St. Bernard Sheriff’s Office Arrests New Orleans Woman On Child Desertion Charges

Old Arabi Neighborhood Association Brings Neighbors Together

A New Orleans woman was arrested in St. Bernard Parish after she sent her 5-year-old child alone in a transportation service vehicle, Sheriff James Pohlmann said.

Reiona Oliver, 27, of the 2300 block of 4th Street in New Orle-ans, was booked April 23 with child desertion after she placed her 5-year-old child in a trans-portation service vehicle and instructed the driver to take the child from a residence in Chal-mette to school in New Orleans.

On Tuesday, April 23, short-ly after 9 a.m., Sheriff Pohl-mann said, a driver with a local transportation service company brought a 5-year-old child to a Sheriff’s Office substation in Arabi to seek assistance after he told a woman who had sum-moned a ride for the child that he could not take the child un-accompanied by an adult.

According to the driver, when he arrived at the Chalmette residence in the 1000 block of East St. Avide, the woman, later

identified as Oliver, placed the child in the vehicle, and stated she wouldn’t be riding along. The driver said the woman went back into the residence and did not return.

Oliver was taken into custody and transported to St. Bernard Parish Prison where she was booked on the above charge.

A criminal history check was conducted on Oliver which re-vealed she had two outstanding warrants out of Jefferson Parish for traffic attachments.

From a purple, green and gold stroll on Lundi Gras to a Spring Sippin’ celebration at the Aycock Barn, the Old Ara-bi Neighborhood Association always enjoys bringing people together in St. Bernard.

Over 170 revelers took part in the inaugural “March 4th to the River”, a pub crawl Lundi Gras celebration. Co-sponsored by OANA and the St. Claude Heights Neighborhood Associa-tion, this stroll was the brainchild of Old Arabi President, Barry Lemoine. Costumed friends and neighbors walked, danced and meandered through the area’s cultural and historical district, with stops at Whiskey Bayou,

the new Zeitgeist Theatre, and Old Arabi Bar. At sunset on the riverfront, the revelers and an adhoc Royal Court toasted Ara-bi to the End of the World, mak-ing this event one to remember.

Lemoine said he was glad that so many folks took part in bringing the festive fun to life. “Thanks to Clay and Marie Cossé for hosting our toast on their riverview balcony, to Richie Lewis at Gerald’s Donuts for the king and queen cakes, and to Royal Brewery for their generos-ity in truly creating a happy Roy-al Court and Kingdom.” He also gave kudos to William McGoey and the St. Claude Heights or-ganization for arranging and

Lieutenant Governor Nungesser Announces Funding To Expand Scope Of Study On Economic Development In The Seafood Industry In Coastal Louisiana

Lieutenant Governor Billy Nungesser announced nearly $250,000 dollars in funding for the University of Louisiana at Lafayette to increase the scope of a university research proj-ect with a goal of increasing economic development in the seafood industry. The funding, provided by the Louisiana Sea-food Promotion and Marketing Board, will be combined with a USDA Rural Business Devel-opment Grant (RBDG) of nearly $250,000 to help researchers expand the study from the ini-tial three parishes to ten coast-al Louisiana Parishes. Under the RBDG project, researchers had funding to conduct feasi-bility studies, develop business and community economic de-velopment plans, and incorpo-rate leadership and entrepre-neurship training to assist small and emerging business within Vermilion, Iberia, and St. Mary Parishes. This additional fund-ing will help expand the study to Cameron, Jefferson, Lafourche, Orleans, Plaquemines, St. Ber-nard, and Terrebonne Parishes.

“Seafood is not just an im-portant part of our culture and heritage, it’s a way of life for many families along the Louisi-ana coast. It is how they make a living and provide for their fam-ilies,” said Lieutenant Governor

Nungesser. “As the nation’s sec-ond largest seafood producer, Louisiana produces more than 850 million pounds of seafood every year and is the largest commercial fishery in the contig-uous United States. This study will help our seafood suppliers align better with the global mar-ketplace so our coastal commu-nities can realize their potential and be more competitive. This will be a win for our seafood pro-ducers and for the state.”

The study, Seafood Econom-ic Development in Underserved Rural Coastal Louisiana Parish-es, will evaluate the coastal Lou-isiana seafood supply chain to build a comprehensive econom-ic development strategy that is grounded in the needs and per-spectives of stakeholders who live and work in coastal commu-nities. Headed by Dr. Geoffrey Stewart with the University of Louisiana at Lafayette, the proj-ect will encompass four tasks. First, researchers will conduct a supply chain study, produc-ing a feasibility study explore economic development op-portunities in coastal Louisiana evaluating seafood-related busi-nesses and assets, economic development needs, and infra-structure needs. During the fea-sibility assessment, research-ers will engage key community

and business leaders to gain a better understanding of the po-tential development landscape, studying various economic de-velopment approaches and sharing insights on what would be required to expand seafood markets in their communities. Finally, researchers will lever-age information gained through the industry/supply chain as-

sessment, engagement of key leaders, and group discussions to draft a community business development plan for coastal Louisiana.

The completion date for the Seafood Economic Develop-ment in Underserved Rural Coastal Louisiana Parishes study is expected to be July 31, 2020.

Restoring our Coast through Offshore Energy RevenuesThursday, I was proud to share the Department of Interior’s an-

nouncement that Louisiana will receive $94.7 million in revenue sharing funding as required by the Gulf of Mexico Energy Security Act of 2006 (GOMESA). This announcement was welcome news for Louisiana families and communities. Revenues from oil and gas activity in the Gulf of Mexico are vital to restoring our coast and pro-tecting coastal communities, which is why I’ve fought to protect this revenue sharing from attempts to raid it. Through this revenue shar-ing, Louisiana will receive nearly $100 million to invest directly into vital coastal restoration and hurricane protection projects that pro-vide greater security against strong Gulf storms and floods. Amer-ican energy dominance will play an increasing role in the revenue sharing dollars coming to Louisiana, and I look forward to working with President Trump to support a robust energy strategy in the Gulf of Mexico which allows us to better protect the coast we love. I will also continue fighting every day to equalize the revenue sharing from offshore production with that from onshore drilling so that we can finally get our fair share of energy revenues generated off our

coast. Fighting to Defend our Constitutionally-Protected RightsOn Friday, I addressed the National Rifle Association's 2019

Leadership Forum to share how my personal experience of sur-viving an attempted mass shooting has strengthened my belief in the importance of the Second Amendment so all law-abiding citi-zens can defend themselves and their families against criminals like my shooter. It is more important than ever to defend the Second Amendment as radical liberals increase their efforts to completely deny Americans the right to arm and protect themselves. I will al-ways fight for our Second Amendment rights.

Working to Improve the Lives of those with DisabilitiesI recently had the opportunity to meet with the Pittman, Ehrle,

and LaCour families to discuss ways Congress could work to im-prove the lives of their children and all Americans living with Down Syndrome. Nothing should stand in the way of anyone from realiz-ing their full potential and I support reforms to improve the lives of those with Down Syndrome and other disabilities.

It is an honor to represent you in Congress. For more information please visit my website, Twitter, Instagram, and Facebook pages.

Japan Society Of New Orleans Presents Children’s Day At The St. Bernard Parish LibraryChildren's Day, known as ko-

domo no hi, is a fun-filled festiv-ity held every year in Japan that celebrates children's happiness and fosters the creative growth of the next generation! A nation-al holiday since 1948, this is a special day set aside to let chil-dren’s personalities shine and

let kids share their happiness. St. Bernard Parish Library be-lieves that our youngest patrons are most definitely worth cele-brating and thanks to the Japan Society of New Orleans we will do just that. Society members will be at the library on Saturday, May 11th from 10:30 a.m. to

12:30 p.m. to bring this special occasion to life for St. Bernard Parish residents as well as those from surrounding areas. Japa-nese storytelling, songs, crafts and more will be on the agenda. Storytelling and songs will begin at 10:30 a.m. and will be imme-diately followed by craft-mak-ing. All materials will be provid-ed for this free event which will take place at the library’s main location, 2600 Palmisano Blvd., in Chalmette. Parents may need to assist younger children with craft activities. Come to the li-brary for a morning of cultur-al exchange and spend some quality family time together.

The St. Bernard Parish Library is proud to, once again, be the venue for this JSNO event. The Japan Society of New Orleans

Just Like New.Only BetterCHS Senior Awards Night

The best and brightest of the Chalmette High School Class of 2019 gathered in the Chalmette High School Cultural Arts Center on April 24 for the school’s annual Senior Awards Night; a night in which about 70 seniors were recognized for their hard work, awarded over a million dollars in scholarship money, and named as coveted Golden Owls for their class. While all of the scholar-ships and awards are outstanding, a few of the awards given were of particular prestige.

Two seniors will join the ranks of nine other CHS graduates who have received the prestigious Posse Scholarship – a four year, full-academic scholarship valued at approximately $150,000 per student. Hailey Abrams will be attending the University of Notre Dame and Brian Williams will be attending Tulane University as part of the Posse program.

Senior Sage Montz was recognized for the outstanding achieve-ment of completing 13 years of school with perfect attendance.

Senior Lukas Caruso, who has been an active member of the ROTC program at CHS for four years, was awarded the Tulane ROTC Scholarship in the amount of $21,040.00.

To cap off scholarship awards, the Arlene and Joseph Meraux Charitable Foundation annually supports the graduating class with scholarships to further their education. This year the foundation gave 60 scholarships for a total gift amounting to $240,000.

The night ended with the most coveted award a graduating se-nior can receive - the title of Golden Owl. Senior class sponsor Tom Dugger said the award began 31 years ago and is awarded based on faculty nominations and voting. This year ten students were named as Golden Owls: Nicholas Campo, Ronnie Presten-bach, Emily Vu, Hayden Williams, Eryn Loria, Brian Williams, Hai-ley Abrams, Abigale Licciardi, Jaida Alphonso, and Holly Harper.Award RecipientSemper Fidelis Music Award - USMC . . . . . . . . . . . . . . . . . . . . . . . .Eryn LoriaUSMC Award for Scholastic Excellence . . . . . . . . . . . . . St. Bernard Bird Festival May 3-4The St Bernard Bird Festival for 2019 will be held on Friday, May

3, 10 am to 4 pm, and Saturday, May 4, 9 am to 4pm. All events except birding field trips will be on the grounds of the Historic Be-auregard Courthouse, at 1201 Bayou Road, St Bernard, La.

The Festival began its work early this year, sponsoring Pur-ple Martin houses for Gauthier Elementary, St. Bernard Middle, and Nunez Community College. Students will experience these insect-eating birds who migrate here from the Amazon Valley of South America. Krista Adams, an expert on Purple Martins, will be a special presenter on both Friday and Saturday at the Bird Festival. She will speak on the life cycle and migration of these interesting birds and address how each Festival visitor can erect a purple martin house and have their own small colony of insect eaters in their own yard.

Other festival events will include:• A close up view of bird banding of migrant and resident pas-

serines, done periodically through both days, under the direc-tion of Dr. Erik Johnson of Audubon Louisiana. Dr. Johnson is an expert birder and ornithologist.

• A presentation by Dr. Johnson entitled “Coastal Bird Conser-vation in a Vanishing Landscape”.

• An exhibit of Parish decoy and bird carving sponsored by ex-pert wood carvers and the St Bernard Art Guild.

• A demonstration by Sally Farrell of Wind in My Feathers. She will exhibit birds that she helped recover from injuries. Some of these beautiful birds are the American Kestrel, Mississippi Kite, and several species of owls.

• Half day birding field trips by car pool in eastern St. Bernard Parish. For field trips, bring binoculars, footwear for potential-ly wet grass, sunscreen and optional bug repellent (bugs not usually a big problem ). Hoped for species highlights include: Wood Duck, Roseate Spoonbill, Swallow-tailed Kite, Missis-sippi Kite, Bald Eagle, Painted Bunting, and transient migrant vireos, thrushes, wood warblers, buntings, and grosbeaks.

Audubon is also organizing airboat tours of the Caernarvon Di-version outlet in Big Mar. For the last several years, there has been an active waterbird rookery that includes a variety of egrets, her-ons, anhinga, and all three species of ibis! The airboats will be somewhat distant to prevent disturbance, but we will have a spot-ting scope that can be used and shared by the 4 guests on each tour. Each tour will last approximately 1.5-2 hours and will run all day Friday and Saturday. Pre-registration is encouraged. If you are interested in this, please contact Nic Dixon ([email protected]) to sign up. We believe there will be a nominal fee to hold your spot.

St Bernard's wonderful river delta environment of woodland, swamp, and marsh struggles with large scale incremental envi-ronmental damage and piecemeal conversion to human habitat in accessible areas.. Festival goers will see the beauty and richness of the environment and its wildlife showing through it all and ap-preciate their resiliency and potential to recover if further abuse can be stopped.

funding the police escort for the parade. At a recent OANA meeting, Councilman Gillis McCloskey

praised the organization for “providing leadership and bringing the neighborhood together in a positive way.”

OANA also hosted another community celebration, its March Sippin’ in the Sunset soiree. The Kenny Kerth Jass Band created merriment for the scores of people who came to the Aycock Barn to enjoy the music, together with delicious food and fun shop-ping provided by a wide variety of vendors. In addition, the eve-ning served as the official "after party" for the Startup St. Bernard competition held earlier that day.

OANA Board Member Linda VanAman said Sippin’ continues to grow and is a great way to celebrate the neighborhood. “More and more folks are coming from St. Bernard and beyond to enjoy an evening of delightful camaraderie in Old Arabi.”

Thanks to Maegan Dobson, Katherine Lemoine, Sal Cusimano, and all of the board members and volunteers who make this event possible, and to Parish President Guy McInnis for sponsoring the band.

Next up is the May 9th Sippin’, beginning at 6 pm. Being held on the Thursday of Teacher Appreciation Week, the social will cel-ebrate teachers, spring, and all that is good in the Parish.

For more info about OANA visit www.oldarabi.org and the Old Arabi Neighborhood Organization page on Facebook.

St. Bernard Sheriff’s Office Recruiting Junior Deputies

Parish President Addresses NARFE Chapter

Are you a St. Bernard Parish youth between the ages of 10 and 13 who is looking for some-thing fun and exciting to do this summer? Are you interested in learning valuable skills needed to be law-abiding citizens with good moral character and in-tegrity?

If so, the St. Bernard Sher-iff’s Office wants you to join its annual Junior Deputy program. Registration is now open.

Formed in 2015, the Junior Deputy Academy is designed to foster community pride and self esteem in boys and girls while teaching them about various aspects of police work.

“Our Junior Deputy Acad-emy program affords children a chance to learn something about law enforcement and have some fun at the same time,” St. Bernard Parish Sher-iff James Pohlmann said. “It’s designed to help them develop pride and self-respect for them-

selves, as well as their commu-nity and our law enforcement officers.”

The Junior Deputy Acade-my, which is patterned after the Sheriff’s Office Citizens Police Academy for adults, will be held two days a week, from June 4 to July 11, at the Sheriff’s Office Training Center, on the second floor at 2118 Jackson Blvd. in Chalmette, immediately behind the Parish Courthouse.

Classes will take place on Tuesdays and Thursdays from 1 to 3 p.m. on June 4 and 6, June 11 and 13, June 18 and 20, June 25 and 27, and July 9 and 11. A graduation ceremo-ny is set for July 17 at noon at Docville Farms, 5124 E. St. Ber-nard Highway in Violet.

The program is led by Capt. Charles Borchers, head of community relations and longtime Crime-Prevention and Neighborhood Watch director for the Sheriff’s Office, and Sgt.

Eric Eilers.During the program, Sheriff

Pohlmann said, deputies from various divisions of the Sher-iff’s Office visit with participants during the course of the pro-gram, including Patrol, Narcot-ics, Marine and Criminal Inves-tigations divisions. Participants will visit St. Bernard Parish Pris-on, and will be shown some of the department’s state-of-the-art equipment. They also will be taught firearms safety at a local shooting range, and will learn basic first aid and CPR. Mem-bers of the St. Bernard Fire De-partment also participate in the program.

Participants will receive offi-cial Junior Deputy T-shirts and badges.

To register for the Junior Deputy Academy, parents can call Capt. Borchers at (504) 278-7628 or Sgt. Eilers at (504) 278-7799.

ZEITGEIST from Page 9 St. Bernard Sheriff’s Office arrests Chalmette man for possession with intent to distribute marijuana, child endangerment after domestic disturbance

A Chalmette man was arrest-ed April 15 on various charges, including possession with in-tent to distribute marijuana and child endangerment, following a domestic dispute with the mother of his children, St. Ber-nard Sheriff James Pohlmann said. A handgun also was re-covered in the incident.

Wilbert Green, 36, of the 2200 block of Volpe Drive in Chalmette, was booked with possession with intent to dis-tribute marijuana, possession

with intent to distribute THC, two counts of child endangerment, and illegal carrying of a weapon.

On April 15, at approximately 11 a.m., Sheriff Pohlmann said, deputies responded to a call about a domestic disturbance in the 2200 block of Volpe Drive in Chalmette.

When deputies arrived on the scene, they were met by a female who stated she had been in a verbal altercation with

her children’s father, later identified as Green.During the course of the investigation, deputies detected a

strong odor of marijuana emitting from the residence. Based on their findings, detectives with the Criminal Investigations Bureau obtained a search warrant for the residence.

Detectives recovered a large amount of prepackaged, edible food items containing THC, numerous hand-rolled marijuana cig-arettes, and a glass jar containing melted butter which contained cooked marijuana. The estimated street value for the edible items and narcotics is $3,400.

A 32 revolver handgun and $780 in cash were also recovered, Sheriff Pohlmann said.

Green was apprehended on the scene after he was found hiding in the attic of the residence. He was transported to St. Bernard Parish to be booked on the above charges.
