Background
• Tanzania published the National Postal Policy in 2003.
• Tanzania started implementation of the National addressing initiative in 2008/09 after a credible research.
• Intensive consultations with key stakeholders were carried out during and after the study.
• The Government approved the national addressing system to have multiple use by different stakeholders in the country.
Introduction GOAL: to implement a street-type addressing system with postcodes in order to support the National Development Vision 2025.
OBJECTIVES:•Development of a standardized physical address system. •Installation of street signs and house numbers in urban and rural settlements.•Development of the National Addressing Database System.
National Postal Policy
• The national address project initiative is a response to the National Postal Policy of 2003.
• One of the objective of the Policy is to establish a comprehensive address system that includes among others street names and identification of buildings.
Major issues• Poor service delivery (social, political and
economic);• Difficult identification of tax payers;• Not easy to identify people and localities for
various purposes;• Uneven distribution of resources;• Uncontrolled immigration;• Poor tourism and hospitality services;• The general perception in the market place is
that postal services is somewhat out-of-date!
Drivers for change• Government is implementing several initiatives aimed at improving living conditions of the people,• Rapid urbanisation in the country,• Changing customers’ tastes – No more pen – pals or hobby declining! IT and digital letters •Liberalisation has increased business including e-business•Globalisation has increased interactions•Issuance for National Identification system• Construction and real estate has increased.

Postcode system • Postal code” means an identifier for a given postal
delivery point or collection of postal delivery points. • Postcodes have been allocated to geographic areas
primarily to facilitate the efficient processing and delivery of mail to customers.
• The Postcode list appears in TCRA website: http://www.tcra.go.tz/index.php/publication-and-statistics/postcode-list.
• Special postcodes have been allocated to Government, Public institutions and major customers for dedicated mail delivery.

DEVELOPMENT AND IMPLEMENTATION OF NAPS
• NAPS is a database system which is integrated with the Geographic Information System (GIS) - to support processing of spatial data.
• It is a web based application – users can access this system by using internet browser e.g Mozila, Google chrome, Internet explorer
• It will available in this address - www.address.go.tz
• It is hosted by the Tanzania Communications Regulatory Authority

Limitations and threats• House numbering is not logical and inconsistent,• Disjointed and inconsistent spatial database. i.e.
Many institutions keep databases suiting their needs. E.g. Local Government, Revenue Authority, Voter’s Registration, National Identification etc.
• Street signage available in urban areas mostly regional or provincial capitals.
• Inefficiencies by local authorities in giving information about cities and towns.
• Until recently there has been no Government body with responsibility to drive the addressing system in the country.

Advocacy and awareness creation• The nature of this Project requires intensive
awareness campaign involving all major stakeholders, during preparation and execution;
• Seminars and workshops have been held for the National Assembly, House of Representatives Zanzibar, Government Departments and Agencies, Postal operators, major postal customers, Universities, Colleges and Schools;
• Various methods have been used to disseminate information on the Project - TV Programs, Radio, Road shows, Jingles etc

Conclusion• The postal service is an infrastructure services in the same
way as telecommunications, piped gas and electricity, water supply, sanitation and sewerage etc. It has distribution network; accessible to all citizens and firms; has standardised services and responsible for a universal service.
• It has to be given its proper recognition and financing by the Government
• The National Addressing initiative is not for the Post Office alone, is for the whole spectrum of the social economic setting of a country.
• Online businesses must be able to rely on a delivery infrastructure that is efficient, dependable, and fast. Posts offer an extensive network of processing and delivery facilities to meet that need.
