PrefaceThis is the second edition of the popular Oklahoma Food Connection 2003: A Directory of Agricultural
Producers, Crops and Institutional Buyers. We hope this updated directory will be helpful to food servicestaff of public and private institutions such as schools, colleges, hospitals, state parks and resorts.Restaurant chefs, caterers, public health professionals and people in Extension—anyone who wants toconnect directly to Oklahoma farms growing fruits and vegetables, meats and grains—will also find thisdirectory a useful resource.
The purpose of this directory is several-fold. First, there is a growing demand for local food from publicinstitutions and consumers. This demand needs to be satisfied or it will simply go away. Our experiencetells us that satisfying this demand can be profitable for those who are willing to adjust their productionand marketing programs.
There are a number of farmers in our state willing and able to meet some of that demand. This direc-tory lists farms who will sell directly to the public, where they are located, and what they produce. Thispublication also lists public schools that have expressed interest in buying local produce.
Much progress has been made since the first edition of The Food Connection was published. Torecap briefly, the Oklahoma Food Policy Council, a joint project of the Kerr Center and the OklahomaDepartment of Agriculture, Food and Forestry, organized a successful farm-to-school pilot project in2004 and 2005, which led to the 2006 passage of legislation establishing a state farm-to-school program.(For more information on the Oklahoma Farm-to-School program, see the FAQs in this publication.)
We look forward to watching this program blossom as comprehensive farm-to-school programs areestablished in numerous school districts around the state. We believe that farm-to-school programs, byexposing schoolchildren to fresh, nutritious locally-grown foods, will improve their eating habits (and theirhealth) for a lifetime. We also look forward to watching the Oklahoma economy grow, particularly in ruralcommunities, through increasing sales of locally-grown foods and locally-made value-added products.
We thank the government agencies, schools, grass roots groups and individuals who made the farm-to-school pilot successful and who worked hard for the farm-to-school legislation. We look forward toworking further with these partners, as well as new ones from the fields of public health and education, toimprove the diets and health of Oklahoma's schoolchildren.
Another thank you goes to the Community Foods Program of the USDA's Cooperative Research,Education and Extension Service. This update of The Food Connection is one of many activities supportedby a grant from this program.
After many years of working for and with Oklahoma farmers, I find it gratifying that the concept of“local foods on local tables” is gaining currency. Introduction
The Kerr Center for Sustainable Agriculture has worked on behalf of Oklahoma's family farmers for over 40years. In recent years, the center has recognized the importance of understanding the entire food system– from fieldto table-and has begun to work more closely with consumers and public health advocates in an effort to bring morelocally-produced foods to Oklahoma's tables.
An important part of Oklahoma's rich heritage has always been the family farm, but due to decades of consolidationand depressed commodity prices, many family farms find it difficult to make a profit. At the same time, Oklahoma'shealth rankings are poor, due largely to poor diets and lack of exercise.
Countering these negative trends is a new awareness on the part of state and local officials, schools, and the gen-eral public of the critical importance to Oklahoma's future of improving the health of Oklahoma's citizens, in particu-lar, children. Complementing this awareness is a growing desire by consumers to eat more nutritious, farm-fresh foodsgrown locally.
While a large variety of fruits and vegetables can be grown on Oklahoma farms, the trend on the state's farmssince World War II has been away from these crops towards growing a few commodities. It may be, however, that thetime has come for a shift back to more diversified farms that can grow a larger percentage of the healthy foodsOklahomans need to eat.
In October of 2001 the Kerr Center launched an initiative in cooperation with the Oklahoma Department ofAgriculture, Food and Forestry. The Oklahoma Food Policy Council was formed to examine the food system inOklahoma and see what opportunities might be found for Oklahoma farmers. Jim Horne, Kerr Center president, wasnamed co-chair of the council.
One of the council's first actions was to conduct a survey of food service managers at 638 Oklahoma institutions:public schools, colleges and universities, vo-techs, state resorts, correctional facilities, and state hospitals.
The survey polled managers about the foods they serve and whether they would consider buying locally grownfood. Survey results indicated that more than half were interested in connecting with local food producers. Of these,77% were willing to share their contact information with area producers; one hundred twenty nine of these wereschools. The survey results were published in the Oklahoma Farm-to-School Report 2003.
With the survey completed, work began on this directory. The goal was to develop both a database of stateschools willing to purchase from local sellers and a database of agricultural producers who would like to sell toschools. The result was The Oklahoma Food Connection: A Directory of Agricultural Producers, Crops and InstitutionalBuyers, published in fall, 2003.
This updated edition, like the first edition, contains a list of producers and the crops that they grow, which mayserve as “buyers' guide” for schools, other institutions or anyone interested in connecting with Oklahoma farm-freshfood. Also included is a list of farmers' markets, a harvest calendar, and information about farm-to-school programs.
For farmers, there is a list of schools and other institutions that indicated through the survey they might be inter-ested in buying locally, and are willing to be contacted.
We hope that both schools and farms will benefit from this publication: farmers in finding new markets, and insti-tutions in buying quality, locally produced foods at competitive prices.
The information found in the directory is true and accurate to the best of our knowledge, but is subject to changewithout prior notice. We encourage independent verification.

How to Use the Directory
This directory consists of four sections: a list of Oklahoma farms by county, a list of crops and the farmsthat grow them, a list of institutions interested in buying locally grown foods, and more informationon farm-to-school and food policy in Oklahoma.
SECTION I: OKLAHOMA FARMS
This list of farms is organized by county. Each entry includes the name of the farm, the nearesttown, the name of the farmer and contact information, the crops grown on the farm, and whetheror not it is an organic farm. Next is a list of farms that have web pages, and a list of Oklahoma'sfarmers' markets.
SECTION II: LIST OF CROPS AND THE FARMS THAT GROW THEM
This section provides a list of crops from A-Z. The list includes fruits, vegetables, meats, dairy,eggs, herbs, honey, mushrooms, jams/jellies and grains such as wheat and products made fromwheat. Under each crop, farms that grow it are listed by county. The contact information for aparticular farm can then be located in the Oklahoma Farms section.
Also included in this section is a harvest calendar of selected crops and a tally of the number offarms growing each crop. The calendar will help buyers plan purchases.
SECTION III: DIRECTORY OF INSTITUTIONS
The directory of institutions lists institutions that have expressed an interest in buying local producefrom farmers. The majority of these are public schools, but several colleges, technology schools,state resorts and technology schools are also listed.
The directory of institutions section is formatted in the same way as the farm list, by county andcity, with contact information.
SECTION IV: COMMUNITY FOODS
The final section contains Farm-to-School Frequently Asked Questions, and information aboutthe Kerr Center, and the USDA Community Foods Grant Program.

WHAT IS FARM-TO-SCHOOL?
Farm-to-school programs feature school purchases offood (usually fresh fruits and vegetables) from localfarmers. Nutrition lessons are often coordinated withthe fresh produce being served for lunch. Programscan also include Ag-in-the-Classroom curriculum,school gardens, food tastings and cooking classes,and farm/farmer visits, all of which get kids excitedabout healthy food.
HOW DO FARM-TO-SCHOOL PROGRAMS CONTRIBUTE
TO CHILDREN'S HEALTH?
Farm-to-school programs contribute to children'shealth by helping kids develop healthy eating habitsthat will last a lifetime.
According to research into existing farm-to-schoolefforts, students choose significantly more servingsof fruits and vegetables when given the choice ofhigh quality, farm-fresh produce.
When they are well-nourished, children learn better.
WHY WOULD FARM-TO-SCHOOL BE GOOD FOR KIDS IN
OKLAHOMA?
During the last 30 years in Oklahoma, the percentageof overweight children (ages 6-11) has quadrupled,while adolescent rates have more than doubled.Doctors blame poor eating habits for this “obesityepidemic.” High sugar, high fat “fast foods” are beingblamed. Obesity can contribute to serious lifelongconditions such as diabetes and heart disease.
While Oklahoma kids are consuming more caloriesthan they need, they are not eating enough servingsof fruits and vegetables. Only 15% of Oklahomaadults eat five or more servings of fruits and vegetablesper day, ranking the state dead last in the nation.
Because Oklahoma kids eat lunch at school andmany eat breakfast there as well, schools have aunique opportunity to improve the nutrition of thechildren they serve.
CAN YOU REALLY GET KIDS TO EAT FRUITS AND VEGETABLES?
Several research studies have shown that kids will eatmore fruits and vegetables when they have easy accessto a variety of high quality fresh items, often on asalad bar where they have a lot of choice. Kids fromdifferent socio-economic levels respond similarly.
Research and the experience of educators has alsoestablished that kids are more likely to eat fruits andvegetables, especially unfamiliar items, if they partici-pate in fun educational activities featuring these foods.
ARE FRESH FRUITS AND VEGETABLES MORE NUTRITIOUS
THAN FROZEN OR CANNED?
Fresh fruits and vegetables are highly nutritious.Fresh produce is often highest in key vitamins andminerals.
Nutritionists believe that because fresh produce looksappetizing, has an appealing texture, and often tastesmuch better than processed, that people are morelikely to eat it and improve their overall nutrition.

WHY IS LOCALLY GROWN PRODUCE BETTER THAN PRODUCE
GROWN ELSEWHERE?
Because locally grown produce is likely harvestedat peak ripeness and brought to the consumer in the shortest time possible, it is often of the highestquality — attractive to the eye, with pleasant odor,flavor, texture and feel—and if handled properly, withhigh nutritive value. People are more likely to consumefresh fruits and vegetables when they are of high quality.
HOW ARE FARM-TO-SCHOOL PROGRAMS GOOD FOR FARMERS?
Farm-to-school opens up a large new market forfarmers. The potential for significant sales exists: inNorth Carolina, for example, farmers sold $500,000worth of fresh fruits and vegetables to state schoolsin 2004-2005. In Oklahoma, according to one estimate,farmers could sell $6 million worth of fruits and veg-etables to schools.
HOW WIDESPREAD ARE FARM-TO-SCHOOL PROGRAMS?
Programs exist in 400 school districts in 23 states,including Oklahoma. The Oklahoma Food PolicyCouncil (a joint project of the Kerr Center and theOkla. Dept. of Agriculture) has spearheaded theOklahoma program. The motto of the Oklahomafarm-to-school program is “growing healthy kids and a healthy rural economy.”

WHICH OKLAHOMA SCHOOLS HAVE A FARM-TO-SCHOOL
PROGRAM?
Four school districts (Broken Arrow, Edmond,Shawnee, and Tahlequah) participated in a pilotproject in the 2004/2005 school year. In 2005/2006,Tulsa and Muskogee were added to the four. The dis-tricts bought Oklahoma-grown seedless watermelonsand served them during the first few weeks of school.The Oklahoma Ag-in-the-Classroom program createda fun and educational “watermelon curriculum” to beused in conjunction with the lunchtime watermelon.
WAS THE OKLAHOMA PILOT PROGRAM SUCCESSFUL?
School food service directors in the six districtsreported that the melons were of high quality—“Thebest she ever ate,” was how Broken Arrow food serv-ice director Jill Poole put it. The melons were deliv-ered in good condition, in a timely manner.
By all accounts, the melons were extremely popularwith kids, teachers, and food service. Several schoolsreceived extensive positive media coverage for thefarm-to-school watermelons.
ARE OTHER OKLAHOMA SCHOOLS INTERESTED IN
FARM-TO-SCHOOL?
In 2002, the Oklahoma Food Policy Council devisedand mailed out the “Oklahoma Institutional FoodService Survey” to 545 schools in the state. About72% of the food service directors contacted replied,a very high response rate to a mailed survey.
Of those, over 2/3 indicated they would make localpurchases provided “competitive price and qualityand an available local source.” More than half saidthey would consider local purchases if they couldpurchase small quantities, and more than half wantedto make contact with local food sources.
Of the one-fourth of respondents who had madelocal purchases, over four-fifths said they would bewilling to make them again.

HOW DO FARM-TO-SCHOOL PROGRAMS FIT INTO THE SCHOOL
LUNCH PROGRAM?
Locally grown food can be offered as part of a hotlunch, breakfast, as snacks or in some schools isoffered on a salad bar.
HOW DOES THE SCHOOL LUNCH PROGRAM WORK?
The school lunch program is federally funded. Schooldistricts are reimbursed for every school meal theysell. Reimbursements fall into three categories-free,reduced, and full price.
WHERE DO SCHOOLS GET THE MONEY TO BUY LOCALLY
GROWN PRODUCE AS PART OF A FARM-TO-SCHOOL PROGRAM?
School food service directors can purchase locallygrown produce with the same federal reimbursementmoney that they use to buy all their food items.Schools also get a small amount of money to purchaselocally-grown fresh fruits and vegetables through aspecial Dept. of Defense/USDA partnership that ispart of the school commodity program (The DODprogram is currently being reorganized and may notbe available in the future).
HOW DID THE OKLAHOMA PILOT PROGRAM WORK?
The watermelons were purchased using commodityfunds through the USDA/Dept. of Defense (DoD)Farm-to-School program. DoD worked with anOklahoma farmer who is part of their extensive pro-duce procurement network. The participating schoolsplaced their orders through the Dept. of HumanService Commodity Division. The orders went toDoD, which found the grower, and guaranteed thequality and price. Thomas Bros. Produce, a producevendor who already sells to many schools inOklahoma, delivered the melons.
IS THE DOD PROGRAM THE ONLY AVENUE SCHOOLS HAVE TO
PURCHASE LOCALLY GROWN FOODS?
No. Schools can buy directly from farmers, fromfarmers' markets, through an existing distributor orbroker who procures from local farmers, or from agrowers' cooperative.
IS THERE ANY FEDERAL ASSISTANCE THAT SCHOOLS MAY GET
TO INSTITUTE A FARM TO SCHOOL PROGRAM?
The 2002 farm bill contains language that directs theUSDA to encourage food service directors to buyfrom regional farmers when possible. A federal farm-to-cafeteria assistance program has been authorizedbut not been funded.

WHAT HAVE OTHER STATES DONE TO ESTABLISH SUCCESSFUL
FARM-TO-SCHOOL PROGRAMS?
Several states have found that a coordinator is veryhelpful in getting the program up and running. NorthCarolina, Massachusetts, New Mexico, andWashington have farm-to-school coordinators whofacilitate their programs, as do some school districts,such as Santa Fe, New Mexico. Establishment ofsuch a program in Oklahoma is pending. Californiahas recently passed legislation funding greater pro-curement of California-grown fruits and vegetables.In North Carolina, the state provided $1,000 “start-up” grants the first year to 50 schools to make pur-chases from NC farmers; $500 in the second year.The program is now operating successfully withoutgrant funding.
HOW HAS FARM-TO-SCHOOL IN OKLAHOMA BEEN FUNDED
SO FAR?
Using grant money and volunteer time, theOklahoma Food Policy Council, with support fromstate agencies and OSU, devised and conducted asurvey of school food service directors in 2002-3 andthen organized a farm-to-school pilot project in 2004and 2005. Results were published in the OklahomaFarm-to-School Report. This effort was supported bythe USDA Risk Management Agency, CommunityOutreach and Assistance Partnership Program.
The Oklahoma Departments of Human Services(Commodity Division), Agriculture, and Education,as well as the U.S. Dept. of Defense and USDAFood and Nutrition Service (FNS) worked with thecouncil on the pilot project.
In 2004 the USDA FNS provided grants to theschool districts purchase the Oklahoma-grown water-melons. In 2005, the districts used their own DoDFarm-Fresh commodity funds to purchase the water-melons. In 2005 and 2006, the Kerr Center, with sup-port from the USDA's Community Foods Project,has provided staff time and expertise to promote andorganize a farm-to-school initiative in the state.
DO OKLAHOMA SCHOOL DISTRICTS NEED MORE ASSISTANCE
TO IMPLEMENT FARM-TO-SCHOOL?
The initial grants funding the pilot program are nolonger available. The Oklahoma Dept. of EducationChild Nutrition Program has initiated educationaloutreach to school food service directors about farm-to-school. The Oklahoma Food Policy Councilbelieves that with more support from the state, the
Oklahoma farm-to-school program could be expandedto include more schools, more produce items, morefarmers, and more food and nutrition education. InMay 2006, the Oklahoma legislature responded to thisneed by establishing an Oklahoma Farm-to-Schoolprogram, with a coordinator located at the OklahomaDepartment of Agriculture, Food and Forestry.
HOW COULD AN EXPANDED FARM-TO-SCHOOL PROGRAM
BENEFIT OKLAHOMA FARMERS?
The 2005 pilot program involving just six schooldistricts spent over $20,000 on Oklahoma-grownwatermelons. These kinds of local sales keep dollars inOklahoma and benefit communities across the state.
A farm-to-school program could potentially benefitfarms of various sizes. Large school districts may be agood market for larger quantities of fruits and vegetablesalready grown on a commercial scale in Oklahoma, suchas watermelons. Smaller-scale local farms could connectwith small and medium-sized schools in the state.
A new market for Oklahoma farm products couldspur farm diversification, encouraging Oklahomafarms to grow a greater diversity of crops that couldbe sold to schools. Farm-to-school could also spurtechnology and research to help fruit and vegetablegrowers in the state become more productive.
A robust state farm-to-school program might also benefitOklahoma food processors and farmers who growcommodity crops. An example would be Oklahomawheat processed within the state into healthy breadproducts and sold to Oklahoma schools.
SINCE THE GROWING SEASON AND THE SCHOOL YEAR DON'T
COMPLETELY COINCIDE, HOW CAN FARM-TO-SCHOOL WORK IN
OKLAHOMA?
No one is suggesting that Oklahoma farmers can sup-ply all the fresh fruits and vegetables schools use. Wedo not have the climate to grow some crops (oranges,for example) that schools want. But many other cropsthat schools use or could use are already grown com-mercially in the state and can be harvested in thespring or fall. Watermelons are a good example:Oklahoma is ranked #12 nationally in watermelonproduction, but until recently the melons were notsold in large amounts to Oklahoma schools.
In greenhouses or under plastic, the seasons for othercrops can be extended. Summer food programs couldincorporate a wide diversity of Oklahoma-grown fruitsand vegetables.

ISN'T FRESH PRODUCE HARD TO HANDLE?
In a survey of food service, about 25% of respondentsindicated that lack of staffing or facilities may be abarrier to prepping large amounts of fresh produce.While not quite as easy to handle as opening a can,many fresh fruits and vegetables can be served eitherraw or cooked, making them more versatile thansome canned or frozen items.
DOES FRESH PRODUCE HAVE TO BE INSPECTED BY THE DEPT.
OF AGRICULTURE BEFORE SCHOOLS CAN USE IT?
No inspections are required of fresh, raw produce.Processed items have to follow food safety proceduresestablished by the county or state.
WHAT ARE SOME OF THE BARRIERS TO A WIDESPREAD FARM-
TO-SCHOOL PROGRAM BEING IMPLEMENTED IN OKLAHOMA?
On the farm side, some produce items require imme-diate cooling after being harvested and some farmerslack this capacity. Farmers need information aboutwhat schools want, procurement policy, and in generalwhat they need to do to make ordering from themconvenient for food service.
On the school side, food service directors are doingthe best they can to serve nutritious food on tightbudgets. They lack information about how best toconnect with farmers and procure farm-fresh foods.Teachers need educational activities and ag/nutritioncurriculum to implement.
Distribution issues, quality standards and other issuesneed to be addressed for both sides to effectivelyconnect in a farm-to-school program.
CAN THESE BARRIERS BE OVERCOME?
Farm-to-school efforts in Oklahoma have been givena promising start by the Oklahoma Food PolicyCouncil. However, school districts need informationabout buying and using locally grown produce andassistance in expanding food and nutrition programs.Farmers also need information about connecting withlocal schools. A concerted effort is needed to expandthe program and make it an effective tool in the fightto improve children's health.
If Oklahomans are willing to commit some of thestate's resources to “jump-start” this effort, a viablefarm-to-school program can be created in Oklahomathat will greatly benefit both schoolchildren andfarmers. Other states have made this commitment;if Oklahoma too embraces a comprehensive farm-to-school program, it will be in the forefront of innovativeefforts to address childhood obesity and improvechildren's health for the better.

WHAT IS THE KERR CENTER FOR SUSTAINABLE AGRICULTURE?
The Kerr Center is a 501c(3) non-profit educationalfoundation established in 1985. The home office, farm,and ranch are located near Poteau in southeasternOklahoma. The Kerr Center also operates theOverstreet-Kerr Historical Farm and Museum nearSallisaw, Oklahoma.
HOW WAS THE KERR CENTER CREATED?
The Kerr Foundation was established in 1965 fromthe estate of Senator Robert S. Kerr. The agriculturaldivision of that entity served farmers and ranchers insoutheastern Oklahoma with information and educa-tional activities until 1985.
In that year, the Kerr Foundation was separated intofour new foundations. The “ag division” became theKerr Center for Sustainable Agriculture, continuingits primary work of educational outreach, but with anew focus on helping family farms statewide becomemore sustainable–more environmentally sound as wellas economically viable.
HOW IS THE KERR CENTER SUPPORTED?
The Kerr Center operates on the earnings from itsown endowment, as well as grants and donations.Individuals and organizations may donate throughthe Friends of the Kerr Center program.
WHAT ARE THE KERR CENTER PROGRAMS?
Current programs are: Education/Communications,Oklahoma Producer Grants, Public Policy, StewardshipFarm, and the Overstreet-Kerr Historical Farm. BUILDING A FOUNDATION FOR COMMUNITY FOOD SECURITY
IN OKLAHOMA
In 2004, the Kerr Center received a three-year grantfrom the Community Foods Grant Program. Thefunded project titled “Building a Foundation for FoodSecurity in Oklahoma” will enable the Kerr Centerand the Oklahoma Food Policy Council to work withdiverse groups to craft comprehensive responses topressing food, farm and nutrition issues in the state.Oklahoma has high rates of poverty, food insecurityand hunger. Oklahomans, including schoolchildren,are experiencing an obesity epidemic and rank nearthe bottom of nutrition indicators. Many of Oklahoma'ssmall farms and rural communities continue to struggleeconomically.
The overarching goal of the project is to helpOklahomans understand and establish sustainablelocal food systems, mutually beneficial to both con-sumers and producers, through which people of allages and income levels can access and regularly eatnutritious, locally-grown food produced profitably andsustainably by small and medium-sized family farms.
Project activities will include a state food systemassessment and food security educational campaign,nutritional outreach, curriculum/activities on food andfarming for schoolchildren and teachers, and farm-to-school programs and information guides.
The project will bring together groups from sectors(agriculture, health and education) that have not pre-viously worked closely together, creating a criticalmass of energy, expertise and enthusiasm that will leadto positive change.
COMMUNITY FOOD GRANTS
The USDA’s Community Food Projects CompetitiveGrant Program (CFPCGP) has existed since 1996 asa program to fight food insecurity through developingcommunity food projects that help promote the self-sufficiency of low-income communities.
Community Food Projects are designed to increasefood security in communities by bringing the wholefood system together to assess strengths, establishlinkages, and create systems that improve the self-reliance of community members over their food needs.
The 1996 Federal Agriculture Improvement and Reform
Act (FAIR) established new authority for federalgrants to support the development of CommunityFood Projects, and the Farm Security and RuralInvestment Act of 2002 re-authorized the program.The program is designed to:
• Meet the needs of low-income people by increasingtheir access to fresher, more nutritious food supplies.
• Increase the self-reliance of communities in providingfor their own food needs.
• Promote comprehensive responses to local food,farm, and nutrition issues.
Additionally, projects should:
• Meet specific state, local, or neighborhood food andagricultural needs for infrastructure improvementand development.
• Plan for long-term solutions.
• Create innovative marketing activities that mutuallybenefit agricultural producers and low-incomeconsumers.
Preferred projects also develop linkages betweentwo or more sectors of the food system, support thedevelopment of entrepreneurial projects, developinnovative linkages between the for-profit and nonprofitfood sectors, encourage long-term planning activities,and build the long-term capacity of communities toaddress the food and agricultural problems of commun-ities, such as food policy councils and food planningassociations.
These grants are intended to help eligible private non-profit entities that need a one-time infusion of federalassistance to establish and carry out multipurposecommunity food projects. Projects are funded from$10,000-$300,000 and from 1 to 3 years. They areone-time grants that require a dollar-for-dollar matchin resources. Approximately 18 percent of the submit-ted proposals have received awards during the historyof this program. Funds have been authorized throughthe year 2007 at $5 million per year.
