INTRODUCTION:
We place in your hands this booklet which represents the investment plan for Thi-Qar governorate. Since the topic was not discussed in the way it now is, there has to be an introduction about the invest-ment map. There is more than one definition in this field, including:
• The InvestmentPlan means sketching the features of an area, city or province by studying all its economic, social, political and legislative aspects.
• The InvestmentPlan means a document that contains basic and detailed data about all natural and other resources available in the area or province (those that are utilized or not utilized).
• TheInvestmentPlan represents one of the most important obli-gations which has to be undertaken by investment commissions in the governorates (according to the law) in the field of plan-ning, organizing and encouraging the investment process in the governorate in order to build an attractive investment environ-ment.
Through what is stated above, we can say that the main goal behind the investment plan lies in promoting the governorate’s investment
opportunities all over the world by shedding light on the merits, liabili-ties and incentives available in the sectors included by the map.
The investment plan under discussion contains three parts as explained below:Part One sheds light on the investment environment in the governorate through introducing Thi-Qar governorate closely via data, statistics and diagrams.
Part Two introduces the legislative and legal environment through which the investor can judge in advance the merits, liabilities and in-centives available to him.
Part Three presents a group of investment opportunities available in the governorate on the level of the economic sectors in details through which an investor can undertake the right and wise decision.
The Appendix includes a disclosure of the licensed projects in the gov-ernorate up to March of 2012.

(1 – 1) INTRODUCING THI-QAR
FIRST: LOCATION AND AREA:Thi-Qar governorate is located between laterals 32° 00° N from the south and 36° 30° N from the north (and between longitude 47° 12’ E from the east and 45° 36 E from the West). Thi-Qar is in the center of five governorates: Wasit and Qadisiyya to the north, Basra to the south, Misan to the east and Muthanna to the west. Thus, Thi-Qar is regarded as the heart of the Iraqi south.

SECOND: POPULATION:Thi-Qar governorate enjoys a high population of nearly 2,000,000 residents. The percentage of the young age group below 25 years is higher than all other groups. It is regarded as the fourth among Iraq’s governorate, trailing after Baghdad, Mosul and Basra, in as far as pop-ulation is concerned.

THIRD: ADMINISTRATIVE DIVISION:
The governorate is comprised of five counties, and its center is Na-siriyya. These countries are:
- Nasiriyya: area: 1,778,000 donums1
- Shatra: area: 725,000 donums
- Suq al-Shyookh: area: 553,000 donums
- Rifaee: area: 1,385,000 donums
- Chibayish: area: 949,000 donums
_________________________________________________1Donum is a land measure about 2,500 m2.
Fifteen districts are distributed in these counties: Islah, Nasr, Qal`at Sikar, Fajr, Sayyid Daheel, Ur, Bathaa, Tar, Fadhila, Akika, Hammar, Karmat Bani Sa`eed, Fuhood, Gharraf and Dawaya. The overall area of the governorate is more than five million donums.
FOURTH: STANDARD OF LIVING:
The standard of living for the individuals varies between good, aver-age and poor. The average level forms the highest percentage in in-come levels. The average monthly income per individual ranges from $100 - $300. Residents work in agriculture, since the governorate

is agricultural par excellence, and also in industry. Employment op-portunities in the oil sector, which have been provided by oil drilling companies in the governorate following the fall of the past regime, form an important tributary for nourishing the future standard of liv-ing.
FIFTH: LABOR AND AVAILABLE CADRES:
The governorate is full of human resources which enjoy scientific competencies. This represents a fertile environment for setting up profitable investment projects besides the availability of hundreds of thousands of workers who combine specialized experiences and low wages.

SIXTH: INDUSTRIAL REALITY:
In this governorate, both public and private sectors are active. The public sector is represented by Ur Company for Engineering Indus-tries (UCEI):

dition to Thi-Qar Refinery at a production capacity of 30,000 barrels per day.
As for the private sector, it represents small plants distributed in sev-eral areas of the governorate. Their most important one is a plant for brick making.
SEVENTH: WEATHER
Thi-Qar governorate is generally distinguished for a warm, long and dry summer and a short winter with little rainfall. The average of rainfall is low in the area and the maximum annual limit of rainfall does not exceed 100 mm/year. The number of rainy days in the year does not exceed forty. Practically, rainfall equals zero during the pe-riod from June to October.
RELATIVEHUMIDITY:The annual relative humidity per year in the governorate ranges from 35% - 40%.
TEMPERATURE:The annual temperature rate in the area is 24.8 oC. The highest re-corded temperature degree for the average high temperature is 45 oC in the month of July, and the highest recorded temperature is 49 oC in the month of August.
EVAPORATION:The average annual evaporation ranges between 3500 – 4500 mm/yr.

WIND:The average wind’s speed is 12 km/hr round the year, and it is an average that has been computed according to the remote sensor technology which relies on satellites.
The area squeezed between Muthanna governorate and Thi-Qar is regarded as the best area for installing electricity generating wind-
mills.
(1 – 2) NATURAL RESOURCES
Thi-Qar is located in the heart of the southern part of Iraq, and the populated areas occupy most governorate areas that extend along the Euphrates and al-Gharraf Rivers. This governorate is regarded as one of the most ancient areas settled by mankind where he founded the first human civilization. This is evidenced by the archeological and ancient civilization landmarks such as Ur city, Lagash and others. Below are the most important natural resources in it:
FIRST: NATURAL RESOURCES:
Thi-Qar is rich in its natural resources such as water, agricultural lands, oil, natural gas, minerals and other resources needed by inves-tors to set up successful projects.
(1)Agriculture:Thi-Qar governorate has agricultural lands the area of which exceeds one and a half million donums (4 donums = 1 hectares). Date produc-tion represents the clearest picture of the agricultural sector followed by wheat, barley, rice, fruits and vegetables. This governorate is dis-tinguished for its animal wealth such as buffalos, cows, sheep, goats, camels and fowls.

(2)Rivers:Euphrates River and al-Gharraf River, the most important tributary of the Tigris River, and the rivers that branch out of them traverse Thi-Qar governorate. Both rivers pass through most governorate areas. Also, the main drain and its major tributaries pass through it, too.
(3)Oil:Thi-Qar governorate enjoys great riches and oil potentials, and the Nasiriyya field is regarded as one of the giant fields in Iraq, and its oil reserves are estimated around 16 billion barrels. Petronas of Malay-sia is extracting oil from the Gharraf field north of the governorate. There are three other discovered fields. The federal government is very keen about developing these potentials and making Thi-Qar a major oil governorate in Iraq similarly with Basra and Imara gover-norates. Also, the oil ministry has a plan to build a refinery in Thi-Qar which will be the largest in Iraq at a production capacity reaching
300,000 barrels per day with highest technology.

(1 – 3) INFRASTRUCTUREFIRST: ENERGY:
The thermal electrical Nasiriyya power station produces more than 600 mw and relies on crude oil and black oil for its fuel. There is also the Nasiriyya gas-powered station which uses natural gas and fuel oil.

SECOND: EDUCATION:
Thi-Qar University is regarded as a great scientific edifice in the gov-ernorate. It was founded in 1994 and now embraces thousands of governorate residents. It incorporates many colleges the most im-portant of which are those of medicine, engineering, sciences, law, education, arts and others, in addition to two technical institutes in Nasiriyya and Shatra and one private university.Recently, Sumer University has been inaugurated in Rifaee County among the colleges of which are those of administration and eco-
nomics, basic education, veterinary, agriculture and nursing.

FOURTH: ROADS AND TRANSPORTATION:
Thi-Qar governorate enjoys a good road network and it is connected with the other neighboring governorates where there are many land roads.
Also, a railway line passes through the governorate connecting Basra and its ports with Baghdad, Turkey and Europe.
FIFTH: COMMUNICATIONS:
There is Thi-Qar Communications and Post Directorate and branch divisions in addition to non-governmental companies specialized in mobile and wireless communication networks such as Zain – Asiacell – Korek. Thi-Qar governorate was the forerunner among the other governorates in providing fiber optic cable service in it.

(4 – 1) TOURIST SITES
FIRST: ARCHEOLOGICAL SITES:
Thi-Qar includes a large number of archeological sites. Following an archeological survey of the governorate in 2005, 2008 and 2010, which was carried out by the inspection office of Thi-Qar governo-rate, the number of archeological sites reached about 1,200.
When Dr. Henry T. Wright, Professor of Anthropology a t the Department of Anthropology at
the American University of Chicago, in July of 2003, he said that archeology
scientists in the West call Nasiriyya the world’s archeological museum because
of the large important archeological sites it contains.
The huge number of archeological sites in Thi-Qar starts from the early agricul-tural villages and the period of the first
Sumerian city states within 3000 B.C. when Mesopotamia was divided into cities and mini-states full of buildings, temples and bulwarks. Excavations carried out in
these sites have revealed secrets and very important historic rings.
Relics were found of a high artistic, literary, cultural and religious value. These cities and their ruins remain standing till this day. Among these sites are:
1.UrCity:It is the city of the Prophet of God Abraham, peace be upon him, and it has his house and the place from which his mission started. It is regarded as the convergence of religions and the Sumerian capital which occupied an important place in the history of humanity. Resi-dence in that city goes back to the slaves period about 4000 B.C. It was one of the min-state Sumerian cities in the age of the dawn of
ancestries. Ur is regarded as a sacred religious center by the resi-dents of the Valley of the Two Rivers (Mesopotamia). Gods were worshipped in it the most famous of which were: Nanna moon-god,

Anu heaven-god, Eniki primal water-god and goddess Ninkal, wife of the moon-god.

near the Ziggurat, and its relics testify to the launching of the
Hanafi message to the world
The greatest period through which Ur passed was at the hands of the founder of the important Sumerian empire, Nemo, in the third Ur em-pire which lasted from 2112 – 2006 B.C. Five kings after him ruled it successively.
2.Telal-Aweeli: It is the oldest archeological site in southern Iraq and is located in the Bathaa district, according to the excavation of a French mission. It dates to six thousand years before Christ.
3.Eridu:It is located 40 km west of Nasiriyya city and is regarded as the first civilized city in the history of humanity, going back to five thousand years B.C.
4.Bad-Tibra: It is located 15 km west of Shatra city. It is a city residence in which dates back to the slaves period 4000 B.C.
5.Al-Abeed(Slaves):It is located 6 km west of Ur and is 25 km from Nasiriyya city to the west. It is after this hill that the period known as the slave period (the history of which extended from 4500 – 3800 B.C.) is named.
6.Lagash:It is located in the Dawaya district and is one of the larg-est sites.
7.Criso:It is a city 16 km northeast of Shatra city which was fa-mous during the second Lagash ancestry which lived in the Kuti age 2200 – 2100 B.C. The most famous of its kings is Godia who revived the Sumerian arts and humanity sciences and built temples.

SECOND: MARSHES
The marshes of Thi-Qar are regarded to be among the most important natural tourist landmarks in the south and form the natural basin for the Tigris and Euphrates Rivers. They were formed thousands of years ago from the feeding of both of these rivers. The most im-portant of them is the Chibayish in Thi-Qar which is regarded as the largest marshlands of southern Iraq. Its area covers 600 km2, in addition to the Hammar and Hwaiza marshes as well as another group of marshes and shallow waters con-nected to each other and distributed to the governorates of Basra, Thi-Qar and Misan on land the area of which is more than three million donums south of Iraq.
The marshes have a positive impact on the environment. They are regarded as a good source for providing many food items such as fish, fowls and agricultural resources that rely on plenty and continuous water such as rice and sugar cane.
Some people think that this area is the site which the Old Testament calls the “Gardens of Eden”. Historic and archeological studies and researches point out that this area is the place where the features and civilizations of the Sumerians became clear. This is proven by the Sumerian ruins and inscriptions which have been discovered in it. Marshes

LAWSANDLEGISLATIONS
In order to create a suitable investment environment, Law No. 13 for the year 2006 was legislated. It is regarded as one of the attractive and advanced investment laws in the region.
(1 – 2) Major Merits of the Investment Law
1. The National Investment Commission, and for the purpose of housing, has the right to let the investor own the land free of charge.2. The investment period is up to 50 years and is renewable.3. The capital which the investor brought into Iraq and its revenues can be taken abroad according to the investment law.4. Any amendment to this law does not mandate any retroactive ef-fect that bears an impact on the liabilities, exemptions and rights it determines.
TheNationalInvestmentCommissionrents theneededlandsforpurposesofcarryingoutinvestment,industrial,agricultural,service,tourist,recreationalandotherpro-jectsasfollows:
FIRST: agricultural projects that lead to increasing and improving animal and plant production as follows:
(1) Reformed agricultural lands that have a water quota for a 20%
rental fee of their total annual rent.(2) The arable lands that are not reformed and have a water quota for a 10% rental fee of their entire annual rent.(3) The non-reformed and non-arable lands that have no water quota for a 1% rental fee of their entire annual rent.
SECOND: Industrial projects established in areas not zoned for industrial investment purposes for a 2% rental fee of their entire an-nual rent.
THIRD:Electrical, oil and other projects located outside the mu-nicipal borders which are carried out as building, operation and own-ership (BOO), and building, operation and transfer to the beneficiary (BOT) projects for a 2% rental fee of their total annual rent.
FOURTH: Service Projects: hospitals, educational centers, univer-sities and other projects for a 5% rental fee of their total annual rent.
TheNaitonalInvestmentCommissionsetsasidethelandsneededforpurposesofsettingupinvestmentprojectsasfollows:
FIRST:Tourism Projects: Tourist towns, amusement towns, recrea-tional complexes and others for a 10% annual rental fee for the State of the land rent.
SECOND: Commercial Projects: Commercial centers, hotels and others for a 10% annual share of the land’s rent as estimated by the formed committee according to the system for the first three years

from the date of the start of the project’s commercial operation, and the rate after the end of the said period shall be 5% annually of the value of the land.
(2 – 2) Exemptions
FIRST: The project that wins the investment license from the Com-mission enjoys an exemption of taxes and fees for 10 years.
SECOND:The Council of Ministers may suggest law bills to ex-tend or grant exemptions in addition to the exemptions stated in Arti-cle One or provide other incentives, liabilities or merits.
THIRD: The National Investment Commission may increase the number of years of exemption from taxes and customs and this is proportionately covariant with the increase in the percentage of the Iraqi investor’s participation in the project to reach 15 years if the percentage of participation of the Iraqi investor in the project is more than 50%.
FOURTH:Exempting assets imported for purposes of the invest-ment project from fees provided they enter Iraq within 3 years from the date of granting the investment license.
FIFTH:The assets imported due to the need to expand or develop or modernize the project from customs if this leads to increasing the design capacity.SIXTH: Spare parts imported for purposes of the project are ex-empted from customs provided the value of these parts does not ex-
ceed 20% of the value of the purchase of existing assets provided the investor does not use them for a purpose other than that for which they are imported.
SEVENTH: Hotels, tourism establishments, hospitals, health insti-tutions, rehabilitation centers, educational and scientific institutions are granted additional exemptions from import customs imposed on furniture and floorings for purposes of modernizing and renewing.
(2 – 3) Liabilities
FIRST:The investor has the right to employ and hire non-Iraqi workers in case it is not possible to use Iraqis who have the needed qualifications and capable of doing the same task according to regula-tions issued by the Commission.
SECOND:The foreign investor and workers in the investment pro-jects from among non-Iraqis are granted the right to reside in Iraq, and their entry and exit into and out of Iraq must be facilitated.
THIRD:The investment project covered by the rulings of this law cannot be confiscated or nationalized wholly or partially with the ex-ception of when an irrevocable court order issued against it.
FOURTH: Non-Iraqi technical and administrative workers in the project have the right to transfer their salaries and compensations out-side Iraq according to the law after paying their obligations and debts to the Iraqi government and all other entities.

FIRST: PLANT PRODUCTION
Thi-Qar governorate is distinguished for its fertile lands
of vast areas. The opportunities for the success of
agriculture in it have been enhanced by the fact that
they are lands that are irrigated from the Tigris and
Euphrates Rivers and through the passage of the largest
drainage canal in Iraq (the general downstream)
across its lands. The investment commission in the
governorate has prepared a good and promising

God granted Thi-Qar governorate a natural distinction: the
presence of open shallow waters (marshes), and these ar-
eas are regarded among the most beautiful of the world’s areas.
They can be a great center for attracting tourists due to the en-
chanting nature and other distinctions. This place has now become
the focus of most international companies that hopes to invest the
nature of these shallow waters to set up large tourist resorts.
Also, the governorate is full of a large number of archeologi-
cal sites the most important of which is the ancient Ur city south-
west of Nasiriyya city which includes the Sumerian Ziggurat, one
of the oldest relics in the world. The date of its building goes back
to the dawn of the Sumerian ancestry 6000 years ago. This city
also includes the house of Prophet Abraham (peace be upon him)
which is located near the Ziggurat. This place in particular is re-
garded as a tourism magnet due to being regarded as holy by
most Unitarian religions.
