of the Commission on Governmental and External Affairs held a Symposium on Cultural Heritage Districts last September 25, 2008 (Thursday) at NCCA Auditorium Leandro V. Locsin Hall, Intramuros, Manila.

Balangkasan Committee Chairperson Ana Luzette Lareza said that the Symposium sought to build awareness of the difficulties and opportunities of cultural district development in the identified locations, to influence the design and implementation of special zoning and public works policies and projects for heritage districts, to encourage local residents to protect and develop the built heritage.

The Department of Health (DOH) in cooperation with the United Architects of Philippines (UAP) through its Professional Development Commission, and the Council of Deans and Heads of Architectural Schools in the Philippines (CODHASP) will lead off an upcoming 5-day training seminar entitled “Hospital Planning and Design – A Foundation Course for Architects on October 19-23 at Grand Regal Hotel, Davao City.

According to Architect Ma. Rebecca M. The Regional Trial Court Branch 36 (Manila) has dismissed a Petition for Indirect Contempt filed by the petitioners, the Philippine Institute of Civil Engineers, Inc. and Leo Cleto Gamolo against respondents, United Architects of the Philippines, its National President Architect Edric Marco C. Florentino, members of the Board and Architect Hernani D. Aguilar.

The Court ruled that the petition filed by petitioner was not in accordance with Rule 71, Section 4 of the Revised Rules of Court. Accordingly, the Court said that “(t)here must be full compliance with the requirements for filing the initiatory pleading as provided for in said section. The petitioner failed to comply with such requirements such as supporting particulars and certified true copies of documents and papers involved therein”.

Asked about the importance of the seminar, UAP National President Architect Medeliano T. Roldan, Jr., fuap said that “Hospitals are the most complex of building types. Each hospital is comprised of a wide range of services and functional units. These include diagnostic and treatment functions, such as clinical laboratories, imaging, emergency rooms, and surgery; hospitality functions, such as food service and housekeeping; and the fundamental inpatient care or bed-related function. This diversity is reflected in the breadth and specificity of regulations, codes, and oversight that govern hospital construction and operations. Each of the wide-ranging and constantly evolving functions of a hospital, including highly complicated mechanical, electrical, and telecommunications systems, requires specialized knowledge and expertise. Further, the Court said that the publication by the UAP and memorandum issued by Architect Florentino (UAP National President, FY 2005-2007) are mere reiteration of contents of a valid law which cannot be subject of an injunction order issued by RTC, Branch 22, Manila.

“Though there was a preliminary injunction issued with respect to implementation of Section 302 of the IRR of P.D. 1096, there was no writ of injunction issued with respect to R.A. 9266, thus, there arose a conflicting situation where layman in interpretation of law should not be adjudged drastically”, the Court said.

It may be noted that the case arose when respondent Arch. Hernani D. Aguilar refused to accept the building plans submitted by Engr. Don Emmanuel S. Santy on March 6, 2007 citing the Memorandum and the Architecture Act of 2006. The cited article stated that the architectural plans, designs, specifications, drawings and documents relative to the construction of a building shall bear the seal and signature of an architect registered and licensed under Republic Act No. 9266.

The said event is a commitment of the Department of Health to update its existing training design modules and implement the training program on Healthcare Facility Planning and Design through partnership building with United Architects of the Philippines and the Council of Deans and Heads of Architecture Schools in the Philippines.

The UAP Professional Development Commission, a service bureau of the organization is tasked to monitor the implementation of the training program to ensure its quality and effectiveness towards specialization in Health Care Facility Planning and Design, and issue the appropriate credit units for continuing professional development.

tending to directly impede, obstruct or degrade the administration of justice. The petitioner stated that respondent Aguilar is very much aware of the writ of injunction

issued on May 24, 2005 by the RTC Manila Branch 22 regarding the implementation of IRR of P.D. 1096 dated

October 29, 2004.

Defendant Architect Aguilar admitted that Honorable Secretary Ebdane of the DPWH issued a memorandum which specifically mandates the suspension of IRR dated October 29, 2004 particularly Section 302 (3 and 4) but the memorandum did not suspend R.A. 9266. Architect Aguilar likewise admitted having issued Memorandum Circular of PRC Board of Architecture especially the provision drawn on R.A. 9266, a law which is in full force and effectivity.

Architect Aguilar stressed that “it is thus his sworn duty as building official to implement all laws which are effective and enforceable, otherwise, he may be administratively charged and be criminally liable for negligence and dereliction of duty”. He admitted having issued memorandum which acknowledged suspension of P.D. 1096 and its IRR, however, he claims it is just proper to implement R.A. 9266 lest he may be the one penalized under the said law.

It’s all systems go for the 17th United Architects of the Philippines National Conference of Architects, according to UAP National President, Arch. Medeliano T. Roldan, Jr., fuap.

Architect Roldan said that Davao City status as the country’s most competitive city is fitting for the conference theme “ Sidlak Sang Madayaw Na Kagikan (Roadmap to the Future)”.

DAVAO City remains the No. 1 most competitive city in the Philippines based on the survey of the Asian Institute of Management (AIM) released last July 2008. The Philippine Cities Competitiveness Ranking Project 2007 results showed Davao City beating local government units in the capital Metro Manila. In the last survey two years ago, Davao City tied for No. 1 with Makati City, the nation’s premier financial center.

Expected to offer opportunities for delegates to update on recent developments and trends in the architectural field and at the same time enjoy the warmth camaraderie of UAP’s friends in the region, the Conference will be held on October 19-23, 2008 at Grand Regal Hotel, Lanang, Davao City.

‘It’s mind-boggling to think about how much energy gets wasted on the future and on the past. The past is over, and the future has not yet arrived. Try as we might, we are utterly unable to affect either one. There is only one time we can possibly live in. That time is the present. That time is today.’

“You and I,” Carnegie once wrote, “are standing this very second at the meeting place of two eternities: the vast past that has endured forever, and the future that is plunging on to the last syllable of recorded time. We can’t possibly live in either of those eternities—no, not even for one split second. But by trying to do so, we can wreck both our bodies and our minds. So let’s be content to live the only time we can possibly live: from now until bedtime.”

We at UAP today always remember this, and we actually did not go crazy wor-rying about what might have been after that first three tumultuous months of our administration. We did not get tied up in anxiety about things that may have or may not have happened at some future time. We focus our attention instead on the one place where we can do any good – the reality of UAP’s conditions at present.

Many of our colleagues in the South were somewhat wary about ‘harsh words’ used in our earlier pronouncements. State-ments that ,in their views, were uncalled for. It was quite an uphill battle for me to validate every word I write these days. Many friends say it was not me talking, it was somebody else. But I have to console them by telling that “my wife and I have

toiled very hard for the past 15 years to follow and embrace the teachings of Jesus Christ through our spiritual community. And I must say we are still struggling to this day. The only thing consistent and clear with us is we never waver in getting up the moment we fall down. It is pretty difficult to follow Him. But sinners that we are, we take that challenge every single day. That is why it pains me to follow the paths of St. Michael and Gideon taking out swords of war to do battle just to drive home our points at UAP today.”

What that former ally of ours is do-ing now to UAP is very much the same as what they did to another professional organization in the recent past. They cut off the head (national office) from the local units (chapter/section) and buttressed its support to these local units without giving regard to the structural relationships of the two. My choice of words at the onset of this saber-rattling circumstance may not be ideal to some, even unpleasantly rough to a few. But I must stand by those asser-tion for I believe the treatments, we in the national level, are getting today from that former ally, are very far from ideal.

Here is what UAP would have wanted: Kung bibitiwan nila ang ‘national’ this year, it would have been all right if Boysen told us much earlier and not resorted to us-ing lame excuses. The UAP has already molded its project templates and prepared blueprints for industry commitments using the traditional platform of support built around them. Now we have to dismantle

everything so that emerging even small players (like Davies, Welcoat, Universal, Bostik, etc) that, in the past, were given limited interest and exposure can now come in, and come in quick. Now this is past the middle of the year. How can we convince them to possibly alter their budget program to accommodate UAP since one big company had already moved out leav-ing a gaping hole at the core? Very difficult indeed to be diplomatic, isn’t it? No, we are not angry at Boysen. We are only dismayed at how our organization is being subjected to a deceptive surgical exercise. Cut off the head, and bring home the body. Of course, some UAP chapters will not mind. Probably they should not, if they believe the spirit of the UAP By-Laws doesn’t present any good outlook that touches their existence. I simply call this apathy towards decent efforts of truly uniting all Filipino Architects. But we in the national level have jobs to do and we have to keep ourselves in day-tight compartments for us to keep our feet on the ground hopefully all the time while we are awake. And this involves ensuring that UAP today retains its inherent excellence and unified framework of solidarity.

Certainly, we make plans for tomorrow and try to attend to what we should learn and improve from experiences of yesterday. We try to carry our burden, however hard, until nightfall. We do our work, however difficult, for one day. But we are aware that we can live sweetly, patiently, lovingly even purely until the sun goes down. And this is actually all that life today in UAP really means for many of us.

The bigger picture here may not be comprehensible at first glance but if one starts to look at how diverse and far-reaching the influence of the UAP today compared to yesteryears, one will soon realize that the organization demands a healthy fiscal sustenance. Financial stability that derives its strength mainly from the revenues generated from only two national gatherings, one of which are the NCAs.

Simply said, yes, one may have excellent creativity, intentions and great foresight. Bottom line is, how much one can contribute today to the lifeline of UAP’s growing industry commitments and national programs? Today the organization subsidizes every UAP-NCA delegate to the tune of not less than 5000 pesos/pax. including courtesy hotel accommodations and transfers. Amenities like these are transacted at the headquarters and pose exposure values against the national

account. This is seldom felt in the local level. Karl’s view is, no doubt, valid and must be addressed as a continuing concern for the organization. But at the moment, the ‘imperials’ of Manila must remain in existence, ‘no matter how difficult it is to the eyes of UAP’s local brethrens’, to look at the wider horizon to earnestly sustain a fast-growing organization giving life to a bigger vision of truly uniting all Filipino Architects.

This third issue of The Rallos Chronicle has to do away with its original editorial to give way to an interesting set of arguments presented by one of UAP’s eloquent writers based in the beautiful City of Cebu. President Karl, a good acquaintance from UAP Sugbu Chapter has every reason to be concerned about the real motives (if any) of planning and staging a UAP conference outside Mega Manila. His initial treatise rests on the premise of “giving host chapter a bigger ’say’ or majority control in the event organization.”

“Currently” according to him, “it’s mostly the call of ‘Manila OrCom’ even on matters that are supposed to be handled more effectively by the local hosts. Manila OrCom should stop being ‘imperialistic-minded’.”

The fate of holding national conferences if one would refer to UAP By-Laws, remains in the hands of the UAP national leaders. This responsibility, therefore, rests on the shoulders of those tasked to follow, no matter how hard, all marching and mission orders that are national in nature.

The Professional Regulatory Board of Architecture (PRBoA) recently announced that Mr. Raymond White of Australia became the very first foreign architect (FA) granted a Temporary/ Special Permit (TSP) to practice architecture in the Philippines in full compliance with Section 38 Article IV of Republic Act (R.A.) No. 9266 (the Architecture Act of 2004), its implementing rules and regulations (IRR) and Resolution 03, Series of 2008 promulgated by the Professional Regulation Commission (PRC), upon recommendation by the PRBoA. According to the announcement posted at the PRBoA website, Mr. White shall work on the Providence Hospital Project in Quezon City, Metro Manila together with his Filipino (Philippine counterpart), the Registered and Licensed Architect (RLA), Mr. William Coscolluela. Corollary to the granting of the TSP, according to PRBoA, Mr. White shall also be required to comply with Section 39 Article IV of R.A. No. 9266 requiring professional liability insurance for FAs granted TSPs to practice architecture in the Philippines. Because the poor deserve no less than the best – and that includes a beautiful design of their homes – the UAP extended its support for the Gawad Kalinga & Metrobank Foundation Designer Village Challenge which was recently launched during the Awarding Ceremony of the Metrobank Art and Design Excellence (MADE) Competition. UAP Immediate Past Chancellor of the College of Fellows Arch. Maria Elena C. Cayanan, fuap and UAP Secretary General Arch. Gil C. Evasco represented the UAP. The said competition will be held among students who will design an entire village. To be conducted under the auspices of MADE, the final product will be winning designs for a future model village. According to Metrobank Foundation, Inc. president Aniceto M. Sobrepeña “The next step is to turn that model into an actual village. We will award designs from four different areas — Luzon, Mindanao, the Visayas and NCR — and we hope that other donors that have been chosen will come in and help construct the whole village.”

Roldan, Jr., fuap stressed the Role of the Filipino Architects during the Furniture and Furnishings Week 2008 of the Chamber of Furnite Industries of the Philippines, Inc. Held at Via Veneto Function Room, of A. Two UAP Active Members, Architect Christopher C. dela Cruz and Architect Philip H. Recto were invited by the Chambers of Real Estate and Builders Association (CREBA) to serve as the resource speaker and reactor respectively at a public forum on “Funding Green Technology Initiatives for Developers” on Sept.18 at the Makati Sports Club, Gallardo St., Salcedo Village, Makati City. Dela Cruz has actively campaigned for the formation of the Phil ippine Green Building Council as an alliance of business and industry sectors promoting sustainable building practices to the property industry. With more than 30 years of practice, Recto has been awarded “Outstanding Architect of the Centennial Year” by president Fidel V. Ramos “Outstanding Alumnus in the field of Architecture “ by the University of the Philippines which also instituted an annual design award in his name, The Phillip H. Recto Design Excellence Award for the Best Thesis”; and 2002 UAP Design Award for Excellence, and the “Araw ng Maynila Mayor’s Award for Arts and Culture “ by Mayor Lito Atienza. A United Architects of the Philippines (UAP) fellow , Recto is recognized by the Asia Pacific Economic Cooperation as an ‘APEC Architect”, a rare distinction among Filipino Architects.

the holding of four Roundtable Discussions focusing on different fields of study in the Architecture Curriculum. These activities fostered closer interaction and partnership among the architectural schools.

This year’s ACARE is part of the program of the administration in its continuing effort to establish and realize the effective functioning of the developmental network that is being envisioned for Philippine Architecture and to initiate a venue to publicly present ideas, concepts and innovations by academicians and practitioners involved in architectural education and research.

Asked about the rationale of the theme, UAP Commission on Education Executive Director Leah Y. Martin said that “today’s world is a product of developments that took man thousands of years to create. Everything we experience as tangible and intangible part of our lives was shaped by various factors that throughout history also shaped where, when, and how we experience them. Ever since we learned to build and fashion environments that will be at the very least comfortable and convenient for us, we also acquired the power to alter the myriad of other environmental details to suit our aims.”

“In these changing times, this ability to design and build spaces and structures for our activities becomes a double-edged tool which could be used either to protect or destroy the very systems that allow us to exist. Without reflection, architects as designers and builders could easily exploit this tool unscrupulously. This puts architectural research to the forefront of the present global situation.”, said Architect Martin.

According to the convenor, Arch. Ma. Saturnina Parungao, incumber RD-A2a, “more than in any other point of history, it is imperative to emphasize the need for architecture to respond to the various national and global conditions. More than ever, the role of the academe as the pioneering institution in research rises to primary relevance”.

The 8th Annual Conference on Architectural Research and Education (ACARE 8) was recently held last September 12-13, 2008 at the Bulacan State University Hostel in the City of Malolos, Bulacan. This year’s conference was successfully conducted through the concerted effort of ARCHCARE (Council of Architectural Researchers and Educators) and the United Architects of the Philippines through the Commission on Education headed by Arch. Leah Y. Martin. Davies Paints was also tapped as the major sponsor.

With the theme “Research as Architecture’s Response to the Changing Times”, the two-day conference was participated by 109 delegates. Architects, researchers and educators from architectural schools and some architectural firms from as far as Vigan City in the north and Cebu City in the south traveled to Bulacan to participate in the said event. Included in the conference was a tour to the historical City of Malolos and the Barasoain Church and Museum wherein the visitors were treated to the lights and sounds show about Malolos City. Dr. Mariano C. de Jesus, BSU President graciously welcomed all the participants. In his welcome address, he commended the untiring efforts of researchers and research enthusiasts in furthering their knowledge in the field of architecture. Inspirational messages were also delivered by the ARCHCARE President, Arch. Cristopher S. P. Espina and UAP District A-2 Vice President, Arch. Michael V. Tomeldan, on behalf of Arch. Medeliano T. Roldan, Jr. UAP National President. As an ice breaker, Arch. Leah dela Rosa of the University of Santo Tomas presented a paper entitled “The Architect as a Cultural Researcher” to encourage would-be researchers in the field of architecture.

With the theme “Research as Architecture’s Response to the Changing Times”, the United Architects of the Philippines in coordination with the Council of Architectural Researchers and Educators (ARCHCARE) and Bulacan State University College of Architecture and Fine Arts held the 8th Annual Conference on Architectural Research and Education (ACARE 8) on September 12-13, 2008 at the Bulacan State University, City of Malolos, Bulacan.

The ACARE is the initiative of the UAP which aims to develop a Filipino knowledge base in architectural education and the consequent viability assessment of the establishment of the ARCHCARE. This was started during the year 2000 with
