  • DEVELOPMENT OF OUR FUNCTIONS

  • Extension of our functions since March presentation to the Chamber

    • 1st April

    – Section 60 (Integrated Information) of the DTA Act 2008 extended to apply to the cities and counties of Cork, Galway, Limerick and Waterford and the contiguous areas of those counties

    • 30th September

    – Section 58 (Integrated Ticketing) commenced

    – Also the function extended outside the Greater Dublin Area to all areas of the State

  • Plans for December

    • Authority to adopt Bus Licensing Guidelines on 19th November– Enables Minister to transfer bus licensing function to the Authority

    • Commission for Taxi Regulation to be assimilated– Will then become a Directorate within the Authority

    • Rail Regulator for passenger rights– Ticketing, accessibility, cross-border journeys

  • When all functions moved (by Dec. 2010)

    Greater Dublin Area includes 4 Dublin local authorities and counties of Kildare, Meath and Wicklow

  • • Greater Dublin Area– population of 1.66 million people, almost 40% of the state’s population

    – 40% of Ireland’s jobs– 40% of state’s economic output– 5 million journeys per day in 2006– 7 million journeys per day in 2030– Peak travel car speeds 14km/h– 50% of adults in region don’t own a car– less than 10% of the area of the state

    • Public transport vital– Need high capacity lines– Need integration

    • Also need to manage car demand– Parking measures– Road priority space– charging

  • Population

    630,000 more people, a 39% increase, living in the GDA in 2030.(Consistent with DOEHLG 2022 Regional Distributions and CSO 2041 Projections;

    Precisely aligned with Regional Planning Guidelines)

    A greater share of growth for Dublin, larger outer towns and close to public transport.

    Significantly lower growth in small towns, villages and the countryside

    Strategy will have a -20% sensitivity

  • Strategy Travel Demand Management

    • At a macro level, demand management can broadly fall into two categories:– Control Measures where access to, and use of, the road infrastructure is controlled and

    – Fiscal Measures where pricing mechanisms are utilised to achieve road usage modification

    • Infrastructure in the draft Strategy + less parking in new office and retail developments + traffic restrictions in towns +prioritisation of strategic road space + mobility management sustainable travel awareness raising and promotion– will not enable us to meet Smarter Travel mode share targets

    • These 2020 national targets are– work-related commuting by car will reduce to 45% – total kilometres travelled by the car fleet in 2020 will not increase significantly from current total car kilometres

    • Road user charging (on a region wide basis) is necessary to meet Smarter Travel targets – Strategy will highlight this– Work stream on optioning this will commence as part of our firstImplementation Plan

  • • December – printing and Irish translation of draft strategy

  • Bus licensing – “commercial services”

    • PTR Act 2009 establishes new licensing system and replaces– the licensing system operated under the Road Transport Act 1932

    – the notification system for Bus Éireann and Dublin Bus

    • All commercial operators placed on same footing

    Four main themes identified among 43 submissions received

  • New licensing regime

    • PTR Act prescribes much of Authority’s approach

    • Public transport users needs will be at the heart of NTA’s application of guidelines

    • NTA well aware of the crucial role commercial operators play in provision of public transport.

    • A case by case approach is required

    • NTA will work on developing the conversation that the public consultation has started with the industry

  • Subsidised public passengertransport services

    • Challenging year for the 3 subsidised operators

    – Reduced public subsidy

    – Economic down turn is affecting patronage

    – All are in deficit

    • NTA has processed over 400 applications for changes of service

    • Dublin Bus Network Direct Project is progressing

    – Faster more direct services with fewer route variations

    – frequent services on all main routes

    – Simpler network

  • Reviews of passenger services

    • We are in the process of procuring consultant advisers on passenger services

    • In 2011 we will do reviews of– Subsidised bus services in South East Region– Subsidised bus services in the regional cities of Cork, Galway, Waterford and Limerick

    – Rail service from Dublin to Galway– Commuter rail services

    • We will then, based on those reviews, roll out a national programme of reviews in coming two years

    • Roll-out of pilot on corridor in Dublin starting November

    • We have developed a transport brand

    • The information space for customers is diffuse

    �Branding can play a key role here

    • Brand will be first used in connection with Real time passenger information and will be the website address and also the logo on RTPI signs

  • Fares Scheme

    • We will examine a fares scheme in 2011 for the Greater Dublin Area

    • Issues to be looked at will include zonal fares, removing/minimising interchange penalties, capping mechanism for Integrated Ticketing

    • Challenge is to assess the effect on public transport ‘fare box’ and see what implications are for the state’s subsidy
