T he 2019 Construction School was held Tuesday,
March 12, 2019 at the Ashland University John C.
Myers Convocation Center.
Construction School is an annual event
that focuses on developing better engineering skills and
improving contract management practices, along with
learning from other’s experiences.
Some of this years topics included Consultant In-
spections, Change Order Process, Box Culvert Installation
and Inspection, Test Lab Update, Traffic Signal Construc-
tion Projects, and Environmental Issues—to name a few.
Certain topics at the event are chosen based on issues that
were encountered during the previous construction sea-
son; upcoming projects are also discussed, along with oth-
er policies, procedures and technologies. Project Engi-
neers, Area Engineers, and Construction staff members are
all invited to attend.
“Construction School is not supposed to be a
‘one and done’ event,” said Beth Wilson, Program Ad-
ministrator 2, Construction. Since 2008, Beth has coordi-
nated and organized Construction School. She takes great
care in creating an agenda of key speakers and topics that will be beneficial to
the engineers so that they can ensure they are providing value to taxpayers
and motorists. This years guest speakers included:
• Rachel LeVee, P.E., PMP, FHWA Ohio Division, Project Team Leader
• David Snyder, P.E., FHWA Ohio Division, Director of Engineering and Oper-
ations
• Dan Miller, M.C.E., P.E., Cement and Concrete Engineer
• Donald E. McNutt, P.E., Regional Engineer, American Concrete Pipe Associ-
ation
• Hans Gucker, P.E., CPESC, LEED AP, Hydraulics Construction Engineer
• Clint Bishop, P.E., Central Office Construction Administration Staff Spe-
cialist
• Mat Mauger, P.E., Administrator—Office of Consultant Services
• Dan Krajcovic, P.E., P.S., Project Analyst—Office of Consultant Services
District 3 employees also presented at the event and shared valuable infor-
mation with one another. Construction School is a great opportunity for the
Construction Staff and Engineers to come together and continue to improve
professionally.

The 2019 Construction Kick-Off was held at the Crawford County Garage. District 3 has 81 total active pro-
jects throughout the counties. Those projects include 27 bridge repairs, 15 resurfacing, 7 smooth seal, 3
micro-surfacing, 3 slide-repairs, 2 intersection improvements, and 1chip seal project.
DISTRICT DEPUTY DIRECTOR
I am honored and humbled to receive the appointment of the District Three
Deputy Director. Over the past twenty-two years I have served along side
many of you in the various positions I have held here in the District. The re-
lationships we have developed together have proven to be productive and I
look forward to growing these established relationships further. I anticipate
developing more with those of you I do not know. Together, I am certain we
will continue our pursuit of excellence here at the District while making
ODOT a great place to work.
My first order of business is to bring together the best leadership team possi-
ble for the District. The leadership team will be focused on continuing to
improve the culture within the District, where mutual trust and respect are common place. A culture in
which all employees can grow personally and professionally, be productive together, and effectively carry
out the mission of ODOT. Along the way we will improve processes to ensure we are efficiently utilizing
the resources the public has entrusted to us. I hope to be able to introduce the District leadership team to
you soon.
Spring is upon us and construction season has taken off once again. Orange barrels will be popping up and
many of you will be out on the roadways working on maintaining our transportation system. Make safety a
top priority for yourself and your coworkers. Watch out for each other while you are out there. Be safe!

Kudos Korner ERIE - Sheriff Paul Sigsworth, Erie County, called to commend our Erie County staff on an “Outstanding”
job they have done this year with all the weather we have been hit with….snow and ice, high winds, flood-
ing, etc. He said our team in Erie County is “top-notch”, they are always out there and ready for snow and
ice, and mentioned whenever he needs ODOT’s assistance and calls the Erie County Management Team
they respond right away. He couldn’t be more pleased with the ODOT service Erie County has received
the last couple years.
CRAWFORD - THANK YOU to you and the whole crew for the culvert repair on 98. Looks great and I am
glad it is done. Looks so much nicer than that washout around the outside of the old one. What a differ-
ence! Thanks to all of you for everything you do. I know crews have helped our Fire Dept./community so
many times in the past. From temporarily closing roads, salting at fire scenes, plowing snow (and sludge),
cleanup after storms or spills and all you do to keep the highway safe. You probably get a lot more com-
plaints than you do thank yous. Some of us are very grateful for all you do. Most people probably don’t
have a clue about the things your crews do with little recognition and probably not too many take the
time to say thank you.

District 3 won the Don Conaway
Partnering Award at the Conaway
Conference that was held Febru-
ary 26-27. The award was present-
ed to the team members of the US
42 Widening Project in the City of
Medina. Team members included:
• ODOT District 3
• Prime Contractor DiGioia-
Suburban Excavating LLC (and
all sub-contractors)
• City of Medina
• Euthenics - Designer
ODOT and DiGioia are
proud of this project. Each party
credits the other with being a
great partner and working well
together to build a successful job.
As a team, they decided that
from day one of the job, it could
be a good job, or it could be a
horrid job, but it all depended
on how they decided they would
communicate with and treat
each other. The city
of Medina was a very
active participant
throughout the en-
tire partnering pro-
cess as well. The
City’s engagement in
problem-solving, co-
operation with the
Project Team, will-
ingness to try ideas,
quick response
times, and offering
suggestions to keep
the project moving
forward were vital to
the project’s suc-
cess. The City and
local businesses were
kept informed on the project’s
progress through their involve-
ment in progress meetings, Part-
nering meetings, Open House
meetings, weekly visits from the
business liaison, and the dedicat-
ed website.
Neither ODOT nor the Con-
tractor pointed fingers at each
other whenever a challenge arose.
Instead, the Project Team worked
together and focused on solving
the problem. A “Project First”
mindset was shared among all
members of the Project Team.
The team faced numerous chal-
lenges, but all parties focused on
completing the work in an effi-
cient and effective manner. Over-
all, the Project Team was able to
identify and address all problems,
resolve those prob-
lems at the lowest
level when possi-
ble, and communi-
cate with each other at the high-
est level of cooperation and re-
spect for one another. That type
of partnership is a recipe for suc-
cess—which ultimately led to the
recognition, and well deserved,
Don Conaway Partnering Award.
To everyone on the Project Team:
Your hard work and out-
standing partnership with one
another is a testament to
ODOT’s vision to be a long-term,
reliable, professional, and high-
