office carried out a surveyin 109 pubs in the city, and the findings speak forthemselves. “The average price of mineral water per litre was€9.44, compared with €7.92 for stout. and thedifference is even starker if we take a look atother non-alcoholic drinks. brand-name beercosts €8.71 for an average litre, whilebrand-name cola costs a whopping €13.45 – themost expensive product per litre in the survey. “at a time when we are supposed to bediscouraging excessive alcohol consumption, thissurvey shows that it’s actually more expensive tospend your night sipping on water or soft drinks,instead of beer or stout. How can this makesense? Surely we should be using a price incentiveas the most obvious way of encouraging peopleto drink less alcohol. “We need to change our drinking culture, andbreak down the link between going out andconsuming alcohol. but this argument is very hardto progress if people are being charged more involume terms for non-alcoholic beverages. at themoment, price is serving as a disincentive to optfor non-alcoholic alternatives, and this approachshould be changed. “This isn’t just about encouraging people to drinksensibly. It’s also about the fact that punters areclearly being ripped off.”

Minister Rabbitte haslaunched the pilot SMSservice for enhancingaccess to EmergencyCall answering Servicesusing the 112 telephonenumber.This is a service aimedat facilitating those whoare unable or havedifficulty incommunicating verballywith the emergencyservices. This includesdeaf, hard of hearingand speech impairedcitizens. “by providing

these people withaccess to an SMS servicefor contacting theEmergency Services, weare taking a step closertowards parity of accessfor all to the emergencyservices.” said MinisterRabbitte. This Pilot service will, ifsuccessful provide avastly superior solutionto accessing emergencyservices, than thecurrent system.The pilot is beinglaunched on foot of a

public consultation bythe Department. It wasdecided that newtechnologies wouldenhance access forend-users, usingtechnologies other thantraditional voicecommunication. Theconsultation identifiedthe use of SMS as thepreferred mechanismfor this communication.as SMS is not a “realtime” communicationstechnology, it wasdecided it would be

tested with a six monthtrial where it would bereviewed before adecision is made on itsfuture use.The Minister said “Thereare technical challengeswhich will have to beaddressed, but I believethese can be overcome.If you wish to use theservice you will need toidentify your locationvia text, and identifyyour home addresswhen signing up to theservice”.”

Minister Rabbittefinished by saying “Thistrial represents anotherstep in the provision ofa better emergency callanswering service. I andmy Department lookforward to working withthe representatives ofpeople with disabilitiesto continue to improvethe service, not aloneduring this trial but alsoin the consideration ofother technologies thatwill serve us evenbetter.”
