We thank our Auditor Mrs. Suguna Ravichandran, M/s. N.R.D. & Co., who represented our case with the department.

Assets purchased During the year we have purchased the following assets:

Two Wheeler at a cost of Rs.49,980/- under buy-back for our old Hero Honda Motor cycle at a cost of Rs.13,000/-.

Air conditioner – Carrier make 1.5 ton at a cost of Rs.33,000/-

Business outlookBusiness during the year was not satisfactory. But the demand of Monoblocks and castings has picked-up in the fourth quarter.

Exports of engineering goods have declined compared to previous year.

It was also noted that India and China are discussing to remove import duties for nearly 50% of the goods traded between them, under the proposed Regional Comprehensive Economic Partnership (RCEP) Pact. The decision of the Central Government is another blow to the domestic industry. A suitable representation was personally handed over to Commerce Minister requesting not to sign any agreements.

SIEMA expects the Central and State Governments to extend their support to the engineering sector for their survival.

CSR ACtIVItIeS

Helping flood affected people of Cudalore in December 2015The Managing Committee express its sorrow for the grave situation at Chennai, Cudalore and Neyveli due to heavy floods. SIEMA extended its helping hand with the support of its members and distributed relief materials to the affected people in three phases.

We sent the first load of materials to Thirupanaampakkam (v¸¨£n®£õUP®), Kalaiyur (Pø»³º), and Irandaayiramvilaagam (Cµshõ°µ® ÂÍõP®), villages, Cuddalore on 5th December 2015. The first load of materials were distributed through the District Collector and handed over directly to the affected people. We thank the Collector for deputing a Village Administrative Officer with our team to distribute the materials.

The second lot was directly handed over to the affected people of Vekitampettai Village, Kutinjipadi Taluk, Cuddalore on 9th December 2015 with the help of Mr Karthik, Vice Chairman of the village.

The third and final load of flood relief materials were distributed personally to the affected people at Kattumannarkudi, Nangudi, Nandeeswaramangalam, Thambikottai, Ponnankuppam, Anthapettai, Nellikuppam and S. Puthur at Cuddalore district on 20th December 2015.

Contribution of open-well Submersible pumps to Chennai Corporation:On a request from Dr. Vijaya Karthikeyan, I.A.S., Commissioner of Coimbatore Municipal Corporation, we have donated 60 Nos. of Openwell Submersible pumpsets of various ranges from 2 to 15 HP to dewater the flood affected areas particularly in Chennai.

noyalai noki Noyyal River Restoration Federation (NORFED) has launched a project viz., “Noyalai Noki”. This project aims to clean the River Noyyal from Coimbatore to Erode where it joins the River Cauvery.

tree plantingSIEMA has taken necessary initiatives to educate its members about the importance of tree planting in their factories. Many of our members planted trees around their factories to save the environment. In every meeting, SIEMA creates awareness to the members about tree planting.

pre-Budget MemorandumWe have sent a Pre-budget memorandum for the year 2016-17 to Shri Arun Jaitley, Hon’ble Minister of Finance, Government of India requesting to address the following in the ensuing union budget.

a) Special treatment to MSMEsb) TUF for Engineering Industriesc) ISI marked motors & Pumps for all Government purchased) Centre of Excellence for Robotics in Coimbatoree) PF eligibility after 240 daysf) Export promotion and marketing frameworkg) Make in Indiah) Expansion of Coimbatore Airporti) Power supplyj) Reduction of paper work / GST implementation/direct taxes not exceeding 15% for MSMEs.

Letter to Hon’ble Minister of Commerce We understand from a press report that India and China have agreed to remove import duties for nearly 50% of the goods traded between them, under the proposed Regional Comprehensive Economic Partnership (RCEP) Pact. Government has also decided to depute a consultative committee to various parts of our Country to identify goods that can be imported duty free and those that need to be protected.

A letter was sent to Smt. Nirmala Seetharaman, Hon’ble Minister of State for Commerce & Industry, Government of India requesting to depute the Consultative Committee to Coimbatore to get the details from our members.

Consultative Committee Sri V. Krishnakumar, Vice President attended a meeting on 28th September 2015 at Taj Coramandal, Chennai to meet the members of the Consultative Committee of Ministry of Commerce to hear the suggestions of the industry about the proposed RCEP Pact to be signed with China. Sri Krishnakumar handed over a representation giving our suggestions why we should not enter into an agreement with China for permitting Duty free import for 50% of goods traded between India and China.

Based on our representation, we have received a communication from Sri Bipin Menon, Department of Commerce & Industry, Government of India requesting us to furnish the details such as

Accordingly we have sent the above details with a request not to sign an agreement but instead government should impose an Import duty of 20% for Chinese motors and pumps

Meetings with the Minister of MSMeMr. V. Lakshminarayanasamy, President attended an interaction Session with Shri Kalraj Mishra, Hon ble Minister of Micro, Small and Medium Enterprises, Government of India on 8th June 2015 during his visit to Coimbatore and handed over a representation requesting the following points

• Increase in Plant and Machinery value for MSMEs• The specialized treatment to be given to MSME Units in the areas of market assistance, Bank

finance, Working Capital and term Loans, Government procurement, labour and other statutory acts.

• Uniform Tax Structure for MSME all over the country• Exclusive department to promote exports for MSMEs.• Special financial incentives to be given to individual units having yearly growth more than 50%

SuBjeCtS RelAteD to StAte GoVeRnMent Letter to Hon’ble Minister for Commercial Taxes Members informed that they are being sent notices by the Commercial Tax officers with a claim to pay the sales tax at VAT rate for Inter-state Sale. Even after the C forms have been submitted to the Department, Assessment Orders are kept pending by the Department. In this connection, we have sent a representation to Sri M.C. Sampath, the Hon’ble Minister for Commercial Taxes, Government of Tamil Nadu requesting the Hon’ble Minister to instruct the officials to accept the counterfoil of C forms in lieu of the original C forms that have been misplaced.

job Mela 2016 On an invitation from the District administration, Sri V. Lakshminarayanasamy, President, Sri K. K. Rajan and Sri V. Krishnakumar, Vice Presidents attended a preliminary discussion with Smt. Archana Patnaick, I.A.S., District Collector, Ms. Ramya Barathi, I.P.S., Superintendent of Police, Coimbatore on 19th December 2015 and discussed about conducting a Mega Job Mela - 2016 to be held on 10th January 2016 at Coimbatore.

SMARt puMp Office bearers and MC members met Shri Ravi Capoor, I.A.S., Joint Secretary, Ministry of Commerce, Chairman and officials of EEPC and Senior Scientists of Technology labs on 28th January 2016 during his visit to Coimbatore. During the interaction, we explained about the state of pump industry and the market condition. Working GroupOn hearing our grievances, the Joint Secretary, Ministry of Commerce, Government of India had formed a Task Force Committee consisting of SIEMA, leading Scientists from various laboratories, Professors from IIT, Chennai, and Academicians to discuss about the development of a Smart Pump with new technologies to compete in the international market with Indian manufacturers as one of the international leaders.

The first Working Group meeting on Pumps was held on 23rd February 2016 at our Association under the chairmanship of Sri Ravi Capoor I.A.S., Joint Secretary Ministry of Commerce, Government of India. The meeting was attended by few Senior Scientists of Technology Labs, academicians, Officials of EEPC and members of our Association. The Committee discussed about the technology developments required for the Smart pump with high quality, to compete with international manufacturers.

In this regard SIEMA and Si’Tarc had submitted a proposal with the list of required machineries with their cost. We have agreed to share 20% of the total cost of machineries required by us. The Government has agreed to give a subsidy of 80% of the total cost.

The DPR is under consideration of Ministry of Commerce, Government of India and is expected to be finalized shortly.

tender by AeD The Agricultural Engineering Department, Government of Tamil Nadu has floated a tender No. AED/SC5/26147/SPV PUMP/2015-16 for supplying and commissioning of 5 HP AC Solar powered Pumping system with bore well submersible Pumpsets from the manufacturers. In the tender, the department has specified that:

The pump and its components viz., casing, impeller etc., which are in contact with water should be made of stainless steel and the manufacturers should certify that the pump and its interior components are made of stainless steel. Motor should be fixed with specially developed mechanical seal to ensure leakage free.

Eligibility criteria stipulated that only companies registered under Companies Act of 1956 are eligible to participate in the tender. This condition makes many of our member firms in-eligible to participate.

In this connection, we have sent a circular to our members requesting their suggestion whether SIEMA can get a Stay Order against the Tender or not.

We have received suggestions from few of our members that the subject can be taken-up with the Court.

Committee discussed the subject and decided to approach Court to get remedy.

eeSlOn our request, M/s. Energy Efficiency Services Ltd., (EESL) has conducted its Stakeholders meeting on 6th April 2016 at our Association and discussed about the distribution of Energy Efficient Pumpsets along with smart control panel for replacing inefficient pumpsets all over the country. Sri A.K. Gupta, Director (Finance) and Sri Sashikanth and other officials from EESL, Members from IPMA, SIEMA had also attended the meeting. Mr. Shashi Kant briefed about the activities of EESL and procurement of Submersible Pumpsets to distribute to agriculturists.

Representation to eeSlM/s. EESL has floated a tender calling energy efficient 5 star rated submersible Pumpsets. MSMEs are facing a lot of problems like high EMD, 5 Star rated Pumpsets and very high security Deposits. In this regard, we sent a representation to EESL with copies to Ministry of MSME, and Ministry of Industries requesting to remove the cumbersome clauses in the tender to enable MSMEs to quote the tenders of EESL

Representation to nSICA representation was sent to Director, (Planning & Marketing) NSIC Ltd., New Delhi requesting to support MSMEs to form a consortium of 6 – 10 members to participate in the tender to be floated by EESL for procuring Submersible Pumpsets.

M/s. NSIC replied that they are not in a position to accept our suggestion since EESL is the deciding authority in forming consortia and hence requested to represent to EESL.

powerSIEMA co-ordinates with the Tamil Nadu Electricity Consumers Association (TECA) in all its activities for the benefit of the member industries. As reported in last year a case is pending with the Appellate Tribunal of Competition Commission of India with a request for Equitable Distribution of Power.

Meeting with Commissioner, Commercial Taxes Sri V. Krishnakumar and Sri K.V Karthik, Vice Presidents along with Sri S. Rajendran, Hon. Sales Tax Adviser met the Commissioner of Commercial Taxes, Chennai on 28th September 2015 at his office and handed over a representation highlighting a problem faced by our members in charging VAT for different types of Pumpsets and requested to look into the subject.

The Commissioner gave a patient hearing and instructed the officials to immediately solve the same as per existing rules. The Managing Committee expresses its sincere thanks to the Commissioner for his immediate action

Meeting at SIDCo Sri V. Krishnakumar and Sri K.V Karthik, Vice Presidents attended a meeting organized by the Special Commissioner of MSME on 28th September 2015 at the office of SIDCO, Chennai to discuss about the points/suggestions to be included in the draft MSME policy announced by Dr. J. Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu.

Our Vice Presidents handed-over a representation giving our suggestions and points to be included in the draft policy.

Lakshminarayanasamy, President on 7th October 2015 and discussed about the shipping services from Coimbatore to various major ports in India. They said the freight charges will be low compared to road freight.

Meeting with the officials of TIIC Sri S K. Kandasamy, Regional Manger and Sri V. S. Manoharan, Branch Manager, Tamil Nadu Industrial Investment Corporation Ltd., (TIIC),Coimbatore met Sri V. Lakshminarayanasamy, President on 8th October and discussed about the schemes available with TIIC. President requested them to brief about the schemes to our members.

Meeting at ChamberSri V. Lakshminarayanasamy, President attended a meeting on, “Duties & Responsibilities of Indirect Tax Ombudsman” by Sri S. Subramanian, IRS, Indirect Tax Ombudsman, Chennai on 26th October 2015 organized by Indian Chamber of Commerce & Industry, Coimbatore.

Advisory Committee meeting at ItISri K.V. Ganapathi, Managing Committee member attended an Advisory Committee meeting of Industrial Training Institute, Coimbatore on 28th October 2015 at Director’s office. It was informed that the Coimbatore ITI was selected and granted an amount of Rs.10 crores to up-grade the Institute. Central Government has approved 25 ITI’s across the Country and the only Institute selected in Tamil Nadu was Coimbatore ITI.

Certification by BIS & BEE A representation was sent to Dr.Anup K. Pujari, I.A.S., Secretary to Government, Ministry of MSME, Government of India requesting to merge BIS and BEE considering the practical issues faced by the members. A copy of the representation was sent to the Dy. Director, Br. MSME, Coimbatore with a request to take up the subject with the Ministry

Response by Ministry:We have received a letter from Director, (ME), Office of the Development Commissioner, Ministry of MSME, Government of India informing that our representation to the Secretary, MSME, during his visit to Coimbatore with regard to merging of BIS and BEE as a single Agency is feasible and the Secretary recommended the same to the Director General, BIS and BEE for their consideration. COIMBATORE INDUSTRIAL INFRASTRUCTURE ASSOCIATION (COINDIA)

COINDIA, having repositioned itself in the last financial year, has increased its profit by 5 fold as compared to the previous year. During the year under review, COINDIA’s revenue stood at Rs.989 lakhs, a small Rs.11 lakhs shortfall in reaching the magic figure of Rs.1000 Lakhs. It has earned a humble gross profit of Rs.51.60 lakhs. All these were made possible by the team COINDIA with the support of industrial fraternity and guidance of senior industrial leaders.

Update on on-going Project “Promotion of Energy Efficiency and Renewable Energy in selected MSMEs – a joint Project of United National Industrial Development Organization (UNIDO), Global Environment Facility (GEF) and Bureau of Energy Efficiency (BEE) under Ministry of Power at COINDIA Cluster.

Compilation of technology profile and assessment of baseline energy data like study and data collection on energy performance, analization on specific energy consumption etc at unit level and preparation and recommendation of DPRs out of data collections to the consideration of UNIDO-PMU (Project Management Unit) to implement the same at cluster were the major activities during the last financial year.

The current initiatives and benefits out of this project are:

Implementation and installation of Cloud based Energy Management Analytics Software in Coimbatore Cluster. EETPL, Kolkatta is the Project partner of this initiative and installed EnView Energy analytics software portal at 16 Foundry units in Coimbatore Cluster on free of cost for 1 year with required training.

pilot energy Audit and Workshops were conducted for Coimbatore Cluster Members by engaging TERI (The Energy & Resources Institute) New Delhi. TERI was engaged for 4 months as short term project and the outcomes of TERI,

UNIDO in association with TERI had conducted 3 hands on training programs for cupola furnace based and induction furnace based foundry members at COSMAFAN Foundry Complex, followed by field visits to some foundry units who are implementing the best operating practices implemented through UNIDO-GEF-BEE project. The third training program was conducted in the association hall for all the foundry members.

Based on the outcomes of Energy Audit, a Guide/Booklet on Best Operating Practices at Foundries was prepared by COINDIA and circulated to all Foundries and industrial Associations including Belgaum and Indore Cluster.

The additional services to the foundry cluster during the period are:

Feasible study was carried out at PSG Foundry division with M/s Stellar Energy for heat recovery from induction furnace with thermic fluids.

Harmonics study and pre audit was conducted at 10 Induction furnace foundry units with a local vendor (M/s Automation house) and provided with techno commercial offers to implement the same.

Feasible study for Induction furnace crucible lid options and Air compressor pipe line modifications through ring main system were carried out in some units.

w “Economical Evaluation of Biogas based Renewable Energy concept for Ladle preheat in Foundry units” presented at 6th National conference at PSG College of Technology, Coimbatore during 25th April 2015.

w “Opportunities and challenges in Harmonics mitigation and Energy conservation in Foundry units” presented at 64th Indian Foundry Congress, Coimbatore during 29 – 31 Jan 2016.

The project brings the necessary effective changes in energy and cost saving in the selected (37) foundry units and helped to become a quality producer with technological and profitable volume growths as well as other units in the region.

Skill Development under MSME-TDC, Agra at Coimbatore ClusterThe Centre – MSME-TDC, Coimbatore Centre is actively operated from COINDIA Complex for the past one and half years. Various skill development training programs were designed and conducted for the requirements among regular training programs in general. Upon request of COINDIA, long term (6 months) courses are planned in Tool & Die Design Courses with 100% scholarship from GoI for SC/ST students.

In joint venture with MSME-TDC Coimbatore Centre, 8 trainings were conducted and 270 candidates were benefited. COINDIA has earned revenue around Rs. 4 lakhs, out of this initiative, during the year.

Brief of activities during the year:Handover of facilities at Foundry Complex-II, KallapalayamA final Memorandum was signed between COINDIA and COFIO Association on 19th June 2015 towards handing over of all facilities for the beneficiaries use, created at FC-II-Kallapalayam, under COINDIA IIUS Project and further responsibilities in connection with up keeping of the same by COFIOA.

tool RoomThis year, our Tool Room was achieved an export order from Pentair Valves, Switzerland for about Rs.55 lakhs order. The same was successfully completed and expects continuous orders from them.

Merging of tool Rooms CMtR-I & CMtR-IICOINDIA Modern Tool Room (Unit-I) was located at our Product Die & Mould Centre Cum Education Centre at Avarampalayam, occupying around 7000 sq.ft in the building. This unit was incurring around Rs.2.50 lakhs as fixed cost per month. However the turnover of this unit was hardly about 3 to 4 lakhs per month.

In the above circumstances, considering that we have adequate space at our COINDIA Modern Tool Room (Unit-II) at Kalapatti, it was decided by the Committee to relocate the machines (CMTR-I) to place together with the machines at CMTR-II. By reason of doing the same, we will have synergy in utilizing the various factors of production including power, manpower and supervision & control. Moreover the 7000 sq.ft. can be used for better revenue generation, including enhancing the ETC training activities, and renting out to tenants.

Accordingly, COINDIA Tool Room Unit-I, Avarampalayam was re-located to Unit-II at Kalapatti in October 2015. By this initiative, COINDIA Tool Room, as a single unit, could start reaping the benefit of scale of economies and synergy towards serving the SMEs. The merging also facilitates effective utilization of the CNC machines for the in-house jobs which were resourced from outside.

The impact of merging of Tool Rooms shows reasonable outcomes and expects good results in the years to come on focusing maximum utilization of machinery capacity by working out new business plans and methods.

Raw Material BankCOINDIA-RMB is continuing its services and it contributed a turnover of Rs.717 lakhs, during this year.

Education Cum Training Centre (ETC)TNSDC (Tamilnadu Skill Development Corporation) Skill Development Program

COINDIA-ETC has been approved for implementing the Scheme for imparting training for about 400 candidates with the funding of 1.25 crores under TNSDC Skill Development Training Programme for the year 2016-17. As we already have basic training infrastructure & facilities at our end, it is

expected to have continuous training programs and good revenue from this scheme. The candidates are trained for the following jobs:

The first batch training consisting for 30 candidates has started on 23rd Feb. 2016. New additional class rooms and related facilities are planned to accommodate this training.

290 candidates were trained in our ETC under Industrial School in various on the job training in CMM, CNC EDM etc besides short terms courses for skill up-gradation, during the year.

CAD Centre had trained 511 BE students under joint working arrangements with Engineering Colleges and Institutions, which includes 150 SSI personnel and other candidates. COINDIA had also conducted 7 value added Workshops benefitting 140 participants.

In pursuit of Industry & Institutional intervention, COINDIA-ETC had tied up with one more University, during the year.

Report on the Financial StatementsWe have audited the accompanying financial statements of The Southern India Engineering Manufacturers’ Association (“the Company”), which comprise the Balance Sheet as at March 31, 2016, and the Statement of Income and Expenditure Account for the year then ended, and a summary of significant accounting policies and other explanatory information.

Managements’ Responsibility for the Financial StatementsThe management of the Company are responsible for the matters stated in Section 134(5) of the Companies Act, 2013 (‘the Act’) with respect to the preparation of these financial statements that give a true and fair view of the financial position and financial performance of the Company in accordance with the accounting principles generally accepted in India, including the Accounting Standards specified under Section 133 of the Act, read with rule 7 of Companies (Accounts) Rules, 2014. This responsibility includes maintenance of adequate accounting records in accordance with the provisions of the Act for safeguarding the assets of the Company and for preventing and detecting frauds and other irregularities; selection and application of appropriate accounting policies; making judgments and estimates that are reasonable and prudent; design, implementation and maintenance of adequate internal financial controls, that are operating effectively for ensuring the accuracy and completeness of the accounting records, relevant to the preparation and presentation of the financial statements that give a true and fair view and are free from material misstatement, whether due to fraud or error.

Auditors’ Responsibility Our responsibility is to express an opinion on these financial statements based on our audit. We have taken into account the provisions of the Act, the accounting and auditing standards and matters which are required to be included in the audit report under the provisions of the Act and the Rules made thereunder.

We conducted our audit in accordance with the Standards on Auditing specified under section 143(10) of the Act. Those Standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal financial control relevant to the Company’s preparation of the financial statements that give a true and fair view in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on whether the Company has in place an adequate internal financial control systems over financial reporting and the operating effectiveness of such controls. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of the accounting estimates made by Company’s Management, as well as evaluating the overall presentation of the financial statements.

pARt - A: Significant Accounting Policies for the year ended 31st March, 2016

Significant Accounting Policies The Association is registered as incorporated entity under the provisions of the Indian Companies Act, VII of 1913 and the Liability of the members of the Company is Limited of guarantees. The Association is a Non Profit Organisation licensed to operate under section 8 of the Companies Act, 2013. Hence the Association is a Company without Share Capital.

Basis of Accounting The financial statements are prepared at historical cost convention on accrual basis following going concern and as per applicable Indian Accounting Standards. The company follows mercantile system of accounting and recognizes income and expenditure on accrual basis except those with significant uncertainties.

Investments Investments are stated at cost and are Long Term Investments. No provision is made in the books for diminution in the value of investments wherever they are considered temporary.

Fixed AssetsFixed assets are stated at their original cost including incidental expenses related to acquisition and installation, less accumulated depreciation and impairment losses if any. Cost comprises of the purchase price and any other attributable cost of bringing the asset to its working condition for its intended use.

Depreciationa) Depreciation on fixed assets has been provided on useful lives of the Fixed Assets accordance

with Schedule II of the Companies Act, 2013.

b) For additions during the year, pro-rata depreciation has been provided from the date on which the assets have been put to use.

c) For all the assets costing below Rs.5,000/- each, depreciation is provided @ 95% retaining 5% as residual value in the year of addition, irrespective of date of addition.

Revenue Revenue from all Service Transactions, Interest and Other Sources are recognised on Accrual basis wherever there is no uncertainty regarding the amount of consideration or its collectability wherever applicable. Other Compensatory/Other claims, if any, will be accounted on finalisation of the same.

leasesLeases where the lessor effectively retains substantially all the risks and benefits of ownership of the leased assets are classified as operating leases. Operating (Rental) lease payments/ receipts are recognised as an expense/income in the Income and Expenditure Account over the lease term on accrual basis.

provisions A provision is recognised when an enterprise has a present obligation as a result of past event and it is probable that an outflow of resources will be required to settle the obligation, in respect of which a reliable estimate can be made. Service Tax on account of Services rendered as per applicable law is made wherever considered applicable in the opinion of the management of the association.

taxationThe company is registered under section 12A(a) of the Income Tax Act and is taxable under the provisions of Section 11 & 12 of the Income Tax Act. In view of the method of computation of Tax, provision for Current and Deferred Tax does not arise for the period under report.
