Himachal Pradesh elections. The election thcounting had taken place on the 18 of December. In

Gujarat, out of 182 seats, had got . The minimum BJP 99 seats

majority to form the Government is 92. This is the sixth

consecutive . The party has been in rule victory for BJP in Gujarat

in the state since 1997.

In Himachal Pradesh Bharatiya Party Janata Party has won 44, out

of 68 seats. The Sitting ruling party Congress could win only 21 seats

in the state.

With Bharatiya Janata Party (BJP) back in power for the

sixth straight term in Gujarat and taking Himachal away

from the Congress, the party now controls 19 of the 29

states.

At present, either the BJP or one of its partners in

the National Democratic Alliance (NDA) is in

control of 19 states. Prior to the win in the

General Election, BJP was in power in the five

states of Gujarat, Rajasthan, Madhya

Pradesh, Chhattisgarh, and Nagaland.

Draft legislation banning instanttriple talaq cleared: TheGovernment on the 15th of Decemberapproved a draft law under which thepractice of giving instant triple talaqwould be made illegal and void andwould attract a jail term of three yearsfor the husband.

The draft ‘Muslim Women Protectionof Rights on Marriage Bill ’ wasconsidered by the Union cabinetwhich gave its nod.

The draft was prepared by an inter-ministerial group headed by HomeMinister Rajnath Singh. The othermembers included External AffairsMinister Sushma Swaraj, FinanceMinister Arun Jaitley, LawMinister Ravi Shankar Prasad and hisjunior in the ministry P P Chaudhary.

The proposed law would only beapplicable on instant triple talaq or‘talaq-e-biddat’ and it would give powerto the victim to approach a magistrateseeking “subsistence allowance” forherself and minor children.

“This is the first ever ‘Food Safety onWheel’ mobile laboratory in thecountry. The vehicle is equipped toconduct on-the-spot tests to checkthe food quality. It will also check thehygiene level of water.

Govt. okays sops for leathersector, waives fee for small digitalpayments: The Cabinet on the 15th

of December cleared a Rs 2,600-croreproposal to boost job creation in theleather industry, lowered the

merchant discount rate (MDR) ontransactions up to Rs 2,000 throughdebit cards, BHIM UPI or Aadhaar-enabled payment systems to promotedigital transactions, and approved aseries of Bills, including oneamending the Specific Relief Act tosmoothen enforcement of contracts. 

The Cabinet also approved anotherBill to amend the NegotiableInstruments Act, 1881, to provide forinterim compensation to chequepayees at the trial and appeal stages.

According to the InformationTechnology Minister Ravi ShankarPrasad, the MDR would be borne bythe government for two years witheffect from January 1, 2018.

The Rs 2,600-crore package for theleather industry, along the lines of atextile package declared last year,aims to provide jobs to 324,000 peopleover the next three years through taxand non-tax incentives.

GST Council decides to implementuniform system of e-way bill: TheUniform System of e-way Bill for inter-State as well as intra-State movementof goods will be implemented acrossthe country by the 1st of June nextyear. The decision to this effect wastaken by the GST Council at its 24th

WB loan for SANKALP project: TheUnion Government signed US $250million loan agreement with WorldBank for “Skills Acquisition andKnowledge Awareness for LivelihoodPromotion.” The World Bank’sfinancing arm International Bank forReconstruction and Development(IBRD) will provide this loan. TELANGANATELANGANAWorld Telugu Conference held inHyderabad: The World TeluguConferencebegan at LalBahadurStadium,Hyderabadon the 15th

of December. Vice President of IndiaM. Venkaiah Naidu inaugurated theconference in the presence of theGovernor of Telangana and AP E.S.L.Narasimhan and MaharashtraGovernor Ch. Vidyasagar Rao, ChiefMinister K. Chandrashekhar Rao andother dignitaries. Addressing theconference, Venkaiah Naidu stressedon the need for protection and

preservation of Telugu language andculture. He said one should not losethe touch with our base and therefore,it was the duty of all parents andteachers to teach Telugu language totheir wards. KCR informed that about400 delegates from 42 countries wereparticipating in the conference.

The first World TeluguConference was held in Hyderabad in1975. It was the then Minister ofEducation, Mandali Venkata KrishnaRao instrumental in starting it.

Eminent singer M. S. Ramaraomade his debut at the conference.

The second Telugu conference wasconducted in April 1981 in KualaLumpur city of Malaysia.

The third Telugu conference wasconducted in December 1990in Mauritius.

The fourth Telugu conference washeld in Tirupati and the fifth oneheld in Dubai in 2015.

It was held at Tirupati for thefourth time in December 2012.

Kacheguda Becomes EnergyEfficient Railway Station:Kacheguda railway stationin Hyderabad division of the SCR(South Central Railway), becomesIndia’s ‘First’ Energy-Efficient ‘A1Category’ Railway Station. It hasachieved 100 per cent energy efficiencyby replacing 1,312 conventional lightswith light-emitting diode (LED)lighting, 370 ceiling fans withBrushless DC Electrical (BLDC)motors energy-efficient fans and 12 airconditioners with energy efficientinverter type ACs.

TG Cabinet panel recommends BCsub-plan: The Telangana Cabinet sub-committee constituted to study thecondition of backward classes andmake recommendations for their uplifthas recommended that the governmentimplement an exclusive sub-plan forBCs on the lines of SCs and STs.

The Cabinet Panel favoured acomprehensive survey by the BCCommission to ascertain the exactnumber of BC families in the State.It recommended that the governmentconstruct skill development centresfor BCs in the name of MahatmaJyothiba Phule to hone the skills ofthese communities enabling them toface the competition.

BC Welfare Minister Jogu Ramanna,who is a member of the sub-committee,held discussions with AssemblySpeaker S. Madhusudana Chary alongwith other members including FinanceMinister Eatala Rajender and MLAs onthe recommendations of the committee.The panel had proposed reservations toBCs in education and employment inaddition to setting up two degreecolleges in each of the 31 districts.

ANDHRA PRADESHANDHRA PRADESHVizag to be financial capital ofAndhra Pradesh: Visakhapatnam willbe made an international city andfinancial capital of Andhra Pradesh,Chief Minister N Chandrababu Naiduhas said. Inaugurating the helicoptertourism project being jointlyorganised by the VisakhapatnamUrban Development Authority (VUDA)and Tourism Department at the VUDAPark, he said helicopter tourismwould attract foreign tourists as onecould not just see the Vizag but alsoplaces like Araku and Lambasingi.

Chandrababu Naidu launchesChandranna Village Malls: ChiefMinister N. Chandrababu Naiduremotely launched the ChandrannaVillage Mall in Guntur and Vijayawadaas a pilot project in the State on the

12th of December. The existing FairPrice Shops (FPS) will function asChandranna Village Malls. In the firstphase, the government is proposing todevelop 6,500 malls across the State.There are about 28,000 FPS outlets inthe State. The idea of mall is to takefacilities available at the malls inurban areas to the doorstep ofvillagers.

The government will supply goods/commodities in lieu of rice beingsupplied to the poor at the malls. Thecommodities will be worth equal tothe rice being supplied right now.

The Government is proposing selling500 types of commodities of variousbrands in these malls at 4% to 35%less than the Maximum Retail Price(MRP). The dealer will get 40% of thediscount offered by the companies,while consumer enjoys a benefit of60% . All kinds of essential goods aresold at the village malls at lower pricescompared to open market, but allowinga small commission to the dealer.

US company to assist AP in Fiber Netproject: The Andhra Pradeshgovernment and a US companyAlphabet’s X research division arejoining hands in the implementation ofthe ambitious AP FiberNet project. StateIT Minister Nara Lokesh, in US trip,visited the company in Mountain Viewand discussed the details of the projectwith the company’s executives. Atechnology free space opticalcommunications would be provided bythe X research division of the UScompany to deliver high-speed and high-capacity broadband connectivity overlong distances. There is no need to layoptical fibre cables or string cables alongpoles for the purpose. It can deliver upto 20 Gbps. The AP FiberNet projectenvisages providing connectivity to 12million households and thousands ofbusinesses in the State.

AP Tower design for Assemblybuilding approved: Andhra PradeshChief Minister N. Chandrababu Naidugave his approval to the design of theLegislative Assembly building from twooptions at a meeting with theofficials of the A.P. Capital RegionDevelopment Authority (CRDA) andrepresentatives of the Foster +Partners (F+P), in which film directorS.S. Rajamouli had made somesuggestions on giving a culturaldimension.

A tower having the Assembly hall onthe ground floor and other facilitiesabove, which include space fromwhere visitors could have a bird’s eyeview of the capital region, was whatthe CM had chosen. The seconddesign is a square-shaped structure.However, the CRDA will seekfeedback from the public on both thedesigns.

1. Context: Talks at the 11thministerial meeting of the WorldTrade Organization (WTO)collapsed, with the US refusing toengage in the e ffort to find apermanent solution to the publicstock-holding issue.The World Trade Organization (WTO)is an intergovernmental organizationthat regulates international trade. TheWTO officially commenced on the 1st

of January, 1995 under the MarrakeshAgreement, signed by 123 nations onthe 15th April 1994, replacing theGeneral Agreement on Tariffs andTrade (GATT), which commenced in1948. It is the largest internationaleconomic organization in the world. TheWTO deals with regulation of trade ingoods, services and intellectualproperty between participatingcountries by providing a framework fornegotiating trade agreements and adispute resolution process aimed atenforcing participants’ adherence toWTO agreements.

2. Context: The Union Governmentsigned US $250 million loanagreement with World Bank for“Skills Acquisition andKnowledge Awareness forLivelihood Promotion (SANKALP)National Policy of Skill Developmentand Entrepreneurship, 2015highlighted the need of qualityassurance measures such as buildinga pool quality trainers andassessors. SANKALP envisagessetting up of Trainers and Assessorsacademies with self-sustainablemodels. Over 50 such academies areto be set up in priority sectors. DOT,MSDE has already made significantprogress in this direction by settingup a number of Institutes for Training

of Trainers (IToT) in public andprivate sector, offering training in over35 trades. The schemes shallleverage such institutions for trainingthe trainers in both long & short termVET thereby bringing aboutconvergence. Additional traineracademies shall be set up on thebasis of identified sectoral andgeographical gaps.

3. Context: Sri Lanka becomes the163rd nation to accede to the anti-personnel mine ban convention.The Convention on the Prohibition ofthe Use, Stockpiling, Production andTransfer of Anti-Personnel Mines andon Their Destruction, commonlyreferred to as the Mine Ban Treaty,was adopted on the 18th of September,1997 and entered into force on the1st of March, 1999. The Mine BanTreaty prohibits the use, stockpiling,production and transfer ofantipersonnel mines. It is the mostcomprehensive internationalinstrument for eradicating landminesand deals with everything from mineuse, production and trade, to victimassistance, mine clearance andstockpile destruction

4. Context: The Cabinet on the 15th

of December cleared a Rs. 2,600-crore proposal to boost jobcreation in the leather industry,lowered the merchant discountrate (MDR) on transactions up toRs 2,000 through debitcards, BHIM UPI or Aadhaarenabled payment systems. The rate charged to a merchant by abank for providing debit and creditcard services. The rate is determinedbased on factors such as volume,average ticket price, risk andindustry. The merchant must set upthis service with a bank, and agreeto the rate prior to accepting debitand credit cards as payment. The

average merchant discount rate isbetween 1-3% . However, for onlinemerchants, the rate tends to behigher. This applies to merchants thatdeal both online and in-store. Theywill often pay a higher rate for theironline sales.

5. Context: The Uniform System ofe-way Bill for inter-State as well asintra-State movement of goods willbe implemented across the countryby 1st June next year. The decisionto this effect was taken by the GSTCouncil at its 24th Meeting heldon the 16th of December.The GST council is the key decision-making body that will take allimportant decisions regarding theGST. The GST Council dictates taxrate, tax exemption, the due date offorms, tax laws, and tax deadlines,keeping in mind special rates andprovisions for some states. Thepredominant responsibility of the GSTCouncil is to ensure to have oneuniform tax rate for goods andservices across the nation. TheGoods and Services Tax (GST) isgoverned by the GST Council. Article279 (1) of the amended IndianConstitution states that the GSTCouncil has to be constituted by thePresident within 60 days of thecommencement of the Article 279A.According to the article, GST Councilwill be a joint forum for the Centreand the States.
