The meeting was called to order at 10:00 AM by Chairman Harkins.

3. Approval of Minutes

A motion to approve the minutes of the March 6, 2017 meeting of the Intergovernmental and Public

Safety Committee was made by Mr. Ames and seconded by Chairman Harkins. The motion was

approved by a vote of 2-0. Mayor Bennett abstained as he was not present at the meeting.

4. Unfinished Business

None.

5. New Business

a. Regional Initiative Consideration / County Perspective

Chairman Harkins explained that he had invited Stu Rodman and Rick Caporale, members of Beaufort

County Council, to share their thoughts on any County Regional Initiatives that may merit support

from Town Council. He outlined the criteria for consideration, which would be initiatives that 1) have

a positive impact on the region, 2) require regional financial support, 3) are tangible with a defined

timeframe, and/or 4) involve a regional tax with a defined timeframe. Chairman Harkins welcomed

Stu Rodman, Beaufort County Council Member, who provided a list of eight Town & County

Regional Opportunities that was distributed to all present. Mr. Rodman explained that he compiled the

list after reviewing past Hilton Head Island and County Council priorities. The list is as follows:

1) Re-vitalize the Island

Time is of the essence with Hilton Head National

Each item was discussed in detail. Mr. Rodman also provided a chart comparing approximate debt-

service cost of a performance hall on-Island (60%) as opposed to off-Island (Hilton Head National

61%). Mr. Ames added Solid Waste to the list and Mr. Caporale agreed that it should be a top

priority. Bluffton’s recycling plans of curbside service was discussed.

Mayor Bennett expressed the need for resolution on the possibility of the Town assuming

responsibility of maintaining on-Island County parks and the County’s estimated funding allocation.

Mr. Rodman replied that he had requested to put that issue on the next County Finance Committee

agenda and his recommendation is to block grant a portion of Beaufort County Pals’ allotted budget.

Mr. Caporale recommended to wait until a new County Administrator is in place before going forward

with any regional initiatives. Chairman Harkins inquired on any up-to-date regional funding

pertaining to Hurricane Mathew efforts, and Mr. Caporale responded that there is nothing new.

Chairman Harkins mentioned that the Town has a meeting scheduled on April 20th to discuss regional

initiatives with other municipalities.

6. Adjournment

A motion to adjourn was made by Mayor Bennett and seconded by Mr. Ames. The motion was

approved by a vote of 3-0, and the meeting was adjourned at 11:11 AM.

a. General Discussion Among Beaufort County Municipalities of Regional Items of Interest

Chairman Harkins provided an outline of what he hoped to accomplish with this roundtable informal

discussion. He explained that the purpose of this meeting is to identify regional initiatives which may

accrue to the benefit of each municipality and the County and to come to a consensus on two to four

initiatives for County consideration. Criteria for the initiatives are that they are tangible with a time

limit, exceeds capability of any one municipality and benefits all or a majority of the municipalities or

region. Chairman Harkins stated that issues previously discussed within this Committee are affordable

housing, mass transit, 278 corridor, work force availability and capability and waste management

concerns. Chairman Harkins asked all to keep in mind that any consensus reached at this meeting is

informal and is still subject to approval by each respective Council.

Representatives at the table were Bill Harkins (Committee Chairman and Council Member, Town of

Hilton Head Island), David Spisso (Mayor Pro-Tem, City of Hardeeville), David Bennett (Mayor,

Town of Hilton Head Island), Sam Murray (Mayor, Town of Port Royal), Tom Klein (Mayor Pro-

Tem, Town of Port Royal), Van Willis (Town Manager, Town of Port Royal), Dan Woods (Council

Member, Town of Bluffton), Lisa Sulka (Mayor, Town of Bluffton), Scott Marshall (Deputy Town

Manager, Town of Bluffton), Steven Murray (Council Member, City of Beaufort), Billy Keyserling

(Mayor, City of Beaufort), Steve Riley (Town Manager, Town of Hilton Head Island), Michael

Czymbor (City Manager, City of Hardeeville) and David Ames (Council Member, Town of Hilton

Head Island). All supported discussion and a unified voice on regional issues.

Mr. Keyserling expressed his frustration at the lack of collaboration between the County and

municipalities and the need for a process unifying the voice for municipalities. He stressed the

County’s lack of recognition that the County is a representative of the municipalities as well as the

unincorporated areas.

Ms. Sulka reviewed the Town’s regional list and suggested submitting the transportation initiatives to

the Lowcountry Area Transportation Study Metropolitan Planning Organization (LATS), a multi-

County group consisting of all municipality Mayors of Jasper & Beaufort Counties, County Chairmen,

highway commissioners and our State legislators with a direct voice to SC DOT. She explained that

LATS was created as a result of the last census to address urban transportation issues from Hilton

Head Island to I-95 including Jasper County and is a powerful resource for discussion of possible

traffic, road, water and transportation projects. Chairman Harkins mentioned the Greater Island

Council, an advocacy group that identifies issues and recommends possible solutions. Mayor Bennett

reported that Tom Sharpe, head of the Greater Island Council, is slotted to make a presentation to the

LATS Technical Committee. Ms. Sulka also suggested submitting regional initiatives to the Beaufort

County Economic Development Corporation (EDC). Ms. Sulka stated that in 2008, the Southern

Beaufort County Regional and Northern Beaufort County Regional Plans were adopted and although

the northern plan did well, the southern did not. She asked for Town Council support in reinvigorating

the southern regional plan to ensure that elected officials have input on projects of regional

significance.

Mr. Keyserling explained that the 30% municipalities would receive from Local Option Sales Tax

would help capital funding. Mr. Riley explained that the 30% is distributed on a two-part formula –

one by population and the other by point-of-sale, that the County gets a portion and each municipality

gets a portion. Ms. Sulka added that Beaufort County is the only county without it and with the

possibility of losing business license revenues, LOST would be needed to fund their capital efforts.

Mayor Bennett expressed concern regarding plastic ban legislation and that it is expected to pass next

year. Although all were open to discuss the issue, consensus on supporting a ban could not be reached

without discussion with their respective Councils. Other possible options were discussed including

enforcing littering laws, possibly charging a fee to use plastic bags and the funds raised to go to

recycling efforts, more education, promoting reusable grocery bags and contacting communities such

as Isle of Palms and Folly Beach that have implemented bans.

Chairman Harkins surveyed the group and Heritage Tourism, Environmental Stewardship, Mass

Transit, Local Option Sales Tax, Waste Management solutions or alternatives were met with majority

support for regional collaboration. Mr. Riley stated that the issues discussed fall under six basic

categories: infrastructure (roads, parks, mass transit, drainage, pathways), economic development

(housing, jobs, education, Heritage Tourism, Sports Tourism, alliance), environmental (drilling, bag

ban, litter), public safety (crime), planning (regional plan, projects of regional impacts) and budget

(impact fees, ATAX, LOST). After further discussion, the group came to a consensus for unanimous

support for the EDC and re-establishment of the Southern Regional Plan to include Jasper County.

Chairman Harkins asked the group to review the list with their respective Councils, prioritize and have

a follow-up meeting. All agreed that everyone benefited from the meeting.

BEAUFORT COUNTY SHERIFF’S OFFICE

UNIFORM CRIME REPORT

TOWN OF HILTON HEAD

1ST QUARTER 2017

DATA SOURCE/CRITERIA

All law enforcement agencies in the state compile incident-based data on crimes occurring in their jurisdiction. While one incident can result in multiple offenses being tracked in the local system, only data that meets the national criteria is forwarded to the SC Law Enforcement Division.

Currently if a burglary is reported and property stolen, two offenses are tracked locally but only the major crime, burglary, is reported using the South Carolina Incident-Based Reporting System. This data is collected by SLED and then forwarded to the FBI, which administers the Uniform Crime Reporting (UCR) program.

The Beaufort County Sheriff’s Office will begin using the UCR criteria to account for crime in this report so that it will more closely match the data published by the FBI.

Crimes Against Persons will include Murder, Aggravated Assault, Robbery and Forcible Rape.

Crimes Against Property will include Burglary, Larceny and Auto Theft.Vehicle Collisions will remain the same as they are not reportable UCR crimes.

This report is based only on the crimes that occurred on Hilton Head Island.

Aggravated Assault: An unlawful attack by one person upon another wherein the offender uses a

injury (involving apparent broken bones, loss of teeth, possibly internal injury, severe laceration, loss of

consciousness due to injury, etc.)

These statistics are compiled using the following Uniform Crime Reporting (UCR) criteria:

Murder and non-negligent manslaughter: The willful killing of one human being by another.

Any death due to injuries received in a a fight, quarrel, assault or commission of a crime is

classified in this category.

Forcible Rape: Any sexual act directed against another person, forcibly and/or against the persons

will; or not forcibly or against the person's will where the person is unable to give consent.

A person may unable to give consent due to: very young or very old, mental or physical incapacity,

intoxication, the influence of drugs.

Burglary/Breaking & Entering: The UNLAWFUL ENTRY into a building or other structure with

the intent to commit a serious crime or theft.

Structure: A structure is defined as a building or walled enclosure which can be enclosed on all

sides by closing doors or windows.

Motor vehicles, motor homes, trailers and other mobile property are NOT structures. Some mobile

property may be made immobile.

Larceny: The unlawful taking of property from the possession or constructive possession of another

person. Types of larceny include: pocket picking, purse snatching, shoplifting, theft from a building

theft from coin operated machine or device, theft from a motor vehicle, theft of motor vehicle parts and

thefts from enclosures, etc, and from residences where no unlawful entry of a structure is involved.

Motor Vehicle Theft: Theft of a motor vehicle. This does not include using a motor vehicle without

the expressed consent of the owner.
