2011 Vernon County 4­H Leader/Parent Scholarships Awarded!

The scholarship committee received several scholarship applications this year, all from deserving candidates which made final selections difficult. Winners were selected based on 4­H participation, school and community involvement, essay and letters of recommendation. A total of four $300 scholarships are awarded, three to high school seniors and one to a post high school graduate. The scholarships will be presented at a reception after the Leader/Parent Federation meeting on June 15, 2011, at approximately 8:00 p.m., Erlandson Building first floor conference room. Please join us to recognize these 4­H youth for their accomplishments and to wish them well in their future endeavors!

Congratulations! Michele Gutenberger is a member of the Seas Branch Smithies 4­H Club and is the daughter of Brian & Teresa. Michele plans on attending UW­Madison in the fall majoring in Agricultural Business.

Aleda Primmer is a member of the Mapledale Motivators/Route 56 4­H Club and is the daughter of Leon & Debra. Aleda plans on attending UW­Platteville in the fall.

East Ridge Beavers—Kimberly Larson March—Kimberly called the meeting to order. After the pledges, we discussed upcoming items from the newsletter and important dates to remember. We decided to go to the Springville Superstars May program and sent a signup sheet around for all planning to attend. Fundraiser sheets are due to leaders March 25th. Diana Leis presented a wood bird house she found at a hobby store for an idea we could paint at an upcoming meeting. Heather Dregne offered to provide the paint. The group voted 15 to 1 on buying each member a house @ $1.29 a piece. We worked on some St. Patrick’s Day activities and planted green pepper seeds. Anna Dregne performed her speech from the Arts Fest and shared her projects, pictures and ribbons also from the fest. Enterprise Eagles ­ Sabrina Servais April ­ Our meeting was held April 3rd at the Chaseburg Village Park. The meeting was called to order by President Trent Gander. Zach Servais and Alyssa Hoff led the pledges. I took roll call and gave the Secretary's Report. Jake Sikora gave the Treasurer's Report. Both reports were approved. Forrest Krause gave a report on the Parent Leader Federation Meeting. Old business regarding our garden project was discussed. Motion made and carried for Forrest to buy the tree and plants needed for the green space. Summer activities updates were given on photography, canoeing and rocketry. New business discussed was the Dairy Breakfast at former Enterprise Eagles Members, the Humfeld's. We will volunteer to help at this event, probably clearing tables as in the past. Announcements were made about Super Sat, Shooting Sports Orientation and practices, Terrific Tuesdays and the Elephant Embroidery project. Next meeting will be May 1st, when we will plant the tree in the park area and both beds under the village signs. Meeting was then adjourned by President Gander. Afterwards, we cleaned up the Village park, raking leaves and sticks, sweeping the shelters and picking up any trash. Davis Diggers/Belgium Builders—Kellyn Maurer March—Report of Art’s Fest—Kellyn, Ethan & Ryan took part and did well. Angel, Austin, Bella and Jeff Roth, all volunteered to help.

Davis Diggers/Belgium Builders—Continued LaCrosse Archery Tournament was discussed (to be held in Onalaska). Some project material is available to check out at the Extension Office. Mrs. Chris Roth volunteered to check with the Agri Center for a possible cookout fundraiser date. Springville Superstars—Katherine Larson April—The April 4 th meeting of the Springville Superstar 4­H Club was called to order by President Megan Bakkum at 7:00 pm. Katherine Larson did ice breakers, and also gave the secretary’s report. The minutes stand approved as read. Jacob Bakkum gave the treasurer’s report. Motion stand approved as read. Beth Lee gave a Leader/Parent Federation Update. Julie Larson gave the leaders report. Under unfinished business, Mikayla Lepke talked about the club bowling day. Jeremy Lee talked about the First Aid Kits and where we donated them. Jessica Nelson and Brianna Hall reported on the photo directory. Anyone not included in the photo album should see Jessica or Brianna to have a picture taken or supply them with one. Under new business, Emma Schlesner gave a report on the Cornerstone Christian Academy Baked Potato and Chili Super on April 29 th . Megan reported on the Westby Syttendi Mai Parade. A sign­up sheet was passed around for members to sign­up if they want to be in it. The annual brat sale will be on June 11 th at Nelson Agri­ Center and Village Market. Jacob Bakkum gave a report on the shooting sports project and upcoming archery shoot. The Johnson and Sloane family’s have pledges, treats and cans for this month. Next meeting the Eddy/Daines families are the lead families. Brianna Hall moved a motion to adjourn the meeting and Mikaylyn Clements seconded it. Motion passed. Meeting adjourned. After the meeting, club members performed their pieces from the County Arts Fest and the club performed their three plays they received two blues and a merit on. Youth Ambassadors ­ Maddy Wiltrout The Youth Ambassadors group met on Sunday April 10, 2011, at Norwegian Hollow. Karen from the extension office came and did a survey on youth needs and concerns in Vernon County. We discussed 4­H Super Saturday we are leading at the fairgrounds on Saturday May 7. We will have many different activities including beef, dairy, sheep and goats, sewing, potting plants and many more activities. We did games that involved getting to know each other and ate pizza. We talked about upcoming activities that we could take part in, including the June Dairy Breakfast.

*Terrific Tuesdays are brought to you by the Home & Family Committee, featuring hands­on educational programs on sewing, crafts, canning, baking/cooking, quilting, etc. through the months of June and July. Terrific Tuesdays will be held at Westby High School (Home Ec room, lower level) from 1:30 ­ 3:30 p.m. June 14th, 21st, 28th and July 5th, 12th, 19th, 26th. Terrific Tuesdays are open to enrolled 4­H members in

3rd—13th grade. A special day will be designated for Cloverbuds. Enrollment is limited to 20 and pre­registration is required. You may attend all sessions or just one, whatever works best for your family. Parents are welcome as space permits. Complete registration details will be in the June newsletter and posted on our website, vernon.uwex.edu. Requests for reasonable accommodations for disabilities or limitations should be made prior to the date of the program or activity for which it is needed. Tjark Sattler 2011 Vernon County 4­H Summer Assistant

My name is Tjark Sattler, and I’m attending the University of Wisconsin­Platteville, majoring in Agriculture Education. At UW­Platteville, I am a Resident Assistant in McGregor Hall, a member of the Alpha Zeta Agriculture Honor Society, and I’m active in the badminton club. My interest in Agriculture Education was formed through 13 years in the Calumet County 4­H Program. I participated in many different aspects of 4­H including holding club offices, (serving as reporter, treasurer, VP and president at club or county level,) participating in interstate exchanges, and showing sheep. I grew up on a sheep farm in Chilton, WI, where I managed my own flock of show ewes. While in high school, I participated in the Calumet County Fair, Wisconsin State Fair, and the Sheep and Wool Festival. I had the rewarding experience of serving on the WI State 4­H Youth Leaders Council. In the last year of my term, I served as the Wisconsin State Fair Representative. Besides showing sheep and participating in county and state clubs, I was a member of the Calumet County 4­H Interstate Exchange. Through this club, I hosted youth from Oregon, New York, New Hampshire, and Nebraska. Through Calumet County, I was a camp counselor and a junior director at Camp Bird in Crivitz, WI. Having worked with youth throughout my 13 years in 4­H, I hope to use what 4­H has taught me to enhance my teaching skills. As the summer approaches, I am looking forward to the opportunity of being the Vernon County UWEX Summer Assistant for many reasons. I am especially looking forward to planning Cloverbud Camp. This is an opportunity to provide younger 4­ H youth with learning experiences and fun! Another area of the position I am looking forward to is 4­H Summer Camp and camp counselor training. Having been a counselor in the past, I know how rewarding camp can be for the campers, and I hope to provide the future counselors with helpful strategies and tips to making camp enjoyable for the campers. Besides the activities, learning the unique characteristics of the Vernon County 4­H Program will help broaden my teaching experiences as I continue towards a career in Extension. I am eager to the start the summer assistant position and I look forward to meeting you throughout the summer!

VERNON COUNTY DAIRY PRINCESS

CONTEST

The Vernon County Dairy Promotion Committee is again sponsoring the Dairy Princess contest. The applicants must be 16 years old as of January 1, 2011. They must be a resident of Vernon County and able to travel in Vernon County throughout the year. The Vernon County Dairy Princess represents the dairy industry in the county at events throughout the year. Major activities will include dairy product promotion, breed twilight meetings, banquets and shows and speaking at club and civic group meetings. The Dairy Princess will receive a $100 savings bond and the Dairy Attendant, a $50 savings bond. The princess’ and attendant’s mileage traveling in the county will be reimbursed from the Dairy Promotion Committee. Entry blanks and contest information will be available at the University Extension Office. Entry deadline is Wednesday, May 25th.

Reminder State Fair Dairy Entries

Horse Project The Vernon County 4­H Horse and Pony Project met at the Extension Office on Sun., April 10 th . There were 13 members present. President Brook Brown called the meeting to order. Roll Call was taken and the March minutes were read with a motion made by Meagan Bjornstad to approve, 2nded by Taylor Boardman. Motion approved. The following agenda was discussed….Spring Horse Show will be Sunday, May 1 st at the Wild West Grounds with the Hansen Arena as a rain back­up. Lunch is on your own. This show is for Vernon County Members only. The judge was to be Carrie Hansen, who has let us know she now is unable to be there that day. Kristen and Jill will find someone else. Members will be able to do their safety checks that day. Remember to wear your helmet and appropriate boots. There will be a project meeting during the lunch break. Trail Ride at Jerry Gilbertson’s will be May 22 nd . The cost will be $2.00 for 4­H members and $4.00 for non­members. The club will provide the hotdogs, buns, drink and table wear, everyone else should bring a dish to pass. An e­mail reminder will be sent out. Horse Project Clinic June 18 th , along with a project meeting that day. This clinic will work on showmanship, horsemanship, English equitation and speed along with vet and farrier clinics. There will also be a tack sale ­ be sure to mark your items with your full name and price. 10% of the portion received will go to the project. More information on the clinic will be coming. WWHSA membership was discussed which would allow our 4­H members to show for points at open shows. It was voted on and approved that the project will pay the $30.00 membership fee. Kelly Boardman will take care of the membership for the group. Kelly also talked about the horse camp that is put on by Trempealeau Co. This event will be held June 10­11­12, Galesville Fairgrounds. Registration forms will be emailed. Pam Seelow discussed the Area Animal Science Days, June 30th and worked with members planning on participating. Remember: When bringing your horse to a 4­H event you must bring your coggins along with a copy, and wear your helmet and boots with ½” heel. The meeting was adjourned. Please note the date for this required orientation has been changed from Sunday, May 22nd to Sunday, June 5th. This meeting is for all shooting sports project 4­H members, parents & leaders. The orientation and tour will still take place at: Badgerland Pheasant Farm

Vernon County Dog Project Obedience Classes

Reminder: Registration night is Monday, May 23, 2011 at the Vernon County Fairgrounds in the Hanson Arena from 5:30 to 6:30pm without dogs. If you have not yet completed your required pre­ registration form that is to be filled out ahead of time, please make sure and do so. The form is available at the Extension Office or on the website vernon.uwex.edu. This form provides required vaccination information. Classes will begin on Monday June 6th with dogs at 6:00pm and will run through August 29th. Agility practice will start in Mid July. VERNON COUNTY FAIR JUNIOR DAIRY MANAGERIAL PROJECT AGREEMENT

OBJECTIVES 1. To develop character, knowledge and a sense of responsibility in the dairy project. 2. To maintain or increase the number of youth carrying a dairy project. 3. To maintain or increase the number of dairy exhibited at Vernon County Fair. 4. To provide the opportunity to work with dairy animals for non­farm youth and farm youth. 5. To increase the credibility of The Junior Dairy Managerial project. RULES 1. The managerial project pertains to the junior dairy show department. It is available for registered and grade classes.

2. The program is available to any member, hereafter referred to as the Lessee, in good standing in a Vernon County Fair approved youth organization.

3. The owner will jointly determine with the Lessee specific responsibilities to be carried out by the Lessee. The re­ sponsibilities will be recorded on the Junior Dairy Managerial Project Agreement and will list items such as: a. When the animal stays on the owner’s premises, that Lessee shall enter into an Agreement with the owner

regarding Lessee’s responsibilities as to the care of the animal or the group of animals it is a part of. b. When the Lessee has possession of the animal, they shall enter into an Agreement with the owner regarding the

allocation of responsibilities for feed, veterinarian care, breeding and insurance.

4. Managerial vs Ownership Requirements:

Ownership of an animal by a junior exhibitor is established when the animal is registered in the name of the ex­ hibitor. Co­ownership is allowed between immediate junior family members (i.e. brother, sister). Animals owned by parents, the family farm or others are considered managerial. Ownerships dates are: cows­ January 1st of cur­ rent fair year and calves and heifers June 1 st .

Managerial forms are not required when the managerial animal is owned by the junior member’s immediate family (brother, sister, parent or family farm). These family­owned animals should be entered as managerial at the Fair, but they do not require the filing of a form. For all other leased animals, a form must be completed.

Managerial forms are required: If the exhibitor is showing an animal which is co­owned or owned by someone other then immediate family (mother, father or legal guardian).

5. The Vernon County Fair Junior Dairy Managerial Project Agreement must be signed and received in the Vernon County UW­ Extension Office by June 1 of the project year for eligibility at the Vernon County Fair. Managerial identification forms need not accompany the animal to the Fair but MUST be kept at the County Extension Office until 30 days after the completion of the Fair.

6. The title of ownership as stated on the registration certificate of a registered managerial animal will remain in the possession of the owner.

7. The owner will make the animal available to the Lessee during the period of the Vernon County Fair Junior Dairy Managerial Project Agreement. The owner does NOT retain the ability to exhibit the identified manage­ rial project animal during the period of the agreement in shows prior to and after the Vernon County Fair if it meets the guidelines of the said show(s).

8. The owner of the managerial animal agrees not to hold the Lessee liable for any financial loss from injury or death to the managerial animal.

9. The owner is not responsible for injuries to the Lessee and participation in this project will require Lessee and Les­ see’s parent/guardian to hereby release from liability the owner and all other persons and entities involved with this project, (see Release of Liability form).

10. The Lessee is responsible for all expenses incurred in exhibiting the animal, such as veterinary, transportation, grooming, feed and other miscellaneous expenditures. The Lessee may keep any premiums or awards while exhibit­ ing the animal during the duration of the contract.

11. The Vernon County Fair Junior Dairy Managerial Project Agreement will remain in force until the end of the project year or until terminated by either party. This Agreement may be terminated prior to the end of the project year for reasons such as: a. Failure of Lessee to carry out responsibilities as outlined in this agreement b. Changes in the farming operation of the owner.

12. The owner, Lessee, a parent or legal guardian of the Lessee and dairy project leader or general leader, must sign the Vernon County Fair Junior Dairy Managerial Project Agreement.

13. The managerial project is limited to up to four animals per exhibitor. The animals’ maybe calves, heifers or cows.

The Law . . .

Since 1970, Part 570 of the Child Labor Regulations, Subpart E­1, has provided exemption related to hazardous tasks for youth age 14 to 15 for employment on farms other than those operated by their family through tractor and machinery certification programs.

Wisconsin Act 455

Effective July 1, 1997, no person may direct or permit a child under age 16 years to operate a farm tractor or self­propelled implement of husbandry on a public road unless the child has been certified as successfully completing a tractor and machinery certification course. This does not apply to operation of a farm tractor or self­propelled implement of husbandry on the road when crossing perpendicular to the direction of the road. Youth must be 12 years of age to enroll in the training program.

What this means . . .

The new law means that youth operating tractors or self­propelled machinery for their own family on public roads will be required to have certification. Persons violating may receive a $20 fine for the first offense and fines not to exceed $50 for each subsequent offense. To provide youth with the necessary state and federal certification, the WI Safe Operation of Tractor and Machinery Certification programs are being offered throughout the state.

Wisconsin Safe Operation of Tractor and Machinery Certification Program

This program will:

• provide youth 12 years of age with the necessary requirements to be certified for compliance under Wisconsin Act 455.

• meet the federal requirements for Part 570, Child Labor Regulations, Subpart E­ 1 "Occupations in Agriculture Particularly Hazardous for Employment of Children under age 16"

The 24 hour program includes:

• hands on instruction for tractors and farm machinery operation;

• hazard recognition and correction;

• general farm safety knowledge and

• stresses the importance of a positive attitude towards safety.

To successfully complete the course, youth must:

• attend 24 hours of instruction and

• pass written and driving exams.

Wisconsin Act 455 stipulates that the state program is to have the equivalent requirements to the federal tractor and machinery certification. Therefore, this course will be taught at a level for 14 to 15 year old youth.

Who should attend?

• Youth 14­15 years of age who need the federal certificate of training for employment on farm in accordance with Part 570, Child Labor Regulations, Subpart E­1.

• Youth 12 years of age who will be operating tractors or self­ propelled farm machinery on public roads for their own family.

• Youth desiring tractor and machinery safety instructions.

Where and When are the programs offered?

This varies by county. These programs can be offered through the county University of Wisconsin Cooperative Extension office or the local agricultural education instructor. In many counties a program is offered once a year as a cooperative effort between UWEX and the county agricultural education instructors.

Program dates vary throughout the state but most are conducted between January and June. To find out when the program will be held in your area, contact your local county UWEX office or local high school agricultural education department. All counties may not offer the certification program but could provide assistance in locating an available program.

Should your child attend this program?

It is your responsibility as parents/guardians to determine if your child is ready to attend a Wisconsin Safe Operation of Tractor and Machinery Certification program.

Some facts for you to consider: • 82% of fatalities involving youth under age 16 result from agricultural equipment.

• Youth under age 14 are involved in nine times as many accidents per exposure hour of tractor driving than tractor operators 25­44 years.

• Youth under age 15 have higher accident rates for operating tractors on public roads. Common factors in these accidents were inexperience and lack of maturity to handle the situation. Being capable of reaching the pedals will not help if the child can’t recognize a hazard or anticipate a danger. Generally, youth under age 14 do not have the ability to anticipate danger, realize the danger and react in order to prevent an accident. Ask yourself the question "Is my child ready to drive a semi­truck?"

Assessing your child's ability to drive a tractor or operate machinery:

1. Age of child

2. Physical Abilities

Can the youth sit securely in the operator's seat and fully

• depress clutch and reach all controls?

• On seats with seatbelts, the child should be able to reach all controls.

• Does the child have the strength needed to shift, steer or hook equipment up to the tractor?

• Is the child able to turn and check behind them for traffic and still keep the tractor in control?

3. Cognitive Abilities

• Is your child able to recognize dangerous situations like driving too fast or turning too sharp?

• Is he/she able to think through situations quickly to avoid hazards?

• When given directions does the child follow them?

• If the child has difficulty paying attention for 15 minutes in a class, what could happen if his/her mind wanders while driving down the road?

4. Emotional maturity

• Does peer pressure cause him/her to show off or attempt things beyond their ability?

• Does the child become easily upset when he/she is unable to do something that he/she want to do?

Every child is different. Preventing injury to your child may mean saying no and waiting until the child's abilities develop.

We will be heading to Base and Outpost Camp August 1­3. Learning, friendship and fun are at the heart of all 4­H Camps. Parents ­ please register and send fees with enrollment form. We always need adults willing to help at camp…contact Colleen if you are interested! Once all youth are registered, you will receive camp details, packing lists and health & expectation forms.

Base Camp, Upham Woods, WI Dells 3rd – 6th Grades

Travel to the heart of scenic WI Dells for two nights and three days of adventure, fun and learning. Set along the banks of the WI River, Camp Upham Woods features cozy cabins, a quality nature center, main lodge, craft center and more! Programs in rec­ reation, crafts, canoeing, archery, nature exploration, swimming and our camp theme are offered for all youth. Base Camp is open to campers in grades 3­6. Bus transportation to and from camp is provided. Cost is $65 for Vernon County 4­H members (4­H Leader Parent Federation generously pays for 1/2 of camping fee) and $130 for non 4­H members.

After all registrations are in, campers will receive camp details and bus information.

Outpost Camp, Mirror Lake, WI Dells 7th and 8th Grades

New this year – Rock Climbing!

The wilderness is calling,…are you up to the challenge of two nights and three days of outdoor adventure and fun? Tent camping, campfire cooking, canoeing, and hiking are just a few of the exciting experiences that await campers at Outpost Camp. Rock climbing option may be available for an additional $15 fee, provided there is enough interest. Outpost camp is different than base camp. A spirit of adventure, flexibility and a willingness to work together is essential! There is running water, shower and bathroom facilities available. Outpost camp is open to the first 20 campers. Transportation to and from camp is provided. Cost is $65 for Vernon County 4­H members (4­H Leader Parent Federation generously pays for 1/2 of camping fee) and $130 for non­4­H members. All activities are supervised by Upham Woods staff, adult chaperones and/or teen counselors. 4­H Summer Camp takes place at Upham Woods, north of Wisconsin Dells. The main lodge, nature center, craft barn and swimming and fishing area are located at the base of a hill. The cabins are located at the top of a steep hill with a separate shower/bath area. All water activities take place on the Wisconsin River. Youth are assigned to cabins by gen­ der and age. (3rd & 4th graders bunk together and 5th & 6th graders bunk together) Each cabin includes teen counselors and adult chaperones. If your child needs accommodations to fully participate in any part of the camping experience, please indicate on the registration form below. We want each child who attends to enjoy camp!
