Communicating about the Results

The State of our Schools

In Kenya, Uganda, and Tanzania

Enrollment efforts have made progress.

Most East African children are enrolled…

…but some regions have many children out of school.

92% in Kenya

94% in Uganda

Nearly equal for girls and

boys

Source: 2010 Unesco EDI Report. Data from 2007.

Funding is available but unreliable.

Money is consistently allocated to schools…

…but the timing and amount delivered is unpredictable.

Funds disappear in transit

Schools cannot budget

because funds arrive at

different times

There is a shortage of qualified, motivated

teachers.

The number of teachers has increased…

…but there are still many empty classrooms.

40,000 more teachers

needed in Kenya

More than 100 students

per class in some rural

schools in Tanzania

Problems of teacher

attendance and effort

Uwezo’s central question:

Children are in school… …but are they learning?

Our Goal

Uwezo will contribute to a 10 percentage point increase

in literacy and numeracy levels among children aged 5-16

in Kenya, Uganda, and Tanzania.

Program Timeline: 2009-2013.

How we will meet our goal

Uwezo’sTheory of Change

Test basic math and reading skills at the household level.

Reading

Assessment

Letter Recognition

Read words and sentences

Read a short paragraph

Read a story. Answer 2

questions about the story

Math Assessment

Number recognition

Arithmetic (Add, Subtract,

Multiply, Divide)

Ethno-Mathematics

(Addition and Subtraction

from real life situations)

How we create the Assessment

Created by a team of

experts: academics,

teachers, Ministry of

Education

Tests is a Standard 2 level,

when students should

have mastered basic

reading and arithmetic

Pre-tested, revised, and

piloted

How we do the

assessment

Use volunteers from the

villages as enumerators

2-3 day trainings for

volunteers

Randomly sample 20

households per village to

assess.

Visit the school for data on

funding, facilities, and

student and teacher

attendance.

Uwezo assesses on a large scale.

Kenya 2009:

70 districts

40,000 households

Tanzania 2010:

38 districts

23,000 households

Uganda 2010:

27 districts

16,000 households

Sparking a national conversation

Information, communication, and citizen action

We reach people

on a large scale

using…

TV, Radio, SMS,

Newspapers, Social media,

and more.

We make results

meaningful by…

…comparing and ranking

villages, districts, regions,

and countries.

We motivate people

to take action by…

…helping citizens hear each

others’ voices.

Example of SMS from

Citizens…

“Thank you! This is Munyao

Kamene Agripina. . . I am from

Kaloleni district. I normally

go round the community

especially during holidays

encouraging and motivating

parents and their children the

importance of education,

registering those who are not

in school taking the list to our

chief. Thanks.”

Uwezo promotes a national conversation

about education…
