Forward
The Board of Directors and Administration of The Segue Institute For Learning
(“Segue”) is charged with the responsibility to develop and implement a Comprehensive
Emergency Management Plan (“CEMP”). The safety and well being of students, staff
and visitors to Segue is of paramount importance. The School’s Safety Plan presents
procedures and protocols for prevention, preparedness, and response, involving potential
threats to the school community
This CEMP recognizes that threats and potential emergency scenarios often present
themselves with little warning, present a wide array of challenges in management and
that no single plan can address every possible emergency situation.
The Segue Institute for Learning; a middle level charter school in Central Falls; located
on 325 Cowden Street, Central Falls RI 02863.
The CEMP will be reviewed and updated by both the Board of Directors and School
Administration no less than once per annum. In the development and maintenance of this
plan, the Board sought the guidance of a Certified Business Continuity Professional
(CBCP – Disaster Recovery Institute), who is a member of the internationally-recognized
Business continuity Institute (MBCI) and who is certified in the FEMA-sponsored
Incident Command System (ICS) levels, 100, 200, 300, and 400.
Purpose
The CEMP for Segue outlines an emergency management program for planning and response to
potential emergency or disaster situations. It assigns responsibilities and functions, which will
provide for the safety and welfare of its students, staff, and others against the threat of natural,
technological, security emergencies and other disasters. The plan addresses the Mitigation,
Preparedness, Response and Recovery aspects of emergency management scenarios, programs,
protective actions, and specific hazards.
Assumptions
MITIGATION activities are those that eliminate or reduce the probability of a disaster occurring,
and also those short or long-term activities, which lessen the undesirable effects of unavoidable
disasters.
PREPAREDNESS activities develop, prepare and pre-place all resources and capabilities needed
in the event of an emergency.
RESPONSE is the actual provision of emergency resources and services during a disaster.
RECOVERY activities seek to restore the vital services to the school community, and to provide
for the basic needs of the students and staff. Recovery also involves long-term processes to
restore the school community to its pre-disaster status, and to institute mitigation measures
against future emergencies and disasters.

The Segue Institute For Learning March 1, 2014
Concept of Operations:
It is the responsibility of the Board of Directors and School Administration to develop
comprehensive emergency management in order to ensure the life safety and property of Segue’
students and staff from the effects of both natural and technological hazards. In situations where
Emergency Response exceeds the abilities of the facility’s staff, assistance will be required from
local authorities (Police, Fire, EMS, etc.).
Preservation of Vital Records
In order to provide normal school operations following a disaster, vital records must be protected.
Agreements and Understanding
Should school resources prove to be inadequate during an emergency; requests for assistance will
be made to other local schools and higher levels of government. Such assistance may take the
form of equipment, supplies, personnel, or other available capabilities. All agreements will be
entered into by duly authorized officials and will be formalized in writing wherever possible.
Reports and Records
Designated school personnel will submit required reports to the appropriate authorities. All
records of emergency management activities will be maintained by School Administration.
Non-Discrimination
There will be no discrimination on grounds of race, color, religion, nationality,
gender, sexual preference, age or economic status in the execution of emergency management
functions. This policy applies equally to all levels of planning.
Insurance Claims
Commercial insurance companies and adjustment agencies normally handle insurance claims on a
routine basis. Insurance coverage/policies should be examined routinely to leverage against risks
posed by emergencies and disasters.
Plan Development and Maintenance
The Board of Directors and School Administration will be responsible for the development and
maintenance of the CEMP. This maintenance includes annual reviewing and updating as
necessary and by taking into account changes identified by tests, drills, and exercises.
Direction and Control
The Chairman Board of Selectmen is responsible for actions performed on the behalf of the
community, including delivery of emergency response activities by community officials and
departments.
Direction and Control
6
The Segue Institute For Learning March 1, 2014
During every emergency situation it is crucial that the event be managed using the
principles of the Incident Management Systems (“ICS”). By using ICS principle, a clear
command and communication strategy is exercised, to avoid confusion of who is exactly
“in charge” and “making decisions.” In most cases, the most senior administrator on site
at the time of an emergency (Head of School) will be the Incident Commander and
manage the response. The Head of School or Incident Commander can pass this duty
onto another staff member at any time, assuming they are as capable as the Head of
School. The absence of the Head of School/Incident Commander, the most senior
administrator on site will have this duty.
Incident Command System
This plan recognizes the importance of the Incident Command System in managing emergencies.
ICS originated in the early 1970’s due to coordination issues during a series of major wildfires in
California involving multi-agency response. ICS has developed into an all-hazard system for use
in emergencies, both natural and man-made. ICS is defined, as a management tool consisting of
procedures for organizing personnel, facilities, equipment, and communications at the scene of an
emergency.
School Emergency Response Team
The School Crisis Response Team (“SCRT”) will be comprised of key decision makers that will
meet during times of emergency to advise the Incident Commander on strategy to effectively
management a crisis event. The purpose of the SCRT is to have a formal body of people in place
before an event occurs to ensure the “right people are in the room” to effectively manage a
positive outcome. In non-emergency periods, the SCRT should meet to review this plan,
possible and potential threats to Segue, and opportunities to promote/strengthen school safety and
security.
Members of the SCRT
1.) Angelo Garcia. Head of School
2.) Carlos Miranda, Building Crowd Manager
3.) Ann Manocchio, Director of Operations
4.) Caitlin Van De Giesen, School Nurse
5.) Rosa Morel, Family Engagement Coordinator
6.) Grace Rivera, Operations Assistant
7.) Joshua Laboissonniere, Discipline Assistant
Risk Profile for Central Falls, Rhode Island:
Centrals Falls is an urban area located in the general metro-area of Providence, Rhode Island and
is 1.20 square miles in size. A review of crime statistics (2012) for Central Falls revealed a total
of 1,480 crimes reported for the city, of notable mention were; (2) murders, (24) sex offenses, (5)
kidnappings/abductions, and (310) assaults. A review of crime statistics since 2005 reveals that
2012 levels are fairly consistent with years within this period, and if anything a general
improvement in the rate of crime has been noted. Central Falls close proximity to the New
England coastline and active weather patterns that are abound in New England present many
natural hazards to the area. Regular severe winter storms (nor-easters and blizzards) impact the
7
The Segue Institute For Learning March 1, 2014
area, tropical storms, hurricanes and the infrequent tornado. Flooding is of particular concern
given Central Falls proximity to the power Blackstone River. Centrals Falls has approximately
121 acres at risk of flooding which equates to 14.58% of total acres within the community. The
significant crime rate within the Central Falls community increases the risk that proximity events
in the vicinity of Segue could pose a risk to the school.
A list (not exhaustive) of possible risks impacting the Central Falls community:
Civil Disturbance (rioting)
Earthquake
Flooding
Hurricane
Dam Failure
Terrorism
Tornado
Weapons-Related Incidents
Winter Storms
Hazardous Materials (HAZMAT)*
Some emergencies or disasters are generated by nature and some are human-caused. In some
cases a combination of a natural phenomenon and human activities will bring about a disaster.
Some emergencies/disasters such as dam failure are preventable; others are not. Whichever the
case, aggressive, well-conceived, well planned, and well executed mitigation, preparedness,
response, and recovery measures will be effective in saving lives, minimizing injuries, reducing
property damage, and generally decreasing the negative impact of all disasters.

and Federal Bureau of Investigation. Other information gained from various public media
sources.
Tactical Response and Event Management
1.0 - Prevention - School Building Safety
INCIDENT COMMAND SYSTEM
8
The Segue Institute For Learning March 1, 2014
The security of the Segue Institute for Learning’s building/space from uninvited and
unwanted intrusions is important in the maintenance of student safety and building
visitors should be limited to those with legitimate school business. With this goal in
mind, the following procedures should be routine.
Action Steps:
1.1 All doors leading into school buildings are to be locked from the outside.
1.2 The main entrance is to be used to restrict access to a monitored entrance.
1.3 Where possible, access will be limited to all school buildings by locking
unmonitored doors from the outside, funneling visitors to enter via monitored access
points.
1.4 Visitors will be required to report to the main office, sign in and receive a visitor’s
pass.
1.5 ALL staff will be instructed to report/escort unrecognized visitors (i.e. non- students)
to the office to follow visitors procedures.
1.6 School Administrators should conduct frequent safety audits/inspections/tests of their
buildings. Safety audit/inspection/test will be a part of normal operations.
1.7 Segue will conduct fire, lockdown, and evacuation drills throughout the school year.
Conducting these drills can prevent injury to students and staff. Such drills should be
“surprise/no-notice” in general as to add to their effectiveness.
2.0 - Preparedness
Crises have the potential to affect every student and staff member in a school building.
Good planning will facilitate a rapid, coordinated, effective response when a crisis
occurs. Being well prepared involves an investment of time and resources, it is often
“planning” not the “plan” that saves lives, however both are crucial in achieving that
mission.
Since many current Segue students have come from other Central Falls schools and may
be familiar with their former school’s crisis plans, Segue will follow the crisis plan set
forth by the Central Falls School District and will follow its safety plan that has already
been established.
Action Steps:
9
The Segue Institute For Learning March 1, 2014
2.1 - Define roles and responsibilities. How will the school operate during a crisis?
Define what should happen, when, and at whose direction-that is, create an organizational
system. This should involve many of the school staff-function. A summary (not
exhaustive) of the SCRT Team members is listed below:
School Administration:
1.) Coordinates and manages the overall operations of both the
Emergency Assembly Area and Emergency Evacuation Area.
2.) Acts as the single point of contact at both the Assembly Area and
Evacuation Area.
3.) Communicate/update teachers and school personnel on the status of
the evacuation.
Teachers and Teacher Partners:
1.) Account for all your students and personnel currently in classroom.
2.) Remain with students during crisis until notified otherwise by Team
Coordinator.
Nurse or Designee:
1.) Provides medical assistance to students and school personnel.
Family Engagement Coordinator:
1.) Arranges, manages, and operates the Parent check-in area at the
Emergency Evacuation Area.
Administrative Assistants:
1.) Processes and authorizes release of students to family members in
accordance with the policies and procedures of the Segue Institute for
Learning.
Available and/or unassigned Staff (Custodians, Support staff, Lunch aides, etc.)
1.) Assists in various operations at the Emergency Assembly and
Emergency Evacuation Areas as designated by the Team
Coordinator/Head of School
2.2 Emergency Evacuation Kit/Grab and Go Bag
The Emergency Evacuation Kit should contain the following:
1.) A copy of the school emergency operations plan, protocol and emergency
telephone numbers.
10
The Segue Institute For Learning March 1, 2014
2.) Student release information.
3.) Copies of all student and staff emergency contact/release information.
4.) Information regarding any student or staff with medical problems that may be
impacted by the evacuation emergency.
5.) Flashlight and extra batteries.
6.) Writing tablets and pencils
7.) Copy of building(s) floor plans
8.) Set of master keys
9.) Copy of Segue Disaster Plan
10.) Copy of school credit card (if one exists)
2.3 Medical Emergency Duffle Bag
Separately from the Emergency Evacuation Kit is the Medical Emergency Duffle Bag.
The Duffle Bag should be assembled and made available during the emergency.
During the emergency this Duffle Bag should follow the students to their various
locations. Duffle Bag should be stored in such a manner that they are immediately
available to the school nurse or in the absence of the school nurse another designated
individual. Included in the bag should, at a minimum, be those items that are generally
included in a basic First-aid Kit. The bag should be checked and audited monthly.
2.4 Evacuation Areas
Emergency Assembly Area – Crossman Street Park (66 Crossman St, Central Falls)
Emergency Evacuation Area – Holy Spirit Parish (1030 Dexter St, Central Falls)
2.5 Practice
Preparedness includes emergency drills and crisis exercises for staff, students, and
emergency responders. Many schools have found tabletop exercises very useful in
practicing and testing the procedures specified in their crisis plan. Tabletop exercises
involve school staff and emergency responders sitting around a table discussing the steps
they would take to respond to a crisis. Often, training and drills identify issues that need
to be addressed in the crisis plan and problems with plans for communication and
response. Teachers also need training in how to manage students during a crisis,
especially those experiencing panic reactions. Careful consideration of these issues will
improve your crisis plan and better prepare you to respond to an actual crisis. Segue
should plan 1 or tabletop exercise per school year.
2.6 Prepare for Immediate Response.
When a crisis occurs, quickly determine whether students and staff need to be evacuated
from the building, returned to the building, locked down in the building or to Shelter in
Place Plan action steps for each of these scenarios.
11
The Segue Institute For Learning March 1, 2014
Evacuation requires all students and staff to leave the building. While evacuating
students to a designated area may make be practical for a fire drill for a short period of
time, it may not be an appropriate location for a longer duration of time. The evacuation
plan should include a backup building to serve as emergency shelters, such as nearby
community centers, religious institutions, businesses, or other schools. Agreements for
using these spaces should be negotiated or reconfirmed prior to the beginning of each
school year.
Evacuation plans should include contingencies for weather conditions such as rain, snow,
and extreme cold and heat. While most students with disabilities may have more
restricted mobility, the plan should include transportation options for these students. If
an incident occurs while students are outside, you will need to return them to the building
quickly, this is a reverse evacuation.
Once staff and students are safely in the building, you may deem that a Lockdown is
necessary. Lockdowns are implemented when a crisis occurs outside of the school and
an evacuation would be dangerous. A lockdown may occur when there is a crisis inside
and movement within the school will put students in jeopardy. A Lockdown is different
than a Shelter in Place. A Shelter In Place would be used when severe weather such as a
tornado is occurring, and students/staff need to secure themselves away from exterior
windows, thus gathering in interior hallways.
3.0 Response
3.1 Response
Expect to be surprised. Regardless of how much time and effort was spent on crisis
planning, the members of the crisis team should know that there will always be an
element of surprise and accompanying confusion when a school is confronted with a
crisis.
Assess the situation and choose the appropriate response.
Following the plan requires a very quick but careful assessment of the situation.
Determine whether a crisis exists, and if so, the type of crisis, the location, and the
severity. Not every emergency scenario is covered in this plan, and the plan is meant to
be flexible to allow for “shifting on the fly” as needed during complex events.
3.2 Building Lockdown
NO THREAT- “LOCKDOWN CONTINUE INSTRUCTION”
12
The Segue Institute For Learning March 1, 2014
1.) “Lockdown Continue Instruction” announcement is made by designated staff;
2.) Check hallway;
3.) Instruct students to return to their class;
4.) Unassigned personnel report to office;
5.) Account for all your students and personnel;
6.) Keep doors closed/locked;
7.) Continue teaching;
8.) No students or staff leave room until code is lifted or until you receive;
9.) Further instructions from the appropriate School Administrator.
IMMINENT THREAT – “LOCKDOWN”
1.) Contact the Central Falls Police Department;
2.) If possible, the SCRT should convene at the main office
3.) Lockdown” announcement is made by designated staff;
4.) Check hallway for students;
5.) Have student come into your classroom or the nearest classroom available;
6.) After checking hallways do not open doors until lockdown is lifted;
7.) Secure doors and windows. Close shades (first floor). Shut off lights;
8.) Gather students away from doors and windows. Place all students in a sitting
position on the floor in your classroom;
9.) Account for all students in your class;
10.) Unassigned personnel report to office;
11.) Notify main office via two-way radio or cell phone if subject passes by your
area, or if there are any injuries, etc. Keep phone calls to main office limited.
12.) Exercise common sense. Only respond to student questions with known
information and instructions from the Head of School or his/her designee.
4.0 Potential Emergency Situations
INTRUDER
An intruder is an individual in the school building or facility that has not followed
established visitor procedures and may or may not be a safety hazard to the school or
facility, though all unauthorized individuals should be presumed to be possibly
dangerous. These procedures provide means of dealing with either situation.
Actions Steps
INTRUDER WHO DOES NOT POSE A SAFETY HAZARD
1.) Identify yourself and ask the person their purpose of need for being in the
building.
2.) Escort the person to the main office and have them check in as a visitor.
13
The Segue Institute For Learning March 1, 2014
3.) Ensure that they are aware of school policy for visitors for future reference.
4.) Depending upon the circumstances and the demeanor of the intruder, the Head
of School or designee must be notified of the intruder.
5.) If the intruder appears agitated, irrational or refuses to leave the building in a
peaceful manner, the Head of School or designee shall call the police. The
Police will assume responsibility of the situation once they arrive.
6.) If police were called and the individual leaves or attempts to leave prior to the
police arriving, DO NOT attempt to physically detain or fight with the person.
INSTRUDER WHO IS ARMED, POSES A SAFETY HAZARD, OR REFUSES
TO LEAVE THE BUILDING
Any school personnel who observes an individual in the school building or facility who
appears suspicious or out-of-place should either approach the suspect and ask for their
name and purpose in the building, if they don’t feel safe approaching the intruder they
should contact School Administration for assistance. The person making contact with the
suspicious individual must determine if the person poses a safety hazard or just needs to
be made aware of school policy for visitors.
1.) The Head of school or designee will call police/911. He or she will give the
dispatcher all the information that you have regarding the location of the
intruder, a physical and clothing description, and the weapon(s) involved.
Advise the operator that you are locking down the building. Stay on line with
the operator until you are told to hang up.
2.) The Head of School or designee will order the lockdown and lockdown
remains in effect until lifted by appropriate authority.
.
3.) All teachers, staff, and legitimate visitors will go to offices and classrooms.
Teachers will lock classroom doors and ensure that all their students are
accounted for.
4.) All students should be moved away from doors and any windows for their
safety.
5.) Teachers will notify the main office of missing students via two-way radio,
intercom or other means of communication. UNDER NO
CIRCUMSTANCES WILL A STUDENT BE SENT OUT OF THE
CLASSROOM. Teachers that are outside the building with students or school
staff who were scheduled to be in the building will report to the designated
“Safe assembly area”.
6.) No one is to leave their rooms until an “end of lockdown” announcement is
made. This should include closure statement providing further directions. An
attempt to account for missing students or school personnel must be made at
the end of lockdown.
14
The Segue Institute For Learning March 1, 2014
7.) The Head of School or designee will meet with police officials. The Head of
School should have as much of the following information available as possible:
Location of student
Description of the student (sex, race, height, weight, hair, clothing, etc.
Any known weapons (seen by the staff or mentioned by the student).
Names of any staff members that have had contact with the student
during the incident.
Any statements made by the student.
Notify student’s parents.
Floor plans of the school building.
8.) Lockdown remains in effect until lifted by appropriate authority.
If the police are able to confine the intruder to one area of the building, they may
determine that evacuation is necessary. The police will help ensure that no students or
staff exits the building so as to be exposed to the intruder with the weapon.
This may require evacuation of the building in several phases to avoid overcrowding at
the exits being used (and related safety risks). Those areas closest to the intruder with the
weapon will be evacuated first. Those areas directly adjacent to the intruder with the
weapon may have to remain locked down to avoid exposing students and staff to danger.
STUDENT THREATENING WITH A WEAPON
1.) Call the Central Falls Police Department/911. Give the operator all the
information you have regarding the location of the Student, a physical and
clothing description and the weapon(s) involved.
Advise the operator if you are locking down the building.
2.) Order LOCKDOWN.
3.) The Head of School or designee will meet with police officials. The Head of
School should have as much of the following information available as
possible:
Location of student
Description of the student (sex, race, height, weight, hair, clothing, etc.
Any known weapons (seen by the staff or mentioned by the student).
Names of any staff members that have had contact with the student
during the incident.
Any statements made by the student.
Notify student’s parents.
Floor plans of the school building.
If the police are able to confine the student to one area of the building, they may
determine that evacuation is necessary. The police will help ensure that no students or
staff exits the building so as to be exposed to the student with the weapon. This may
15
The Segue Institute For Learning March 1, 2014
require evacuation of the building in several phases to avoid overcrowding at the exits
being used (and related safety risk).
1.) Those areas closed to the student with the weapon will be evacuated first.
2.) Those areas directly adjacent to the students with the weapon may have to
remain locked down to avoid exposing students and staff to danger.
3.) Lockdown remains in effect until lifted by appropriate authority.
STUDENT IN POSSESSION OF A WEAPON (NON-THREATENING)
1.) Call Central Falls Police Department/911, Ask police if lockdown is
necessary.
The Head of School should provide police with the following
information.
UNATTENDED ITEM:
Procedure:
In the event that an “unattended” or “suspicious” item is found on school property or
inside the school building, the following procedures are to be followed.
Under no circumstances should you touch or attempt to remove the suspicious
item or package.
1.) Notify the Head of School who should immediately call the Central
Falls Police Department/911. Provide operator with as much
information as you can about the item.
a. What does it look like?
b. Where was it found?
c. Who found it?
d. Is there any odor or sound coming from the item?
e. Ask operator if lockdown or building evacuation is necessary.
FOLLOWING BUILDING EVACUATION PROCEDURES
16
The Segue Institute For Learning March 1, 2014
Once the local authorities arrive, the Head of School or designee should provide the
local authorities with as much information as possible.
The LOCKDOWN OR EVACUATION REMAINS IN EFFECT UNTIL LIFTED BY
APPROPRIATE AUTHORITY. IT IS LIKELY THAT WHEN PUBLIC SAFETY
AUTHORITES ARRIVE ON SITE, THEY WILL ASSUME CONTROL OF THE
SITUATION UNTIL IT HAS BEEN STABELIZED.
The Head of School will direct all faculty and staff members to meet to discuss the
lockdown or evacuation at the earliest available time but no more than 2 days
following the lockdown or evacuation.
CHEMICAL RELEASE:
All school and facilities should maintain a record of all chemicals and /or hazardous
materials that are on school property. Each school or facility must have as specific list
of the location and approximate quantity of chemicals and/or hazardous material that
are kept on school property.
IN-SCHOOL CHEMICAL RELEASE
Procedure:
In the event of a chemical spill inside a school building or facility, the following
procedure must be followed.
