Supercharged Photosynthesis
Advanced genetic tools could help boost crop yields and feed billions more people posted in www.technologyreview.com
In December, geneticists announced that they’d
made a major advance in engineering rice plants to
carry out photosynthesis in a more efficient way—much
as corn and many fast-growing weeds do. The advance,
by a consortium of 12 laboratories in eight countries,
removes a big obstacle from scientists’ efforts to
dramatically increase the production of rice and,
potentially, wheat. It comes at a time when yields of
those two crops, which together feed nearly 40 percent
of the world, are dangerously leveling off, making it
increasingly difficult to meet rapidly growing food
demand.
The supercharged process, called C4
photosynthesis, boosts plants’ growth by capturing
carbon dioxide and concentrating it in specialized cells
in the leaves. That allows the photosynthetic process to
operate much more efficiently. It’s the reason corn and
sugarcane grow so productively; if C4 rice ever comes
about, it will tower over conventional rice within a few
weeks of planting. Researchers calculate that
alternatively, it would be possible to use far less water and
fertilizer to produce the same amount of food.
The December results, achieved by the C4
consortium and led by Paul Quick at the International
Rice Research Institute (IRRl) in the Philippines,
introduced key C4 photosynthesis genes into a rice plant
and showed that it carried out a rudimentary version of the
supercharged photosynthesis process. ―It’s the first time
we’ve seen evidence of the C4 cycle in rice, so it’s very
exciting,‖ says Thomas Brutnell, a researcher at the
Danforth Plant Science Center in St. Louis. Brutnell is part
of the C4 Rice Consortium headed by IRRI, which has
funding from the Bill & Melinda Gates Foundation, but was
not directly involved in the most recent breakthrough.
Despite the genetic changes, the altered rice plants
still rely primarily on their usual form of photosynthesis. To
get them to switch over completely, researchers need to
engineer the plants to produce specialized cells in a precise
arrangement: one set of cells to capture the carbon dioxide,
surrounding another set of cells that concentrate it.
That’s the distinctive wreath anatomy found in
the leaves of C4 plants. However, scientists still don’t
know all the genes involved in producing these cells and
suspect that they could number in the dozens. New genome
editing methods that allow scientists to precisely modify
parts of plant genomes could help solve the problem.
Using conventional breeding to manipulate more than one
or two genes is a ―nightmare,‖ Brutnell says, let alone
trying to engineer a plant with dozens of gene changes.
Genome editing could make it possible to change a large
number of genes easily. Says Brutnell: ―Now we have the
toolbox to go after this.‖
It can be a decade or more before even simple
crop modifications reach farmers, let alone changes as
complex as reëngineering how plants carry out
photosynthesis. But once scientists solve the C4 puzzle in
a plant such as rice, they hope, the method can be extended
to dramatically increase production of many other crops,
including wheat, potatoes, tomatoes, apples, and soybeans.

New Eye Monitoring Device Spots Early Signs of Diabetes posted in www.medgadget.com
Autonomic neuropathy is a common complication arising from diabetes, causing side effects like gastroparesis,
erectile dysfunction, and other conditions due to damaged autonomic nerves. Early detection of diabetic autonomic
neuropathy can have substantial benefits to patients thanks to treatment commencing sooner than it does now. Now
researchers at National Taiwan University Hospital and National Chiao-Tung University in Taiwan developed an optical
sensor that hangs off a pair of glasses and helps spot autonomic neuropathy by monitoring the activity of the eye for a
half hour.
The device shines light from four color LEDs into the eye in order to stimulate the pupil to change size. It does
this repeatedly, changing certain parameters, while a camera watches the pupil dilate in response to the light.
By measuring the size of the pupil, its response time, and response speed,
the researchers have shown that the new pupillometer may be a new
modality for spotting autonomic neuropathy much earlier than what doctors
are currently able to do. There are more extensive clinical trials planned to
confirm the efficacy of the technology, with the hope that in a few years
we’ll have convenient glasses that a patient can wear during a regular
checkup to check for early signs of diabetes.
From the Optical Society:
Currently doctors rely on observing changes in digestive speed,
heart rate and blood pressure to detect diabetic autonomic neuropathy, but
this limits their ability to make a diagnosis early on, said Mang Ou-Yang,
who led the research with colleagues at National Chiao-Tung University.
Now they have shown that monitoring the pupils of people with diabetes
may be a better approach.
―Compared to the existing diagnostic techniques, the pupillometer is a more reliable, effective, portable and
inexpensive solution for diagnosing diabetic autonomic neuropathy in its early stages,‖ said Ou-Yang. The pupil is
useful for detecting diabetic autonomic neuropathy due to the neurological conditions caused by the disease. Like many
organs, the eyes and pupil are dually innervated, receiving signals from both the parasympathetic and sympathetic
divisions of the autonomic nervous system. These divisions control the pupil’s circular and radial muscles,
respectively.

Implementation of BatStateU—BIDANI Strategy in the Municipality of
Rosario, Batangas: Making Development Happens
The research based-extension project entitled ―Implementation
of BatStateU-BIDANI Strategy in the Municipality of Rosario,
Batangas: Making Development Happens‖ by Prof. Romeo C. De
Castro, Asst. Prof. Armando V. Mendoza Jr., and Asst. Prof. Aquino
M. Dela Peña was awarded by the Philippine Association of Extension
Program Implementers, Inc. (PAEPI) the Overall Third Placer award
and the First Placer award in the Search for the Best Research-based
Extension Services. (see page 13).
Recognizing the reality that malnutrition calls for a nutrition-
oriented development and a people-oriented plan of action, the
Barangay Integrated Development Approach for Nutrition Improvement
(BIDANI) strategy was adopted and utilized by the University.
BIDANI, however, facilitates the synchronization of resources,
services and interventions of line agencies and other entities on specific
target families and communities thus efficiently and effectively addressing
the multi-faceted problem of malnutrition as well as other problems
besetting the municipality.
BatStateU, on 2010, had chosen to operationalize the BaStateU-
BIDANI strategy in 48 barangays in the municipality of Rosario which
ranked number 4 among the 31 municipalities and 3 cities in Batangas
with high prevalence of malnutrition based on the Operation Timbang
(OPT) as reported by the province.
A Municipal Technical Action Committee (MTAC) had been
organized. The team had conducted training among Municipal Technical
Action Committee and Barangay Development Council (BDC) on
System (BMIS); Barangay Integrated Development Plan (BIDP); and Participative Nutrition Enhancement
Approach (PNEA). Each component aims for good governance, poverty alleviation and nutrition health
improvement.
BMIS database was setup based on barangay’s nutritional assessment and BIDP was formulated. BIDP
and projects with emphasis on nutrition core group were implemented. These activities and the overall BIDANI
strategy was presented in the municipality for assessment and reformulation of BIDP. The monitoring and
evaluation of the BIDPs was then an on- going process of observation accompanied with gathering of information
to improve the implementation of the said project at a particular time.
The evaluation revealed that the BIDANI strategy has positive implications in terms of developing
social, economic, ecological, sanitation, agriculture, health and nutrition. It may promote intelligent planning
among LGUs utilizing a user-friendly software for data banking and participatory development approach
involving the fusion of the local head agencies, non- government organizations NGOs and other linkages.

Community-Based Goat Genetic Improvement in Lobo, Batangas
The paper Community-based Goat Genetic
Improvement in Lobo, Batangas by Mrs. Rowena O.
Anyayahan won the 3rd Best Paper Award in the Southern
Tagalog Agriculture and Resources Research and
Development Consortium (STARRDEC) 27th Regional
Symposium on Research, Development and Extension
Highlights (RSRDEH). (see page 12)
An increased contribution to animal production from
goat is justified by the presence of 94% of the 674 million
total world populations of the species. The challenges to
improve their contribution include more efficient use of a
bewildering number of potentially important breeds in
appropriate production systems that match more efficient use
of the available natural resources.
In 2010, Lobo has 6,316 heads of goat distributed to
Barangay Banalo, Mabilog na Bundok, Jaybanga, Nagtoctoc,
Calo, San Miguel, Balatbat, Soloc and Sawang. The local
communities engaged in small scale native goat production
also need attention to increase awareness on the benefits that
can be derived from genetic improvement. To support the
aforementioned, the Community-based Goat Genetic
Improvement project under the Medium Scale Commercial
Goat Breeder and Fattener Production through Upgrading of
BatStateU, Lagadlarin Campus, Lobo, Batangas was
developed and implemented on 2013.
The project aimed to develop a community-based
goat genetic improvement through technology transfer,
specifically, to upscale the knowledge of the farmers in goat
genetic improvement through training and farm exposure;
increase the breeding production performance and improve
the genetic make-up of native goat in the locality; provide the
farmers an alternative livelihood and additional family
income through dispersal and provision of buck service.
The technical assistance, training and
IECs were provided by the implementing agency,
the Batangas State University. On the other hand,
the implementation of this project was funded by
Department of Agriculture-Bureau of Agricultural
Research (DA-BAR) and National Agricultural
and Fishery Council (NAFC) Japan Official De-
velopment Assistance.
Conducted activities were techno-transfer
of goat upgrading system through dispersal which
includes focus group discussion with the
Municipal Agriculture Officers and Barangay
Off ic ia l s ; se lec t io n of 25 qual i f ied
techno-adopters; MOA signing; training on goat
genetic improvement; farm visit/exposure;
evaluation of the requirements (e.g. goat house,
availability of forage) as techno-adopter and Goat
Genetic Improvement through Buck Service.
Through this project, herd’s breeding
and production performance increased. Goat
upgrading provided an alternative source of
income to the techno-adopters. With the use of
acceptable and adaptable goat breeding
technology, goat industry in local level was
sustained. Local goat industry will further through
collaborative efforts between technical, funding
agencies and local goat raisers or communities.
The local community in Lobo is setting towards
the innovation and acceptability of goat genetic
improvement technology.
