Department of Training & Technical Education, government of NCT of

Delhi, is the controlling and coordinating Department for Vocational

Training & Technical Education in Delhi. Technical Education is

imparted through various Engineering Colleges, Polytechnics and ITIs in

Delhi. The ITIs are opened to meet the rising demand of skilled

manpower due to rapid industrialization of country after Independence.

In the endeavour to accelerate and provide the technical and skilled

manpower suited to needs of the Industries. D.T.T.E. Govt. of NCT of

Delhi, is implementing various schemes of Central as well as State

Government.

13108 students in the 2009-10 in 16 vocational courses.

Two more vocational sectors have been introduced from the current

session with 123 stake holders.

On the basis of Skill Mapping and Skill Gap analysis Department of Trg. &

Tech. Edu. has implemented the up gradation scheme in the following ITIs.

4. I.T.I. Narela in “Construction Sector” with M/s. Punj Lloyd Limited

5. I.T.I. Jaffar Pur in “Apparel Sector” with M/s. V & S International Pvt. Ltd.

6. I.T.I. Shahdara in “Hospitality Sector” with M/s. Taj Palace Hotel Limited

7. I.T.I. Nand Nagari in “Automobile Sector” with M/s. Tata Motors Limited

8. I.T.I. Jahangir Puri in “Automobile Sector” with M/s. Tata Motors Limited

For the optimum utilization of the infrastructure available at the Institute of

Basic Business Studies (I.B.B.S.), the Department has signed a MoU with M/s.

Bharti Walmart in Retail Sector. The same MoU shall be further extended to

other Institutes under the jurisdiction of the Department in due course of

Delhi has made ITI AKS nodal centre of Placement and

accordingly created Data Bank of more than 10000 trainees , around

400 Industries of all kind have been identified those have carried

out campus Interview and are being invited time to time. At an

average 8 to 10 Campus Interviews are held every month in ITI AKS

besides all seventeen ITI’s are also carrying out placement

activities through their TCPC independently. About 2837 trainees

were placed in ITI AKS independently including all ITIs.

• DTTE is providing vocational training at I.T.I. Nand Nagari inStenography (English) trade under Coaching-cum-Guidance Schemeespecially for SC/ST candidates funded by SC/ST/Minority WelfareDepartment with the available infrastructure.

• DTTE is imparting training to 300 employees of different industries inevening with existing infrastructure in four I.T.I.’s under Part-TimeIndustrial Worker (Evening Classes) Scheme and providing certificatesafter successful completion of the training under SCVT.

• DTTE is providing training under SDI-MES Scheme in 12 sectors and 125modules at all the Government I.T.I.’s and 9 I.T.C.’s in evening, Weekendsand on holidays with existing infrastructure. The total beneficiaries underthe scheme are more than 10,000 including schools of Delhi Govt. andother organizations.

1. Sanitation services have been privatized in ITIs .

2. Paper re-cycling machine have been installed in ITI-AKS.

3. Plantation have been made in almost all the ITIs.

4. Provision for rain water harvesting is readily available in AKS & ITI-

Dheerpur.

5. The provision of ramps & separate toilets for blinds & physically challenged

persons are made in every ITIs.

6. Energy efficient measures are in place .

7. Provision for safe drinking water.

Four new ITIs are likely to be opened at RANHOLA, MANGOL PURI,

CHHTARPUR and BAWANA at Delhi in near future.

Delhi Skills Mission Society has been set up for implementation of Skill

Development Plan in Delhi to achieve the targets given by the GOI by 2022.

A Pilot Project “Earn while you Learn” has been implemented in the every

Govt. ITI of Delhi.

Toyota Kirloskar Motors has signed MoU for starting of two new courses

“Car Body Repair” and “Car Body Paint” at Sir CV Raman ITI, Dheerpur

from Sept. 09.

Full Tuition is exempted for Girls and Physically challenged persons besides

SC/ST.

Besides ISO Certification ISO 9001:2008 of ITI AKS the ITI CV Raman

Dheer Pur is also in quque to get ISO 9001:200.

State Level Skill Competition for ITI’s of Delhi & Various Union Territories

of India is being conducted by Delhi State. Delhi Govt. has introduced cash

award of Rs. 5000/- along with merit Certificate to the toper of each trade.

Hero Honda has adopted four different trades namely Welder, Sheet Metal,

Scooter & Auto Cycle Mechanic & Steel Fabricator of ITI AKS.

Program for self entrepreneurship have been conducted in ITI by MSME and

trained fifty trainees from each batch ,awarded a certificate, making them

eligible for getting a loan of Rs. 5 Lakh to 10 Crores for setting up micro or

small enterprises besides NSIC trained 400 trainees.

are being paid Rs. 5000, 2000 & 4000 respectively by the Industries.

Lateral Entry admissions for COE Trainees in Diploma. & Upgraded Hostel

Facilities.

NIMI Books for Library, Audio Visual Aids, Interactive Boards and

Educational Satellite etc.

Pulse Polio, TB Awareness, Blood Donation Camps and NCC Cadets for

Civil Defense are the social work undertaken.

The Department has introduced Merit and Merit-cum-Means Scholarship to

the meritorious students from the economically weaker section of the society

apart from other scholarships of Delhi/Central Government.

To go a step further in the overall development of the girls undergoing

vocational training, ITI Siri Fort started a Soft Skill Development

Programme with the help of FICCI Women Club. It has increased the

confidence of the girls in dealing with people in the corporate world.

The Department has conducted training through NIIT in Customer Care &

Basic Computer, Networking, E-mail etc. and methods to face interview to all

the senior trainees at ITI Arab Ki Sarai.

Eco Club has been set up at Institute for which grant has been provided by

• Delhi Government.

The Directorate of Education has been registered as a Vocational Training

Provider (VTP) with RDAT through the Department Department of Trg. &

Tech Edu.under SDI Scheme for MES Courses with 54 specified schools

having the basic infrastructure after the school hours. The Scheme has been

launched under the title “INDRA-DHANUSH” and the total output is 13231

trainees under the scheme till date.

Proposal for the installation of Captive Power Plant at ITI Arab-Ki-Sarai for

uninterrupted power supply for the smooth conduction of training.

To generate demand for vocational training courses, through appropriate

social marketing initiatives.

Attract the unemployed and school/college drop outs to acquire such

marketable skills, so that they get the suitable employment/become self

employed.

Admission to ITIs has seen a considerable improvement in terms of

transparency and facility to students as per the grade/CGPA obtained

by the student in 10th and 12th class .Previously the admissions to the

ITIs are being through the Common Entrance Examination (CEE) and

on the basis of the rank secured by the candidate.Test-01 for Non-Engg.

Trade. & Test-02 for Engg. Trades.

To develop skills training providers to conduct programmes under multiplemodes like, modular employable Skills programme, entrepreneurial skillprogrammes, etc.

To support institutions and organizations both in the Government andPrivate sectors, to conduct Modular Employable skills training programmes.

To encourage all concerned entities to train the youth towards SelfEmployment and Entrepreneurship skills, with emphasis on bankableskills and to encourage formation of Self Help Groups /Multipurpose JobClubs.

To provide necessary subsidies to the trainees, where there is a viability gapin the funding available to self-help groups of trainees.

The Department had set up a Hi- Tech training Centre at Okhla, Delhiproviding short term specialized training for 2 to 12 weeks in the fieldof Electronics, digital Electronics, CAD/CAM, CNC machining AutoCAD etc..

The Department is also running Tool Room and Training Centre atWazirpur, Delhi to cater the need of Tooling Industries andmanufacturing of tool & Die, moulds, fixture etc. offering full timeand short term courses ranges from 1 week to 4 years.

Society for the Self Employment under the Department running ShortTerm Vocational training courses for poor & needy boys & girls in theage group of 18-25 in various technical trades to enable them to starttheir own venture and to get employment in private sectors.

The Delhi Skills Mission will aim to contribute to Delhi’s development by

skilling the requisite number of persons in the areas that have high market

demand and by such skilling contribute to Delhi’s inclusive economic

growth, through wage and self–employment of its internationally

recognized skilled manpower.

The Delhi Skills Mission will also ensure providing time-bound

training(long term as well short term training) of high-quality skilled

personnel to the 1,00,000 Trainees every year, across various strata of society

and among the disadvantages sections.

Main Objects/Mission:-

• To provide skill development training to the following categories of persons:-

i) Students passing out from schools

ii) Unemployed youth and school drop-outs.

iii) Informal sector workers.

• The Delhi Skills Mission (DSM) aims to improve the quality, quantity andreach of both long-term and short-term skill training.

• The Delhi Skills Mission (DSM) will also grant certification to skills acquiredinformally.

• To plan and deliver skill development training through a range oforganizations, taking into consideration the demand for skill development invarious sectors. The range of providers, including public sector institutions,private sector and civil society organizations would provide skilldevelopment training.

• To generate demand for skill training, meet such enhanced demand through highquality skill training and to have the skilled trainees gainfully employed, eitherthrough self-employment or wage employment.

• To grant accreditation to skills training institutes, providers and instructors.

• Developing a State Vocational Qualification Framework (SVQF) in areas that arestill emerging or are Delhi-specific.

• Develop means for horizontal and vertical mobility between vocational skills trainingprogrammes and the general education system.

• Ensure that persons from the disadvantaged sections are adequately representedamong the skilled manpower.

• To nurture skills that will contribute to Delhi’s inclusive growth, through wage andself-employment.

• Develop self employment and entrepreneurial skills with bankable projects as a vitalcore principle, besides developing Self Help Groups for rendering skill-based servicesand earning reasonable income there from.

• To upgrade the existing Industrial Training Institutes and Industrial Training Centersinto Centers of Excellence by suitably upgrading the infrastructure facilities,revamping obsolete programmes and introducing new programmes of relevance anddemand.

“Earn While You Learn” Scheme has been launched under the aegis of

Delhi Skill Mission from the session 2009-10. Under the scheme,

trainees of I.T.I.’s has been deputed under the supervision of their

instructors to carry out day to day maintenance work, same as live

projects, in ITIs while they are under going training. The trainees are

being paid suitably. The objective of the scheme to provide on-job

training, troubleshooting and to familiarize them with the actual

working conditions and also to earn while learning. Under this all

Industrial Training Institutes have been designated as Center of

Maintenance to cater the requisite maintenance work in Government

Buildings.

In first instance, the buildings of I.T.I.’s & Polytechnics have been taken

up for the Minor Repair and Maintenance works which would be further

extended to the other Government Buildings. The process to cover 126

schools under this scheme for maintenance has been initiated & is likely to

be finalized. Further following MoU are under process with the following

departments under the scheme:-

1. Department of Education.

2. Department of women and Child Welfare

3. Institute of Liver and Biliary sciences.

• Opened a new I.T.I. for Women at Vivek Vihar with a seating capacity of 427to cater the need of the vocational training for women in the North EastDistrict of Delhi.

• Extension Centre of I.T.I. Jail Road has been started at Hastsal for the RuralWomen with a seating capacity of 130.

• New Women Wings as per the demand of the Industry, have been introducedin Co-Educational I.T.I.’s.

• Full Fee waiver to the Women, Physically Challenged and Orphan traineesadmitted in Government I.T.I.’s.

• 30% of the total intake has been reserved for the women candidates underCraftsman Training Scheme (C.T.S.).

• The Government of Delhi in collaboration with ISRO has set up anEDUSAT facility to enable distinguished faculty members to deliverlectures in multiple locations. This facility is contributing to mitigation ofthe shortages in technical education faculty.

The I.T.I. graduates and the vocational stream students have beenprovided the vertical mobility in the diploma stream by direct admissionin second year under lateral entry scheme through Common EntranceTest conducted by Board of Technical Education. There are around 400seats available in various streams under the scheme.

• Cash Rewards to Rs. 5000/- to the best trainees in the State Level Skill Competitionin 14 designated trades.

• Organized Job-Fair “SOPAN” for the placement. More than 100 leading organizationconducted interviews and provided 2236 placement on the spot. Minimum salaryoffered was Rs. 6000/-.

• Program for self entrepreneurship have been conducted by MSME,NSIC Departmentof Industry and Khadi benefitting 2450 trainees by awarding certificates and makingthem eligible for a loan for setting up micro or smallenterprises .

• Engagement of 240 full time contractual instructors helped achieved ZERO vacancy ofthe Instructional Staff .

• Best Salary Structure in the Country for Full time Contractual Instructors Rs. 16,470/-per month to the contractual instructors to encourage and motivate thepotential candidates

• To up grade the skills and knowledge of the trainers, 204 instructors have beennominated for the various training programme conducted at the field institutes ofDGE&T till date which also includes full time & contractual instructors.
