Our annual picnic was ALMOST a total wash, but Mother Nature couldn’t keep us down! Though our numbers were small in contrast to past events, we had big fun! The adults got a little (actually a lot) wet, but the kids didn’t even notice the torrential rain because they spent hours in the swimming pool. Thank you to Karen Luther and Phil for preparing and delivering the delicious pulled pork, chicken, baked beans, and salads. Thank you to Ruth Carnes for the hot dogs, buns, and delicious banana pudding, and everyone else who provided the drinks, sides, and other desserts. The food was delicious, but the best part was the time spent with our members and their families for sure!

It’s hard to believe, but the holidays are just around the corner. Before we eat too much, power shop, power wrap, over indulge, and repeat, I ask you to participate in very important Association business, the annual election on November 19th, at Hellas’ restaurant in Millersville. If you cannot attend, please complete an absentee ballot and send it in a sealed envelope with a colleague who can attend. We will also be voting on a Bylaws change at this meeting, so your attendance is very important.

More exciting news! MPPA will host next year’s Regional Conference. If you’d like to volunteer, please email us at mppainc.org.

Since the next Fine Print edition will not post until January, I send you warm wishes for the upcoming holiday season. Spend time with those you love. It’s the best gift you can share.

What is Public Procurement?

Simply put, public procurement is the contracting and acqui-sition of the goods and services required to sustain society and its way of life.

Consider: how do roads become roads? How are parks, schools, libraries, and water treatment facilities established and maintained? How is water and electricity provided to commercial buildings and private residences? How does a community provide for emergency response to a natural or man-made catastrophe?

At every level of society and every entity of government there is evidence of the public procurement profession.

The Recognition Committee is looking for a Volunteer to assume the duties as Chairperson. The duties include but not limited to the following:

• Select a committee of members to assist the Chair in performing the duties of the committee.

• Announce at the membership meeting the illness status of our members; announce promotions or changes of duties, also special awards or achievements of the membership; coordinate announcement with the Information and Research committee for publication in the Fineprint newsletter.

• Prepare awards for presentation, including the Stanley D. Zemansky Award, Distinguished

Service Awards, Association Buyer, and Purchasing Manager of the year; gavel for the incoming president; plaque for the outgoing president; certificates of appreciation; certificates of honor; and any other award that they Association may wish to bestow.

• Coordinate with the Program and Educational committee to determine needs of awards to be

presented to guest speakers and presenters; obtain the awards for presentation by the chair-person involved. Presently, the award is a pewter paperweight with the Association logo en-graved thereon.

• Prepare and submit an asking budget for next year to the Budget and Finance committee by September.

• Administer the awards nomination processes for the Zemansky and Distinguished Service

Award/s in concert with the Executive Board, which selects the awardees to be honored.

Reminders: As a MPPA member in Good Standing, the following opportunities may be available for you: Stanley D. Zemansky Educational Aid Program MPPA offers scholarships for courses and reimbursement for certification exams to help members meet their educational and professional goals. MPPA members can apply for available scholarship funds for classes by filling out and submitting an application. Information and the scholarship application are available on MPPA’s website: www.mppainc.org , The Stanley D. Zemansky Educational Aid Program. Reimbursement for Recertification of CPPO, or CPPB MPPA offers reimbursement for recertification for CPPO or CPPB. Reimbursement will be limited to candidates who pay for the recertification themselves with no financial support for the recertification fee from their employers. Candidates will be reimbursed for the recertification fee only. Upon successfully obtaining the recertification, candidates must submit the application for reimbursement to the Recognition Chairperson. Members should request reimbursement within eight (8) weeks of obtaining their recertification. Upon receipt and proof of recertification, the Recognition Chairperson shall request reimbursement of the member from the Treasurer. COOPERATIVE PROCUREMENT AS AN ACTION PLAN

Cooperative purchasing is used extensively by governmental entities. It saves administrative costs, saves time and saves money. There are also many examples where cooperative purchasing is used as a change agent in an entity’s action plan. A change agent, or agent of change, is someone who promotes and enables change to happen within any group or organization. Let us explore that for a minute.

The Sustainable Purchasing Forum and Vendor Exposition was held on Tuesday, September

25th. While presenters touted the importance and successes of sustainable purchasing activities, many in the audience pondered the cost to replace existing commodities and practices with sustainable ones when a low bid rule was the deciding factor. More specifically, the same concern has been raised about the total cost of alternative fueled vehicles and their infrastructure when compared to the gasoline counterparts.

The point of today’s report is to offer cooperative purchasing as a “change agent.” What is

possible when we aggregate our buying power? Can we drive pricing down in a sustainable industry so that it is price competitive with alternatives?

At the Forum, we heard a presentation by Leah Boggs, Senior Environmental Planner for the

Metropolitan Washington Council of Governments who shared her experiences chairing the Fleets for the Future Grant that was charged with doing just that. She was the chair responsible for aggregating requirements for alternative fueled vehicles in an effort to improve price competitiveness. Cooperative efforts were coordinated on a Federal, State and local level. Another current example is the variety of grant related activities directed to build the local farmer economy through school and governmental cooperative purchasing. Can a local market be created that cuts out the middleman and, thereby, increase the local farming economy and pricing to the end user? The Forum also provided access to the vendor exposition where attendees received information about supplier initiated sustainable solutions for us to consider for our local requirements. Often this represents alternatives that we never thought of and may inadvertently exclude in our specification writing.

Here is the challenge, the next time your entity has a resolution to increase, for example, sustainable efforts and you know the sustainable equivalent is not price competitive, think about how you might achieve and contribute to that resolution through a cooperative purchasing effort.

Pumpkin Whoopie Pies

Directions

1. Preheat oven to 350 degrees F (175 degrees C). Lightly grease baking sheets.

2. Combine the oil and brown sugar. Mix in the pumpkin and eggs, beating well. Add the flour, salt, baking powder, bak-ing soda, 1 teaspoon vanilla, cinnamon, ginger and cloves. Mix well.

3. Drop dough by heaping teaspoons onto the prepared baking sheets. Bake at 350 degrees F (175 degrees C) for 10 to 12 minutes. Let cookies cool then make sandwiches from two cookies filled with Whoopie Pie Filling.

4. To Make Whoopie Pie Filling: Beat egg white and mix with the milk, 1 teaspoon vanilla and 1 cup of the confectioners' sugar. Mix well then beat in the shortening and the remaining cup of confectioners' sugar. Beat until light and fluffy

Letter From the Editor For my comments in this issue of the MPPA newsletter I wanted to share an interesting find from the NIGP website. http://www.nigp.org Why a Career in Public Procurement? Public Service First and foremost, a career in public procurement is truly a career dedicated to serving the best interests of the community. Qualities intrinsic to public procurement professionals include: a dedication to ethical practice; a belief that through best practices, government can make a positive difference in its community; a deep-seated understanding that they are custodians of the public trust, that they champion and protect the taxpayer and the tax dollar. Influence Government procurement officials have the unique ability to greatly influence how to best meet the goals of the community as identified through the political process. Whereas the politicians may approve the building of roads, the procurement agent may identify whether that road must be constructed using recycled materials, whether eco-friendly lighting is installed or solar powered traffic signals employed. Variety Over the course of a procurement career, you may have the opportunity to purchase everything from IT infra-structure and mass transit systems to syringes for injecting giraffes and elephants (really!). That means expo-sure to business operations and market segments across the gamut of the economic spectrum that you may have otherwise never heard of much less experienced. Challenge To excel in this profession, you will need to develop a broad base of skills and knowledge and constantly hone your abilities. In your role as a government procurement agent you will wear many hats. You will have the op-portunity to be a strategic business person, establishing contractual relationships that leverage your buying power; a shrewd negotiator who understands how to achieve win-win solutions for both the agency and the supplier; a lawyer; a money manager; a visionary champion of the public you will serve. Is there an advantage to being certified? Certification of procurement professionals is a vital tool for agencies all over the country as they watch over every dollar and look to maximize value, which well-trained professionals are better equipped to do. Certifica-tion can also provide an edge when applying for an open position or looking to be promoted. Is there a lot of opportunity for jobs in the public procurement sector? The short answer is yes. In December 2013, the U.S. Bureau of Labor Statistics’ workforce projections report noted that “the baby-boom generation has become a generator of change, this time in its retirement.” The BLS further projected that the 2012-2022 period would experience 3.9 million more people leaving the work force than during the previous 10 year period. That increase is largely due to aging and retirement. In addition to worker demographic influences, federal, state and local governments are comprised of over 130,000 individual agencies.
