I wonder whether you hc.ve noticed the follov1ing telegram

from Stockholm which was published in the press a few days ago:

"As a result of recent negotiatlons the German autho­rities have aereed to move all Danish and Norwegian prisoners, who have hitherto been held in camps at various places in Germany, to one single ca'!lp which will be supervised by Swedish Y.M.C .. \, representatives. GOsta Lundin, director oi' prisoner of war activities of the ~'wedish Y.M.C.A., says that there­moval of prisoners to this one camp is alr\)ady in. progress. II

I am inclined to believe that this only applies to those

interned in concentration camps, not to the inmates of ordina~ pri-

sons.

But it seems, at any rate, that the list of prisons and.

concentration camps which accompanied my letter to General 0' Dlzyn of

April 5th, is already partly obsolete and that it will be necessa~

to locate the new camp.

Do you think your representatives in Switzerland are· taking

the necessary steps to do so?

Our company was supposed to supply the dehydrated soup for thoaa paokagea and

we very nnlOh regret that the contract was cancelled. Hcwwer,we thought that we

might be able to furnish soup to your organization for straigth shipment to the

l!Uropean or other areas •

AS you probably remember1l'1e are packing our soup in oans which gives our mer-

ckandise a distinct advantage against competitive items on the market. Cans are not

only standing up much better on the transport than packages,they are also much safer

against all kinds of infestation and for the keeping of quality and taste of soups.'

We shall be glad to offer you our articles and prices in detail,if you will ,be

kind enough and let us knoW whether you are interested and wheth.er it is the package

for the individual family or rather for ins-bi-tutional ( mass- ) feeding,you w ould

prefer.

We have received from Mr. Robert LeFevre, Assistant to the Director, Treasury Depart~ent, Procurement Div­ision, an agreement for cancellation of Contract No. TRR 4500 under which we were to pack 300 1 000 food relief packages to be distributed by the 'War Refugee Board in the European area.

It is of course a matter of deep regret to us that termination of the contract was made necessary because of the unavailability of many of the food items. We sincerely hope that other arrangements can be effected wh1cl1 will provide relief to the people for whom these packages were intended.

You will recall that in our telephone con­versation with you last week, we explained that we had succeeded in making arrangements to obtain two of the items to be included in the package, the vitamins and the dehydrated soup, the latter being a substitute recommended by the Red Cross and the War Food Administration for the K biscuits specified iri the contract. As,-. we mentioned to you over the telephone, we believe that these are items which you may be interested in securing directly from the producers for shipment abroad in bulk to some distribution point in Europe.

The vitamins were available at the Vitamin Corporation of America, 31 Fulton Street, Newark,:N. J. in an~ ticipation of an order for them, Mr. Morton Edell, President of the company, had taken.the necessary steps to prepare the- special packages in which the_vitamins were to be _packed in accordance with the specifications of the contract<

Arrangements had also been made to secure t~e dehydrated soup from Capitol Packing Co., 131 Water Street, New ork City. , The fact that the soup was packed in 7-oz. tins is w•usual and would be of great advantage both from the point of .view of storage and shipment.

We appreciate the cooperation of the War Refugee Board in exploring the matter of securing the food ingredients for relief packages. We feel some satisfaction ourselves in the knowledge that so far as possible we did everything to make the packing of the packages possible. We should like to take this opportunity to ex­tend to you· our thanks and best wishes in your endeavor to bring succor to these unfortunate people in Europe.

My dear General O'Dwyer:

I have received your letter of March 23 whioh outlined a proposal for an additional food parcel program for civilians interned within Germany. Your report on the progress which has been made to date by the War Refugee Board in extending aid to the unfortunate persons in oonoentration and refugee oamps within Germany was extremely gratifying,

In view of the time e1ement involved, the course of military operations, and the general situation behind German lines, it seems to me that more adequate aid will De available through Army and UNRRA channels before the parcels contemplated in the proposed program could be distributed, Aooordingly, I do not believe that we should undertake this additional· program.

We have cabled this information to the War Refugee Board representative in Bern, giving him the names of the concentration camps and prisons listed in the enclosure to your letter, and requesting that he arrange with the. Inter­nationul !led Gross for the forwarding of War Refugee Board relief parcels to these detainees wherever it is possible to do so. Every effort is being made to have relief and assistance reach civilians who are detained by the Germans. Please be assured that Danish nationals of this category will be included in t)leae activities and \Till share in tho benefits of the measures we are able to effect.

Danish'Minister, who is at present in New York- to ask for

your lcind assistance in the following matter.

During the German occupation of Denmark a· considerable j

number of Danish patriots have been deported to Germs.ny. ThJY

are partly people who are interned in German concentration camps

only because they are considered particularly unreliable from a

lfazi point of view (for instance a great part of the Danish

police force and Danes of Jewish faith), and pe.rtly patriots

who have been caught by the Germans, after having taken an

active part in resistance activities, and sent to ordinary

prisons in Germany. Tho total number is about 5.000.

According to inforhw,tion reoei ved from the Danish

Legation in Berne and 1)ased upon investigations_made by the

Interntetional Red Cross these prisoners are' in. a very ·Sa<l. plight

tion of its representatives in Switzerland and authorize them by

telegram to include the Tlanish pri.soners in their relief a.ctivi-

ties,

I beg to enclose a list of the concentration camps and

prisons in which the Danish prisoners are interned, Those under,-

lined are especially important in this connection, Some of them

are situated in territory now under allied control but it may

well be that the inmates have been carried to other parts of

Ger·many before the German troops withdrew. Besides the Inter-

national Heel Cross in Geneva have the names and addresses of a

certain number of prisoners.

In view of the time el.ement invol.ved1 the course of~m:l.lltary operations, and the general. situation behind German l.ines, it seems to me that more adequate aid 'III.U be avail.abl.e through Armlf and UNilRA. channels before the parcels contempl.ated in the proposed program could be distributed. l have received your letter or April 3rd concerning the packaging by ihe American Red Oro1s of an additional 300~000 three-kilo tpp« parcel• ' tor the War Refugee Board tor .shipment to the ln­terAational Red Crose. S1Doe mY letter to you of Maron 28th, I have been advised by tht Prte1dtnt that government funds will not be available tor this program. For the time being, the War Refugee Board has deoided not to pursue this matter further.

The offer or the Red Crose to cooperate ia the packaging and shipping of these parcels ie ot oourse apprec1a~ed. I shall advise you it there 1e any change 1n our present plans with reepeot to this program.

I am pleased to acknowledge receipt of your letter of March 28th, confirming the arran.w"ment which w.e have made to pack ,300,000 three-kilo f6od par~ls for the Vlar Refugee Board and ship them to the Inter­national Red Cross Commictee, As soon as the n~s­·sary food for these jie.rcels is delivered at the lfew York packing center, our vol1mteers will start process­ing the new parcels, and every effort will be made to deli vel' the parcels to Geneva within sixty days there­after.

It will need to be kept in mind, however, that it is our plan to close our packing centers on the ces­sation of hostilities in Europe. It is also planned the.t the Red Croc:s ships will be rel,oased at the same time. These possibilities necessarily qualify the above commitment, which is made ·on the basis o:f eXist­ing conditions. We v1ill, o:f course, do anything we can to assist the ViRB in carrying out its important work.

In accordance with your request of March 28)!Jid pursuant to our telephone conversation, there is enclosed Food Priority Certificate 190 v1hich authorized you to use a priority rating of FR-10 in the purchase of food items needed to fill 300,000 War Refugee Board food parcels.

Please note that this certificate is drawn in a manner which will authorize the firm holding· your packaging contract to extend or to use this rating in making purchases from the manufacturer· of the product in question. The mahufacturen of the product, however, is not authorized to extend the. rating to any person for any purpose.

To facilitate procurement, the certificate also permits the manu­facturer supplying the products pursuant to the rated order to de­liver these products from the quantities he has set aside for use of government agencies, or from that part of his stock which he is permitted to sell to government agencies on an ex-quota basis. Set aside items covered by the certificate are salmon, cheese, and pork luncheon meat. Items on which ex-quota sales are permitted are dry whole milk, oleomargarine, chocolate bars {cocoa content) and soap. In view of this special condition, your purchase orders and those of the packaging contractor should contain a statement indicating that proper credit against the set aside or ex-quota deliveries will'·be allowed if the manufacturer will make a request in writing to the Director of Marketing Services, War Food Administration, Washington 25, D. C. .

In placing your order with the packaging contractor, your purchase order should contain a statement in substantially the following terms,

§1595.1 Food Prlorliies-Cal Deflni­ttous. (b) Assignment o/ priority ratings, (!) The Director may assign priority rat­ings to contracts, orders, or dispositions for food by means of priority rating cer­tlllcates or, at his discretion, by other means. Such ratings may be assigned to dispositions under contracts or under orders prior to or after the time of plac­ing or aCCeptance. Such ratings may be granted subject to conditions Imposed on the use thereof by the director. The DI­rector. may also issue speclftc directions as to particular dispositions without as­signing specific ppority ratlng"s thereto, and such directions shall take precedence over .all other dispositions; regardless of any priority which may be asslgti.ed. .

<2> Any person authorized to extend a priority rating shall do so only in the following manner:

Cg) Compulsory acceptance and deltv­erv under emergency orders. An emer­gency order must be accePted ·and filled and all dispositions under such orders must be made, whether pursuant to con­tract or not, in preference to any other disposition of food to the extent neces­sary to meet the delivery or production schedule provided in the emergency or· der, except that acceptance and disposi­tion under such order need not be made:

(1 l If the disposition called for can­not be made because of the prPvious scheduling of emergency orders bearing higher or equal priority ratings. • <2) If the person placing such order Is unwllltng or unable to pay. prevailing market prices (but no more than any maximum price prescribed by the omce of Price Administration) for the food or­dered, or Is unwilling or unable to meet regularly established terms of sale or payment: Provided, That there shall be no discrimination against such orders in establishing such prices or terms.

<3> If the person with whom the emer­genCy order is placed does not haVe a supply of such food in sufficient quan­tity to rut the order, and such food Is of a kind which such person Is not capable of producing without substantial altera­tion of or addition to such person's fa­cilities. A person may not avoid accept­ance or delivery. by changing the form of the food produced by him. -

Dispositions bearing no priority rating or lower priority ratings shall be deferred to the extent necessary to assure those 'dispositions bearing higher priority rat .. lngs, even though such deferment may cause defaults under other contracts or orders. Each person who has emergency orders on hand must schedule his pro .. ductlon and deUveries so that dlspostM ttons thereunder will be made on the dates required, giving precedence tn the case of unavoidable delay to dispositions bearing the higher rating. ·

(k) Allocations. The priority order (WF0-71) was is­sued originally In March, 1943 to facili­tate 'the'pl"ocurement of ·rood ·by·govern­ment· agencies as well as to place WFA in a position to authorize the use of prior­ities so that foOd can be obtained in emer­gency situations for essential civilian purposes, · ·

The revised order, effective September 15, 1944, makes the following specific changes, primarily for purposes ·of clar­Jflcatlon: ,

1. The Director of Distribution is au­thorized to assign priority ratil).gs to any disposition of food-the transfer. or title by s"ale, gift or any other means, and to the use of food in any process of produc-tion, '

2, Under the original regulation, gov­' ernment.agencies were authorized to use
