Endangered Habitats League (EHL) strongly endorses the staff and committee recommendation and urges adoptions of the new RHNA methodology. For your reference, EHL has been a stakeholder in San Diego planning initiatives since 1993 and is dedicated to ecosystem protection and sustainable land use.

It is a truism that effective planning must align transportation and land use, yet regional jobs-housing imbalances and punishing commutes remain the order of the day. The RHNA methodology is an essential step in fixing this. By assigning housing allocations based upon jobs and transit – along with an equity adjustment – it lays a new and sound foundation for regional planning. Increased housing affordability due to lower household transportation budgets, as well as reduced greenhouse gas emissions, are co-benefits.

Please make a historic shift to support SANDAG’s forward-looking transportation infrastructure investments with the patterns of development they need to succeed.

Thank you for our e-mail regarding your concerns with SANDAG's proposed vision involving a potential reallocation of TransNet dollars.

So you are aware, on Tuesday, April 30, the County Board of Supervisors took action to oppose any efforts by SANDAG to shift TransNet funds from critical highway and road projects to transit. In addition, I also wrote a letter to the Executive Director at SANDAG to dispute changes, stressing that the 2004 TransNet measure was passed on the assurance that highway and road improvements would be fulfilled. Promises made to voters must be kept and the siphoning of funds from SR 78, SR 52, SR 67 and other critical highway projects would decimate badly needed improvements and any chance of getting approval for a future ballot measure.

I assure you that I will continue to fight SANDAG on this issue. In an effort to be of assistance, I have taken the liberty of forwarding your e-mail to Mr. Hasan Ikhrata, Executive Director of SANDAG, so he may review your concerns and be afforded the opportunity to respond back directly to you.

the 2004 TransNet Extension Ordinance; prioritizing and appropriating funds; and overseeing construction

and implementation of the projects.

Only 6 percent of the money generated from TransNet has been appropriated to construct highway projects

for the 96.5 percent of population that use them. 66 percent of the money has been used to construct public

transit projects, which only 3.5 percent of the population uses. The public transit projects which were

identified with the TransNet Extension Ordinance have been frontloaded, while 14 unfunded highway

projects, which were promised to the voters, haven't been started.

We request that SAN DAG pursue new sources of funding for projects not listed in the 2004 TransNet

Extension Ordinance.

It is important for SAN DAG to honor their commitment made to the taxpayers in 2004. We request that this

Dear Board of Directors,

As a long time San Diego county resident, I strongly oppose the redirection ofrevenue earmarked for road improvements to mass transit services.

While the idea of increasing the use of buses is appealing as a utopian solution, it isonly a pipe dream. Why? 1) San Diego county's population is in clustered areas across the county andemployers are located in clustered most often areas across the county.;2) No one wants to ride a bus for 2 hours when driving is a 30 minute endeavor; 3.Nearly every bus in downtown or north county it is largely empty (because they're notpopular); 4. If a service needs subsidies it is clearly not a solution. If it was popularsubsidies would not be needed and pays for itself. 5) Clearly no one wants morebuses.

My family is a Ramona area resident and have had concerns with the lack orimprovements and failing safety on Hwy 67. My wife and I both carpool (a solutionthat works without taxpayer money, by the way) to Poway and find that 67 isbecoming less safe every month. One lane in many areas that open and merge within1-2 miles creating hazardous driving maneuvers. Pylons separating the road aremissing in many spots. And, the physical road conditions are something to bedesired. We cannot remember the last time seeing CalTrans improvements....maybea year ago? In short 67 is 10 or more year behind in improvements in keeping up witha growing community.

Please do the right and legal decision by not redirecting money from vital roadimprovements.

I want to emphasize that reducing our greenhouse gas emissions is not optional and the slower we are in doing so, the

more it will cost us. 97% of climate scient¡sts are in agreement that humans are driving climate change. The

lntergovernmental Panel on Climate Change (IPCC) affirms that this is beyond reasonable doubt.

Transportation changes are necessary to reduce our greenhouse gas emissions and to improve the quality of life of all

people. Whether you drive a jalopy or a jaguar, you do not want to be sitting in your vehicle in traffic, lt is my

understanding that the best way to avoid this is by increasing the safety and feasibility of walking and cycling, and

further developing our mass transit.

ln case I am not clear, please heed the following:

* The only way to truly address the problems in our transportation system is to make major changes in the ways we get

around.

x We need complete, useful networks for transít, biking, and walking so that those choices become safe, convenient,

and affordable.

* We can't afford for climate denial to distract us or force us into compromises that constrain our future health and

safety.

* SANDAG's concept of the Five Big Moves is a step in the right direction, what other alternative will help us meet our

state emissions reduction targets?

* I urge the Board to support the Five Big Moves and let staff do their jobs to bring forward options for further

consideration later this year.

I am against taking funds dedicated to expanding our congested highways for underutilized public transportation. This isa waste of money. lf the concern is greenhouse gasses, please incentivize the use of electric cars. We live in a rural areaand we need freeways to access schools, work, and entertainment in San Diego County. Public transportation cannotreplace roads.

I am an avid bicyclist and I bike for recreations 2-3 times a week. I still believe that we require less congestion on ourfreeways, They need to be expanded. I can't easily go South to downtown or North to Rancho Santa Fe after 5PM. Theonly way to improve the situation is to widen the freeway. Public transportation is not an option.

Dear SANDAG Board of Directors,

I strongly support SANDAG D¡rector lkhrata and his leadership team's BIG 5 MOVES. Our region must make significantreduction in greenhouse gas (GHG) emissions - not merely to comply with state directives and law, but also because weneed to address climate impacts for ethical reasons, Only by shifting San Diego's regional transportation planningtowards increased transit and reduced vehicle trips (and miles traveled), can we hope to achieve these mandates.Expanding freeways is not the solution. So I fully support SANDAG leadership proposals in the Big 5 Moves.

I also urge SANDAG to set aside more money and staff resources towards active transportation. Many car trips are forshort distances (less than 2 miles). These kinds of trips can be accomplished by walking, biking or micromobility device(e.g., scooter) - yet San Diegans often choose to go by car because our region has not invested in safe, quality activetransportation pathways. The cost of expanding the bicycle network and creating "Complete Streets" corridors is muchlower than the cost of major infrastructure (highways, trolley lines, etc).

SANDAG should redouble it's investments in active transportation modes. Walking, biking, skating, micromobiles can

complete trips under 5 miles - at significantly lower GHG emission levels and significantly better health outcomes (atthe population level). Our regional transportation authority needs to focus on these modes much more in its regionaltransportation pla nning.

am an Environmental Engineer here and am fully working with the Climate Change and the Cap and Trade program herein Ca, Therefore lam fully aware of the issues surrounding Climate Action. lcan tellyou loften commute downtown ona motor scooter or bicycle but it certainly is not for everyone. ln a perfect world it would be fantastic if more peoplecommutedthiswaylwouldnothavetoworryaboutgettingrunoversooften. llovetheideaofthebikeshareandthescooters in theory but folks get on these they are not of age, no helmets no understanding or care about the rules of theroad. Yourideaofthetransportationcorridorsisgreat,whenlwasakidllovedtheJetsons,unfortunatelythisisSanDiego in 2019 and as much as you believe that people are going to jump out of cars and take buses, trains, trams,rideshares etc., I do not believe it for one minute. Maybe you will go from 1% of folks commuting in this manner f.o 3% ifyou are lucky by 2030 but we are conditioned a different way, No one wants to take the train to a bus to something elseto get to their job or anywhere else for that matter. My partner works in Carlsbad and we live in Kensington, as bad as

the traffic is she will never take the coaster there since there is no efficient way to get to her office from the Station plusshe would need a way to get to the coaster station down here, seriously what, drive to the trolley to the Old townstation then coaster to Carlsbad and then another bus or something to her office. Sitting in traffic is easier. Most peoplefeelthesameway. Atworklknowwehaveasmall percentageoffolkswhotaketheCoastertonorthcoastalareasandwe subsidize that plus we have some vanpools. You guys seriously need to use the money to better the freeways, I amlooking forward to the new trolley to UTC and we will see how that goes, not sure how I would get to the trolley frommy house but hoping to give it a go.

Your vision is a nice pipe dream and you should go forward on some of it but taxpayers voted to use money for freewayexpansions not your Jetsons dream.As a side note ChrisWard's push to get rid of over4O0 parking spots on 30th street is the dumbest idea I have heard in along time. Did I mention even I who cycles about 150 miles a week is not going to go out to dinner with friends at nighton a bicycle.

Fyi - forwarding my correspondence to Mayor Paul McNamara and Escondido City Council, regarding my personal

dissent on SANDAG 'new vision', for Regional Transportation Plan 2O19 for Mass Transit. I wanted to inform you so you

are aware of reasons, and rationale for my personal dissent on SANDAG's new vision for Regional Transportation Plan,

to inform you why I think the current Big 5 Plan is too extreme, and presents a one-size-fits-all model that doesn't 'fit' inperipheral areas, especially in north San Diego county where mobility needs are unmet.

I hope SANDAG representatives recognize value of external feedback from stakeholders who share a dissenting view,and our regional government will apply effort to consider how alternative views might be blended into a SANDAG

Regional Transportation Plan by developing certain Sub Areas in peripheral areas where unique mobility needs aredifferent from core areas of downtown San Diego,

Alternative views have value that should not be overlooked by SANDAG or marginalized so credible concerns will not begiven any weight. I hope the accelerated process timing for SANDAG Regional Transportation Plan can be modified toenable SANDAG to engage in more targeted community dialogue with stakeholders in peripheral areas wherestakeholders want to see pract¡cal solutions for targeted highway upgrades, where the current RTP model is notexpected to produce satisfactory mobility results because unique physical conditions are different.

I am not a climate denier, in fact I am a local climate action advocate and an active member of Escondido Climate ActionAlliance, and North County Climate Change coalition. I participated in public workshops to actively support position forEscondido to develop a stronger Climate Action Plan update with more rigorous commitments for action, including

Community Choice Energy, and more intensive strategies to increase shade density in Escondido, and apply methods togenerate cooler microclimate in areas with shade deficiencies, I participated in team effort to inform Escondido CityCouncil of intense community support to develop a Climate Action Plan with specific examples of best practices.

I strongly urge the Board to support the continued development of the Five Big Moves in orderto utilize resources in a

fiscally responsible manner.We know that without a decrease in VMT, we will not meet mandated greenhouse gas reductions, Beyond threateningthe health of our communities and citizens, this also jeopardizes future funding for regional projects.

We know that TransNet will not generate sufficient funds to complete the "promised" projects. lt is dishonest to to tellyour constituents otherwise or to try to blame new leadership for this shortfall,We know that freeway expansion only leads to more traffic. Adding to our freeways will not improve traffic congestion

We must get people out of cars and into other forms of transportation.We know that people want transportation options that are competitive with driving. Transit, walking and biking are

enjoyable and better for our health. This is good for the climate and good for our communities. We must create a

network of safe, accessible and affordable transportation options.

We are at an unprecedented time where you have the opportunity to show true leadership that will benefit ourcommunities for generations to come. Let's face the situation at hand with honesty, character and courage. Please do

not squander this chance to support the change we are required to make.

I anr a long-time San Diego County resident. i moved to San Diego in 1916 when I was 12 years of age. I am 55now, and I have certainly seen a lot of change that goes along with growth of the region. I want to encourage abolcl new transportation plan rather than more ol'the same freeway wiclening that is not effective in the near tolong-term. These are challenging times for our region and our world. V/hat the Board decides can have asignificant effect on the quality of life, the physical and mental health, and emotional well-being of San DiegoCounty residents and upon the health of the environment, biodiversity here and world-wide. Accordingly,regarding Item 5 on tomorrow's SANDAG meeting agenda, I wholeheartedly support a bold vision that fîghtsthe climate crisis and supports clean air, healthy communities, ancl goocl quality local jobs.

Studies show the only way to truly address the problems in our transportation system is to make major changesin the ways we get arouncl.

We need complete, useful networks for transit, biking, and walking so that those choices become safe,convenient, and affordable. Bike riding shouldbe fi¡n and encouraged, as there are so many co-benefìts from less smog and CO2 to less traffic congestion andbetter health of the riders.

We can't afford for climate denial to distract us or force us into compromises that constrain our future healthand safbty. Nearly all scientìsts agree that we must act NOW!

Public Comments-Board Meeting 7-12-19 -Forward each meeting thereafter

Vehicles are incurring unnecessary damages daily because you are dragging your feet to repair the roads throughout the county and contiguous jurisdictions. You are intentionally delaying repairs and reallocating earmarked monies for road repairs already paid in the previous gas taxes to promote a perception that more taxation is required from taxpayers.

Wrong. We are not paying any more for your gross inefficiencies and corruption!

If you cannot get the roads repaired with the previously earmarked monies collected then; reduce expenses, reduce middle management payroll, reduce bonuses, negotiate better subcontracts, negotiate better material pricing, contract piecework and enforce the damn contracts.

Moreover, you are failing to enforce contractor laws against these general engineering subcontractors and original developers whereby you are not requiring that they return to repair their latent defects of failed subgrades, failed payment breakdown, and failed trench compaction throughout the entire county. The placement of iron in this county is the worst I have experienced in several counties and states. Terrible iron placement that your quality control divisions are allowing to exist. Horrific damage to vehicles solely from this poor workmanship.

Is your quality control division legitimate or, are they too comfortable with the subcontractors? Implement an internal audit and roving quality control groups to inspect and enforce the contract laws.

If you enforce the contract failures it should allow for more repairs to be completed concurrently using the already, earmarked funds.

Please include this public comment in the current meeting and all subsequent meetings until I rescind the comment in writing.

I could provide photos and videos of unacceptable road conditions for each meeting. I have more than enough on file.

r Julian apple pie. The citizens of San Diego County recognized the need to o'fix" State Route 67 through the extension of TransNet.

Do not take away our life saving dollars. Fix State Route 67 now.

I have lived in San Diego since 1979. I worked for Mayor O'Connor and did outreach to the community...l used

to ride my bike to work occasionally then, climb the stairs instead of tak¡ng the elevator in 202 C Street. WhenI started my MA in business in the 2003 I heard there was such a thing as a Pr¡us...and my husband and I

purchased one and have for over 1"5 years owned one (different models).

We need complete, useful networks for transit, biking, and walking so that those choices become safe, convenient, and

affordable.Then as life changed..l began to realize that this city has an awfultransit system (l can't easily go shopp¡ng formy favorite foods) and to get any where I have to drive long distances...it became more clear when wepurchased our E-bikes that this city doesnt have bike paths that are safe and lovely(Tucson has one that is 60

miles around the city-its lovelyl)

Yesterday my husband told a group of young people that if transit was better and e-cars supported better inthis county (he rides his e-bike 20 miles to work everyday!) we would have a quieter environment..,imagine ifwe could ride e-bikes in safe lovely bike pathsll!l

I urge the Board to support the Five Big Moves and let staff do their jobs to bring forward options for further considerationlater this year.

I strongly support the 5 bíg moves plan. As a business owner in San Diego, the lack of transportation opt¡ons impacts my

business both short and long term. ln the short term, employees have long car/freeway based commutes that are

variable in duration and time-wasting throughout. Longer term, the young talent we need to bring in and grow in theorganization leaves for places where they don't have to sit in their cars for 2 hours every day - places with good publictransit and/or where they can live close to work. We need safe, convenient and affordable transit with many

options. The current system is choking growth and driving people away from San Diego. A well functioning transitsystem would not only drive economic growth, it would do so in a way that also decreases pollution and environmentalimpacts - again improving quality of life and getting good people to want to live here.
