    23/04/2014 PRESENTATION OF PETITION ON BEHALF THE BAKINGWE ANDBAGABO ETHNIC MINORITY GROUPS LIVING IN KASESE & RUBIRIZIDISTRICTS, SEEKING THEIR RECOGNITION AND INCLUSION IN THECONSTITUTION OF THE REPUBLIC OF UGANDA(Hon. Boaz Kafuda, MP Busongora South, NRM)The Speaker referred the petition to the Ministry of Justice and

    Constitutional Affairs; the Attorney General and the Ministry of Gender,

    Labour and Social Development for consideration and report back to

    Parliament within 45 days.

    24/04/2014 MINISTERIAL STATEMENT ON THE IMPLEMENTATION MODALITIESOF THE MARKETS AND AGRICULTURAL TRADE IMPROVEMENT

    PROGRAMME (MATIP) RELOCATION OF VENDORS.(Hon. Minister of Local Government)Hon.wamai said these markets were built for the poor people but

    this is now different in mbale. The people who were in mbale

    market first were supposed to get the stalls first but they have been

    left out.

    Hon.Nakayenze said 51 stalls have not been allocated yet the oldmembers havent received any. Who are you keeping these 51 for?

    And Ive been told that the new occupants are not even residents of

    mbale.

    Hon.Nambooze said markets are no longer made for the poor. The

    greedy rich people always use their posts to get stalls like ministry

    officials, police officers.

    Hon.Bitekyerezo suggested that politicians should be involved in the

    allocation of stalls. The politicians can tell the rich who are trying torob the poor people.

    NB: The deputy speaker suggested that the minister in charge

    should go and sort out these issues and report back after two

    weeks and if the matter is as it is now, parliament will look for

    another way to sort out this issue. It was accepted.

    23/04/2014 PRIME MINISTERS QUESTION TIME.QN: Hon. Cadet Benjamin: there are 32 lakes and 15 are found inthe national park in Bunyaruguru. Residents have been stoppedfrom fishing for the last 6 months. When is this embargo going to beremoved? When is the construction of the electric fence going tobe done in bunyaruguru to stop elephants and other wild animalsfrom attacking the people?ANS: We are looking at all possible ways to protect the people livingaround game parks. When ready, will present to parliament.

    QN: Hon.mawanda Micheal: all senior officials in the ministry ofenergy have been acting for many years. Whats the governmentdoing to sort out this?ANS: The Public Service Commission term expired last year and thenear commission hasnt been put in place. As soon as it is done, all

    this will be sorted

    QN: Hon.Kasamba Mathias: What is the fate and status of thereturnees who were expelled from Tanzania? What plan do u havefor these Ugandans?

    ANS: These people are mixed, it was necessary to carry out averification exercise, its ongoing and this will tell us what to do.

    QN: Hon. Wamai asked the PM whether the fight in South Sudan isthe cause of Republic of Sudan withdrawal of their ambassadorfrom Kampala.ANS: Ugandas relations with the Republic of Sudan are not good

    and the republic of Sudan is still supporting Kony.

    The government has to subsidize the farmers and support them. SaidHon.Nsubuga Mathias.

    Hon.Ekanya suggested that this sugar factory should ask the farmers if

    they have land because all the land in tororo belongs to government, itsforest land.

    INDUSTRY ON A FIELD VISIT TO MURCHISON FALLS NATIONALPARK (30 Minutes)(ChairpersonCommittee on Tourism, Trade and Industry)MOTION FOR PRESENTATION, CONSIDERATION ANDADOPTION OF THE REPORT OF THE COMMITTEE ON TOURISM,TRADE AND INDUSTRY ON ASSESSING THE EFFECT(S) OF OILEXPLORATION ON TOURISM IN MURCHISON FALLS NATIONALPARK AND ASCERTAINING THE TOURISM FACILITIES UNDER THEPROTECTED AREAS MANAGEMENT SUSTAINABLE TOURISM.

    Government got a loan to improve the infrastructures of tourism, which

    was mishandled. We want to know how this money was used said Hon.

    Mawanda Maranga.

    Hon.Bitekyerezo said the money charged for locals in the national parks is

    less than what the committee is saying. Why dont you put electric fences

    around the parks? Poachers are killing the game rangers. Government

    should do something about this.NB: The Minister of State for Tourism, Hon. Akiror Agnes, pledged to

    present to the House (within one week) a statement containing responses

    to issues raised during consideration of the above reports and the

    measures being taken by the Ministry to boost Tourism in the country.

    22/04/2014 COMMITTEE ON LEGAL AND PARLIAMENTARY AFFAIRS MET THELAW DEVELOPMENT CENTRE ABOUT THE PERFORMANCEREVIEW FOR THE FY 2013/2014 AND BUDGET FRAMEWORK FOR2014/15.Hon.Ayena Krispus questioned the monopoly and closed dooradmissions to LDC as compared to Kenya school of law. Hesuggested that it is time LDC considered the quality of the undergraduate education instead of making life impossible for the post

    graduate students.

    wrong, the girls were taken through medical tests which came outnegative.Hon.Ssentongo Teopista cried in the committee when talking aboutthe situation of children in Kabale. These children are so helpless,they are not going to school and their parents are not bothered atall. Most of these girls have resorted to prostitution due to theUganda-Rwanda border, most trucks have a stop over there andthis has led to spreading of STDs.

    23/04/2014 COMMITTEE ON LEGAL AND PARLIAMENTARY AFFAIRS MET THEHUMAN RIGHTS COMMISSION ABOUT THE PERFORMANCEREVIEW FOR THE FY 2013/2014 AND BUDGET FRAMEWORK FOR2014/15.Hon Obua questioned if DGF funding was being stopped because ofthe Anti-Homosexuality Act, however the Commission said that ithas had no indications to that, the MOU with DGF expires on 31stDecember 2014 and there has been no mention of entering into a

    new one.The Committee also tasked the commission to look into the boat thatcapsized in kyangwali and in the West Nile- the refugee.

    23/04/2014 COMMITTEE ON LEGAL AND PARLIAMENTARY AFFAIRS MET THEELECTORAL COMMISSION ABOUT THE MEDIUM TERMEXPENDITURE FRAMEWORK 2013/2014.Hon Acire Christopher raised a concern regarding a report he hadreceived that people are being registered with some payment of300 shillings and after they are registered they should come backwith some payment of 5000 shillings in a particular area. TheCommission denied any knowledge of this but however assured the

    Committee that it is doing all it can to ensure its officers actresponsibly and shall investigate into the matter. It reiterated thatno cost is to be borne by Ugandans trying to register.
