2016 GIRLS ALL-STAR GAMES

5WisBCA.org | @WisBCA Wisconsin Basketball Coaches Association | Time Out Newsletter | May 2016

By Mark Miller, Boys Basketball Editor, WisSports.net

Seniors Trev Anderson and Sam Hauser of Stevens Point have played major roles in helping the Panthers boys’ basketball program evolve into a dominant force in the state the past four seasons.

During their time on the varsity, Anderson and Hauser have led the Panthers to victories in 98 of 104 games, including the 2015 WIAA Division 1 state-title game, a resounding 67-51 victory over three-time defending state champion Germantown.

Stevens Point won four Wisconsin Valley Conference titles and 47 of 48 league games during the remarkable Anderson/Hauser Era.

The talented duo, who hope to end their high school careers with a second straight WIAA state crown this weekend, have been chosen as co-recipients of the Mr.

Basketball award, presented annually by the Wisconsin Basketball Coaches Association. The presentation of the award will take place tonight during the WIAA State Tournament.

“To have Trev and Sam share the award is quite an honor for our program and for our players,” said Stevens Point coach Scott Anderson, Trev’s father and a former all-state player himself at Auburndale. “Those two kids have always put the team first, and they’ve been good pals for a very long time.”

Stevens Point enters its Division 1 state semifinal game against Sheboygan North on Friday with a 26-0 record. The Panthers have won 35 games in a row dating back to a loss last season to Cretin-Derham Hall High School of St. Paul, Minnesota.

Anderson, a physical and extremely skilled 6-foot-2 guard who signed with

Green Bay last fall, leads Stevens Point in scoring (24.9 ppg), assists (4.4 apg), steals (34), field-goal shooting percentage (.632), free-throw shooting percentage (.893) and three-point shooting percentage (.532). He has made an incredible 69 of 130 attempts from outside the three-point arc.

A four-time Player of the Year in the Wisconsin Valley Conference, Anderson has scored more than 2,000 points in his prep career and has improved in virtually all aspects of the game since he scored his first varsity basket on November 20, 2012 against Green Bay East and owns a 4.4-to-1.6 assist-to-turnover ratio.

Hauser, a smooth 6-6 wing player with a picture-perfect jump shot, signed with Marquette last fall and battled nagging shin splints all year. Nonetheless, the top 100 national recruit is averaging 18.2 ppg, 9.1 rpg and 4.0 apg while shooting 55 percent from the field, 84 percent from the foul line and 44 percent (58 of 133) from three-point range.

Hauser, whose father, Dave, is an assistant coach and younger brother, Joey, is also a standout player for the Panthers, also has 81 blocked shots and just 29 turnovers. Hauser has scored more than 1,600 points in his prep career and shared Player of the Year honors in the WVC with Anderson the past two seasons.

“Trev and Sam have had unbelievable careers,” Scott Anderson said. “They’ve done it through hard work and have also done it with class. They play basketball in an unselfish manner and the thing they’ve done the best is win.

“The younger kids in the community come to our games and when they come to our camps and clinics, they really look up to Trev and Sam. We’ve never done so many autographed posters and basketballs as this year.

“Sam and Trev have been excellent role models for the young kids in our community.”

In the long history of the Mr. Basketball award in Wisconsin, Anderson and Hauser are just the third duo to share the honor, joining Diamond Stone of Dominican and Henry Ellenson of Rice Lake last season and Keaton Nankivil of Madison Memorial and Scott Christopherson of Aquinas in 2007.

MR BASKETBALL

6 WisBCA.org | @WisBCAWisconsin Basketball Coaches Association | Time Out Newsletter | May 2016

By Norbert Durst, Girls Basketball Editor, WisSports.net

Hannah Whitish of Barneveld has been named Miss Basketball by the Wisconsin Basketball Coaches Association. The award honors the top senior girls’ basketball player and has been given out since 1982.

“I had a big smile on my face when I found out,” said Whitish. “I’m honored to be listed among the greats in Wisconsin.”

Whitish has had an outstanding career, helping Barneveld to a 110-3 record in her four-year career, including back-to-back Division 5 state titles in 2014 and 2015.

The 5-foot-9 point guard is averaged 24.2 points, 5.2 rebounds, 4.5 steals and 4 assists per game for coach Doug Pickarts and the Golden Eagles.

On the season she shot 59 percent from the field and 48 percent from behind the arc.

Whitish is a dynamic guard that can take over the game with her ability to score, whether that be from behind the arc or off the dribble. She is also a terrific passer that possesses good court vision.

The Nebraska recruit has scored over 2,000 points in her career and is in the top 10 on the state’s all-time scoring list.

“I’m excited for Hannah. She has worked hard to get where she is today,” said Pickarts.

“I knew how special of a player she was when I was at DeForest. She’s a great leader that is looked up to by her teammates.”

Whitish will be presented the honor today at the Resch Center during halftime of the Division 4 championship game.

BASKETBALL Coaches Advisory Committee

April 6, 2016

MINUTES This summary represents the recommendations of this Committee and is not to be construed as a change or revision of existing rules or regulations. Final action on all items will be taken by the Board of Control at their June meeting. Committee in attendance: Lora Staveness (Edgewood), Mark Meerstein (Green Bay N.E.W. Lutheran), Chad Brieske (Mondovi), Dave Shaw (Pulaski), Craig Haase (Arrowhead), Judy Harms (Whitewater), Niki Sutter (Oshkosh West), Derek Berger (Dominican), Dan Burreson (Mineral Point – WBCA), and Jerry Petitigoue (WBCA Executive Director). Deb Hauser attended the meeting representing the WIAA. Judy Harms, Derek Berger, and Niki Sutter received WIAA pins in recognition of their first year of service on the committee. Chad Brieske, Dave Shawn and Craig Haase were presented certificates of appreciation for their three years of service on the committee. I. 2015 MEETING MINUTES

A. Motion by Mark Meerstein, seconded by Chad Brieske, to approve the minutes of the 2015 meeting. Passed unanimously.

II. SEASON REGULATIONS A. Review of WIAA Season Regulations.

B. Season Start Date. Discussion about the possibility of moving the start of the girls and boys

seasons to the Monday after Thanksgiving in response to concerns being expressed about the length of the season and girls not wanting to commit to that long of a season. Deb Hauser provided a 4-year calendar showing potential start and end dates. Dan Burreson indicated that he didn’t feel the season was too long but had concern with a condensed season and the potential for overlap of boys and girls games being played on the same date, the availability of officials would be impacted, practice time impacted, and that the time between seasons is a prime time for code violations. Lora Staveness indicated that many coaches have figured out how to give their teams breaks during the season to cope with the season length. Derek Berger acknowledged that he does similar things to break up the long season with time off, etc. Jerry Petitgoue feared the expansion of non-school tournaments popping up in the period of time between fall sport end dates and the start of basketball. Judy Harms felt that if the season were condensed games would need to be eliminated. No action.

C. Halves. Motion by Lora Staveness, seconded by Chad Brieske to recommend varsity games be

played in 2 – 18 minute halves. Subvarsity games would be played in 2 – 16 minute halves. Motion passed 7-2. Many coaches indicated that the flow of the game was much better when played in the half format. One coach indicated her games lasted longer under the half format. Jerry Petitgoue found he used more kids as a result of the half format. Judy Harms had a few girls not come out due to the half format. Lora Staveness had heard that there was some concern with lost concession stand revenue without the quarter breaks.

D. Three-Half Waiver. Motion by Niki Sutter, seconded by Craig Haase, to recommend all schools

be allowed to use players in 3 halves per night on a one-year trial basis. Motion passed 9-0. Deb Hauser shared the 3-half waiver report showing that 123 waivers had been provided to girls programs during the past season and 68 provided to boys programs. There was some concern expressed that coaches were cutting to get to the waiver player number. The committee felt that we should try this for one year and see how it goes. Currently, Minnesota does provide all players 3-halves per night.

E. Time-Outs. Motion by Dave Shaw, seconded by Craig Haase, to recommend one additional full

timeout be provided and the time-out could be used at any point in the game. Motion passed 9-0. (This would provide coaches with 4 full time-outs per game and 2 30’s.)

F. Mercy Rule. Discussion. No change proposed in current language. G. Uniform Colors. Deb Hauser provided the committee with an update on uniform colors.

Currently, light gray, silver, and vegas gold are not legal as DARK jerseys. We have a couple of varsity programs attempting to use these colors for their away uniforms. The committee noted that in many instances schools are not contrasting their uniform numbers according to NFHS rules and it makes scouting via video very difficult and as they cannot read the uniform numbers. Deb Hauser asked that those schools be identified so contact could be made with their athletic director. Judy Harms questioned the use of prewrap as a hair control device and asked that special mention be made in the rules meeting video next year.

H. 15-Minute Warmup. Motion by Lora Staveness, seconded by Craig Haase, to recommend the

warm-up time be decreased from 20 minutes to 15 minutes. Motion passed 6-3. At this year’s State Tournament the warm-up time was decreased without issues being expressed. Since teams participating at state will have their warm-up time reduced it was felt now was a good time to apply it for regular season play and all tournament level play. Judy Harms, Craig Haase, Dan Burreson all indicated that their conferences have implemented a 15-minute warm-up for all JV level games.

III. TOURNAMENT PROCEDURES

A. Review of WIAA Tournament Procedures.

B. Divisions. Long discussion about the current issues related to the placement of schools into the various divisions for basketball. Deb Hauser shared that at this year’s Annual Meeting schools will have the opportunity to vote on the success factor proposed by the Ad Hoc Committee. Many proposals that had been submitted to the committee members were reviewed and discussed. No action.

C. Seeding Procedures. Considerable discussion. Motion by Lora Staveness, seconded by Niki

Sutter to recommend that prior to the seeding meeting if a grouping has 13 or more schools, the group must vote to determine if they will meet as an entire group of schools or if they will determine the top 8 schools and then split into two groups. In the event of a tie, the group will split into two groups. Motion passed 9-0. It was noted that all groupings that are 12 or less schools would meet as one group to determine seeds. Different sites ran the meetings differently and it was felt in the larger groupings, it needed to be

9WisBCA.org | @WisBCA Wisconsin Basketball Coaches Association | Time Out Newsletter | May 2016

BASKETBALL Coaches Advisory Committee April 6, 2016 Page 3

established how the meeting would be run prior to the actual meeting. A check box would be added to the Season Summary form whereby coaches could vote on the meeting design upon submitting their Season Summary.

D. Seeding Meeting Procedure. Motion by Lora Staveness, seconded by Judy Harms, to

recommend the following procedure be used at the seeding meeting when a grouping will be split. Motion passed 9-0.

1. Coaches speak for 3 minutes. 2. Coaches determine the best 8 schools allowing schools to vote for their team. 3. In the event of a tie, teams tied would be involved in a vote off. The tied schools

would not be allowed to vote. Teams would not be ranked as 1-8 – just identify the 8 best teams. 4. If a tie remained for one of the top 8 spots, a coin flip would be used to break the tie. 5. No appeals. 6. Once the group splits, each coach would be allowed to speak 1 additional minute.

E. Seed Meeting Dates. Discussion – no action. There had been correspondence indicating that

the seeding meetings shouldn’t be held until the season was over. Deb Hauser indicated that she could have the officials assignments ready but was concerned about the turn around time from Sunday evening to Tuesday game day and the communication between schools and officials. Dan Burreson indicated that he liked the current placement of the meetings as it did provide coaches with a week to prep for their first game.

F. Travel Concerns – Brackets. Motion by Chad Brieske, seconded by Derek Berger, to provide

Division 1 – Sectional 1 the opportunity to vote on their bracket design to the considerable travel involved in that bracket. Motion passed 9-0. Schools in that particular bracket would be given the chance to vote on their bracket being split into regional groupings – majority vote needed to split the group into 2 regional groupings.

G. Review of Boys and Girls State Tournaments. Many positive comments were shared about both

tournaments. Many positive comments about the Resch Center as the home for the girls tournament. Derek Berger asked if consideration could be given to using the Johnson Pavilion on Championship Saturday for families of the teams to gather after the conclusion of their games for pictures, etc. Deb Hauser indicated that she would check with the UW.

H. 3-Point Challenge. Discussion regarding the placement of the 3-Point Challenge and the

possibility of placing in between the morning/afternoon and evening session on Saturday. It was felt that many more people would attend if it were placed in that time slot. It was noted that the turn around time from afternoon to evening could be very tight but it will be considered for next year.

I. TV Time-Outs. Discussion. It was suggested that we attempt to limit the TV time-outs to 3

instead of 4 if possible for next year. IV. NFHS RULES

Discussion. No recommendations.

By Terry Erickson, WIAA Officials Liason

It certainly is possible for basketball referees to get into the same magical zone that players are often times fortunate to find themselves in. It’s simply mental discipline.

Officials can have a stretch of games where the pace slows down and players are positioned in just the right spots on the court to provide the perfect angle to view the action on the floor. Your whistle is seemingly hardwired to every foul and every violation. It’s as if the coaches and players don’t even know you are there.

But just as easy and mysteriously as you entered this zone of ease and perfection, the pace and style of the very next game can completely change. As a result, you may find yourself ejecting from that zone based on a series of mental distractions. You begin to self-destruct.

Distractions can be external issues such as work, family, health, or fatigue. Or it may be internal issues such as problems with your partner, the timer or scorekeeper, or the coaches, players and spectators. Any of this can completely knock you off of your game, and if the stars line up against you, the results can be disastrous.

Here are some thoughts in disciplining your mind to avoid self-inflicted distractions.

• If you feel the weight of a missed called, take a deep breath and force yourself to calmly process the situation. Move on from the call and don’t live in the past. Be determined not to be in a similar situation for the remainder of the game.

• Monitor and stack your thoughts as if you were an evaluator in the stands observing the action. The may provide a clear perspective to your performance.

• Don’t attempt to dig yourself out of a hole. Simply cut your losses and make the correct ruling. Do not compound your

mistake by committing another with a “Mascara Mike” improvised ruling.

• Display enjoyment in the opportunity to work the game. Be approachable, joyful and energetic knowing that it is a privilege and honor to be an official. It should be a fun experience.

The game of basketball requires officials to make 75-100 decisions in a single game. A decision to NOT blow your whistle is still a decision. All of these call into question your judgement, a determining factor in your success. Your officiating avocation is hard enough without putting yourself in a precarious situation by allowing distractions to compromise your ability to work a good game.

When we think of preparing for the long basketball season, we typically focus on playing rules, floor coverage, mechanics, points of emphasis and basic strategy of the game. Reviewing these principles should assist in defining what a player can and cannot do on the basketball floor, as well as reinforce basic positioning in order to observe player actions and proceed when an infraction is detected. This requires studying, listening, observing, practicing and welcoming feedback from observers and assignors.

Unfortunately, an equally important preparation component to game basketball officiating is missing for a growing number of officials. That component is the Mental Preparation.

Just like athletes who master the mental skills and discipline necessary to achieve a high degree of success, officials also need to focus on the mental aspect of the game.

• A Sound mind in a Healthy Body. The length of the season can be a physical and mental drain. As you wear down physically, your mental state also suffers. In order to sustain a high degree of proficiency, thereby consistency bringing your A game to each contest throughout

the season, proper nutrition, adequate rest, an in-season conditioning program, appropriate stretching, and limiting alcohol consumption will keep your body and mind consistently prepared for a peak performance.

• Mastering the Art of Concentration. This is fundamental to making proper decisions in a fast moving game. Focusing on relevant cues during the game, anticipating future plays, reacting to crowd noise, and listening to angry coaches and/or players all jeopardize your concentration. In addition, boredom from a lop-sided game can be a possible detriment to concentration. Equally challenging is the fear of making a mistake and ruining a game, or moving forward after a difficult or controversial call. Mental discipline and concentration will assist you rise above these situations.

• The Mental Pre-game. This is part of your pre-game conference with your crew. The ability to eliminate unhealthy pre-conceived feeling about players or coaches that can impair or bias your judgment needs to be discussed. And, distractions from all external issues such as family, job, weather or travel needs to be left outside the gymnasium door. A good pre-game will bring your mental level of activation to the proper level with the goal of focusing on the task to be accomplished.

Mental preparation will take you to a controlled state of mind which can assist you in making the best possible decisions. When practiced and mastered, you will officiate with a renewed sense of self-confidence leading to a “season and a career of significance.”

AVOIDING THE PAIN OF DISTRACTION

19WisBCA.org | @WisBCA Wisconsin Basketball Coaches Association | Time Out Newsletter | May 2016

First of all, I would like to congratulate Coach Greg Gard on being named the full-time head coach at the University of Wisconsin.

I’d also like to extend a warm welcome to the two new D1 head coaches in our state: Jonathan Tsipis the new head women’s coach at Wisconsin and Lavall Jordan the new men’s coach at UW-Milwaukee. Coach Tsipis stopped in at a recent WBCA Executive Board meeting and certainly made a great first impression.

The WIAA Basketball Coaches Advisory Committee met recently and approved a number of recommendations. Minutes from this meeting can be found on pages six through eight.

The first recommendation was to maintain 18 minute halves at the varsity level and 16 minute halves at the sub-varsity level. Coaches felt halves provided more flow to the game, and coaches tended to play more players.

Another recommendation is to increase the timeouts per game by adding one additional time-out. This would mean coaches would have 4 full time-outs and

2-30 second time-outs per game to be used at any time.

On a one-year trial basis, coaches approved allowing all schools to use players three halves per night. The change was recommended due to the number of waivers being granted with the move to halves this past season. Minnesota which currently uses halves does allow three halves per night.

A 15 minute pre-game warm-up was discussed. In a split 6-3 vote, coaches recommended decreasing the warm-up from 20 minutes to 15 minutes. The state tournament did go to a fifteen minute warm-up this past season.

Uniform colors were discussed. A reminder that light gray, silver and Vegas gold are not legal as dark uniforms. Concern was also expressed about uniforms with numbers that are difficult to read, especially on video. NFHS rules state that uniform numbers must contrast.

In regards to tournament play, the committee recommended cleaning up the language to clarify when groups should split at seeding meetings and subsequent

voting procedures. Also, due to travel concerns it was recommended that Division 1 Sectional 1 have the opportunity to vote on splitting into regional groupings.

Remember these are recommendations only. These proposals next go to the Sports Advisory Committee; then to the WIAA staff who will take a position on the recommendations; followed by the Advisory Council; and finally, the Board of Control who will have the final say.

The summer is a busy time for all of us. Hopefully, you will make time to attend the WBCA All-Star games at Just a Game Fieldhouse in Wisconsin Dells and the WBCA Hall of Fame. The girls’ games will take place on Friday, June 17th and the boys’ games on Saturday, June 18th.

See you at the All-Star games!

Respectfully yours,Dan Burreson, Mineral Point High School
