Premeditated and Vicious Crimes
Except above cases, many workers have mental health problems due to verbal violence by passengers. Acts of violence by passengers occur continuously and they never cease.
Serious incidents that were caused by acts of violence in JR East area (Excerpts)
Act of violence at Musashisakai Station in Jan 10 2010January 10th 2010 early in the morning, a worker in charge of a ticket office, approached by a man in early 20’s saying, “There is a man feeling ill” and the worker found the man squatting near a ticket gate.
The worker was about to say something, the man, who approached earlier, attacked his back-head with a stick-like object and kicked his jaw.
While the worker was losing his consciousness, he requested a support via his wireless device. Police rushed to the site as a passenger made a call, but it was too late that the offenders were away.
The worker was carried to a hospital and diagnosed as “Severe whiplash injury” and the doctor said, “If the wound slipped off 5 cm, he would have died” This was a vicious and premeditated crime.
September 2013 as of today, the contract worker paralyzed the entire left body and the offenders have not arrested yet by the police

JREU Hachioji Branch regarded this incident as a grave case and conducted an investigation and had emergency talks with the Company
Confirmed items with the company after talks
1. To deploy a guard at the Musashisakai station from the first train
2. To change schedules of open/close timing of north exit
3. To place emergency call button with stronger alarms as well as setting up anti-crime buzzer at each station exit
4. To use a company doctor to cope with workers suffering from mental unrest
5. To request police to arrest the criminals as well as strengthening of patrolling at office

Employment statuses of JR East Company
Currently, about half of workers at station is contract workers (called “Green Staff”)
Contract workers can work up to 5 years. After working 3 years, they can take an examination to change the status into regular worker, but if he fails, the contract term expires in 5 years.
If the contract worker who was attacked at Musashisakai station cannot pass the examination next year, his contract term will be expired in the end of August 2014.

JREU Hachioji set up “Project for Zero Tolerance on Acts of Violence by Passengers and Creating Safe Working Environment”.
We conducted a questionnaire survey on workers in sales and conductor departments to grasp actual situations.

How to fill this gap between two parties is a responsibility for the Company and the workers serving for public transportation.
