Happy New Year! 2016 brings us into the Chinese year of the monkey.
While the predictions for the year differ upon your year of birth, the
monkey does imply that the status of events will be changing quickly
over the next year and that we must all be vigilant in business and
financial matters. These winds of change will also sweep through
ICMA with new additions to our programs and enhanced features.
One of our newest additions is on our website. If you have visited lately you will have seen
our new rotating images on the homepage showcasing our valuable association initiatives.
This year we will also implement a new training website that will encompass all of our
training and certifications. This will allow our members to easily access our training
programs. 2016 will also see our first collaboration with the Smart Card Alliance (SCA),
co-locating the EXPO with the SCA Payments Summit. The event will not only bring
together the two associations, but allow for expanded content and networking. If you have

thinking of ways to further engage you and provide you with the tools you need.

The New Year rang in with change at Card Manufacturing magazine.
My name is Jennifer Kohlhepp and I am delighted to take the helm
as the new editor. I intend to bring you all that you have come to
expect from Card Manufacturing and more.
ICMA is excited to announce our 2016 EXPO keynote speaker is Mike Walsh, CEO of
Tomorrow, a global consultancy on designing business for the 21st century. He advises
leaders on how to thrive in the current era of disruptive technological change.

the release of the Datacard® MX Series
Laser 350 module. Designed to work in-
line with the Datacard® MX Series card
issuance systems, this module provides
new personalization features which

Aeris and G&D Cooperate on M2M Applications and the Mobile Internet in Germany

Aeris to remotely manage its deployed

MasterCard Expands Consumer Protection Across the Globe
MasterCard announced an industry first
in its move to create one global Zero
Liability promise for consumers. Under
the new program, consumer and small
business cardholders will enjoy added
protection from unauthorized transac-
tions. The global Zero Liability promise
was developed in consultation with issu-
ers and regulators, extending protections
beyond what may be required today.
The changes increase and expand the
minimum standard for consumer protec-
tion against unauthorized transactions
and are designed to work together with,
and subject to applicable local laws. The
new program modernizes and simplifies
the existing promise to meet the needs
of today’s digital marketplace.
Zero Liability is designed to protect
consumers from unauthorized
transactions, provided that the card-
holder exercises reasonable care in safe-
guarding their card from risk or loss. In
addition, the cardholder, upon becom-
ing aware of such loss or theft, must
promptly contact the bank that issued or
provided their payment card.

Matica Launches New Line of Products for Debit and Credit Card Instant Issuance in Germany

Otto Künnecke GmbH Presents the Magic Cube
Otto Künnecke GmbH recently an-
nounced their new machine, The Magic
Cube. The Magic Cube is the first all-in-
one automatic vault, personalizing and
mailing system. From a non-personalized
card to the finished mailing or banded
card stacks, the Magic Cube will do all
tasks fully automatically and is compact
enough to fit in an overseas container–
ideal for ID projects, small production
facilities or as a backup for high production
volume. The system can be customized
to your needs and can be extended by
several other functions. All sections of the
Magic Cube can operate separately if only
one task is needed for a product. Usually
the machine works as a “real inline”
system. In this application the products
and the data will be passed automatically
through the system. It is also possible
to use the machine as a “virtual inline”
system. When the single components
are not connected or located in different
rooms, only the data will be transferred
though the system, the cards will be
stored in card hoppers and have to be
transported manually to the next produc-
tion step. Hundreds of card designs can
be stored in shuttles in the drawers of the
vault. All types of cards can be proceeded
throughout the system to be personalized
and mailed. The personalization system
can be equipped with integrated inkjet
or thermal printers, laser engraving with
multiple heads, magstripe encoding or
chip encoding modules. Whether it’s
chip or contactless chip cards, both can
be transported directly to the packaging
module.

TSYS Output Services Receives Prestigious MasterCard Certification
TSYS announced that its Output Services
division has earned a two-year certifica-
tion from MasterCard’s Card Quality
Management program. The TSYS Card
Shop began manufacturing chip cards
in April 2015. This entry into chip card
manufacturing introduced an obligation
to meet certain quality standards
mandated by MasterCard. Specifically,
MasterCard has established a propri-
etary Card Quality Management (CQM)
program aligned with International
Organization for Standardization (ISO)
methodologies. The CQM requirements
help ensure that people, processes
and technologies involved in the card
supply chain offer consistent, sustainable
and reliable manufacturing and
quality processes.
MasterCard mandated that card manu-
facturers of MasterCard-branded chip
cards obtain independent validation of
their compliance with CQM which TSYS
completed in July as part of a 2-day
audit. MasterCard outsourced the vetting
process to Smart Consulting, which has

only seven approved independent CQM
assessors worldwide. Although CQM is
specific to MasterCard, TSYS elected to
implement the requirements for its entire
chip card manufacturing process.

Process control is important in a
non-secure personalization bureau.
“It really isn’t limited to use in
non-secure perso bureaus, process
control is for secure bureaus as well.
It can be used for so many things all
over the office, all over the factory and
all throughout manufacturing,” said
Chuck Wittenmeyer, plant manager of
the Katrine facility at Valid USA.
Wittenmeyer defines process control
as activities involved in ensuring that
a process is predictable, stable and
consistently operating at the specified
target level of performance.
“The goal is to build processes that
are safe, productive and cost effective
and produce high-quality products
at a quality price,” Wittenmeyer said.
“At the end of day, we want processes
that are repeatable with minimal
variation.”
The three aspects of process control are
process mapping, process improvement
and knowing that a process is pre-
dictable, stable and meets or exceeds
customer expectations.
Why should you map processes?
Process mapping helps clearly define
the current state of work in a visual
format that is easy for all to see,
highlights handoff points, assists in
identification of waste and variation
and enables an organization to get
everyone on the same page with
a common vision, according to
Wittenmeyer.
When mapping a process, involve
those with knowledge of the process.
“To clearly map a process go to the
gemba,” Wittenmeyer said.
Gemba, a Japanese term, means “where
the work is happening” or “the place in
an organization where humans create
value.” In manufacturing, the gemba is
the factory floor.
So, go to the gemba, get all of the
stakeholders involved and decide
what type of process mapping to use.
There are three different types of
process maps—a process flow chart,
an opportunity chart and a swim
lane chart.
A process flow chart provides a visual
representation of the steps in a process.
This is a basic process map that is
simple to create and easy to use.
“Once created and once everyone
reviews it, it is a good starting point
for training,” Wittenmeyer said.
An opportunity chart is a detailed
flowchart that has stratified the process
steps into three categories—value-
added steps, non-value-added steps
and business value-added steps.
Value-added steps are steps that the
customer is willing to pay for or some-
thing that physically alters a product.
Non-value-added steps are steps that
are considered as waste or that add
unnecessary costs or processes.
Business value-added steps are steps
in a process that a customer is usually
not willing to pay for but cannot be
avoided.
“The opportunity chart is also a good
starting point to try to improve a
process,” Wittenmeyer said. “It’s not
really good for training operators
because it can be a bit confusing
with two separate sections.”
A swim lane chart is used to identify
sequential steps and who is involved
in a specific process.
“The most common benefit of
using this chart is to identify
handoff points in the workflow,”
Wittenmeyer said.
Handoff points are most likely where
problems, lengthy delays and costly
errors occur due to people not
understanding the requirements
of the next step.
The charts are used to determine
process improvement, an aspect
of organizational development in
which a series of actions are taken
by a process owner to identify, ana-
lyze and improve existing
business and/or manufac-
turing processes within an
organization to meet new
goals, such as increasing
profits and performance,
reducing costs and accel-
erating schedules.
“There are many more
types of process maps that I didn’t
list,” Wittenmeyer said. “These are
the top three that I like to use.”
In addition to a process map,
Wittenmeyer suggests using the
Define, Measure, Analyze, Improve,
Control (DMAIC) methodology.
DMAIC is a data-driven process
improvement cycle developed
as part of the Six Sigma process
improvement methodologies.
The first step in this methodology
is to define the process that needs
improvement with clear start and
stop points to limit the scope of the
project. Second, collect the data and
decide what to measure and how to
measure it.
Next, analyze the data collected
to deterwmine the cause of the
problems (defects) in the process.
Then identify and implement
solutions to address these defects.
Finally, monitor the improvements
to ensure sustained effects.
The goals of a controlled process
are determining whether the pro-
cess is predictable, stable, meets
expectations of the customer and
has minimal variation. To know
if you have met these goals, use
control charts.
Remember, bandages don’t fix
broken processes. Broken processes
are fixed by mapping the process,
improving the process and control-
ling the process.
“We want to monitor what we have
done and not revert back to old
ways,” Wittenmeyer said.

Card personalization and fulfillment had been a very stable
process for years that then had to adapt to the changes
required to issue smart cards and EMV cards, starting in the
‘80’s, in Europe. This was a gradual evolutionary overlay of
the chip requirements on top of the embossing and magnetic
stripe encoding process in place at the time. It was not a
simple process since the personalization requirements for
chip cards are far more complex than for magnetic stripe
cards. Specifically, the generation, management and storage
of the transaction keys enables the issuer to achieve
an improved layer of payment security promised for their
investment in this new and more expensive technology.
Another personalization change has been used by some
issuers that changes the long-standing location and
technology used to put personalization data on the card.
Historically the account number, cardholder name,
expiration date and some incidental data (“member since”
for example) was always on the front of the card and in
locations that are defined in the ISO/IEC 7811-1 Standard.
In several cases this standard was not used since the data
was printed on the card (i.e. no embossing) and in other
cases all the personalization data was printed on the back
of the card. It would appear that the payment brands have
decided to issue waivers to the Standards so that non-ma-
chine readable data can be placed anywhere on the card by
any technology that produces data that is easy to read and
will last for the useful life of the card. The location of the
chip and the magnetic stripe remain the same.
How could these changes affect the decision on central vs.
instant (distributed) issuance of these new cards? What are
the decision factors that define the advantages of both types
of fulfillment? Recent articles have pointed to the advantages
of instant issuance, stressing educating the customer in the
EMV operational changes while adhering to the Know Your
Customer (KYC) principles. Making the customer comfortable
with the use of their new EMV card will improve the total
checkout experience, including transaction speed.
In a recent article in a financial industry publication, the
advantages of distributed personalization and fulfillment of
a bank’s payment cards were stressed. Since most payment
cards are valid for international commerce, changes to the
checkout process must take into consideration the different
ways these cards are used. Everyone needs to learn that the
EMV card is inserted, not swiped, into the terminal and left
there until the transaction has been completed. Trying to
pull the card out of the terminal while the transaction is still
in process can have disastrous results for the terminal and
the card, not the least of which is a repeating of the card
insertion process that slows the overall transaction speed.
Changes to the look and layout of the personalization
information on the card can cause doubt and reluctance
by the cardholder to use the card. Some cardholders may
ask themselves, is this a real card? Will the cashier take it;
it looks so strange? It’s possible that a “top of wallet” card
could move down in priority if the cardholder has unan-
swered questions. Instant issuing can move the possible

negative doubt into a more positive interaction between the
cardholder and the card issuer.
Additional benefits may particularly apply to debit
cards, especially as the look and feel
of the card changes. Research has
shown that the first time use of a
debit card can increase from 60 percent
to near 100 percent when the issuer
chooses in-person delivery of the card.
The relationship built during the short
period of interaction between the issuer
and the cardholder seems to place the card at the top of
the wallet. Attractive designs, card core colors and reward
programs all build loyalty. Distributed delivery of new
card designs can help build the long-term relationship
all issuers covet. Central issuance will
probably still be required for long run
card replacement programs, but new
card designs and card changes
may benefit greatly from a
personal delivery approach
to fulfillment.

One-Third of Card-Present Transactions Globally Use EMV Chip
Technical body EMVCo released official
figures which demonstrate that one in
three of all card-present transactions
undertaken globally between July 2014
and June 2015 used EMV® chip technol-
ogy. Europe Zone 1 is close to full market
EMV chip deployment with 97 percent
of all card-based payments using EMV
technology. This is followed by Latin
America at 87 percent, and Africa and
the Middle East at 84 percent of payment
transactions EMV chip-enabled. Asia
showed significant growth with the
number of payments using EMV chip
technology increasing by 73 percent,
representing 34 percent of all card-present
transactions. Europe Zone 2 also saw
a substantial rise of 30 percent, to 65
percent of all face-to-face payments
based on EMV. The U.S. is just beginning
to establish its EMV infrastructure with
EMV chip payments accounting for less
than 1 percent of all transactions during
this reporting period. The data represents
both contact and contactless EMV chip
card-present transactions as processed
by EMVCo’s members, American Express,
Discover, JCB, MasterCard, UnionPay
and Visa. To qualify as an EMV chip
transaction, both the card and terminal
used during the payment must be EMV
chip-enabled.
ABN AMRO Converts All Customer Cards to Contactless
ABN AMRO has spent recent months
accelerating the rollout of new bank cards
to replace cards that were not contact-
less-ready. ABN AMRO has organised a
series of contactless payment initiatives
to celebrate this milestone. For example,
in November three crowdfunding cam-
paigns were held for churches where
regional clients could automatically
donate a euro via contactless payment.
Between 14 and 24 December, visitors
to ten railway stations were able try out
contactless payment during the evening
rush hour by making a contactless pay-
ment of one euro for serious request,
cardholders were able to experience how
fast, secure and easy contactless payment
is. The total amount raised through
their donations was announced on
24 December.
The number of bank cards that can be
used for contactless payments in the
Netherlands is increasing rapidly. The
payment terminals where this is possible
are also rising in number, with one in
every three terminals now equipped for
contactless payment. Combined with the
fact that contactless payment tends to
become the preferred option after the
client’s first experience, this is leading to a
rapid increase in the number of contact-
less payments. National data show that
the 100 millionth contactless payment in
the Netherlands was made.
Cash Still King Despite E-Payment Growth
Despite the proliferation of e-commerce
and the rise of payment cards worldwide,
cash is growing nearly as fast globally
as cashless payments. A new study found
cashless transactions in the aggregate
rose 7.6 percent annually from 2010 to
2014 to 417. But over the same period,
the volume of cash withdrawals from
ATMs rose 7.1 percent a year. Still, cash-
less transactions are steadily eroding
cash payments, with RBR finding pay-
ment cards accounted for 55 percent
of all cashless transactions last year, up
from 48 percent in 2010. Meanwhile,
checks declined from an 11 percent
share to 6 percent.
In total, cashless transactions grew 38
percent over the four-year period. In the
U.S. market, cashless payments grew
at a 2.6 percent compound annual rate
to 10.8 percent overall, while payment
cards took a 72 percent share, up from
60 percent. RBR also found cash remains
especially popular in Central Europe and
parts of Asia.
Discover Keeping on Pace with the Future of Mobile Commerce
If there’s one trend that’s stuck out in
2015—one that’s set the pace for what’s
to come in payments in 2016—it’s mobile
commerce. More specifically, mobile
payments. With major mobile pay players
emerging throughout the year, Discover
has recognized the need to bring its sup-
port to such technologies for the benefit
of its merchants and card members. The
rise of mobile commerce has also paved
the opportunity for how consumers
choose to interact and pay at businesses.
This has also created a trend where
enabling mobile commerce has become
a norm instead of a perk.
Discover itself has witnessed an increase
in the mobile wallet market, along with
more attention—and success of—loyalty
programs as a result. This has caused
the company to adjust its own business
strategies to match the trends. Parsons
noted that Discover has committed to
shifting its core aspects of its merchants
business to mobile and digital. During
2015, Discover announced partnerships
with many of the major mobile payment
players, including Apple Pay, Samsung
Pay and Android Pay—which was an im-
portant step for the company as payment
networks serve as the strongest link
between merchants and consumers. This

aligns with Discover’s end goal to “pro-
vide customers the freedom, options and
simplicity of making mobile payments
with whatever method they choose.”
Alipay Launches Facial Recognition Login Option
Chinese internet payment system Alipay,
run by e-commerce company Alibaba,
has started providing consumers with a
facial recognition login option, Beijing
Daily reports. The technology achieved
a success rate of over 90 percent during
the experimental beta phase, Xinhuanet
reports. The technology is currently
available only on iOS-based and some
Android-powered smartphones.
Users can log-in by scanning their faces
with a smartphone in a place full of light.
A team in Alibaba’s subsidiary firm and
finance affiliate Ant Financial is devel-
oping the face recognition technology
for use with the Alipay online payment
service and Alipay Wallet.
China’s UnionPay Steps into Mobile Payments in Joint Venture with UK Startup Powa
On the heels of reports that Apple Pay
is gearing up for a February launch of
Apple Pay in China, the country’s biggest
credit card company has entered into a
joint venture with a mobile payments
startup out of the UK to take its own
steps into smartphone-based transac-
tions. UnionPay, the state-run company
that controls debit and credit card pay-
ments processing in China, has inked a
10-year deal with Powa Technologies, a
venture-backed company out of London
that initially developed a Square-like
dongle for payments before moving into a
wider omni channel commerce strategy.
UnionPay has some 1.3 billion credit
and debit card users, and is the world’s
biggest merchant acquirer, with some 6
million merchants under its wing. Powa
says the joint venture will first launch in
Q1 in Guangdong Province, which has
a population of 106 million. Initially, the
rollout will be to 100,000 merchants.
While companies like Apple, as well as
local companies Tencent and Alibaba
(which dominate online payments) are
looking to make headway in point-of-
sale transactions, Powa and UnionPay
are taking a different approach. The
strategic partnership—in which Powa
has a 49 percent share and UnionPay
51 percent—will focus initially on the
online-to-offline (“O2O”) market. That is
to say, consumers will be able to make
purchases of items by scanning codes in
stores, in printed media and online, with
point-of-sale transactions potentially
coming into play down the line, said Dan
Wagner, the founder and CEO of Powa.
West Africans to Have Biometric ID Cards
Free movement of persons, goods, inau-
guration of biometric identity cards and
their integration of West African countries
began on January 1, 2016. President of
ECOWAS Commission, Ambassador
Kadré Ouedraogo, said this at the end of
the 48th Ordinary Session of Authority of
Heads of States and Governments of the
commission in Abuja. The commission
would prevent dress codes that obstruct
identification of individuals by security
personnel in order to detect terrorists/
suicide bombers. Ouedraogo explained
that the implementation would be at
national levels and that their launch
expected to enhance free movement
and integration. He said the issuance of
the cards would be at the level of each
member state.
Representatives from Gambia, Ghana,
Guinea, Guinea Bissau, Mali, Nigeria,
Senegal and Togo all attended, while the
presidents of Niger, Sierra Leone, Cape
Verde and Liberia were represented.
Other participants included representa-
tives of United Nations, the European
Union, and members of the diplomatic
corps among other partner organisations.
A presentation of the specimen of the
ECOWAS Biometric Identity Card to the
Heads of States and Government was
also done by the commission’s president.
Parking Meters to Take Credit Cards in Italy
Italians will be able to pay their parking
fees with a direct debit or credit card
from July 1, 2016, under an amend-
ment to the 2016 budget bill approved
by the Lower House budget committee.
The amendment extends the obligation
to accept electronic payment to small
amounts except when this is “objectively
impossible” for technical reasons.
Dutch Operators Start Trial of Mobile Public Transport Card
Dutch operators KPN and Vodafone
and public transport operators in the
Netherlands confirmed the start of a trial
of mobile payments for public transport.
A group of customers will test having
the OV contactless public transport
card on their mobile phone for three
months. After the announcement of
the planned trial, volunteers signed
up quickly to participate. Each operator
will include 100 subscribers in the test.
Vodafone has integrated the OV card in
its Vodafone Wallet, while KPN will give
trial participants a new Sim with Secure
Element.
