CONTROLLED SUBSTANCES ACT 1984 Prohibition of Administering Prescription Drugs

TAKE notice that on 10 April 2008, I, Keith Evans, Executive Director of Drug and Alcohol Services South Australia, having formed the opinion that Constantina Cantalis has administered prescription drugs in an irresponsible manner, exercise the authority delegated by the Minister for Mental Health and Substance Abuse under section 62A of the Controlled Substances Act 1984 and make the following order under section 57 (1) of the Act: Constantina Cantalis 7 Powell Street Berri, S.A. 5343, is prohibited from using, supplying, administering or having possession of any of the following substances or class of substances: • prescription drugs of the benzodiazepine class; • the drug zolpidem tartrate (Stilnox); • codeine and dextropropoxyphene containing prescription

drugs; and • a drug of dependence as declared by Regulation 7A of the

Controlled Substances (Poisons) Regulations 1996, pursuant to section 12 (3) of the Controlled Substances Act 1984, namely any poison listed in Schedule 8 of the Standard for the Uniform Scheduling of Drugs and Poisons as published and amended by the National Drugs and Poisons Schedule Committee under the Commonwealth’s Therapeutic Goods Act 1989.

This order does not apply to any of the above drugs or class of drugs legally supplied or prescribed for treatment of Constantina Cantalis by a dentist or medical practitioner or by a veterinary surgeon for administration to an animal in her care. K. EVANS, Delegate for the Minister for

ENVIRONMENT PROTECTION ACT 1993

Revocation of Approval of Category B Containers I, STEPHEN RICHARD SMITH, Senior Adviser, Container Deposit Legislation and Delegate of the Environment Protection Authority (‘the Authority’), pursuant to section 69 (8) of the Environment Protection Act 1993 (SA) (‘the Act’) hereby revoke the approvals of the classes of Category B Containers sold in South Australia as identified by reference to the following matters, which are described in the first 4 columns of Schedule 1 of this Notice: (a) the product which each class of containers shall contain; (b) the size of the containers; (c) the type of containers; (d) the name of the holders of these approvals. These approvals are revoked as the Authority is satisfied that the subsection 69 (3) arrangement between the approval holder and the party named in Column 5 of Schedule 1 of this Notice has been cancelled.

ENVIRONMENT PROTECTION ACT 1993 Approval of Category B Containers

I, STEPHEN RICHARD SMITH, Senior Adviser, Container Deposit Legislation and Delegate of the Environment Protection Authority (‘the Authority’), pursuant to section 69 of the Environment Protection Act 1993 (SA) (‘the Act’) hereby: Approval of Category B Containers: Approve as Category B Containers, subject to the conditions in subclauses (i) and (ii) below, each of the classes of containers identified by reference to the following matters described in the first 4 columns of Schedule 1 of this Notice which are sold in South Australia: (a) the product which each class of containers shall contain; (b) the size of the containers; (c) the type of containers; (d) the name of the holders of these approvals. (i) Subsection 69 (3) Arrangements: The holders of these approvals must ensure that the empty containers which belong to their respective class of containers

hereby approved as Category B Containers are collected from collection depots approved under section 69 of the Act by the party named in Column 5 of Schedule 1 of this Notice; and

(ii) Approved Refund Markings: (a) The holders of these approvals must ensure that each container which belongs to their respective class of containers hereby

approved as Category B Containers bears the refund marking approved by the Authority in respect of that class of containers.

(b) The refund marking that appears on each container that belongs to the class of containers hereby approved, must be a minimum 1.5 mm for the smallest letter in the statement and a minimum 3 mm for the numeric (‘5’) in the statement.

(c) The holder of these approvals must ensure that if a sticker bearing the refund marking has been approved, and is applied to the container, then the sticker must not be placed on any portion of the opening mechanism or in any other place that would require complete or partial removal of the sticker before the contents may be consumed.

NATIONAL ELECTRICITY LAW THE Australian Energy Market Commission (AEMC) gives notice under the National Electricity Law (NEL) of the following matters. Under section 107, the period of time for preparing the draft determination for the proposed National Electricity Amendment (Futures Offset Arrangements) Rule 2008 has been extended to 2 October 2008. Under section 95, the Australian Energy Regulator (AER) has requested the making of: • the proposed National Electricity Amendment (WACC—

Alignment of Reviews) Rule 2008 which seeks to align the timing of the AER’s review of the weighted average cost of capital parameters for transmission services with the equivalent review for distribution services; and

• the proposed National Electricity (WACC Parameters—Technical Drafting Issues) Rule 2008 that seeks to amend certain clauses in the National Electricity Rules relating to the weighted average cost of capital reviews to be conducted by the AER.

The AEMC intends to expedite the making of both proposed Rules under section 96 on the grounds that the proposed Rules are non-controversial, subject to the receipt of written objections. Owners of unstamped copies should ensure that the charts are not used for navigation and the charts clearly marked not to be used for navigation. The charts are based on the Australian Grid Datum AGD of 1966. Errors of up to 200 m could occur, if satellite derived positions using the WGS 84 system are plotted on these charts. The depths and locations of some Navigation Aids are also not correct. Drought Mitigation Works—Navigation Pass Closed—Closure of Adjacent Waters to Navigation MARINERS are advised that in response to the worsening drought conditions affecting water levels in the Murray Lakes, Alexandrina and Albert, that works are in progress to construct an earthen levee wall from the western extremity of the Poltalloch Road Causeway to a position close to the south of the Narrung Narrows Boat Ramp. This will close off all navigation between the Lakes at the Narrung Narrows. The levee wall will be fitted with pumps used to pump water from Lake Alexandrina to Lake Albert. A Channel blocked signal consisting of three lights vertically disposed, the upper and lower being red and the middle being green in colour, and a day shape consisting of three shapes, the upper and lower being spherical and the middle cone shape-apex upwards, will be displayed from the mid-point of the levee wall. Mariners are further advised, to use caution when operating in this area and to keep clear of the levee and the pumps inlets and outlets by at least 50 m as there is risk of grounding on the base of the levee wall.

Supplementary Election for Councillor in Para Ward Nominations Received

Postal Voting The election will be conducted by post. Ballot papers and pre-paid envelopes for each voting entitlement will be posted between Wednesday, 21 May 2008 and Tuesday, 27 May 2008, to every person, body corporate and group listed on the voters roll at roll close at 5 p.m. on Monday, 31 March 2008. Voting is voluntary. A person who has not received voting material by Tuesday, 27 May 2008 and believes they are entitled to vote should contact the Deputy Returning Officer on 8401 4318. Completed voting material must be returned to reach the Returning Officer no later than 12 noon on Tuesday, 10 June 2008. A ballot box will be provided at the Council Office, 12 James Street, Salisbury for electors wishing to hand deliver their completed voting material during office hours.

Vote Counting Location The scrutiny and counting of votes will take place at Committee Rooms, 12 James Street, Salisbury as soon as practicable after 12 noon on Tuesday, 10 June 2008. A provisional declaration will be made at the conclusion of the election count.

Campaign Donations Return All candidates must forward a Campaign Donations Return to the Council Chief Executive Officer within six weeks after the conclusion of the election.

Roads (Opening and Closing) Act 1991 NOTICE is hereby given in accordance with section 10 of the Roads (Opening and Closing) Act 1991, that the Mid Murray Council proposes to make a Road Process Order to open the following road: In the Hundred of Ridley, being firstly a strip of allotment 8

A preliminary plan of the proposal and a statement are available for public inspection at the Mid Murray Council Office, 49 Adelaide Road, Mannum, S.A. 5238, between the hours of 9 a.m. and 5 p.m., Monday to Friday or at the Adelaide office of the Surveyor-General during normal office hours.

Any person may object to the proposal (and any adjoining landowner or other person substantially affected by the proposed road closure may apply for an easement relative to the closure). Such objection (or application for an easement) must be made in writing to the Mid Murray Council within 28 days of the date of this notice. If a submission is made, the Mid Murray Council is required to give notice of the time and place at which a meeting will be held to consider the matter, so that the person making the submission (or a representative) may attend to support the submission, if desired. Any submission must set out the full name and address of the person making the submission and must be fully supported by reasons (and any application for the grant of an easement must give full particulars of the nature and location of the easement and, where made by a person as the owner of adjoining or nearby land, specify the land to which the easement is to be annexed).
