I n the absence of any break- through in the standoff at the Line of Actual Control (LAC) in Ladakh despite several rounds of talks, the Indian Army is rapidly enhancing its infrastructure, including pre- fabricated heated huts to sus- tain troops in winter months. These upgraded huts have ade- quate facilities like water and hygiene facilities. Not willing to take any chances against the backdrop of little progress in reducing ten- sion, the Army over the last few months was ramping up its logistical supplies. This process was undertaken to take care of troops which will remain deployed for the next few months at the LAC in Ladakh. While the Army has suffi- cient stocks of winter clothing and boots, it has now com- pleted the ongoing efforts to establish upgraded living facil- ities for troops deployed in Eastern Ladakh. This area receives up to 40 feet of snow after November every year and where temperatures fall up to minus 30-40 degrees. The stand-off sites are located at a height of more than 15,000 feet in most of the places in Eastern Ladakh. Due to paucity of oxygen at such heights, the Army has taken precautions to deploy only acclimatised soldiers well versed in surviving at such heights. In fact, many additional troops brought to Ladakh after situation worsened in the wake of a bloody brawl in the Galwan valley in June are vet- erans of the Siachen glacier. Giving details of the facil- ities now in place, officials on Wednesday here termed them as “excellent” and said the pro- ject was undertaken to ensure operational efficiency deployed in winters in that sector. They said the altitudes in Ladakh range from High to Super High Altitude. Coupled with the wind chill factor, tem- peratures dip down to minus 30-40 degrees. In addition, road access also gets affected for brief period of time. Apart from the smart camps with integrated facilities which have been built over the years, additional state of the art habitat with integrated arrange- ments for electricity, water, heating facilities, health and hygiene have been recently created to accommodate the troops. Also, troops in front line are accommodated in heated tents as per tactical considera- tions of their deployment. In addition, adequate civil infra- structure has also been identi- fied to cater for any emergent requirements. Incidentally, the Chinese have also improved their lodg- ing facilities at the LAC as they are also digging in for a long winter deployment. In October, personnel affiliated with state- run Chinese media had circu- lated visuals of the preparations being made in the region by the Chinese army ahead of winter. This included the provision of solar and wind-power facilities and 24-hour hot water supply. D elhi Chief Minister Arvind Kejriwal has called an all- party meeting on Thursday to discuss the Covid-19 situation in the national Capital, which has been seeing a spurt in the number of cases in the last cou- ple of weeks with the city recording 104 deaths in a day on November 12, the highest in five months, officials said on Wednesday. Also, the CM said, over 660 ICU beds will be added in var- ious Delhi Government hospi- tals in the next few days for Covid management. Despite such a huge surge in Covid-19 cases, doctors have managed the situation well, Kejriwal said. Leaders of the Aam Aadmi Party (AAP), BJP, Congress and other parties have been invit- ed for the meeting. “The Chief Minister will hold an all-party meeting to discuss the Covid-19 situation in Delhi. The meeting will be held at 11 am on Thursday,” an official said. On Thursday, Kejriwal will hold the all-party meeting to discuss the Covid-19 situation in the city, even as Opposition parties said that they would raise issues like “inadequate” testing and press for proper enforcement of precautionary measures. With medical facilities under strain, as many as 45 doctors and 160 paramedics of the paramilitary forces have also arrived in the natonal Capital to serve the people. Delhi has been witnessing a spurt in coronavirus cases since October 28 when daily cases breached the 5,000-mark for the first time. Single-day rise in cases crossed the 8,000- mark on November 11. On Tuesday, Delhi record- ed 6,396 fresh Covid-19 cases, taking the infection tally to over 4.95 lakh, while 99 more fatal- ities pushed the death toll to 7,812. The city had recorded 104 deaths in a day on November 12, the highest in five months. Interacting with reporters after visiting GTB Hospital in East Delhi along with nation- al Capital’s Health Minister Satyendar Jain, the Kejriwal said, “We had a meeting with doctors at GTB Hospital and they have agreed to add 238 ICU beds in the next two days. In all, 663 ICU beds shall be added in various Delhi hospi- tals in the next few days.” A s demand for plasma from recovered Covid-19 patients across the country continues to soar, Indian Council of Medical Research (ICMR) on Wednesday cau- tioned that indiscriminate use of Convalescent Plasma Therapy (CPT) for treating virus infection should be avoid- ed, suggesting it did not reduce mortality in Covid patients. The CPT is one of several investigational therapies being tried in India in response to the coronavirus pandemic. Maharashtra, Odisha and Delhi, the three worst-affected States in India, have not only backed the therapy but have also set up plasma banks as well. However, the country’s apex medical research body did not prohibit its complete use. Instead, it issued Standard Operating Procedure (SoP) on plasma therapy and advised States to desist from its indis- criminate use. “ICMR conducted an open-label phase II multicen- tre randomised controlled trial in India across 39 public and private hospitals on use of convalescent plasma in the management of cases with moderate Covid-19 disease (PLACID Trial). “It was concluded that, CPT did not lead to reduction in progression to severe Covid19 or all cause mortality in the group that received CPT as compared to the group that did not receive CPT,” said the ICMR in its new advisory. “PLACID is the world’s largest pragmatic trial on CPT conducted in 464 moderately ill laboratory confirmed Covid-19 affected adults in real-world setting wherein no benefit of use of CPT could be estab- lished,” it said. The ICMR also mentioned that similar studies conducted in China and the Netherlands have also documented no sig- nificant benefit of CPT in improving the clinical out- comes of hospitalised Covid-19 patients, hence indiscriminate use of CPT is not advisable. L akshmi Vilas Bank has enough liquidity to pay back its 20-lakh depositors and will complete the pro- posed merger with the Singaporean lender DBS before the deadline, the RBI-appoint- ed administrator said on Wednesday. The Joint Committee of Parliament on Data Protection Bill had slammed Twitter for showing Ladakh as part of China, saying it amounted to treason and had sought an explanation by the US-based parent of the social media plat- form in form of an affidavit. Union Minister of Culture and Tourism Prahlad Patel on Tuesday virtually handed over the artifacts to the Tamil Nadu Government at the headquar- ters of the Archeological Survey of India (ASI) here. The statues were stolen from the Vishnu Temple at Nagapatinnam in 1978. They were restored to the Indian Government after a collector voluntarily offered to hand it back on discovering their true history. The unnamed collector, who had acquired the statues in good faith, was informed about their dubious provenance by the London Met Police. On September 15, London Metropolitan Police handed over the statues to the High Commission of India, London after they were recovered. Patel praised the positive role played by the ASI, espe- cially over the last six years, in getting back the masterpieces of the country’s cultural her- itage. In August last year, the High Commission of India, London, was informed by India Pride Project that four antique idols of Lord Ram, Goddess Sita, Lakshman and Hanuman, were stolen from a temple built in Vijayanagara period in Tamil Nadu and smuggled out of India, may be to the United Kingdom. The random testing of inward coming people was announced by District Magistrate Suhas L Y on Tuesday after a meeting with senior administration and health officials amid a spike in Covid-19 cases in Delhi. Gautam Buddh Nagar Chief Medical Officer Deepak Ohri said teams of health offi- cials are present at the borders at Delhi-Noida-Direct (DND) flyway and at Chilla — the two key entry points to Noida from the national Capital. “We are conducting rapid antigen-based tests on people randomly so that traffic move- ment is not impacted. This is being done to check virus car- riers and ensure that infection is contained in Gautam Buddh Nagar,” Ohri, who was himself present at DND, told reporters. Several health officials wearing personal protection equipment (PPE) are at the border locations along with policemen where they have set up desks for the rapid antigen- based test, which gives results in 15 minutes. Further action is taken based on the test result. “If anyone is found posi- tive, they are sent back to Delhi. Only those testing neg- ative are allowed to enter Noida,” Ohri said, adding all facilities for test and logistics are available at the borders. He said a similar campaign will be carried out on Wednesday at Ashok Nagar, adjoining Delhi, and at Botanical Garden Metro Station, in Noida on Thursday. New Delhi: The AAP Government told the Delhi High Court on Wednesday that wearing masks while driving was made compulsory in April and the order remains in force till date. The submission was made on an affidavit filed before Justice Navin Chawla in response to a lawyer’s plea challenging the 500 challan issued to him for not wearing a mask while he was driving alone in his private car. M adhya Pradesh Government has decided to form a separate Cow Cabinet and the first meeting of this Cabinet has been convened on November 22. To conserve and develop cows in the State, a decision has been taken to form a cow Cabinet in Madhya Pradesh, Chief Minister Shivraj Singh Chouhan announced on twit- ter on Wednesday. He added that dept of Animal Husbandry, Forest, Panchayat, Rural Development, Revenue, Home and Farmers’ Welfare will be included in the Cabinet. The first meeting of the Cabinet will take place at Cow Sanctuary in Agar Malwa on November 22, said the Chief Minister. The Cow Cabinet would be headed by Chief Minister Shivraj Singh Chouhan and its members would be Home Minister Narottam Mishra, Forest Minister Vijay Shah, Farmers Welfare Minister Kamal Patel, Panchayat and Rural Development Minister Mahendra Singh Sisodia and Animal Husbandry Minister Prem Singh Patel. Cow conservation had remained a pivotal issue in Assembly polls and then in bypolls in Madhya Pradesh with the Congress party mak- ing conscious efforts to rob BJP of this issue. Soon after coming to power, Kamal Nath Government had increased the daily allowance for upkeep of cows and also had announced construction of 1,000 modern cowsheds in the state.     The deadlock between thefarmers and the Centreover resumption of rail servicein Punjab continues with theprotesting agriculturistsadamant on not allowing themovement of passenger trainsas of now, while declaring tofurther intensify their agitationagainst the Centre’s farm laws.

    Asking the Centre to takean initiative by giving a greensignal to the goods trains’movement in Punjab, the state’s30 farmers’ bodies onWednesday asserted that theywould, “without delay”, con-sider the issue of allowing pas-sage of passenger trains bycalling an emergent meeting to

    discuss the same.At the same time, the farm

    unions also declared to con-tinue with their ongoingprotests at all places across theState, while claiming to befully-prepared for ‘Delhi Chalo’call at the all-India level onNovember 26-27.

    The series of decisionswere taken by the 30 farmerunions during its five hourslong meeting on Wednesday, toreview farmers meeting withthe Union Ministers and to dis-cuss the further course ofaction in the ongoing farmers’agitation.

    “The farmers’ protestswould continue at all places —whether at the toll plazas, out-side malls, multiplexes, at rail-

    way stations or outside the res-idences of state BJP lead-ers...The protest would con-tinue in the same way,” saidPunjab Kisan Union’s statepresident Ruldu Singh Mansa,who chaired the farmers’ meet-ing on Wednesday. Mansa saidthat all the 30 farmers’ organi-zations are “fully prepared”for ‘Delhi Chalo’ programme.“To galvanize the support andto ensure that all farmers dometogether for the programme, ameeting would be held at dis-trict level on November 21 byall unions,” he said. He claimedthat no less than one lakhfarmers, along with a hugenumber of tractors would reachDelhi for the programme. “Anall India level body has been

    constituted by the name ofSanyunkt Kisan Morcha, whichwill meet tomorrow(November 19) at Chandigarh,”he added. A ‘Delhi Chalo’protest call has been given bythe All India Kisan SangharshCoordination Committee(AIKSCC), a body of morethan 200 farmers' organizationsacross the country.

    Lashing out at the Centre’s“stubborn” attitude towardsPunjab and its farmers, traders,labourers, the farm bodies col-lectively condemned it whileasking the Union Governmentto first run goods trains in theState, following which a deci-sion on allowing movement ofpassenger trains would betaken.

    “First show your goodintent by allowing goods trainsto operate in Punjab, which willsignal the lifting of the state’seconomic blockade. Only then,will we consider allowing thepassenger trains to operate inthe state,” he said, adding thatit’s been more than a monthnow since the farmers hadvacated all railway tracks in theState.

    Notably, the farmers arefacing pressure from the indus-try and also the StateGovernment to relax their agi-tation and allow the passage topassenger trains also. Notably,the farmers have vacated all railtracks across the state allowingpassage to the goods trains,while declaring that passenger

    trains would not be allowed topass.

    Currently, the farmers areno longer on the tracks or rail-way platforms, but protestingon railway parking and otherlands. However, the Centrehas refused to revoke the sus-pension of trains while remain-ing adamant on resuming bothgoods and passenger trains.

    During the meeting, allfarmers’ unions unanimouslyrejected the Centre’s suggestionthat the three Farm Acts wouldbenefit farmers. At the sametime, they criticized the Centrefor disallowing them the rallyvenue at Delhi for the agitationon November 26-27, andvowed to make the agitation agrand success.

    back down from their unyield-ing approach in the interest ofPunjab, especially in view of thestate government’s absolute sup-port for their cause, and also inthe light of the Centre’s decisionto engage with them on the issueof the Farm Laws.The decision of the KisanUnions to maintain status quowith respect to their blockade ofpassenger trains, which wasobstructing movement of goodstrains also, was extremely unfor-tunate, said Capt Amarinder.

    They should realise thingscould not continue like this adinfinitum, and if rail trans-portation continued to remainsuspended any longer, the statewould plunge into an irreversiblecrisis, he said.

    Tightening the noose around thoseinvolved in cattle smuggling andslaughtering, Haryana Chief MinisterManohar Lal Khattar on Wednesdaydirected the officers concerned to con-stitute an 11 member ‘Special Cow TaskForce’ at district levels. The Force willinclude government and non-govern-ment members including officers fromPolice, Animal Husbandry, UrbanLocal Bodies Department and fivemembers from Haryana Gau SevaAyog, Gaurakshak Committees andGausevaks.

    “The main objective of setting upthe task force is to collect informationabout cattle smuggling and slaughter-ing through ground-level informers andtheir intelligence network workingacross the State and further take promptaction following specific inputs receivedfrom the informers about such illegalactivities", directed the Chief Minister.

    Presiding over a meeting ofHaryana Gau Seva Ayog held with theAyog’s Chairman, Sarwan Kumar Gargand officials of Animal Husbandry andDairying Department, Khattar said thegovernment will provide grant to all theGaushalas and this amount will be pro-

    vided according to the proportion ofproductive and non-productive cattle.He said that according to the resolutionpassed in the Haryana Vidhan Sabha,Gaushala with less than 33 percent ofnon-productive cattle will not be pro-vided any grant, Gaushala with 33 to 50percent non-productive cattle willreceive a grant of Rs 100 per year perlivestock, Gaushala with 51 to 75 per-cent non-productive cattle will receivea grant of Rs 200 per year per livestock,Gaushala with 76 to 99 percent of non-productive cattle will receive a grant ofRs. 300 per year per livestock, Gaushalawith 100 percent non-productive cat-tle will receive a grant of Rs 400 per yearper livestock.

    The Chief Minister said that Rs. 400per year per livestock will be given tothe Gaushalas keeping Nandis andnon-productive cattle. He directed theHaryana Gau Sewa Ayog to prepare adetailed budget action plan as per theseterms and conditions.

    Delhi chief minister ArvindKejriwal on Wednesday vis-ited the GTB hospital of theDelhi government to review thepreparedness and facilities in thewake of rising Corona cases inDelhi.The chief minister said thatin a review meeting held with thedoctors and the hospital admin-istration, the doctors have agreedto increase the strength of theICU beds by 232, which meansthat the total number of ICUbeds in GTB hospital willbecome 400.

    “Around 663 beds will beincreased in other Delhi gov-ernment hospitals in the next fewdays. Apart from this, with theCentre ensuring 750 additionalICU beds, around 1400 beds willbe increased across hospitals inDelhi in the next few days. Evenwith a huge spike in cases today,

    the doctors and nurses of Delhiare doing a commendable job forthe treatment of Coronapatients,” he said.

    Briefing the media after thevisit, Kejriwal said, "The Coronacases have been rising in Delhifor the past few days, but over-all, there is a sufficient numberof beds in the hospitals in Delhi.If we leave some big private hos-pitals, there are an adequatenumber of beds available ingovernment and private hospi-tals. However, there is a dearthof ICU beds in Delhi and we aremaking efforts to increase ICUbeds. I have just convened ameeting with the doctors and theadministration of the GTB hos-pital, the doctors here haveagreed to increase 232 ICU bedsin the next two days.”

    Health Minister SatyenderJain has also convened a meet-ing with other hospitals, and we

    will increase around 663 ICUbeds in other Delhi govern-ment hospitals in the next fewdays. “The Central governmenthas assured us that the DRDOwill increase another 750 ICUbeds in the Central governmenthospitals, which means that wewill have 1400 additional ICUbeds in the next few days."

    The Economic OffencesWing (EOW) of DelhiPolice has arrested a man forallegedly taking three homeloans worth Rs. 6.70 crores byforging the documents of ahouse that he had taken on rentin one of the post localities ineast Delhi.

    Police said that the accusedidentified as Sachin Sharmawas arrested on Tuesday andproduced before the court.

    According to Dr O PMishra, the Joint Commissionerof Police, EOW, the mattercame to notice after owner ofthe property approached policeand registered their complaintagainst the accused.

    “In her complaint, thewoman alleged that in 2014, shehad given her property atSurajmal Vihar to RahulSharma, Sachin Sharma and

    Mange Ram Sharma on rentand on its expiry in 2016, bothRahul and Sachin Sharmaentered into a lease deed withher and continued to reside astenants at her property,” said theJoint CP.

    “In July 2016, the com-plainant's husband received acall from officials of a financefirm informing them that RahulSharma had taken a loan worthRs. 2.25 Crore against the secu-rity of her property and that heis untraceable,” said the Joint CP.

    “She also discovered laterthat besides the mentionedloan, Rahul, Sachin and MangeRam Sharma in connivancewith others had also obtained aloan of Rs. 2.19 Crores and Rs2.25 Crores from a bank andanother from finance companyrespectively against her sameproperty in March-April 2015,”said the Joint CP.

    “Based on her complaint, a

    case was registered and duringinvestigation, it surfaced thataccused Sachin in conspiracywith his father Mange RamSharma and other accused per-sons had prepared three paral-lel forged chain of title docu-ments of the said property atSurajmal Vihar,” he said.

    “The accused persons alsoprepared fake Death Certificatein the name of one Rita Babbarto take one of the home loans.Both Mange Ram Sharma andRahul Sharma took home loansfrom a bank as well as from twofinance company. While MangeRam passed away in 2015, thehome loan taken from one ofthe finance Company was dis-bursed,” the Joint CP said.

    “During investigation, theanalysis of bank accounts ofMange Ram Sharma revealedthat accused Sachin was oper-ating the accounts of MangeRam Sharma who died in 2015.

    In a bid to provide complete range of healthcare services for population living in remote,inaccessible, unserved and underserved areasof the state, Himachal Chief Minister Jai RamThakur on Wednesday flagged off medicalmobile unit ‘Jeevan Dhara Mobile Health andWellness Centre’ from the Ridge here.

    To begin with, 10 such mobile vans havebeen pressed into service to provide free healthcare to the people. Out of these ten vans, twoeach would be provided in Kangra, Mandi andShimla districts and one each for Chamba,Kullu, Sirmaur and Solan districts.

    Keeping in view the unfavourable topog-

    raphy and to provide better health care servicedelivery to the people, ‘Jeevan Dhara’ is anambitious step in this direction. The van wouldfunction as a Mobile Primary Health Centre,the Chief Minister said.

    Thakur said that the Health and WellnessVan would have basic facilities such as diag-nostic, testing facilities for various ailments.

    ‘Jeevan Dhara’ would also have requisitedrugs and supplies as prescribed for a PrimaryHealth Centre. The van would have one med-ical officer, one pharmacist, laboratory tech-nician and class-IV employee.

    The National InvestigationAgency (NIA) onWednesday conducted search-es at 43 locations in Bengalurucity including four offices ofSocial Democratic Party ofIndia, political wing of PopularFront of India (PFI), relating torioting and violent attacks onD J Halli and K G Halli PoliceStations in Bengaluru onAugust 11 this year. The search-es yielded incriminating mate-rials including weapons.

    The cases pertain to largescale rioting by people armedwith lethal weapons causinginjuries to police personnel,destruction of public and privateproperty including DJ Halli andKG Halli police station buildingsand public and private vehicles.The riot led to fear and panic inthe nearby areas and was intend-ed to cause terror in the society.

    “During the searches,incriminating materials relatingto SDPI / PFI as well as certaininstruments for attacks likesword, knife and iron rodsamong others were seized. TheNIA said in a statement here.

    Further investigation isgoing on in both the cases, theagency further said.

    So far, 124 accused personshave been arrested in DJ HalliPolice Station case and another169 have been nabbed in con-nection with KG Halli PoliceStation case, it added.

    With a 32 per cent one-dayjump in the number ofnew coronavirus infections,India recorded 38,617 freshCovid-19 cases in the last 24hours, taking the case load over89 lakh on Wednesday.

    India also saw 474 Covid-related deaths during the peri-od, taking its overall fatalitiesto 1,30,993. So far, the countryhas recorded a total of 89.12lakh Covid cases so far sincethe January outbreak.

    However, in a breather,India’s daily Covid-19 recover-ies have outpaced the new infec-tions for over 1.5 months now,while less than 50,000 freshcoronavirus cases have beenreported for 11 straight days,said the Union Health Ministry.

    A total 44,739 COVID-19patients recovered the previousday as against 38,617 new cases,it said.

    This translates to a netreduction of 6,122 in the activeCovid-19 caseload which nowstands at 4,46,805 and compris-es merely 5.01 per cent of thetotal cases as on date, it said.

    “India has continued the

    unbroken trend of the dailynew recoveries outpacing thedaily new additions for morethan 1.5 months. The countryalso reported less than 50,000new daily cases for the eleventhcontinuous day,” the Ministrysaid.

    “Apart from the successfuldissemination of COVID appro-priate behaviour among thevaried population groups, thistrend assumes wider signifi-cance as many countries inEurope and America continue tosee a surge in their Covid-19positive numbers,” it said.

    The total recoveries surgedto 83,35,109 on Wednesday,pushing the national recoveryrate to 93.52 per cent.

    According to the ministry,

    10 States and Union Territories(UT) contributed 74.98 percent of the new recoveries.Kerala saw the highest numberof recoveries at 6,620.Maharashtra registered 5,123daily recoveries, while Delhireported 4,421 recoveries.

    Ten states and UTs con-tributed 76.15 per cent of the38,617 new cases. Delhirecorded 6,396 cases, Kerala5,792 and West Bengal 3,654.Of the 474 fatalities reportedthe previous day, 78.9 percent were from 10 States andUTs.

    With 99 deaths, Delhireported 20.89 per cent of thenew fatalities followed byMaharashtra (68 deaths) andWest Bengal 52.

    The Supreme Court onWednesday issued notices ona batch of petitions challengingthe election of External AffairsMinister S Jaishankar to RajyaSabha from Gujarat.

    The pleas have also raisedthe issue of ElectionCommission’s power on issuanceof separate notifications for hold-ing by-polls for casual and reg-ular vacancies in Rajya Sabha.

    One of the petitions againstJaishankar has been filed byCongress leader Gaurav Pandya.

    Bulandshahr (Uttar Pradesh):A 15-year-old Dalit girl, whowas allegedly set on fire inBulandshahr, has died inDelhi's RML Hospital, thepolice said on Wednesday. Theincident happened on Tuesdayand the girl succumbed in thenight.

    The girl was earlier alleged-ly raped by a local resident andthe family was being pressuredto withdraw her complaint.

    Alaw student of Aligarh lawcollege, resident ofBulandshahr who was kid-napped, gangraped and black-mailed for a month commits sui-cide, after getting no help fromthe police department.

    Police made the first movethree weeks after the FIR waslodged and arrested one culprit,suspended two policemen whowere involved in the investiga-tion, a day after the girl died.

    SSP Bulandshahr, SantoshSingh said that the victim was aresident of Bulandshahr andwas a student of Aligarh law col-lege. She filed an complaintagainst the accused on October03.     After their failure to appearbefore them for question-ing on two earlier occasions,the Mumbai police onWednesday issued third sum-mons to Bollywood actressKangana Ranaut and her sisterRangoli Chandel to appearbefore them on November and23 and 24 in connection withthe investigations into an FIRregistered against them forallegedly creating “hatred” and“communal tensions” betweenHindus and Muslims.

    In fresh summons issued tothe two sisters, the Bandrapolice summoned Kangana toappear before them onNovember 23, while they askedRangoli to remain present atthe police station for ques-tioning on November 24.

    This time around, theBandra police have also sum-moned Kangana’s aide AmrutaDutta for questioning in thesame case on November 25.

    The Bandra police hadissued first summons toKangana and her sister Rangolion October 26 and 27.However, the two sisters hadbought time from the police bysaying that they would not beable to respond to the summons as they werebusy with their brother’s wed-

    ding. Subsequently, theBandra police issued freshsummons to Kangana andRangoli to appear before themon November 10 and 11.

Yet it calls for trapezejugglery as the former DefenceSecretary and legendary warrior-scholar, General James Mattis,noted, “Remember that the DefenceDepartment stays outside of poli-tics for a reason. There’s a long-standing tradition, why you do notwant the military to be engaged inpolitics.” With such apolitical andprofessional instincts, the likes ofJames Mattis were not expected tosurvive long with the infamousDonald Trump fickleness. Andthey didn’t – Mattis joined therevolving door of axed veterans,who couldn’t lower their discourseto match the President’s impetuous-ness and crassness.

    Mattis’s predecessor asSecretary of Defence, Ash Carter,was an international affairs acade-mician, who had spent over 37 yearsin the Pentagon working across thepolitical divide, and he alwaysbelieved that the “profession of armsis honour and trust” and thatTrump’s brazenly political expecta-tions, interference and insistencewould infect the apolitical ways ofthe US military. Recently, Trumpfired his fourth Secretary of DefenceMark Esper and appointed hisfifth, Christopher Miller. As theChief Executive Officer of theUnited States Department ofDefence, the fifth appointee in lessthan four years is a self-explanato-ry narrative of Trump’s whimsical-ity, impatience and unprofessional-ism. Except that the timing of thisparticular change, just after Trump’selectoral debacle, but before Biden’sformal take-over, has sent danger-ous signals – because with Trump,anything is possible.

    Given his vanity and despera-tion, fears that he could deploy theUS military, in a last-ditch effort ofhis final two-month tenure, are real.For long, Trump has dangled andinvoked the military as a politicalprop for self-aggrandisement andeven as a tool for domestic gover-nance. What gives credence toconspiracy theorists is the tentativerelationship that Mark Esper hadwith the Commander-in-Chief,Trump, especially when the formercombatant had disagreed with theidea of using the military duringcivil unrest. Embarrassingly for

    Trump, Esper opposed theInsurrection Act of 1807 bystating the institutional belief, “Isay this not only as Secretary ofDefence, but also as a former sol-dier, and a former member of theNational Guard. The option touse active duty forces in a lawenforcement role should only beused as a matter of last resort,and only in the most urgent anddire of situations.” Earlier also,Esper had weighed in favourwith the professional view of the“uniformed” fraternity in dis-suading Trump from hasteningthe process of troops withdraw-al from Syria and Afghanistan –as this urgency was Trump’s per-sonal and political commitment,but contrary to the institutionaland sovereign interests. However,for Trump, who can readilytrade military values of restraintand apolitical stances in favourof his political self-interest, pro-fessionals like Esper are a burdenand not an asset. ReplacingEsper with a professionally lack-lustre but an avowedly Trump-loyalist has not helped opticseither.

    Even though the Trumptenure has compromised andforced many casual liberties onthe US military ecosystem, itwould not be a cakewalk to getthe institution to “fall in line”politically, despite these unprece-dented changes. The US militaryfolk have repeatedly shown thespine, moral courage and consti-tutionality in words and actionsto “call out” signs of danger.Foremost among them has been

Now, asMilley watched the ensuingdrama of the untimely change ofSecretary of Defence – which isessentially beyond his profes-sional mandate or control – hestill chose to word a very delib-erate and reassuring messagewhen he said in the midst of thenew Secretary of DefenceChristopher Miller, “We do nottake an oath to a King or aQueen, a tyrant or a dictator. Wedo not take an oath to an indi-vidual!” Milley passionatelybeseeched that duty was only tothe Constitution, which he calledthe “moral north star” for theinstitution. His statement that themilitary “will protect and defendthat document regardless of thepersonal price” was immenselyloaded and cautionary againstany attempt to politicise or mis-use the military.
