Notice of Explanation Overbrook, KS intends to make improvements to the city’s water system. All project activities will occur in the area gener- ally bounded by the city limits of Overbrook, KS and within the city’s existing well field near the intersection of US-56 and E. 150 Road. This project is needed to the existing demand for clean, safe and reliable water for the city of Overbrook, KS. The project also includes the installation of a new water transmission main from the well fields to the city along U.S. 56 Highway. Portions of this new water main will be located in the 100-year floodplain. The project cannot be undertaken in any other location because of the city’s proximity to the 100-year floodplain. There is no other practicable alternative to the project location. The project must be completed in the existing right-of-way and is intended to replace the existing infrastructure. Engineers have designed the system to be an effective upgrade to the public infrastructure and relocating the proposed line would contradict best engineering practices and impact the water system’s reli- ability. The proposed project is designed to minimize adverse impacts and preserve the natural flood- plain. Failure to provide these improvements could result in the continued deterioration of the city’s water system, water quality concerns, and the risks of unsafe drinking water, and outweighs consideration of Executive Order 11988 & 11990. A more detailed description of the project and the FIA floodplain maps are available for citizen review at the city hall located at 401 Maple St, Over- brook, KS 66524. Notice of Explanation

Overbrook, KS intends to make improvements to the city’s water system. All project activities will occur in the area gener-ally bounded by the city limits of Overbrook, KS and within the city’s existing well field near the intersection of US-56 and E. 150 Road. This project is needed to the existing demand for clean, safe and reliable water for the city of Overbrook, KS. The project also includes the installation of a new water transmission main from the well fields to the city along U.S. 56 Highway. Portions of this new water main will be located in the 100-year floodplain. The project cannot be undertaken in any other location because of the city’s proximity to the 100-year floodplain.

There is no other practicable alternative to the project location. The project must be completed in the existing right-of-way and is intended to replace the existing infrastructure. Engineers have designed the system to be an effective upgrade to the public infrastructure and relocating the proposed line would contradict best engineering practices and impact the water system’s reli-ability.

The proposed project is designed to minimize adverse impacts and preserve the natural flood-plain. Failure to provide these improvements could result in the continued deterioration of the city’s water system, water quality concerns, and the risks of unsafe drinking water, and outweighs consideration of Executive Order 11988 & 11990. A more detailed description of the project and the FIA floodplain maps are available for citizen review at the city hall located at 401 Maple St, Over-brook, KS 66524. The city will ac-cept comments until 3/19/2020.

ORDINANCE NO. 418

AN ORDINANCE REPEALING OR-DINANCE NO. 412 AND WHICH CLOSES OAK STREET BETWEEN 7TH STREET AND 8TH STREET

Whereas, Oak Street between 7th Street and 8th Street in Overbrook, Kansas, is located in close prox-imity to the elementary school and the elementary school playground and in order to maintain child safety it is appropriate to restrict motor vehicle traffic in that part of the City of Overbrook, Kansas.

Be it Therefore Ordained by the Governing Body of the City of Overbrook, Kansas, that Oak Street between 7th Street and 8th Street in Overbrook, Kansas, shall be closed to motor vehicle traffic EXCEPT that such roadway shall be available to the Kansas U.S.D. 434 for public school bus access, deliver vehicle access and main-tenance vehicle access. Kansas U.S.D. 434 shall have access to the

gates at the north and south ends of such roadway for the purpose of controlling such traffic. It shall be unlawful for such roadway to be used for the purpose of drop-ping off or picking up students in privately owned vehicles.

Violation of this Ordinance shall be an infraction subject to penalty as a traffic infraction under the Standard Traffic Ordinance adopt-ed by the City from time to time.
