Summary

President of Jamiat Ulema-I-Hind and one of the important teachers of Darul Uloom Deoband

Maulana Arshad Madani threatened in a press conference that if 40 lakh Muslims infiltrators have not

been given Indian citizenship the state would face huge bloodshed. He said that the BJP government

in Assam was creating a Myanmar like situation in the state. He said that problem of four lakh

Rohingya Muslim is problem of the world and if forty lakh Muslims take to the street what will

happen? This is to recall that ever since infiltration of Bangladeshi Muslims in Assam intensified,

Jamiat Ulema openly supporting them. Whenever the Centre tried to drive them out Muslim leaders

of Jamiat Ulema-I-Hind openly supported them. Interesting thing is this that several Left leaders were

present in the press conference where Madani threatened and they openly supported him. The

question is that if these leaders aren’t flaring up communal environment in the country?

Hundreds of people have been arrested in Saudi Arabia under anti-corruption campaign. Arrested

people included a dozen princes, four serving ministers, chief of the Saudi National Guard and

several former ministers. The newspaper alleged that 32-year-old crown prince was taking help of

anti-corruption drive to tighten his grip over the administration and was running a campaign of

removing his adversaries from his path. Some of the newspapers also alleged that at the instigation

of the US and Israel, the Saudi Arab government was trying to break unity of the Arabic world. The

new turn taken by the Saudi Arabia that was really very serious.

The moment Assembly elections for Telangana started being discussed; the Telangana government

started every attempt to usurp Muslim votes. The ruling party has not only allowed 12 per cent

reservation to Muslims in the state but law has been passed to give Urdu second state language

status. Government coffer has been opened for mausoleums and glorifying Nizamshahi was

continuing. Chief Minister of the state K Chandrashekahar Rao declared that the last Nizam Mir

Usman Ali Khan was neglected by historians therefore the history of the state will be rewritten.

This is to recall that Nizam was trying from the very beginning to declare Hyderabad an

independent nation. He waged a war against the Indian but was defeated. Unfortunately such

political parties are present in the country even today which observe Hyderabad’s merger into

Indian Union as Black Day. Appeasement policy of the Telangana government is not in the interest

of the country.

Economic Condition of Pakistan was deteriorated by the day. As per the fresh data debt on Pakistan

in the past one year has increased to Rs 100 billion. Terrorism promoted by Pakistan has become

trouble for it. Attacks by Islamic jihadi are increasing in Pakistan by the day.

I Maulana Arshad Madani threatens bloodshed in Assam

According to Inquilab (November 14), president of Jamiat Ulama e Hind Arshad Madani threatened in a press conference in Delhi that if action against Bangladeshi infiltrators takes place it would have dire consequences. He threatened bloodshed to the tune of Myanmar. Madani alleged that the BJP-led Assam government was trying to create a Myanmar-like situation in Assam. If attempts were made to create such a situation in Assam, it would have dire consequences.

Interestingly Rohingya Muslims were spreading violence in the state from the past eight years. Police and Army were being attacked and security forces were also being attacked. Rohingya Muslims started riots against Budhdists in Myanmar but when they gave Rohingya a befitting reply they had to flee. Arshad Madani gave this threatening at a press conference organized by Delhi Action Committee for Assam (DACA). This press conference was attended by CPI (M) general secretary Sitaram Yechuri, national president of Swaraj Party of India Yogendra Yadav, Prof. Hiren Gohain of Assam, Marxist thinker Apoorvanand, Congress MP Pratap Singh Bajwa and several other leaders.

According to the English newspaper The Indian Express (November 16), three cases have been registered against Arshad Madani in three police station in Assam. Director General of Assam police Mukesh Sahay said the police was investigating audio and video recording of speeches of Arshad Madani and others and appropriate action would be taken if charges were proven right. He said that the police registered three cases in this regard. Maulana Arshad Madani alleged in this press conference that the BJP government was trying to snatch citizenship right from Muslims in a planned conspiracy. He claimed that if 1985 accord was violated it would have dire consequences and Assam will have a Myanmar like situation. The newspaper claimed that this accord was made in 1985 between the government and Assam student union that cut off point for citizenship of Assam has been March 25, 1971. People living in Assam before this date would be considered as citizens of India. He alleged that communal forces were digging up dead issues still some people demanded by filing case in the Supreme Court to make 1951 census instead of March 25 1971. Petition filed in the Supreme Court challenged constitutional validity and Section-A of People’s Act was challenged which has threatened the citizenship of lakhs of people. Madani said that communal political parties were demanding that people who came to Assam after 1950 must not be considered as citizens of Assam. Ever since the BJP has come to power in Assam, they have started fanning this issue and refused to accept certificate given to women by gram panchayat threatening citizenship of 48 thousand women. He further said that Hindu women were allowed to be given citizenship if they have certificate made in 2014 but Muslims will have to show it certificate made before 1951. He claimed that due to this policy of the government 75.80 lakh citizens would lose their citizenship and where would they go? Will this not cause unrest in the country? He said, “Our demand is that the matter must be solved on the humanitarian ground and not on religious ground.” Marxist leader Sitaram Yechury said that the problem of Assam was very sensitive and this must be solved honestly. The government and court must accept panchayat certificate. There is no other way out. If people living there have been thrown out it will have a big problem. This is to recall

that Assam High Court refused to accept certificate provided to women by panchayats. Jamiat Ulema-I-Hind challenged this order in the Supreme Court.

Comment: Jamiat Ulema-I-Hind has been working as the Team B of the Congress ever since its formation in 1920. This was formed by several Congress leader that included Mohammad Hussain Madani, Maulana Azad and Obaidullah Sindhi. Several Jamiat leaders have been elected to the Lok Sabha and the Rajya Sabha after independence. Its general secretary Hafizurahman was elected to the Lok Sabha on the Congress ticket. After the death of Hafizurahman, Asad Madani took over reigns of the organizations, which was sent to the Rajya Sabha five times on the Congress ticket. Madani family has been dominating the Muslim politics since the beginning. The family has also been dominating Islamic education institution Darul Uloom Deoband. Jamiat Ulema-I-Hind split four times due to political reasons. One group is lead by Uncle Arshad Madani while the other was being led by nephew Mehmood Madani. Earlier headquarters of the both the group was building of Madarsa Abdul Nabi but recently Arshad Madani group made a new office at Bahadur Shah Zafar Marg only. This is to recall that during Jawahar Lal Nehru regime Madarsa Abdul Nabi was handed over to Jamiat Ulama. This Madarsa was spread across 17 acres and its market price is Rs 25000 crore. The Congress government gifted this piece of land to Jamiat Ulama. The relations between Jamiat Ulama e Hind and the Congress could well be assessed from the fact that when dispute between Maulana Asad Madani and Maulana Al Nazar Kashmir arose supports of Nazar Shah Kashmiri were driven out by the PAC on instruction of Indira Gandhi. After the death of Indira Gandhi Arshad Madani was seen not only supporting but openly canvassing for the Congress. Another leader of Jamiat Ulama Badruddin Azmal formed All India Democratic Front in Assam and with the help this, the Congress was enjoying power in Assam. Interesting thing is that when a non-Congress government came to power in Delhi, Jamiat Ulema leaders were trying to start movement on some or the other pretext. In 1978, Jamiat leaders led a movement in Delhi against Janata Party government and courted arrest. When the Atal Bihari Vajpayee government was formed, a movement was started against the Centre in the name of ‘Save Democracy’. Now after Narendra Modi government came to power Jamiat Ulama e Hind was running a campaign with Dalits ‘Save Religion, Save Country’ campaign. All India Muslim Personal Law Board and All India Muslim Majlish Mushrawat joined hands with Jamiat against the government. Muslim Personal Law instructed all mosques across the country that they must instigate Muslims against the Modi government. Jamiat Ulama constituted a defence committee in the leadership of Gulzar Azmi which contests case against youth arrested on terror charges. It also provides money to the family members arrested on terror charges. This committee has been able to get several terrorists released. Several dozens of terrorists arrested in the past five years belong to Darul Uloom Deoband.

According to another English Daily Newspaper The New Indian Express (November 15), protest started in Assam against the threat that Arshad Madi has given. Effigy of Arshad Madani has been burnt at several places in Assam. All Student Assam Union demanded that Madani must be immediately arrested because he is openly threatening to create situation like Myanmar. We will not tolerate any threat from a person sitting in Delhi. National Register of Citizen was being evaluated under the supervision of the Supreme Court. Madani was instigating people against the Supreme Court. Union Home Minister Rajnath Singh and chief minister of Assam Sarvanand Sonowal and other minister had an urgent meeting. Recently higher officials of Army and the police had a meeting on the security issues.

II Government coffer opened for Muslim votes

According to Siyasat (November 11), chief minister of Telangana K Chandrashekhar Rao announced to give Rs 50 crore to Hajrat Jahangir mausoleum. The chief minister came to

Page 7: Threatens Bloodshed in Assam - Welcome to India … Policy Foundation 16-30 November, 2017 1 SUMMARY NATIONAL I. Maulana Arshad Madani threatens bloodshed in Assam II. Government coffer

mausoleum and announced this after offering chadar that this mausoleum will be built at the cost of Rs 50 crore in 100 acre. He announced sacrifice of 51 goats would be offered from his pocket and meat of goat will be offered to faithful. The chief minister offered him chadar by carrying it over his head and after offering chadar he offered rose. He said talking to correspondents that this was the famous mausoleum of Telangana. When he was an MP he took woo that when the new state would be created he would be offer sacrifice of 51 goats. Chief Minister reached at mausoleum along with Telangana Rashtra Samiti MLAs. He instructed minority welfare secretary Syed Umar Jaleel that this should be built in 100 acre area. He said that at present the mausoleum has 25 acres land and the rest of the land will be made available by the government. He announced building a guest house on the government spending.

According to Etemaad (November 10), chief minister of Telangana K Chandrashekhar Rao said in the Assembly that seventh Nizam Mir Usma Ali Khan was counted among the best rulers. He did unprecedented work for the development of Hyderabad and getting its second example was impossible. He said that it was very sad that some selfish elements deliberately ignored public welfare works of Nizam to sully his image in a planned manner. He said that state government would get the history of the state rewritten so the real pictures of Nizamshahi could come out. Nizam was involved in the welfare work of his subject even after losing power. He also announced that jewellery of Nizam would be kept in a special museum in Hyderabad after getting it from National Museum so the next generation was able to know about Nizam. He said, “I pay my respect to Nizam on his every death anniversary and offer flower.” The welfare measures and uplift work of the region by the Nizam cannot be forgotten. He donated six tones of gold to Prime Minister Lal Bahadur Shastry at the time of crisis in the country. Communal elements are deliberately involved in character assassination of Nizam. He said that a training centre for women was being set up at the cost of Rs 20 crore at mausoleum of Hajrat Barhana Shah.

According to Inquilab (November 17), the bill making Urdu second language of Telangana has been passed by Assembly unanimously. This bill was introduced by Panchayati Rajya Minister T Nageshwar Rao. He said that Urdu was not the language of only Muslims but was the language of all. This is to recall that earlier Urdu was second language in nine district of the state. Now, the entire state recognizes Urdu as the second language.

III Will the Ram Temple and Babri mosque to be

resolved out of court? According to Inquilab (November 16), efforts of out of court settlement for Ram Temple and Babri mosque failed. The newspaper claimed that founder of Art of Living Sri Sri Ravi Shankar met several people that included Uttar Pradesh chief minister Yogi Adityanath, president of Hindu Mahasabha Swami Chakrapani and accused in the case of Babri Mosque demolition and MP Vinay Katiyar. The newspaper claimed that meeting with Yogi Aadityanath lasted for half an hour. However, the CM also made it clear like the Centre that he was not involved in this process but he welcomes all such efforts that could solve this issue. Vinay Katiyar and Swami Chakrapani said that talk was happening on temple construction only. Mosque will be discussed later on. On the other hand Muslim organizations started opposing it. Sunni Waqf Board, All India Muslim Personal Law Board and All India Shia Personal Law Board made it clear that they would oppose any out of court settlement. President of Akhara Parishad Mahant Narendra Giri said that Sri Sri Ravi Shankar run an NGO that did not have any connection with religious matter. Sri Sri Ravi Shankar never visited Ram Mandir. This matter is between Hindu sages and Muslim religious leaders. The matter will be sorted out once they honestly try for it together. Mahant said that the way Sri Sri Ravi Shankar tells about art of living, he might have art for Ram Temple. He asked that

who would accept his mediation. Similarly the lawyer of Ram Lala Madan Mohan Pandey said that he won’t go to talk to anyone. He failed to understand such mediation. Who appointed Sri Sri Ravi Shankar a mediator? Muslim organizations alleged that Sri Sri Ravi Shankar was raking up this issue for cheap popularity. Secretary All India Muslim Personal Law Board Zafaryab Jilani said he was not interested. Some people contacted him sometimes ago but they did not have any solid formula therefore talk without any formula was not possible. Maulana Khalid Rashid Firangi Mahli said that he might meet him personally if he was contacted. As far as Muslim Personal Law Board was concerned, it had already made clear that it would accept only court decision. President of Shia Personal Law Board Maulana Yasoob Abbas said that he was with Personal Law Board on this issue and whatever Wasim Rizvi was saying, the Shia community had nothing to do with it because Babri mosque was the property of Sunni board and he does not want to get involved in this controversy. Sri Sri Ravi Shankar said that he did not have any solid formula for solving this issue. He said that he was just talking to people and he was fulfilling the responsibility of a citizen of the country. Union minority affairs minister Mukhtar Abbas Naqvi said that if the real parties of the Ram Temple and Babri mosque come together to talk only then the matter might get resolved. Now, unimportant people who are not part of it are talking up the matter. What will be the end result? This is to recall that chief of Shia Waqf Board Wasim Rizvi gave statement against Babri mosque and in favour of Ram Temple and claimed that Babri Mosque belongs to Shia Waqf Board. Mukhtar Abbas Naqvi said, “We have been saying this from long that the matter of Ram Temple will be solved by talks but talks should be done between those who are party to the dispute. There is no need for irrelevant people talking.” On the other hand waqf minister of Mohsin Raza said that corruption in Shia Waqf Board was being investigated by the CBI. By supporting Ram Temple, he won’t be able to evade jail.

Akhbar Mashriq on November 16 published in its main news report that talks initiated for the Ram Mandil failed completely because VHP wants entire land of Babri Mosque but Sunni Waqf Board and Personal Law Board refused any such proposal. Muslim Personal Board made it clear that it won’t meet Sri Sri Ravi Shankar. Spokesperson of the VHP Sharad Sharma said that there was no need for talks after archeological evidences received. The court wanted evidence for temple and that we have with us. Now just a magnificent temple needs to be built there. He said that now such people were also campaigning for it who had nothing to do with temple movement. Sharad Sharma said that temple would be built on 77 acres of land and Hindu society would not accept anything less than it.

According to Inquilab (November 17), Sri Sri Ravi Shankar met with several important people in Ayodhya including Mahant Vanindra Das, Mahant Gopal Das and Haji Mehboob. Leader of Ram Janmabhoomi Nyas Ram Vilas Vedanti said that Sri Sri Ravi Shankar was getting money for his NGO from foreign sources. So he was enacting a drama to save himself from investigation. Spokesperson of the VHP Sharad Sharma said that mediation was not acceptable to us while party to the Babri mosque Iqbal Ansari said that no formula has been offered to him and neither his suggestion was asked. Vinay Katiyar said that he was not hopeful of any compromise. He said that the CM had already expressed his opinion that time for out of court settlement was over.

Roznama Rashtriya Sahara (November 17), said in its editorial that politics on Ayodhya hots up once again. Controversy was being raised once again by racking up issue of Ram Janmabhoomi and Babri mosque. The newspaper said that the matter was in court and Muslims declared time and again that they would accept the court decision only still some people were talking about out of court settlement. These are just political gimmick. Earlier also court suggested to solve the matter out of court that failed. Sri Sri Ravi Shankar made it clear that he did not have any blue print of the formula then why was he visiting Ayodhya again and again. Has this been done to reap political benefit?

Page 9: Threatens Bloodshed in Assam - Welcome to India … Policy Foundation 16-30 November, 2017 1 SUMMARY NATIONAL I. Maulana Arshad Madani threatens bloodshed in Assam II. Government coffer

Inquilab in its editorial on November 14 called talks hypocrisy and said that such people are offering formula who don’t have any clout. There are certain people in this matter who had washed feet of Akhilesh Yadav and Azam Khan with milk and built palaces for themselves. They are afraid of being sent to jail after the BJP came to power so they changed colours. They have suddenly remembered Ram Temple. In the name of talks some traitors of Islam reached Ayodhya along with stones written Jai Sri Ram over it in Urdu. People who are claiming to be Ram Temple must have forgotten that the high court gave one third of the disputed land to Muslims. Why Muslims would get agree for anything less than it? People coming forward to mediate Ram Temple are doing nothing but to make big money. Who has the right to haggle on Babri mosque? Muslims must speak in one voice that time for talks is over and only court’s decision would be accepted.

IV Attempt to incite communal violence in the name of Taj

Weekly Nai Duniya on November 6 published one provocative write up in which it was claimed that Namaj was being banned in Taj Mahal and Shiva Worship would be allowed. According to representative of Weekly Nai Dunia Iqbal Qureshi, Taj Mahal was being made political battleground. Some people are calling it a Shiva Temple and reached there to read Shiv Chalisa while others want offering Namaj in the Taj campus to be stopped. However, chief minister of Uttar Pradesh Yogi Aadityanath visited Taj Mahal. Earlier he was expressing his negative opinion about Taj Mahal and the state government did not make any provision for Taj Mahal in its budget. The Supreme Court of India came to rescue of the monument and asked the government that what are the plans that it has to protect this monument? Saffron organizations are claiming that Taj Mahal is a Shiv Temple. It was built by founder of Jaipur Mahraj Jai Singh not Shah Jahan. To fan this controversy further one of the organizations of the RSS Itihas Sankalan Yojna demanded banning Namaj there. This is to recall that Taj Mahal remains close during Friday prayer as entry is free for Namajies inside the mosque of Taj. Now, an organization of the RSS is demanding ban on Friday prayer in the mosque inside Taj Mahal premises. He said that if Namaj continues in Taj Mahal Hindus must be allowed to offer puja there. National convener of the Akhil Bharatiya Itihas Sankalan Yojna Dr Bal Mukund Pandey said that if Taj Mahal was a national monument then why was it allowed to be used as religious place? Namaj must be stopped in Taj Mahal. If Muslims are allowed to offer Namaj there Hindus should also be allowed to read Shiv Chalisa there.

This is to recall that a few days ago some Hindutva workers red Shiv Chalisa by entering Taj Mahal who were arrested by the police. Recently UP CM Yogi Adityanath not only visited Taj but went inside it. He had gone to the place where Shah Jahan and Mumtaj were buried. The CM gave a message of cleanliness by starting a drive at the western gate. Deputy CM Dinesh Sharma, Rita Bahuguna Joshi, animal husbandry minister Prof S P Baghel and Agra MP Rama Shanker Katheria and Fatehpur Sikri MP Choudhary Babu Lal was also present. Visit of the chief minister was significant because he calls it a monument of slavery. Commenting on this news report president of All India Majlish e Ittehadul Musalmin Assaduddin Owaisi said that cleaning minds of the BJP and the RSS was more important than cleanliness drive at Taj Mahal. This is very important for the RSS leader to understand that Taj Mahal was a heritage of India. Owaisi alleged that the BJP and the RSS leaders are giving poisonous statement against Taj Mahal. The CM said himself that Taj Mahal was not part of the culture and heritage of India. A minister of the BJP was trying to add fuel into fire.

V 12 per cent reservation to Muslims in Telangana

According to Sahafat (November 11), chief minister of Telangana K Chandrashekhar Rao made 16 very important announcements in which 12 per cent reservation to Muslims in education, jobs, reservation in educational institutions, making Urdu second state language and recruitment of 900 Urdu teachers were included. Speaking at the state Assembly the CM had said that Muslims would be given four per cent reservation in all welfare schemes. He said that Hyderabad was the den of Urdu therefore Urdu would be second state language. All the examinations will also be conducted in Urdu as well. He said that there are 13 per cent Muslims in Telangana so he had requested the PM to make arrangement of 12 per cent reservation to Muslims to the tune of Tamil Nadu. There is 69 per cent reservation in Tamil Nadu while 50 per cent is the maximum limit decided by the SC. The CM said that he was hoping that Centre would consider his request. He said that if need be a delegation would meet the PM in this regard. He said that he was fulfilling his promise that he had made during the election. He said that a bill passed by Assembly was pending with the Centre. He said that after this new decision the Centre was not answering the matter so the matter would be taken up in Parliament. The state government would recruit 900 Urdu teachers because people want to read Urdu. Teachers’ recruitment would be completed in two months.

Etemaad in its editorial on November 11 welcomed the Telangana government’s decision of making Urdu as second state language. The newspaper congratulated the CM that he fulfilled the promise of giving them 12 per cent reservation. BJP leader Dr Subhramanyan Swami appealed to people that they must defeat Telangana Rashtra Samiti from Telangana. The newspaper expressed its happiness that influence of TRS was increasing. The CM took many steps for welfare of Muslims.

VI Beldam over making singing Vande Mataram compulsory

According to Inquilab (November 2), mayor of Jaipur Municipal Corporation issued an order making singing of national Anthen in the morning and singing of Vande Matran in the evening compulsory. According to the order issued by the municipal corporation, the employee who did not sing National Anthem will be marked absent. Every employee will have to reach office in the morning and after National Anthem biometric system to be closed. This decision was taken by the commissioner and the mayor. The objective of this is to inculcate love for nation and increase efficiency. This decision will be implemented at the headquarters of Jaipur Municipal Corporation. Workers will have to sing Vande Matram before going home. Later on this decision was implemented in regional offices and fire brigade. They said that this decision will help worker reach office in time.

Akhbar Mashriq in its editorial on November 2 criticized forcing National Anthem and National Song. The newspaper said that the spirit of nationalism was commanding the BJP and they want to nationalism of their brand on everyone. The most recent example is Jaipur and Guwahati. The similar order was passed by Guwahati Municipal Corporation. Both the argument was weird that this would force employees to give their fulltime in the office. Mayor of Jaipur is very tough in this regard. He had said that those who don’t want to sing Vande Matram they must go to Pakistan. This Mayorial order has been implemented. It appears that where the BJP was ruling such gimmick is planned.

I Hundreds of people arrested in the guise of corruption

Siyasat on November 6 published a news report in which it was claimed that over a dozen of Saudi Arab Saudi Arab prince and several higher officials were arrested. In the name of corruption elimination, over a dozen princes, several millionaire and many incumbent and former ministers have been arrested. There is an atmosphere of fear due to change and indiscriminate arrests.
