Short title, commencement and application!1" These rules may be called The Punjab Panchayat Samitis and Zila Parishads Services Rules, 1965. !#" They shall come into $orce at once. !%" They shall apply to the posts speci&ed in 'ppendi( ' to these rules. #. )e&nitions.!*n these rules, unless the conte(t other+ise reuires,-- !a" /ommission means the Punjab Public Service /ommission0 !b" )irect recruitmen t means an appointment other +ise than by promotio n or trans$er0 !c" overnment means the overnment o$ the State o$ Punjab in the )evelopment and Panchayat )epartment0 !d" Reco2nised university or institute means !i" any university or institute incorpor ated byla+ in any o$ teh States o$ *ndia0 or !ii" *n the case o$ a de2ree or diploma obtained as aresult o$ an e(amination held be$ore 15th 'u2ust,1934, the Punjab, Sind or )acca niversity0 or !iii" any other university or institute +hich is reco2n ised by the overnment $or the purpose o$ these rules0 !e" Service means the Punjab Panchayat Samiti and Zila parishads Service. %. Posts in the Service and their scales o$ pay!1" The service shall comprise the posts sho+n in 'ppendi( ' to these rules. !#" The number o$ posts shall be speci&ed in 'ppendi( to these rules and the cate2ory o$ posts and scales o$ pay attached thereto, shall be as speci&ed in columns # and % o$ 'ppendi( ' to these rules7 Provided that the overnment may, $rom time to time, ma8e additions to or reduction in the cadre o$ the Service and the pay scales +hether permanently or temporarily. 3. 'ppointin2 'uthority.!'" 'll appointments to the service shall be made !i" in the case o$ employees o$ a Zila Parishad by the Zila Parishad concerned 0and !ii" in the case o$ employees o$ a Panchayat Samiti, and also in the case o$ Secretary o$ a ram Panchayat, by the Panchayat Samiti concerned. !#" 'll appointments to the Service shall be made by the appointin2 authority on the recommendation o$ the !i" /ommission +here the post carrries initial pay o$ Rs. %:: or more0 !ii" )istrict /ommittee concerned +her e the initial pay is less than Rs. %::. Porvided that a vacancy +hich could no be anticipated maybe &lled in by the Zila Parisha d or the Panchayat Samiti, as the case may be, $or a period o$ si( months or till a candidate is recommended by the /ommissioner or )istrict /ommittee, as the case may be, +hichever is earlier. !%" The )istrict /ommittee re$erred to in sub-rule!#" shall consist o$ !i" The /hairman o$ the Zila Parishad,--/hairman !ii" The )eputy /ommissioner o$ the )istrict. ;ember !iii" The )istrict )evelopment and Panchayat <=cer,--;ember !iv" The /hairman o$ the Samiti concerned +here the vacancy to be &lled up relates to the /adre o$ the Samiti;ember 5. >ationality.!1" >o person shall be appointed to the Service by direct recruitment unless he is !a" a citi?en o$ *ndia, or !b" a o$ subject Si88im, or !c" a o$ subject >epal or !d" a subject o$ hutan, or !e" a Tibetan re$u2e +ho came over to *ndia be$ore the *st @anuary , 196# +ith the intention o$ permanently settin2 in *ndia, or !$" a person o$ *ndia ori2in +ho has mi2rated $rom Pa8istan +ith the intention o$ permanently settin2 in *ndia, or Provid ed that a candidate belon2in2 to cate2ories!c",! d",!e" and !$" shall be a person in +hose $avour a certi&cate has been 2iven by the competent authority , and i$ he belon2s to cate2ory !$" the certi&cate eli2ibility +ill be issued $or period o$ one year, a$ter +hich such a candidate +ill be retained in service subject to his havin2
