16th April 2011Greetings from Kuching!

It is election fever here in Kuching as I am beginning to write this message from the Hilton water front. It is the day of the10th Sarawak state election and I coincidentally happen to be in Kuching at the end of my tour of duty for the weekproviding orthodontic services to the military patients in Camp Semenggo. It has been a hard week with not enough hoursin the day to settle The Laila Taib Smile of Hope Project patients and the souvenir programme for the upcomingconference.

As I am savoring my ration of one cup of coffee per day, it hit home that in two weeks time we will be hosting the 17th

MAOISCTE. “Has it really been one year?” I asked myself. Thinking back over the past year, I have certainly been kept onmy toes constantly, kept busy with MAO matters in addition to routine duties. All said and done, attention is now focusedon the upcoming conference as the Organising Committee prepares hard for the upcoming conference. We are also awareof the sleepless nights ahead. This conference is themed “Interdisciplinary orthodontics” and is expected to attract aminimum of 120 delegates with guests from the APOS.

Throughout the year, the ECM has been put to the test on so many fronts and being at the helm as president, I have had tomake some tough decisions on important matters such as the Schedule 13 of the Private Healthcare Facilities and ServicesAct, the National Specialist Register and the ethical issues surrounding the practice of subspecialty orthodontics by GDPsamongst others. These matters will no doubt be discussed during upcoming AGM. I hope to have the pleasure ofdiscussing these issues constructively during the AGM as these important matters will inevitably affect the livelihood ofthe profession and more importantly the future of generations of orthodontists to come.

On a more positive front, the MAO is beginning to gain international recognition especially amongst our Asian Pacificcounterparts. The MAO has been tasked to helm the subcommittee of APOS in preparing a document as guidelines to beadopted by the local organising committee of APOS members when bidding, hosting and organising Asian PacificOrthodontic Congresses. The MAO is also heavily involved in the Constitution Amendment Committee of APOS. Thiscommittee is in the process of amending its current constitution as the APOS establishes its secretariat office in Singapore. These duties directed at MAO without a doubt reflect the MAO’s position of trust and respect within the APOS community.

It is my pleasure to announce to all members, that the MAO is right on track in working up to hosting the 2014 APOC andas a head start, we have just been awarded a cheque for the total amount of RM 1 million from the Sarawak StateGovernment as a show of support to the MAO in winning our bid to host the 9th APOC in Kuching, Sarawak in 2014.

Finally I would like to express my gratitude to all MAO ECMs and subcommittees who have given their support andassistance without which the MAO would not be able to continue to progress by leap and bounds.

I look forward to see you all at the 17th MAOISCTE!

The MAO Diary

Courtesy visit to the Director General of Health Service, Ministry of Health (Report by Dr Rozaimah Mat Shafiei)

The MAO committee led by The President, Lt Col Dr Shalene Kereshanan paid a courtesy visit to the DirectorGeneral of Health Services, Tan SriDato’ Seri Dr. Hj. Mohd Ismail Merican, Ministry Of Health in Putrajaya on 24th

August 2010. The meeting was also attended by The Senior Principal Director, Oral Health Department Dato’ DrNorain Abu Talib and few others from the Oral Healthj Department, MOH.

The purpose of this meeting was to introduce the current executive committee members of MAO and to discussissues with regards to 9th Asian Pacific Orthodontic Congress (APOC) 2014, The Laila Taib Smile of Hope Project, unrecognised Orthodontic Short “Hands-on Courses for General Dental Practitioners as well as ethical issues onProgressive Orthodontics.

YBhg Tan Sri stressed that MOH, in particular the OHD must give full support to MAO in organizing the 9th APOC2014 in Kuching, Sarawak and making it a successful one as it is not an easy task to bid for internationalconferences to be held in Malaysia and that the MAO has done well to bid against countries like Singapore, HongKong and Bali.

YBhg Tan Sri also pointed out that MOH/MDC cannot stop any organization from providing platforms for CPE,but prior to endorsement of any “hands-on” course, it is the responsibility of the MOH to make sure that thecourse is above board and that the content of the course is in keeping with current regulations. The same ruleapplies to if the MOH are sponsoring their Specialists/ Dental Officers to attend these courses, is to ensure thatthese courses are above board.

YBhg Tan Sri suggested that the MDC website need to be up to date and the MAO role is to educate the public. He also stressed that the MOH role is in governance and accountability for rules and regulations for safepractice by professionals who are qualified and experienced. He also stressed that dentist with special interestneed to go through some kind of formal “specialist training” and ideally the MDC devises a method of clinicallyauditing the practices of these GDPs with a special interest to assess their competency. The MDC/MOH shouldbe working towards this goal.

9th ASIAN PACIFIC CONGRESS 2014Kuching, Sarawak

MALAYSIA

UPDATES

Dear Colleagues,

I am writing this report for our newsletter as an update on what is happening on the 9th APOC front.

As all members are aware, the MAO and Malaysia will play host to this very prestigious event, which forms

the largest regional orthodontic conference for the Asian Pacific basin and the second largest international

orthodontic conference in the world only after the International Orthodontic Congress hosted by the WorldFederation of Orthodontists (WFO) on a 5 year basis.

The bid to host this conference was a very keenly fought one amongst 4 regional orthodontic associations,

namely, the Indonesian Orthodontic Society ( IOS - which proposed Bali as a venue), Association of

Orthodontists Singapore (AOS), Hong Kong Society of Orthodontists Ltd (HKSO) and the Malaysian

Association of Orthodontists (MAO). The bid comprised an oral presentation by each bidding associationand Hong Kong pulled out at the last minute. AOS was represented by Dr. Vicpearly Wong (President),

IOS by Dr. Himawan Halim (ECM APOS) and MAO by Dr. Noraini binti Hj. Alwi (President & ECM).

1. Core Committee of 9th APOC

The core committee members are as follows :

Organising Chairperson : Dr. Noraini binti Hj. Alwi

Organising Honarary Secretary: Lt. Col. Dr. Shalene Kereshanan

Organising Treasurer : Dr. Pamela Yong

Organising Committee : Dr. Woon Kok Chin

Dr. Patricia Murugasu Dr. Siti Adibah Othman

Dr. Farid Patrick Rajoo

The core committee has started the ball rolling in planning towards the big event and are in the process of

identifying the necessary subcommittees, members as well as speakers, traders etc.

2. Main Organiser and Co-Organiser

As main organiser of this conference, we have as our co-organiser the Ministry of Health Malaysia. The

previous Director General of Health Malaysia YBhg Tan Sri Dato' Seri Dr. Hj. Mohd. Ismail Merican whom

MAO approached at that time, gave us his unwavering support and officially committed the Oral Health

Division and the Ministry of Health as our partners in organising this truly international and world class

event.

The MAO is also deeply grateful to the Senior Principal Director of the Oral Health Division, MOH, YBhg

Dato' Dr. Norain binti Abu Talib for her commitment towards ensuring maximum attendances by specialist

orthodontists within the Ministry of Health, representations from other dental speacialties in the Ministry

to promote cross- specialty learning aside from attendances from the “gatekeepers” of the dental

profession to encourage continuing education and inculcate interest in the field of orthodontics.

This undivided support and commitment was reiterated by the new Director General of Health YBhg Dato'

Dr. Hassan bin Abdul Rahman when the MAO Executive Committee paid a courtesy call to his office on

30th March 2011, who assured us that MOH will do its best to ensure the conference will be a huge

success. The Organising Chairperson of the 9th APOC Dr. Noraini Hj. Alwi was invited along for the

courtesy call. The Organising Committee of the 9th APOC is indeed grateful for YBhg's stand in this

matter.

3. Main Sponsors

I am happy to announce to all members that the Organising Committee has received a cheque amounting to

RM1 million (Ringgit Malaysia One Million only) from the State Government of Sarawak to honour thepledge given to the MAO Executive Committee members by the Rt. Honourable Chief Minister of Sarawak,

YAB Pehin Sri Dr. Hj. Abdul Taib Mahmud during our courtesy call to his office in Kuching Sarawak on 19th

January 2010. Receiving YAB's verbal commitment and finally holding the cheque in my hands was such an

unbelievable experience! The receipt of this large amount is indeed a humbling experience for the

Organising Committee 0f the 9th APOC as it further emphasises the monumental tasks we have ahead of us

towards 2014.

This is the largest single sponsorship to date given by the State Government of Sarawak to any Non-

Governmental Organisation in support of any event. That the MAO was chosen as beneficiary of this

extremely generous donation speaks volumes about the recognition given by the State Government of

Sarawak and YAB Pehin Sri and the faith placed in our ability to carry this through. That we are a

specialist association of only 120 members as of writing was immaterial.

The Sarawak Convention Bureau as our other main sponsor has been giving us all the help and guidance to

ensure we receive the necessary support for this event.

4. Co-Sponsors

At the time of writing, we are still actively sourcing for other sponsors and awaiting replies and to date, wehave received a commitment from Forestadent that they are willing to come in as a sponsor for our event.

The Organising Committee will continue to work hard to look for more sponsors.

5. Delegate Boosting Activities

We have also embarked on an aggressive delegate-boosting programme starting with the 2nd WIOC inTaipei in December 2010 where we maximised the platforms made available to us to promote our event.

These included distributing flyers for the 9th APOC, speaking at any available opportunity, inviting all

Presidents of regional associations, ECMs of APOS and their members during the various social events to

which we were invited as well as during the Presidents' Summit which coincided with the 2nd WIOC.

Subsequent to this, the President of the MAO, Lt. Col. Dr. Shalene Kereshanan and ECM APOS of MAO

Dr. Noraini binti Hj. Alwi carried through this concerted delegate-boosting activities in Singapore at theAPOS ECM face to face meeting which coincided with and was hosted by the Association of Orthodontists

Singapore on 19th March 2011. We also capitalised on the opportunities presented to promote our 17th

MAOISCTE from 30th April till 2nd May 2011 at Berjaya Times Square Hotel Kuala Lumpur.

The calender drawn up for delegate-boosting is a very busy one and for this year, the delegate-boosting

team will travel to a few more conferences in the region to promote our 9th APOC. From 2012 till 2014,the tempo for delegate-boosting will be increased and this is a necessity if we are to ensure that our target

attendance for the 9th APOC is met. For the Organising Committee members, this is a true example of

their commitment towards MAO and the 9th APOC as inevitably, all these travels equate to time away from

work, home and family in the best interests of the MAO.

As travel is limited by physical presence and financial capacity, we are continuously renewing our friendship

with APOS friends and those from outside the APOS region via emails.

6. Conclusion

The organising of the 9th APOC is certainly not a walk in the park. However, perseverance when the going

is uphill and an extremely positive attitude make all the difference in terms of approach. We are fortunate

to have so many friends who are willing to guide us towards the right direction. Their sharing of theirexperiences in organising international conferences is of great help to us.

The Organising Committee will continue to keep all members updated on the progress made in the run up

to our big event. We have always maintained an open door policy and any suggestions or comments from

our members will always be welcomed.

It is our hope that this event being our biggest challenge yet, all of our members will come together, chip in

- and ensure the success of this Congress. Together – we can do it!!

〜Dr. Noraini binti Hj. Alwi〜
