It’s all systems go for the 2015 International
Research Conference on Innovations in Engineering,
Science and Technology (IRCIEST) 2015 of the
University which will be held November 18-20,
2015.
University President Tirso A. Ronquillo,
Chairperson of the International Advisory Board,
has invited resource speakers through formal
correspondence. Some of the speakers are Dr.
Diosdado ―Dado‖ Banatao of PhilDev and Tallwood
Venture Capital in Silicon Valley, USA; Dr. David
Hall of USAID Science, Technology, Research and
Innovation for Development Program (STRIDE);
Dr. Federico Macaranas of the Asian Institute of
Management; and Dr. Celso B. Co of the
Technological University of the Philippines.
Dr. Erma B. Quinay, General Conference Chair,
has been conducting meetings with committee chairs
and members to ensure proper coordination.
The conference website was activated with
details about the conference made accessible to local
and foreign interested participants.
Response to the IRCIEST invite for paper
presentation was encouraging with 70 research
papers submitted for possible presentation in the
conference. The research papers submitted were
screened and streamlined by the local paper review
committee based on set criteria for acceptance and
classification to which thematic area they belong.
The papers were then endorsed to the members of
the International Scientific Committee (ISC), who
would further review and critique on the scholarly
merits and scientific value of the work and give final
note on accepted papers.
Authors of accepted papers will be notified on
September 30, 2015.

Three new officials were designated by University President Tirso A. Ronquillo to work in the Research,
Development and Extension department effective 2nd quarter of 2015.
Dr. Leandro A. Dalhag was assigned as Assistant Director for Research Management Information
System and Publication (RMISP) and will be working with the Research Management Services team headed by
Dr. Emil C. Alcantara. Dr. Leandro A. Dalhag is in-charge of facilitating information dissemination of research
outputs, presentation, and publication opportunities and will assist faculty researchers in the preparation of their
research output for publication and/or presentation.
Newly assigned to the Extension Services Unit under Engr. Romeo C. De Castro are Assoc. Prof. Maria
Theresa A. Hernandez, the new Assistant Director for Gender and Development (GAD) and Mr. Alvin R. De
Silva , the new Assistant Director for Institutional and Industry Development Services (IIDS) .
Prof. Hernandez is assigned to establish a gender-responsive academic community through the
implementation of gender and development programs while Mr. De Silva will oversee training needs of
communities, industries, public and private agencies/organizations.

As part of its commitment of disseminating high-
impact researches to research institutions, funding
agencies, researchers, research advocates, community and
stakeholders, Batangas State University published its first
edition of the International Research Journal on
Innovations in Engineering, Science and Technology
(IRJIEST). The journal will be published semi-annually
both in online and print version and can be accessed at
www// http:irjiest.com.ph.
Six research manuscripts selected from the
research papers presented in the 2013 International
Research Conference on Innovations in Engineering,
Science and Technology(IRCIEST) were screened and
reviewed by the journal editors.

The University approved and granted funding to twelve research proposals of faculty members from
different colleges during the Research Council Meeting held May 13, 2015 at the Lecture Room I, Batangas
State University, Main Campus I.
The proposals were evaluated by the members of the Research Council based on research impact,
contribution to the university/community, possible marketability and availability of funds.

CTI officials in IDEA Faculty Bootcamp
Engr. Albertson D. Amante, OIC Head of BatStateU Center for Technopreneurship &
Innovation (CTI) and Mr. John Richard M. Esguerra, Special Assignment at BatStateU CTI were
among the 60 professors from 34 universities across the Philippines who participated in the three-day
IDEA Faculty Bootcamp which trains science, technology, engineering, agriculture, and business
professors on better methods of teaching entrepreneurship to science and engineering students.
The event, held from March 28 to March 30 at the Asian Institute of Management, Makati
City, Philippines, was sponsored by the Philippine S&T Development Foundation (PhilDev), the
United States Agency for International Development (USAID), and the Sutardja Center for
Entrepreneurship and Technology, Berkeley (SCET Berkeley).
Headed by Dr. IkhlaqSidhu and Prof. Ken Singer of SCET Berkeley, the Faculty Bootcamp is
part of a three-year program of the IDEA. Now on its third year, the program is a partnership between
PhilDev and USAID which aims to strengthen a sustainable, science and technology—based
entrepreneurship ecosystem in the Philippines.

According to Alexis Kayanan, PhilDev Executive Director, ―We’ve begun discussions with
USAID for the continuation of this program in a future engagement. Additionally, we are also
speaking with CHED for possible expansion of this type of training in the run-up to the
Technopreneurship 101 roll-out in 2018. We must prepare and support our professors to evangelize
and foster technopreneurship in their schools. SCET Berkeley is a mighty tool we have toward seeing
this through.‖
As part of this objective, PhilDev and the Philippine Commission on Higher Education
(CHED) signed a memorandum of understanding on December 17, 2014 that includes the course
development and infusion of Technopreneurship 101 into the engineering curriculum of all national
engineering colleges to strengthen knowledge and skills of the engineering faculty to teach this
subject.
An echo session on the bootcamp will be conducted by Engr. Amante and Mr. Esguerra to
BatStateU faculty members and students.

BatStateU Nasugbu held its first Research Colloquium on April 21, 2015 to evaluate the faculty-
researchers’ proposals for possible funding by the University. Entry requirement for the papers is that they are
anchored on the University’s research thrusts and priorities.
Nine research proposals focusing on different disciplines were evaluated by the Panel of Reviewers
composed of the Director for Research, Dr. Shirley G. Cabrera, Director for Research Management Services,
Dr. Emil C. Alcantara, and Assistant Directors, Irene G. Maralit, Realiza M. Mame, Dr. Jodi Belina A. Bejer and
Engr. Albertson D. Amante.
The qualified proposals, after their revisions based on the comments of the reviewers will be presented
to the University’s Research Council for funding.

The PLDT SME Nation Hackaton, a pioneering series of software development competitions
in different regions, including computer programmers, project managers and graphic and interface
designers was held May 29-30 at the Lecture Room, CITE Bldg, Main Campus I. The event, hosted
by BatStateU in cooperation with Ideaspace Foundation was participated by students from different
colleges and universities in the province.
In this two-day competition, students from different fields teamed-up to craft web solutions
for selected business establishments. The BatStateU team, composed of Robert John Doruelo,
Nikkee Nielsen D. Boongaling and Mary Danilyn Joy Ilagan, emerged as champions. Isaac I.
Gonzalvo, Joremar S. Amugod and Reillon G. Panganiban of De La Salle Lipa finished as first
runners-up while Esmmaele D. Garcia, Renniel Joshua S. De Villa and Cherry Ann S. Casas of the
Lyceum of the Philippines University-Batangas completed the honor roll as second runners-up. They
received gadgets and PLDT SME Nation loot bags.

The Philippine Association of Research
Managers (PhilARM) conducted its 25th annual
celebration at Limketkai Luxe Hotel, Cagayan De
Oro City last April 27-30, 2015. Themed
PHILARM@25: Responding to ASEAN
Integration through Research,Development and
Extension, the convention aims to promote,
exchange, and disseminate knowledge, experiences,
lessons, and principles in research management as
inputs to resolutions critical to national
development.
The convention was participated by
PhilARM members in the Asia Pacific region and
researchers from various HEIs, GOs and NGOs in
the country. Dr. Emil C. Alcantara and Asst. Prof.
Aquino M. Dela Peña represented BatStateU in the
said convention.
Dr. Ricardo E. Rotoras, President of
Philippine Association of State Universities and
Colleges (PASUC) and Mindanao University of
Science and Technology (MUST) was Keynote
Speaker. Highlights of the convention were
awarding of Best R&D Management Paper and
Outstanding Research Manager Award to deserving
PHILARM members, and holding of the annual
general membership meeting.
PhilARM’s annual convention opens new
and fresh concepts on highly researchable topics that
will produce high impact research projects, and the
whole sphere of research management. BatStateU
recognizes the convention paves the way for new
possible partnerships and linkages for the Research
and Development Office. Active coordination with
different research and funding agencies are vital in
the implementation, utilization. and success of the
University’s R&D initiatives .

The official insignia of our alma matter which has been used since
the conversion of then Pablo Borbon Memorial Institute of Technology
(PBMIT) to Batangas State University (BatStateU) is now granted
trademark. The Certificate of Registration which is valid for 10 years was
granted on February 26, 2015 and was released this July. The trademark
application was made possible by the BatStateU’s Intellectual Property
Management, Product Technology Assessment and Commercialization
office.

As part of the University’s effort to aid researchers with their needs, Asst. Director for Analytical
Laboratory and Testing Services Mr. Reygan H. Sangalang assisted Ms. Angelica A. Macalalad, a faculty
member from the College of Arts and Sciences in her research project. After the approval coming from the
University President, Ms. Macalalad was allowed to perform experiments and utilize different laboratory
equipment, glassware and chemicals from the University’s Laboratory and Testing facility from March to
May 2015.
Dr. Emil C. Alcantara, the Director for Research
Management Services, successfully passed the
Accreditation of Full-Fledged Professor conducted by the
Southern Tagalog Regional Association of State
Universities and Colleges (STRASUC) held last April 17-
18, 2015 at the Batangas State University, Batangas City.
Dr. Jessie A. Montalbo, the NBC Zonal Director,
announced the results of accreditation. Also accredited as
full-fledged professor are the following researchers: Dr.
Christopher C. Chua, from the College of Industrial
Technology; Prof. Anacleto M. Caringal, from BatStateU
Lobo; Dr. Anania B. Aquino and Dr. Ma. Luisa A. Valdez
from BatStateU Nasugbu.

Themed Promoting Multi-Disciplinary and
Sustainable University Extension Services through
Adopt-A-Barangay Program, the meeting was held
to inform the SB officials of results and findings of
the behavioral survey/needs assessment conducted
in each barangay.
Asst. Dir. for Community Development
Services Benedict O. Medina discussed the
emerging needs of the barangays on health,
education/literacy, livelihood/skills training and
environmental protection that needed attention.
Views and insights on how the issues in their
respective barangay could be addressed were
suggested by the barangay officials.

ATI IV- A presents Modified TGP Framework
A consultative workshop initiated by the
Agricultural Training Institute (ATI) IV-A for focal
persons and alternates of the Techno Gabay Program
(TGP) was held at Auravel Grande Hotel, San Pablo,
Laguna from April 8-9, 2015.
The activity aimed to formulate the TGP’s
internal policies on the roles and functions of the
partner agencies on the implementation of the
program in the region. Participants were TGP
representatives from SUCs and LGUs in the region.
ES Dir. Romeo de Castro, focal person of the TGP in
the University attended the consultative workshop.
The TGP is an initiative to promote
technology dissemination and utilization guides and
facilitate knowledge sharing among extension
workers and farmers. The services of the TGP are
four pronged: the Farmers Information Technology
Service (FITS) Centers and Magsasaka-Siyentista (or
Farmer-Scientists), Information Education
Communication (IEC) Materials, and Information
and Communication Technology (ICT).
Regional TGP Coordinator, Dr. Rolando V.
Maningas welcomed the participants from different
SUCs and PLGUs and mentioned the continued
support of the Agricultural Training Institute
(ATI-IVA) since its institutionalization in 2012, to its
end-users in the agriculture, forestry and natural
resources sectors through science-based information
and technology services. He also presented to the
group the functions of the Modified TGP
Framework: promotion of science and technology
intervention, conduct of trainings and promotion of
social mobilization.

Magcawas presented the ATI-TGP framework with
the Farmer Information and Technology Services
(FITS) Center, being one of the major components
of the TGP. She facilitated the PA workshop on
internal policies/TGP updates and preparation of

PhilRice and IRRI agri experts share rice technologies updates
An updates seminar on Knowledge Sharing
and Learning (KSL) on New Rice Technologies and
Services was held April 16, 2015 at the International
Rice Research Institute (IRRI), Los Baños, Laguna.
Sponsored by the Philippine Rice Research Institute
(PhilRice) and IRRI, the seminar was attended by
different rice stakeholders. Mr. Mars G. Panganiban,
faculty researcher of BatStateU Lobo attended the
seminar.
The KSL showcases a series of interactive
activities focusing on perspectives on current and
future challenges in agriculture. Video presentations
were presented in the seminar by PhilRice
showcasing the ICT-based resources as well as tools
in agriculture that could open opportunities for
partnerships in information and technology
dissemination.
The videos highlighted the status of
Philippine farmers and agriculture education. Mr.
Lauro Atienza of IRRI, Mr. James Elwyn D. Leyte of
PhilRice, Mr. Roy Victoria of ATI and Mr. Leonardo

Castro along with 60 other participants from civil
society organizations, DILG offices and Local
Resource Institutes (LRIs) participated in the
training, practicum and work planning session of
accreditors on Grassroots Participating Program
(GPP): Capacity Building Programs for Civil
Society Organizations (CSOs). Themed Creating
Avenues for Engagement towards Effective
Governance, the training was held from April
16-17, 2015 at Hotel Rembrandt, Quezon City.
The GPP is a flagship program of the
government that aims to empower the citizens in
government planning and budgeting process and
strengthen devolution of government services. For
implementers , the GGP trains and enhances
capacities of LRIs. CSOs, LGUs, universities and
development partners in the accreditation process
and different citizen engagement programs.
DILG Usec. Tomasito Villarin informed
the participants of the features of the GPP: conduct
of assessments; conduct of trainings for CSOs;
citizen participation and development;
development of results-based monitoring and
evaluation system; and conduct of strategic
knowledge-sharing activities.
On the other hand, Dr. Ester Tucacy
discussed the basic concepts in accreditation of
training programs for CSO and the processes/steps
to accreditation. Dr. Lucia Mondejar presented the
different components of the accreditation tool and
discussed the interview questionnaire and notes for
training program beneficiaries, data analysis and
processing.

The coastal clean-up, based from the
records, collected 98 sacks equivalent to 659.8
kilos of garbage picked up along the coastlines
and barangay roads , in approximately 32
kilometers. Wastes found and collected in Lobo
seashores were food wrappers, pieces of plastic
and plastic lids, straws and stirrers, take away
containers, and bottle caps. When not cleared ,
these materials will destroy marine life and
pollute waters in the area.
BatStateU Lobo annually conducts its
coastal and mangrove protection project to clean
and protect Lobo’s marine water resources,
mangrove ecosystem and coastal communities.

ABAKADA at ang mga Bata Program: CTE Rosario’s Extension Services
The College of Teacher
Education of BatstateU Rosario in
partnership with Kanlungan Pilipinas
Movement Inc. conducted a month-long
literacy program, the ABAKADA at
ang mga Bata Program from April 13,
2015 to May 13, 2015. Thirty (30) chil-
dren, 3-7 years of age, benefitted from
the program.
The program is geared to
developing basic pre-school skills
among less privileged children while
inculcating deep social awareness,
concern and responsibility among the
participating partners, sponsors and
facilitators.
CTE students facilitated the children’s activities of singing and dancing, writing, arts, reading,
storytelling and praying. Parents were also given basic parenting orientation by Ms. Marianne Custodio,
a mother, faculty and adviser of the local Kanlungan Pilipinas Movement.
The Sangguniang Barangay of Namunga facilitated the selection of beneficiaries while
Kanlungan Pilipinas Movement Inc. conducted the monitoring and evaluation of the program.

The advocacy of Gawad Kalinga is to inspire solidarity among Batangueños through opportunities of
caring for the poorest and protection of the environment through the bayanihan spirit . It also aspires to
expand its cause of volunteerism to the three cities and municipalities in the province.
Mayor Abraham A. Gutierrez of Padre Garcia, Batangas volunteered to hold this historic volunteerism
event in all 18 barangays of Padre Garcia, Batangas. The Municipal Local Government Unit (MLGU- Padre

(ALS) students of Ibaan, Batangas were trained on
structural welding by BatstateU College of

Main Campus II. Mr. Joemel Tandas of TESDA
visited the participants on May 19, 2015 for a short
lecture and orientation on National Competency.
This activity, a follow up on the skills
training on structural welding held February 25,
2015, aimed to upgrade the structural welding
skills of participants to qualify them to the TESDA
National Competency I and National Competency
II requirements.
