The National Forum was such a great conference and I'm so happy that so many Chapter members were able to attend. I hope for those of you who couldn't attend that at some point you do get to experience the National Forum. The opening and closing speakers were so clear in their messages yet so entertaining too! The sessions during the week were great. Being in Philadelphia was awesome and to experience and see all of the history there was so overwhelming. Upcoming in October is our excellent Regional Conference! I hope you can come to the conference, it's the 25th Anniversary and we'll be celebrating Silver style! So please go online and register before the deadline, remember it's October 16th. There are several informative and great sessions to choose from and our opening speaker is one to see in person! Our vendor exposition is one you are going to want to come and tour. We have sold out for our vendor booths with over 90+ vendors for you to visit. We highly encourage you to come and see our many vendors and encourage your end users to come and visit the vendor booths as well. This is a great opportunity to put faces with names with those vendors that we deal with. Learn what vendors and products/services are out there, so we can fairly and ethically procure products and services. We are also hosting a Toy Drive at the Regional Conference. This is for the 911 Toy Drive that gives toys to local Police and Fire Departments to give the toys to those innocent children caught in circumstances beyond their control, either in a car accident or perhaps a domestic incident. Their Mission Statement: "Help us put a gift in the hands of any Law Enforcement Officer or Firefighter that reaches out to help a child in their time of need. Your gift will give the Men and Women of Public Safety the opportunity to change the way children see people in uniforms for the rest of their lives". A big thank you to W. Steven Martin for this wonderful charity and for being such a great speaker at our August Career Seminar. We will have boxes at the Regional Conference for dropping off your unwrapped toy donations. Even if you unfortunately can't make it to the Regional Conference and would like to donate please call Suzanne Alberts, Community Outreach Chairperson, or myself to get your donations to us so we can get them passed on to the charity. Thank you everyone for being a part of such a fantastic Chapter of all we stand for in our profession of a procurement professional. September President’s Message

Though the National Forum was just a few weeks ago it is still so wonderful for

our Chapter to be recognized, we’ve all worked so hard. The National Forum

was such a great conference and I'm so happy that so many Chapter

members were able to attend. I hope for those of you who couldn't attend that

at some point you do get to experience the National Forum. The opening and

closing speakers were so clear in their messages yet so entertaining too! The

sessions during the week were great. Being in Philadelphia was awesome and

to experience and see all of the history there was so overwhelming.

It is hard to believe December is almost here, I

don’t know where the year went but I do know

working with all my NIGP family will once again

be a very cherished memory. I am reaching

2014-2015 Exam Schedule

All UPPCC certification examinations are administered via computer at a Prometic testing center. Examinations

will be delivered daily, Monday thru Saturday at a time and location selected by the candidate. Fall examinations

are administered during the last two full weeks in October. Spring examinations are administered during the first

two full weeks in May. Please see exam schedule and associated deadlines below.

Exam Tips

Exam Candidate Tips — Strategies for Success...

RELAX! Have confidence in yourself and your abilities.

Remember... you have met the eligibility requirements, now demonstrate your knowledge.

Maintain a positive attitude.

Get a good night's sleep prior to the exam and have a nourishing protein-filled breakfast on the day of the exam.

(your brain needs rest and nutrients to perform optimally).

Arrive early at the test site.

Immediately identify any inappropriate conditions to the test center administrator.

Read all exam questions carefully.

Identify and answer all easier questions first.

Do not spend too much time on any one specific difficult question.

Skip questions that you are unsure of and return to them later.

Eliminate any incorrect answer choices from the potential options.

Translate words and substitute terms to simplify the questions.

Apply practical reasoning to determine the correct answers.

Divide the question into manageable and understandable parts.

Keep the intent of the question and basic subject matter in mind.

There are no trick questions. If two choices seem correct, choose the BEST answer. Remember,

good test questions include options that are plausible, but not completely correct. Many options for test

questions include common mistakes that individuals make when they don't completely understand the

material being tested.

Don't second-guess yourself—your first instinct is usually correct.

Don't read too much into questions and over-anticipate the answers.

Answer what is asked for and not what you feel should be asked.

Estimate time required to answer remaining questions.

Return to previously marked difficult questions to select an option.

Plan time effectively. If you comment on a question, get to the point quickly. You have 3.5 total hours to

complete this exam, this includes time you take to answer questions as well as any breaks you may take.

If your not sure of the answer, make an educated guess. Unanswered questions count as incorrect, so it is in

your best interest choose something rather than leaving a question blank.

Monitor the on-screen counter which continuously counts down your remaining testing time from the start of

the examination.

The Seminar is being advertised through National, AZ NIGP,

SAVE, GPPCS, other chapters and local organizations

throughout the State.

Awarding to the low bidder on a public construction project

means the public agency gets the lowest price and the best

deal for the taxpayers. Right? Or does it? There are many

challenges with ensuring effective contractor performance on

low bid projects. So are public agencies at the mercy of

unscrupulous and less than qualified contractors?

Fortunately, there are a number of tools available that can

help protect public agencies on public construction projects.

Chapter of NIGP (AZNIGP)

Invites you to apply for an

AZ NIGP Scholarship

The Arizona State Capitol Chapter of NIGP (AZNIGP) is dedicated to providing scholarships to

AZNIGP active and participating members for their continuing education and professional

development efforts. Each year, a certain amount of money will be allocated for use towards

these endeavors. Scholarships may be applied toward any purchasing/materials management

course, executive or technical development course, LEAP/NIGP course, or towards

attendance at the NIGP Annual Forum. In addition, the scholarship program will support

AZNIGP members’ initial pursuit of CPPB/CPPO professional certification or testing when

agency funding is either limited or not available.

The Scholarship Committee is comprised of the current Vice President of AZNIGP, and its

members found at https://www.aznigp.org/insidepages/committees/. The purpose of the

committee is to review the applications submitted by any AZNIGP member and select the most

qualified applicant based on stated criteria.

The Scholarship Committee provides an application for those who would like to apply.

Submissions should be made as soon as possible but preferably no later than 4 weeks prior to

the event. The committee will make selections based on the justification and merits of each

application and in accordance with the criteria as stated below. Scholarships can only be

awarded for a particular class or event and they are non-transferable. In the event that the

recipient is not able to use the scholarship, it becomes null and void. If the recipient fails to

attend the training or receives a failing grade, they must reimburse the Chapter the full amount

of the scholarship within 30 days.

By accepting a scholarship award, the recipient agrees to provide a report to the Scholarship

Committee on the benefits received both personally and professionally no later than 30 days

following completion. In addition, they may be asked to present to the members at large at a

future Chapter meeting. Failure to comply with this requirement, the recipient shall reimburse

the Chapter in full within 2 weeks after the time requirement has elapsed.

GUIDELINES:

The scholarship may be used for a variety of educational and professional development

opportunities including, but not limited to: Chapter Career Seminars, Professional

Purchasing/Material Management Development classes, college purchasing courses, test fees

to initially obtain certifications such as CPPB or CPPO, or attendance to the NIGP Annual

Forum.

Awards are limited to the actual tuition/registration expense up to $1,000 per person per year.

Applications will be accepted year-round and award will be based around the Chapter

calendar. The scholarship award process is competitive. The intent of the scholarship is to

assist members with their individual out-of-pocket expenses, not to replace entity funding. No

reimbursement will be made to any public agency.

Pre-payment will be made for NIGP related classes; all other types of classes will have

payments reimbursed after receiving a paid receipt and passing grade

The Scholarship Committee will evaluate and score all applications. Only those applications

scoring a minimum of 85 points will move on for consideration of a scholarship award. The

decision of award made by the Vice President is final.

Evaluation scores are based upon the following criteria:

CRITERIA:

Applicant shall be an active, participating member of AZNIGP; show relevance of training to

their professional growth within their agency and/or the Chapter; and demonstrate their

commitment to furthering their education in the procurement field.

Applicant shall submit one current (within the last twelve months) letter of professional

reference who can attest to their character and professionalism.

Applicant shall briefly describe their desire to assume increased responsibility in leadership

positions not only within their own agency but also within the Chapter.

Applicant shall be willing to share the knowledge and technical expertise they obtain with

fellow members of the Chapter. A report in writing is due 30 days following completion.

Applicant shall provide the extent of financial support from their agency or certification that no

support is available.

Applicant shall detail the benefits of the proposed activity and how the Chapter would benefit

by awarding this scholarship to him/her.

Applicant shall provide a brief summary of their personal goals and how this scholarship will

help achieve them.

Applicant shall provide biographical information within the last five (5) years.

Applicant to indicate if they have been awarded a scholarship within the last three (3) years.

current Vice President of AZNIGP, and its members found at

Points will be deducted for incomplete information.
