Dear Third Ward Resident, As you know, Chicago has a lot of work to do to restore public trust in the police force and to repair the relationship between the community and the individuals whose job it is to protect and serve. There are many initiatives that are already taking place to help with that effort, from hiring a more representative police force, to more culturally sensitive police training, to additional outreach in undeserved communities. One of the most important tools for improving policing in Chicago is crafting a consent decree that will be enforced by a federal judge and overseen by an independent monitor. Working together, Mayor Emanuel and Attorney General Madigan created a draft consent decree that will serve as the guideline for police reform in Chicago. Dowell Hosts Low-Cost Pet Vaccine and Microchip Clinic Alderman Dowell and the Chicago Department of Animal Care and Control partnered on Saturday, July 28th to host a Low-Cost Pet Vaccine and Microchip Clinic for 3rd Ward pets. Thank you to everyone who participated and to Lake Vista Apartments for hosting the event. It was a huge success! Getting your pet vaccinated is not only important for their health and safety, but it's the law. Microchips are also a great idea to make sure your pet, if lost, can be easily identified and returned home. But make sure you update your chip's registration if you move or change phone numbers! If you are interested in getting low-cost vaccines for your pet, would like to adopt a pet or if you want to volunteer with Chicago Animal Care and Control, please call 312-747-1406 or visit www.cityofchicago.org/cacc.

New Dog Park Coming to the 3rd Ward After many helpful conversations with the community, and thanks to the hard work of dog owners across the Bronzeville neighborhood, a new dog park will be opened in the 3rd Ward.

The quarter-acre dog park will be located at 3938-40 S. Indiana Ave. and feature synthetic turf, landscaping, lighting, fencing, benches, water fountains and other amenities specifically designed for your dog. Alderman Dowell Receives Women's Leadership Award Presented by the Chicago Sky and Aon, the #RedefinePossible Women's Leadership award honors women that serve as an inspiration to others by making a positive impact in the community and redefining what is possible for those around them. Alderman Dowell received the award for 2018 at a recent Chicago Sky game.

3rd Ward Schools Get Capital /Operating Investments CPS' proposed FY2019 budget includes nearly $1 billion in capital spending and significant investments in academic programs across our City's schools. As part of the budget, the fol-lowing investments are being made in 3rd Ward schools:

Four 3rd Ward Businesses Receive NOF Grants 300 businesses applied for the latest round of Neighborhood Opportunity Fund (NOF) grants and 33 businesses were selected to receive grant funding. That includes four businesses in the 3rd Ward: Bronzeville Culinary Kitchen - opening 3 commercial kitchens for food entrepreneurs (436 E. 47th St.), South Side Community Art Center - to support interior and exterior renovations (3831 S. Michigan Ave.), 51st Street Restaurant Row - build out for two new restaurants (363-365 E. 51st St.), and the Metropolitan Premier Grocery - to support the start up of a community grocery store (56 E. 47th St.). The NOF generates revenue from downtown developments to finance commercial and cultural projects in the City's neighborhoods. These grants can be used for storefront build out, facade repair, plumbing, electrical, HVAC work, roofing repair, new construction and more. Paul G. Stewart Ice Cream Social Nothing like an old fashioned ice cream social! Alderman Dowell was happy to join Mr. James Hudson who hosts this great event every year which is well attended by the residents of Paul G. Stewart Apartments. Also at the event was 1st Deputy Fire Commissioner Richard Ford and members of Engine 16. Thank you Mr. Hudson for all you do for the community!

Bronzeville Featured in Sun-Times Named as "Chicago's Mecca for African-American history," the Bronzeville neighborhood was featured in the Chicago Sun-Times' The Grid series, which explores the City's many unique and wonderful neighborhoods. When discussing Bronzeville, the Sun-Times covers its important place in African-American history, the people that make the community so powerful, things to do and see, and where to eat, drink and shop. Such current mainstays as Timuel Black, Sherry Williams, Cliff Rome and the Guichards are featured in the article, which also discusses famous past residents like Ida B. Wells, Joe Lewis, Robert H.

Rosenwald Receives Gem of the Community Award The developers of the Rosenwald Courts Apartments has received the 2018 Gem of the Community Award from Architreasures for their preservation and stewardship of the historic property. Architreasures is an arts-based community development organization with the mission of reducing social isolation by creating partnerships to build public spaces, empowering individuals to shape their future and the future of their community. In conjunction with the awards ceremony, the Rosenwald hosted new art installation called We Carry the Light in the building's courtyard. Thank you to Architreasures and artists Carolyn Elaine and Damon Lamar Ree for their transformational artistic contributions. They really made the courtyard pop!

Parade of Homes Expands Passes City Council The successful Parade of Homes program, which in its first phase developed the vacant, city-owned lots on the 4500 block of S. Prairie Ave. into five new market rate single-family homes, has been expanded to include new development locations at 4317, 4412 and 4512 S. Calumet Ave. Future plans for the program include the development of 42 lots in total on Prairie, Calumet and Indiana Avenues, which developers can purchase for half of their appraised value. 3rd Ward Collects Toys, Goods for Separated Children Alderman Dowell's Office collected new toys, games, cloths and toiletries for the 33 children housed in the Heartland Alliance facility located in the 3rd Ward that were separated from their parents due to the President's Zero Tolerance immigration policies. After extensive work, only three children remain at the facility. Thank you to everyone who donated. Even though it was a small gesture, it went a long way in helping improve the lives of the separated children.

Dowell Announces New Police for 1st and 2nd Districts Continuing on her successful effort to provide adequate police staffing in the police districts that cover the 3rd Ward, Alderman Dowell is proud to announce that 10 new police officers have been assigned to the 1st Police District and 10 additional police officers have been placed in the 2nd District. Alderman Dowell will continue to push for more police resources for her ward as well as for meaningful reforms to the way policing is done in the City of Chicago so that public safety works for all residents in all areas of the city.

Roosevelt Road Public Safety Camera Installation Alderman Dowell has paid for OEMC Public Safety Cameras to be installed in the underpass below Roosevelt Road at Plymouth Ct. near South Loop Elementary School. The underpass cameras were installed Tuesday, July 24th and are now operational. These cameras will help protect residents and students who use this busy and long underpass to safely cross Roosevelt Road. Alderman Dowell will also be installing additional OEMC Public Safety Cameras at the following locations in the Ward: 3500 S. Indiana Ave., 4900 S. Calumet Ave., 4010 S. Prairie Ave. and 47th St. and Vincennes Ave. Alderman Dowell will share updates regarding the installation of these cameras as they become available.

Apostolic Faith Church Awards Students, Cleans Up Community Apostolic Faith Church, at their Student Achievement 2018 Breakfast, presented $65,000 in scholarships to high school graduates beginning college in the fall. Several of those students graduated from Phillips HS, Dunbar HS, and the Bronzeville Military Academy. Alderman Dowell had the opportunity to meet with community scholars who are going to be attending University of Illinois - Chicago, Xavier University, King University. Beloit College, Augustana College, Clark Atlanta University. University of Illinois-Urbana, and Western Michigan University. Additionally, 300 members of Apostolic Faith Church volunteered to paint classrooms at Hendricks Elementary School and clean vacant lots in the 3rd Ward. Thank you to Bishop Horace Smith and First Lady Susan Smith for your leadership in service to others and to God be the glory! Alderman Dowell stopped in at the pre-event gathering to thank event organizer Lester Knighten and his team for their efforts. Thanks also to Nate Winston and Thomas L. E. Stovall of the 3rd Ward team for assisting in making this day happen!

Schulze Bakery Building to Become Data Center The long vacant Schulze Bakery plant at Garfield Blvd. and Wabash Ave. has been sold to real estate developer CIM who plans on rehabilitating the building into a data center. CIM, which was the developer of Block 37 and Tribune Tower, is partnering with 1547 Critical Systems Realty who CIM has worked with on three other data center projects nationally. Renovations could cost up to $150 million and will include restoring the buildings beautiful facade. The Schulze building was designed by John Ahlschlager and was added to the National Register of Historic Places in 1982.

200-Unit First Phase of Ickes Homes Gets Funding The redevelopment of the old Ickes Homes site on the southwest corner of State St. and Cermak Rd. has received $17 million in TIF assistance to pay for eligible site preparation costs for the first phase of construction. The developers - the Community Builders and McCaffery Interests - plan to construct 86 public housing units, 114 market rate units and 16,000 square feet of ground-floor retail space on the 2300 block of S. State St. as part of the first phase of the 972-unit master plan for the site.

Bronzeville Abundance Campaign Garden BAC - the Bronzeville Abundance Campaign - has started a community garden at 51st St. and Calumet Avenue called the Piece of Peace Garden. Thank you to Sokoni Karanja, the residents and management of Parkview Tower, and to everyone who came out to help spread dirt and plant the garden. This great project returns a large, formerly vacant city parcel to productive community use!

Emergency Demolitions on Princeton As part of Alderman Dowell's routine survey of the neighborhoods that make up the 3rd Ward, the she has requested that two properties in Fuller Park - 5348 S. Princeton Ave. and 5029 S. Princeton Ave. be inspected by the Chicago Department of Buildings. Following the inspections, the Department of Buildings has ordered for the emergency demolition of these properties as they pose a hazard to the public. They should be taken down shortly and the cost of the demolition will be charged to the current owners of the properties.

New Water Main - Wabash Ave. from 26th St. to 31st St., 29th St. from State St. to Wabash Ave., and 30th St. from Wabash Ave. to Michigan Ave. The Department of Water Management would like to provide you with information about an upcoming water main construction project in your neighborhood. By mid-July 2018, Department of Water Management (DWM) and Benchmark Construction Company crews will begin the work to install 2,696 feet of new 16-inch water main in S. Wabash Avenue, from E. 26th Street to E. 31st Street, E. 29th Street, from S. State Street to S. Wabash Avenue and E. 30th Street, from S. Wabash Avenue to S. Michigan Avenue. The old water main dates back to 1878, and needs to be replaced. We expect all work to be completed by late October 2018. This includes restoration. Dates may change depending on weather and other factors. If you would like to receive regular email updates about the progress of the project, please go to BuildingANewChicago.org to register for the WaterALERT program. Simply enter your name, email address and the project identification number 1701149. By signing up for the WaterALERT emails, you will be notified as the project enters each new construction phase - from our mobilization of equipment onto the site, to the installation of new pipes, to the final restoration of the street. When DWM is working in the street, they may close or limit it to traffic for safety reasons, but you will always be able to reach your home or business. Outside of working hours, a travel lane will be left open for local traffic only. DWM will post the work area for "No Parking" as needed during work hours (generally 7am-4pm). Parking outside of those hours will be allowed, but cars will need to be moved by the start of the next workday. DWM will try to preserve as much parking space as possible. Construction always involves inconveniences and noise and DWM will do everything possible to maintain your quality of life throughout these projects, and conduct themselves as good and thoughtful neighbors in the course of their presence on your street. June 2018 311 Requests Five One Food Mart and Union Sub Operating Hours Due to public safety concerns, Alderman Dowell, the 2nd District Police and the Chicago Department of Law are working with Five One Food Mart (51 E. 51st St.) and Union Sub (110 E. 51st St) to reduce their operating hours and improve their business practices. Under the Resolution Agreement entered into by the businesses, these stores will now close at midnight. In addition, both Five One Food Mart and Union Sub will be subject to increased oversight by the police and appropriate City departments.

Currency Exchange Cafe Temporary Closure The Currency Exchange Cafe (305 E. Garfield Blvd.) will close temporarily to prepare for their partnership with Chef Cliff Rome of Rome's Joy Catering. Relaunch is planned for early-September, pending licensing and equipment delivery. Thank you for your support and patience as the Currency Exchange Cafe prepares for their next step serving the community.

Renaissance Bronzeville Patio Operations In response to concerns from neighborhood residents, Alderman Dowell has worked with the owners of Renaissance Bronzeville (4641 S. King Dr.) to close their outdoor patio by 11:00 pm Sunday through Thursday and by midnight on Friday and Saturday - per City of Chicago ordinance. Additionally, amplified music can not be performed at any outdoor location licensed as an Outdoor Patio. Dowell Cosponsors Ordinance for Affordable Housing Equity Alderman Dowell has sponsored an ordinance to advance equitable and inclusive affordable housing options for low-income households, especially families with children, across all of Chicago. This ordinance will help meet the City's goals of creating equity in the availability of affordable housing across the City, reducing residential racial segregation, and equalizing opportunity. To do this the City would have, as part of the approval process for a residential or mixed-use Planned Development, a requirement for affordable housing in wards which less than ten percent of its total occupied multi-family rental units are Affordable Housing.

Resolution Calling for Hearing Into Natural Gas Costs Cosponsored by Dowell In response to the vastly different rates People's Gas and Nicor Gas pay for natural gas service, Alderman Dowell has joined her City Council colleagues to call for a hearing on the issue. People's Gas and Nicor Gas are owned by one conglomerate company yet, during the last five months People's Gas customers paid an average of $157 a month for natural gas service while Nicor Gas customers paid $87 for home heating services. Alderman Dowell is asking People's Gas, the Illinois Commerce Commission and other agencies to appear before the City Council to discuss these difference in charges for natural gas service.

Rollin' Rec in the 3rd Ward The Chicago Park District Rollin' Rec Activity Van brings family fun to parks throughout the City. Van crews will lead you in sports, gymnastics and fitness activities. Rollin' Rec runs through August 17th, is free and no advanced registration is required. Go to www.chicagoparkdistrict.com for more information.

CPS to Host Back-to-School Bashes Throughout the City Chicago Public Schools will be hosting Back-to-School Bashes across the city next month for students, families and community members to come together to celebrate and prepare for a productive start to the school year. South Loop Event Parking Restrictions Parking restrictions are in place for the South Loop from Roosevelt Road to Cermak Rd. from Lake Shore Drive to Clark St. during all Chicago Bears football games and many other Soldier Field events, Wintrust Arena events have been removed from the parking restrictions. Vehicles parked in the South Loop w ithout a valid South Loop Event Parking Pass, South Loop Event Guest Pass or Residential Permit Parking pass (for Residential Permit Parking Streets ONLY) are subject to ticketing or towing. ASAE Annual Conference The American Society of Association Executives is hosting their annual conference in Chicago at McCormick Place from Friday, August 17th to Tuesday, August 21st. Chicago RX Cards The City of Chicago has launched the free Chicago Rx Card, a prescription discount card for all Chicagoans! The Chicago Rx Card, which is available for pickup in Alderman Dowell's Office, is ready to use, and accepted at all major chain as well as independent pharmacies. Everyone is eligible for a card, there are no forms or eligibility requirements One card is good for the entire family. Over 60,000 drugs are included in the program. Cardholders can see savings of up to 80% on their prescriptions. The card can also be used for pet prescriptions when filled at a participating pharmacies. Chicago's Coordinated Entry System for Homelessness Using the lessons learned in the City's successful campaign to reduce Veteran's homelessness, the Department of Family and Support Services convened a steering committee to discuss how to plan and implement the Coordinated Entry System (CES) concept here in Chicago. For Chicagoans experiencing or at risk of homelessness, the first points of CES assistance may come through street outreach or contact with 311, DFSS Community Service Centers or the citywide network of homeless shelters. Help can also be found on the CES website, http://www.csh.org/access. All those avenues feed into CES, where the appropriate kinds of intervention services are identified for each individual case. These include standardized housing assessment, triage options, service referrals, and navigation support to help an individual or family make the connection with services to keep moving along the path from homelessness to housing. CES also provides guidance to the right type of housing outcome - rapid re-housing, market rate, affordable, transitional and/or permanent supportive housing units.

One Million Degrees Volunteer Coach One Million Degrees (OMD) empowers low-income, highly motivated community college students to succeed in school, in work, and in life. Their unique scholar development model combines mentoring and coaching, tutoring, professional development and career planning, personal supports, and financial assistance to help OMD scholars graduate at double the rate community college students nationwide, in half the time. Coaches participate in one 90-minute Saturday Coaching Session per month during the academic year (September - May) at designated community college. University of Chicago Change to Campus-wide Security Alerts Campus-wide Security Alerts are required by the federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, also known as the Clery Act. The law requires a college or university to issue such alerts to its campus community when a specified crime occurs on or immediately adjacent to campus property and poses a serious or ongoing threat to the campus community. Daily Crime Bulletin. The Daily Crime Bulletin will include information about serious crimes within the UCPD extended patrol area that are reported to UCPD. These crimes include homicides, criminal sexual assaults, robberies, aggravated batteries, and residential burglaries (home invasions). The Bulletin will also include such information as where the crime occurred within the UCPD patrol area. The opt-in Daily Crime Bulletin will be distributed five days per week, classified by three distinct neighborhoods: Hyde Park/ South Kenwood, North Kenwood/Oakland and Woodlawn. Crime Notice. Crime Notices will be timely emails about certain off-campus violent crimes within the UCPD's extended patrol area that are reported to UCPD. These crimes include homicides, confirmed shooting of a person, and cases where UCPD suspects a pattern of crimes. Crime Notices will be sent only for crimes that fit these criteria and will be categorized by the neighborhoods listed above.
