Forgetful truck driver fined
A TRUCK driver has been bus-ted for the fourth time notcomplying with heavy vehiclenational laws.
Bradley John Spencer, 48,pleaded guilty on June 30 inRockhampton MagistratesCourt to one count of provid-ing false information in a docu-ment given to an official.
Police prosecutor CasparusSchoeman said the false infor-mation was detected in Spen-cer’s work diary on August 28after he was intercepted atWoodstock.
Defence lawyer Terry Tum-mon said his client filled thetimes out while under pres-sure, in order to get paid, andtried to “piece together thetrips accurately”.
He said the prior convic-tions were the result of havingworked in share trucks andforgetting to take his diarywith him, but his client wasnow driving just the one truck.
Mr Tummon said Spencer, who lived in Rockhamptonand was a single dad to threechildren, had been driving pro-fessionally for 25 years, includ-ing driving taxis for threeyears.
He said one of the otherconvictions was for not writingdown his destination.
Magistrate Cameron Press, who pointed out the priors, said “he seems to have an ex-cuse for everything”.
Mr Tummon argued the of-fences were “distinctly differ-ent”.
The court heard anotherconviction was for Spencerdriving more than the maxi-mum allowed hours in one day.
“You need to start takingthese requirements very seri-ously,” Mr Press said.

Call to end stamp dutyNSW Treasurer Dominic Per-rottet has announced boldplans to end stamp duty as oneof many tax reforms to helpthe nation recover from theeconomic hit of coronavirus.
Under the recommen-dation, to be delivered to theFederal Government, stampduty would be replaced with abroadbased land tax, which ex-perts say would increase first-home buying and couldincrease housing affordability.
The tax would initially beopt-in, allowing buyers to paystamp duty once or land taxannually.
In a speech to the NationalPress Club in Canberra onWednesday, Mr Perrottet(right) said stamp duty was “byfar the most inefficient tax”.
“(Stamp duty has) grownsince the 1850s, and it‘s just be-come an impediment for trans-actions to occur,” he said.
“I mean, it stifles economicsand jobs growth for all statesright across the nation. And it‘stime, I think, that we did some-thing about it.”

TEHRAN: A powerful explosion at a medical clinic in northern Tehran has killed at least 19 people, 15 of whom were women.
The blast at the Sina At’har healthcentre on Tuesday night local time caused damage to buildings in the vicinity and sent a plume of thick
black smoke high into the sky, Irani-an state television reported.
“An explosion was reported at 20.56 (2.30am Wednesday AEST) fol-lowed by a fire at Sina At’har clinic. Medical units were dispatched im-mediately,” Tehran’s emergency medical services said in a statement.
Initial reports claimed 13 people had died in the blast, but firefighters discovered six more bodies after the blaze was extinguished.
Tehran fire department spokes-man Jalal Maleki said the explosion was caused by gas canisters that caught fire in the clinic’s basement.
Some of the victims “were in upperfloors in operation rooms, who were either patients being operated on or those with them”, he said.
The incident comes four days afteran explosion near a military complex rocked the Iranian capital. It was also caused by leaking gas tanks.

World divided over HK’s new security lawCHINA’S sweeping nationalsecurity law for Hong Konghas sharply divided opinionboth inside the financial huband beyond its borders.
Beijing loyalists andChina-friendly nations hailedit but many dissidents, rightsgroups and Western govern-ments decried it as the end ofthe city’s free speech tradi-tions and judicial autonomy.
Ahead of the territory’shandover from Britain, au-thoritarian China guaranteedHong Kong civil liberties —as well as judicial and legislat-ive autonomy — until 2047 ina deal known as “One Coun-try, Two Systems”.
Hong Kong’s pro-Beijingleader, Carrie Lam, on Wed-nesday described the securitylaw as “the most significantdevelopment” since the hand-over. Beijing said the law wasa “sword” that would hangover the heads of lawbreakersafter a year of huge, often vi-olent pro-democracy protests.
On Wednesday, Zhang Xi-aoming, deputy of Beijing’sHong Kong office, describedthreats of sanctions by for-eign countries as “gangsterlogic”. He added Beijing couldhave simply applied mainlandlaw had it wanted to abandon“One Country, Two Systems”.
Criticism poured in from
Hong Kong’s pro-democracyfigures. The DemocraticParty said the law marked theend of “One Country, TwoSystems” and “completely de-stroyed Hong Kong’s judicialindependence”.
The Labour Party feareddissidents would share thefate of those on the mainlandfrequently jailed under Bei-jing’s national security laws.
The Civic Party said thelegislation replaced “rule oflaw” with “rule of men”. “Thisrule of terror might create afalse appearance of controlledsocial order, but it completelyloses Hong Kong people’shearts,” the party said.
“Today marks a sad dayfor Hong Kong, and for free-dom-loving people acrossChina,” US Secretary of StateMike Pompeo said after thelaw was passed.
“(China) promised 50years of freedom to the HongKong people, and gave themonly 23,” he said, adding fur-ther US countermeasureswould be announced.
Washington previously an-nounced Hong Kong nolonger had sufficient auton-omy from the mainland tojustify special trade privileges.
Britain described the lawas a “grave step” and “deeplytroubling” but said it needed
more time to determine ifBeijing has breached its “OneCountry, Two Systems”promise. Prime Minister BorisJohnson previously offered toextend visa rights to millionsof Hong Kongers if the lawwas pushed through.
Chris Patten, the last col-onial governor of Hong Kong, called the law “the end” of“One Country, Two Systems”.
Twenty-seven countries, including Britain, France,Germany, Australia andJapan, issued a rare oral re-buke of China at the UNHuman Rights Council, de-scribing “deep and growingconcerns” over the new law.
LONDON: Former Britishprime minister Tony Blair hasbeen dragged into a row over amysterious pro-Beijing lobby-ing group that is accused ofusing Chinese propaganda togroom British elites.
Mr Blair (pictured) has de-nied claims that he is a fellowof the 48 Group Club, as newdetails emerged about thebody’s links to business andpolitical figures in the UK.
A spokeswoman for the for-mer Labour leader said he was“not linked” to the group, which a new book claims isseeking to influence Britishpoliticians with Chinese pro-paganda and strengthen tiesbetween London and Beijing.
The club, which includesMichael Heseltine, a formerdeputy prime minister, as afounding patron, took down itswebsite afterthe book Hid-den Hand, anexpose of Chi-nese influencenetworks, waspublished inAustralia.
Accordingto its co-authorClive Hamil-ton, an Australian academic, the group’s chairman, StephenPerry, a British businessman, has begun legal action to stopthe publication of the book inthe UK and Canada.
The club said it had notdone so, but that its legal advis-ers had written to the publish-ers “to correct and respond tothe errors in the book”.
Johnny Patterson, directorof human rights charity HongKong Watch, said: “It is alarm-ing hearing the 48 Group hasbeen sharing Chinese propa-ganda with some of Britain’stop politicians. There are seri-ous questions to be asked.”
A cached version of thegroup’s website from Decem-ber lists Mr Blair as a fellowand says he had given a speechto its youth wing. A spokesmanfor the group said Mr Blair re-ceived a “framed certificate”.
Tory MP Richard Grahamis also listed as a fellow, but hesaid he was unaware of it.
In January Mr Perry, whowas the only Briton awardedthe China Reform and Friend-ship Medal in 2018, gave aspeech supporting Huawei’sattempts to provide infrastruc-ture for British 5G networks.

Arsenal stay firmFOOTBALL
ARSENAL manager Mikel Arteta insists unhappy Mesut Ozil will not be selected just because he has a huge salary.
Ozil is reportedly the highest-paid player in Arsenal history on a weekly salary of £350,000 ($433,000).
But the German World Cupwinner has rarely justified that contract and is yet to play a minute of football for the Gunners since the season resumed after the coronavirus hiatus.
Arteta stressed a “tacticaldecision” had kept Ozil out until the FA Cup win at Sheffield United, when it was reported the 31-year-old was injured.
Leeds rue drawFOOTBALL
LEEDS missed a chance to bolster their march towards the Premier League as the Championship leaders were held to a 1-1 draw by lowly Luton.
Harry Cornick shot Lutoninto a shock lead early in the second half at Elland Road.
When Stuart Dallas fired Leeds level just after the hour, it appeared there would be only one winner.
But Luton, who climbed offthe bottom of the table after Saturday’s win at Swansea, withstood a second-half onslaught from Leeds, who with six games left, are four points clear of second-placed West Brom.

Kookaburra earns last laugh on ball
MERCEDES boss Toto Wolff says reliability will be “fundamental” in deciding who emerges on top in the shortened Formula One season, with less margin for error due to the lighter schedule following the coronavirus lockdown.
Originally scheduled for 22grands prix, only eight tightly controlled races have been confirmed, with the season to get under way in Austria behind closed doors over the next two weekends.
Reigning champion LewisHamilton and his rivals will hit the circuit on Friday for the first time since Barcelona testing in February
Madrid’s big stepFOOTBALL
AFTER 118 years, Real Madrid will launch a professional women’s team by absorbing CD Tacon and launching a fresh Galactico project at the club.
Madrid, the best team of the 20th century according to FIFA, has so far been one of the only elite clubs to resist the creation of a female team.
By taking over Tacon, thewomen’s club based in Madrid and created in 2014, “Real Madrid Femenino’’ will become a reality.
Approved at a meeting ofshareholders in September last year, the buyout of Tacon for 300,000 euros ($337,000) will become official from July 1.
A sixth virus caseGOLF
AMERICAN Chad Campbell is the sixth US PGA Tour player to test positive for COVID-19 as the tour heads into the fourth week of its restart after a three-month shutdown.
The tour said in a statementthat Campbell had withdrawn from this week’s Rocket Mortgage Classic in Detroit, where he was the first alternate, after he tested positive as part of the pre-tournament screening process.
Campbell, a four-time tourwinner, missed the cut at the first tournament since the coronavirus shutdown ended at Colonial three weeks ago and hadn’t played since.

Reliability the key
THE native bird has seen offthe British invasion, withcricket set to announce it willabandon the Dukes ball andstick with the Kookaburra forthe Sheffield Shield season.
Cricket Australia intro-duced the English ball in 2016and used it in half the gamesfor the next six seasons.
Ricky Ponting floated theidea in 2015 after Australia lostyet another Ashes series in En-gland, the former captain argu-ing batsmen and bowlersneeded to come to grips with aball that swings more and staysharder for longer.
At the same time there werecomplaints about the perform-ance of the Kookaburra.
Kookaburra, however, ap-pear to have responded to thechallenge and improved thequality of their product.
The Dukes ball, used hereand in the West Indies, washarder than the English var-iety because of the conditionsbut with the seam similarlyproud.
In 2019-20 an enhancedKookaburra was used in tworounds of the Sheffield Shield.
It is understood feedbackfrom players and coaches waspositive about the new, harderball.
Cricket Australia’s head ofcricket operations Peter Roachspoke about the experience atthe time.
“The two balls we had in op-eration last year – we had theKookaburra that in certainconditions we’d like to ideallyswing more and stay harder forlonger,” Roach said.
“Then we had the Dukesthat was in some conditionsthe other extreme – it didn’tdeteriorate a lot and could beseen to swing too much.
“So we thought, why don’twe try to move that Kooka-burra to swing a bit more forlonger and try to remove thoseperceived questions on it?”
“We’re not seeking majorchanges because we know it isa quality cricket ball. But webelieve if we can achieve (im-provement), the game will bebetter for it with a better bal-ance between bat and ball.” THE AUSTRALIAN

Pies star found drunk by police
STEELE Sidebottom has beenwhacked with a four-week banafter it emerged he was pickedup by police drunk and half-naked on the streets of Wil-liamstown at 7.30am onSunday.
The AFL has comedown hard on the Mag-pies vice-captain as thecompetition reels from
Victoria’s deepeningCOVID-19 crisis.
The league found Sidebot-tom broke three of its strict cor-onavirus protocols by stayinglonger than he should have atteammate Jeremy Howe’shouse on Saturday, travelling inan Uber and visiting the homeof Daniel Wells, who is not inthe club’s COVID-compliant“bubble”.
Sidebottom’s marathonweekend bender followed hisside’s narrow loss to GreaterWestern Sydney on Fridaynight.
Collingwood and Sidebot-tom slammed the four-weekban as “excessive (and) incon-sistent with recent protocolbreaches” and said there weregrounds to contest the penalty.
But the Magpies said theyhad accepted the verdict “forthe greater good of the game”.
A witness, who was with afriend outside a Williamstownhousing lodge on Sunday morn-ing, said they saw Sidebottom,29, in a semi-dressed state.
“All he wanted to do was getin (the housing lodge) becausehe was cold and freezing,” thewitness said. “I was there, I wasvisiting my mate and he lookednaked and the coppers knewhim straight away.”
The temperature on Sundaymorning dropped as low as 2C.
Collingwood coach NathanBuckley said Sidebottom’s rec-ollection of events over thecourse of his booze-up “isn’tthat great’’.
Teammate Lynden Dunn, who was with Sidebottom in theUber, copped a one-week ban.
The pair had visited Howe toconsole him after scans showedthe star defender would missthe bulk of the season with aknee injury.
“In speaking with Steele, he’squite embarrassed about thesituation,” Buckley said.
“He’s obviously remorsefulabout the decisions that weremade, but he’s also in someways confused about what hastaken place.
“At some point obviouslywith his drinking he’s madesome poor decisions but his rec-ollection isn’t that great.
“He hasn’t been consumingas much alcohol (before theweekend) and one of the theo-ries is that he wasn’t able tohandle what he consumed atHowe’s place
“In the end they are details totry and explain in some waywhat’s happened in the evening,or in Steele’s understanding ofit.
“He’s suitably embarrassedand very contrite as you’dunderstand.”
The players self-reported thebreach to the club, who latertold the AFL. Buckley said Side-bottom’s decision to head toformer teammate Wells’ houseafter finishing up with Howewas a “poor” one.
“That was probably the nextbad decision, and things haveheaded a little bit off the tracksat that point,” Buckley said.

Much to the surprise ofReds coach Brad Thorn, for-mer Blues rugby league cap-tain Gallen was invited toaddress the Waratahs teamlast week about the rivalry be-tween the two states.
“I didn’t know our bubbles
were supposed to have peoplecome in,” Thorn said in ques-tioning why Gallen wasallowed to defy COVID-19 iso-lation rules to speak to theWaratahs.
Reds captain Liam Wrightdeclared former QueenslandOrigin forward Thorn to be“our Paul Gallen” in motivat-ing his troops.
“He doesn’t need to pump itup too much,” Wright said.
“We’re Queenslanders, andQueensland want to smashNSW. It’s in the water up here.
“We can’t wait, and it’s defi-
nitely been the usual intensityfor a NSW game, and beingfirst round we can’t wait to ripinto it.
“We’re very looking for-ward to going out and smash-ing some New SouthWelshmen. Ask any of theboys, this is the No.1 game ontheir calendar.”
Thorn echoed his captain’ssentiments ahead of the startto the Super Rugby AU com-petition.
“Who better than to startagainst the Waratahs?” theReds coach said.
“The game means a lot toboth sides. They’re preparingbest they can.
“New South Wales-Queensland, it’s the oldest ri-valry there is in Australia withrugby. It’s just a fantastic kick-off to the Super Rugby com-petition.”
It’s understood up to 14,000fans will be permitted to attendthe match due to social-dis-tancing regulations.

BRISBANE’s board has quizz-ed coach Anthony Seibold onhis squad’s slack discipline fol-lowing revelations the Broncosare the worst-behaved team inthe NRL.
The Broncos have concededa record 54 penalties in sevengames and are the only NRLteam to have been pingedmore than 50 times this seasonheading into Saturday night’sclash against the New ZealandWarriors in Gosford.
The NRL’s match-reviewcommittee has hammered theBroncos this season, with JoeOfahengaue, Tevita Pangai Jr,Pat Carrigan and Tom Fleglerhaving already served suspen-sions for foul play.
The raft of penalties hasgone down like a lead balloon
with Broncos bosses, who haveasked Seibold for a “please ex-plain” on the ill-discipline thathas sent Brisbane crashing to15th spot following five con-secutive losses.
Seibold is equally baffled byBrisbane’s inability to stay outof trouble and tabled a plan tothe board to address their dis-mal form over the next four-week block, starting againstthe Warriors.
Broncos No.7 Brodie Croftsaid Brisbane‘s poor attitudewith NRL referees threatenedto derail their finals hopes.
“Our discipline is reallyhurting us,” Croft said.
“We can do all we want andtry to get the ball to the otherend of the field, but if we keepgiving away penalties and setrestarts, our opposition willmarch down the other end ofthe field and that puts pressure
back on us. When that hap-pens, we are having to workhard to get back into thematch.
“Once we have teams onthe ropes, we need to hold thatpressure on them and makethem crack instead of us beingthe ones to crack by givingaway penalties.”
The bad-boy Broncos havechalked up offences in 13 dif-ferent categories this season.
Breaches include repeatedhigh tackles, hands in the ruck, offside, holding down, ballstripping and not being squareat marker.
In Brisbane’s 20-18 loss toManly in Round 5, the Broncoswere caned 12-2 in the penal-ties, including an 8-0 second-half carve-up that helped theSea Eagles fight back from an18-0 deficit.
“It’s all about ill-disciplineand it comes back to our men-tal approach,” Croft said.
“We have to hold ourselvesaccountable at training andthen in match situations – wecan’t let our attitudes slip.
“I felt we took a step in theright direction last weekagainst the Titans but whenyou give too many penalties
away, the pressure gets putback on yourself when youshould be trying to put pres-sure on the opposition.”
As a comparison, the NRL‘sbest-behaved side, Manly, have conceded just 27 penal-ties, half of the Broncos’ tally.
Seibold said there was noexcuse for his players being atloggerheads with NRL matchofficials.
“It’s almost like we wereguinea pigs for the first coupleof weeks, we were always thefirst game of the round,” Seib-old said before last week’s hor-ror loss to the Titans.
“We were really competi-tive against the Eels (in Round3), but there was a number oftimes we gave away six-again.
“The next week the refereewas really heavy around polic-ing the 10m. It’s about adjust-ing to that.”

Storm inpush for games on the CoastFROM BACK PAGE
The Storm have played trialgames on the Sunshine Coastand with Suncorp Stadium fac-ing scheduling clashes withrugby union and the A-League,Bellamy says their Round 10clash against the Titans onJuly 17 could be moved north.
“I would love to play anNRL game here (on the Sun-shine Coast),” he said. “We arein the throes of trying to playthe Titans game here.
“I’m not quite sure what hasto happen for that to happen, but the NRL has played gameshere before, not only trialgames, but Souths played theWarriors here.
“If we are going to be here awhole heap of time we wouldlike to play our games here be-cause we won’t have as muchtravel like we would to Sun-corp Stadium.
“The Reds are playing atSuncorp, so I don’t think wecan play the Titans there. Wewould certainly look to playour home games up here.”
The Storm face a dauntingtask beating the Roosters to-night without injured pivotCameron Munster, but thepremiers have always beenrocked by the loss of key duoVictor Radley and Sam Verrillsto knee injuries.
“We have talked about whothey have got, not who theyhaven’t got,” Bellamy said ofthe Roosters.
“I don’t know what theirmindset was during the breakbut they have come back headsand shoulders above everyoneelse.
“Cameron is a huge loss. Hehas really matured this yearand we will miss him, but at theend of the day we have to geton with it and still do the bestwe can without him.”
