Welcome to EAA Chapter 172! I hope that you are enjoying the company of fellow pilots.

Here at the Pea Patch we aren't just pilots or aviation enthusiasts, we are a community of friends. We come from all walks of life and backgrounds, but we all come together to laugh and tell stories. Looking back at WW1, one of the greatest and one of the first aces was with the German army, and his name was Manfred von Richthofen, also known as the Red Baron. But what makes him an aviation hero to me? Well first off, out of all the pilots in the First World War, he was the only pilot that wanted to just shoot down his enemy, but not kill them. Minutes of the Meeting for EAA Chapter 172 for February 13, 2016, 12:30 PMChili Cook-off

The weather was quite cool, clear but with temperatures in the low 40s. Before the meeting 31 members, their families, and visitors met with the new and past club members who attended. Five planes flew in. At 12:34 PM club president Andy Lee gave the invocation. Members lined up at the buffet table and then went into the dining room to enjoy the four chili recipes that had been set out on the serving table. President Lee then welcomed the guests and thanked those who brought their favorite chili recipes allowing others to enjoy them and started the business meeting at 1:14 PM.

Old Business: Joe Britt moved for the approval of the minutes for the January 9th meeting. Ron Haley seconded the motion, which was passed by the members. Andy Lee thanked those who brought their fine chili recipes (plain, vegetable, deer, and pork) to share: Jim Maher & Ronna Hiltz, Don & Virginia Bush, Sheila & Charlie Connell, and Cami & Al Nodorft.

New Business: The next meeting will be on March 12. Normally that would have been the fish fry fly-in meeting. After some discussion Joe Britt moved to have soup in March rather than the fish fry. John Magnan seconded the motion and the members approved it unanimously. So on March 12th we will have the “Winter Soup Party” when members will bring pots of their favorite soups. Ron Haley will bring chicken soup. Sid & Cathy Brown will bring 15 bean soup. Cindy & Joe Britt will bring vegetable/minestrone soup. Don & Virginia Bush will bring soup. Andy Lee will bring beef stew. Sheila & Charlie Connell will bring chicken & dumplings. George & Frances Weiss will bring ham, lima beans, and cornbread. Jim Maher & Ronna Hiltz will bring condiments for the meal.

Members discussed the Fish Fry Fly-in date. Sun ‘n Fun is April 5 – 10 so the normally scheduled April meeting date of April 9 would not be appropriate since many go to that fly-in and airshow. Don Bush moved and Joe Britt seconded having the fish fry on April 16. Members passed the motion unanimously. As decided at the January meeting, the donation for the Fish Fry is to be $8 depending on the cost of the fish. Also Joe and Cindy Britt said they would pick up the fries and onion rings. Pierre Smith should be able to get the fish. As for the cooks, perhaps Steve Thompson and Dennis Allen (who were not at this meeting) would do it. Ron Haley said that he would be able to help cook the fish as he has done in the past.

Virginia Bush said that the next social eat-out will be on February 25, 2016 at the French Market Grille, 425 Highland Ave., Augusta, Georgia. Shirley Harden will be handling the details.

Don Bush moved to adjourn the meeting. Joe Britt seconded the motion and those present approved the motion unanimously and the business meeting adjourned at 1:30 PM.

PROGRAM: Former EAA 172 member and veteran Phil Turner gave a fine presentation entitled "Oral History of World War II Flyers." He described the interviews he has had with veteran pilots of that war, such as Phil Colman and Al Patton. He donated a set of DVDs to the club that has interviews with World War II pilots. Don Bush said that he would make copies of them.

AVIATION QUESTION OF THE MONTHAnswer to last month’s question: Does the fuel reserve requirement for an IFR cross-country flight that requires an alternate airport include just one approach and landing or an approach and landing at both the destination and alternate airports?

According to AOPA referencing the FAA: Although it is not clear from the regulation, your fuel reserve should include enough fuel for an approach and landing at both the destination and alternate airports. This FAA letter of interpretation provides clarification on the topic, though it does assume that the fuel estimated for the landing at the destination is equal to the fuel you would use for the missed approach at the destination. This assumption may be close to correct, but you may want to plan for fuel to execute the missed approach (such as climb or hold), rather than just the fuel needed to land from an approach. This Month’s Question: You're about to get some recurrent training on night landings and operations from your local CFI. You're not night current to carry passengers, and neither is the instructor. Must one of you be night current to carry passengers to make this flight?

YOUTH PROTECTION TRAINING & CERTIFICATE REQUIREDFOR ALL YOUNG EAGLE PILOTS

But: From Jack Pelton: Member Input Helped Simplify Youth Protection Policy

There was a spirited discussion at our February 13th meeting about the new EAA Youth Protection program. A few felt that EAA and the government were going overboard and infringing on our freedoms. One commenter suggested that EAA's Young Eagles program will now disappear. But others commented that even at church day care centers those taking care of the youngsters now have to undergo a background check. Another mentioned that EAA had lagged behind other organizations in the country who have the responsibility for the supervision of young people. Now even babysitters are being required to have a background check.

Nationally many EAA members contacted EAA headquarters about some inconsistencies and redundancies in the requirements especially in regard to fly-ins compared to Young Eagles rallies. So EAA national president Jack Pelton wrote this on February 25, 2016:Earlier this month I mentioned in e-Hotline that we would be using EAA member feedback to make any necessary clarifications and improvements to the Youth Protection Policy introduced in January. Thanks to your input, we have done that.

The overarching purpose of the policy remains the same – to protect young people who are involved in EAA’s youth programs and protect our volunteers who dedicate time, energy, and their own funds to these programs. Within that, we’ve split the policy’s elements into three distinct areas: Young Eagles flights and activities, youth education programs such as aircraft building projects, and youth activities at EAA AirVenture Oshkosh.

Within the Young Eagles segment, you’ll note the following changes, thanks to the input of members and volunteers:

►Removing what many thought was an overly burdensome photography policy. There are now simple guidelines to work with parents when taking photos. ►No requirement to provide a Social Security Number when completing the background check (it is optional). ►Simplified requirements for ground volunteers at Young Eagles rallies, to requiring only two-deep leadership that has completed the training and background checks. ►Elimination of the staff-to-youth ratio for Young Eagles rallies. ►Clarification on topics such as supervision in an aircraft, individual Young Eagles flights, and record keeping. Note that starting on May 1, 2016, all Young Eagles pilots must take the on-line course and undergo a basic criminal background check. This is true whether or not they belong to EAA. If they are flying youngsters as part of the EAA Young Eagles program they must follow those rules or the event will not be insured through EAA. See this Website about the program. PILOT TESTING CHANGES SET FOR JUNEAccording to EAA and AOPA, the FAA will be meeting a June 2016 goal of transitioning to a new approach to pilot certification and testing for those seeking an airplane private pilot certificate or instrument rating. Beginning in mid-June, the FAA plans to transition away from the current practical test standards (PTS) to the new airman certification standards (ACS) for private pilot-airplane and instrument rating-airplane applicants. To prepare for the transition, the FAA is providing information on its website as various elements of the testing and certification program are revised.

Among the items now available from the FAA are draft standards for the private pilot certificate and instrument rating, a briefing about the new standards, answers to frequently asked questions, an informational brochure, and a document called “What’s new and upcoming in airman testing” which was updated this month.

Among the topics that have been eliminated in the new ACS and current tests are ADF/NDB operations, world aeronautical charts, and questions about the height of blowing sand. Questions about flight plans also have been temporarily removed. They will be updated to reflect the FAA’s discontinuation of the domestic flight planning form in favor of the form used by the International Civil Aviation Organization, a transition scheduled to take place in October.( Information adapted from EAA, AOPA→News & Video 02/23/16, FAA→Draft Standards )

Liberty XL2

The Liberty XL2 is a two-seat, low-wing, general aviation aircraft manufactured by Liberty Aerospace of Melbourne, Florida for the personal transportation, touring and flight training roles. According to the company, the Liberty XL2 requires little assembly time and is thus economical for the company to build. Considerable thought had gone into keeping operating costs low. Liberty Aerospace estimates that for the pilot who flies 100 hours a year, the total operating cost is $57 per hour for insurance, fuel, annual inspection, oil changes, an engine-replacement fund, and miscellaneous service and parts (such as tires, spark plugs, brake pads, starter replacement, batteries, and bearings and rod ends). The nosewheel is free-castering, and most found that it creates little difficulty and allows the aircraft to pivot sharply when necessary, such as when facing the aircraft into the wind during an engine runup. “It did take a nudge of the fingertip brakes occasionally to keep the aircraft on the taxiway centerline.” Some pilots found that entering the aircraft proved the more difficult preflight task. The wing is directly beneath the entry door. A few have suggested a step behind the trailing edge of the wing, and one prototype even has one, but the best approach is a “two-scoot procedure. Scoot backward onto the leading edge by the cockpit, swing the legs in, and scoot aboard.” One pilot wrote “My first attempt nearly resulted in toppling backward, but by day two I could enter without shame.” The fuel is housed in a single fuselage-mounted tank with filler on the left side. The tank holds 28 US gallons usable and is fed to the engine via a simple on-off fuel selector. The tail features a rudder mounted with a piano hinge on the right side only. The elevator is a full flying stabilator and incorporates anti-servo tabs inboard on both sides to increase pitch stick forces.
