THE UNIT PERFORMANCE IMPROVEMENT AND RECOGNITION PROGRAM

A ROAD MAP

FROM GOOD TO GREAT

2015

What is Scouting’s Journey to Excellence?

Journey to Excellence is the performance assessment, communication and recognition program for Units, Districts and Councils. It is a road map to success.

2

• JTE is not just Quality Unit 2.0.

• It is not just another recognition program.

• JTE truly assists units in better performance to better support Scouts.

• Good units can get better.

• Units who are having issues can focus their efforts.

• Leaders gain a road map to good scouting.

Journey to Excellence uses aBalanced Scorecard

Quality Growth

Sustainability

Quality, growth, and sustainability must all be in balance for success to be truly achieved.

Journey to Excellence Helps Units With:• A framework for planning for the year.• A method for evaluating the Unit.• Assessment of how you’re doing in the key areas found in great

Units.• Opportunity to include Troop and Crew youth leaders in unit

operations.• Specific guidelines and standards of what is good performance.• Early warning of potential problem areas.• Recognition for good performance.

4

Unit performance is assessed in key areas

• Planning and Budget• Membership• Program• Volunteer Leadership

5

In each area, the Unit’s performance against specific standardsGold, Silver, Bronze or “did not meet minimum standard”

And did the Unit show improvement?Continuous Improvement is the Goal

The assessment is made as part of the charter renewal

Here’s an Example for Packs#5 Advancement: Achieve a high percentage of Cub

Scouts earning rank advancements.

Bronze – Have 50% of Cub Scouts advance one rank. - 100 points

Silver – Have 60% of Cub Scouts advance. - 200 points

Gold – Have 75% of Cub Scouts advance. - 400 points

The objectives for each type of unit are reviewed and adjusted annually up or down based on input from units and overall performance.

6

Here’s another Example: Troops

#6 Short Term Camping: – Conduct short term or weekend campouts throughout the year.

Bronze – Conduct 4 short term campouts - 50 points

Silver – Conduct 7 short term campouts – 100 points

Gold – Conduct 9 short term campouts – 200 points

7

And an Example for Crews#7 Service: Participate in service projects with

at least one benefiting the chartered organization.

Bronze – Participate in two service projects and enter the hours on the servicehours.scouting.org website. - 50 points

Silver – Participate in three service projects and enter the hours on the website. - 100

Gold – Participate in four service projects and enter the hours on the website. - 200 points

Service Hours Reporting WebsiteFor all units

• https://servicehours.scouting.org/UI/Security/Login.aspx• Units need to register on the site.• Only units can enter unit service.• Instructions are at http://www.scouting.org/JTE.aspx• Just “Google” BSA Service Hours Reporting.• Don’t forget “Service Days” and Eagle Projects.

9

How is the overall rating determined?• The Units receive points in each of the objectives.• Total points are added to give the total score.• Requirements most correlated with success receive the most points• No one requirement is mandatory – but there are a minimum number of

objectives for each unit type.• Your total score determines your overall rating based on unit type. For 2015 :

– For Packs - Bronze - Earn 525 points by earning points in at least 7 objectives – For Troops - Silver – Earn at least 750 points in at lesat 8 objectives.– For Crews - Gold – Earn at least 1,100 points in at least 7 objectives.

• Journey to Excellence assessment is made at the time of Unit rechartering but no later than the end of the year.
