!e Las Vegas City Council established the Las Vegas Medical DistrictTM (LVMD) in 1997. LVMD is centrally located near downtown Las Vegas, encompassing approximately 674 acres. Within this district are several key anchor partners - Valley Hospital, University Medical Center, Cleveland Clinic Lou Ruvo Center for Brain Health, University of Nevada, Las Vegas (UNLV) School of Dental Medicine and University of Nevada School of Medicine, Nevada System of Higher Education (NSHE) Clinical Simulation Center of Las Vegas, Desert Radiologists and Steinberg Diagnostics. !e purpose of the Las Vegas Medical District is to support future and continued development of the area that is synergistic with the current medical providers, build on the sense of community and enhance the quality medical care existing in the area. !e city of Las Vegas is developing the master plan for the area and working with all the involved partners to ensure collaboration and sustainability. Valley Hospital and University Medical Center have already entered into multi-phase expansion and renovation programs with the acquisition of several properties to make way for their expansions. !e forward-thinking objective is that LVMD will be the premier general medical education, research and clinical care center that will catalyze economic development and growth in the city’s economic core. !e growth of the medical industry is key to Southern Nevada’s economic diversi"cation strategy and the LVMD will help attract new, high-paying employers to the region as well as advance a higher quality of life standard throughout the LVMD Master Plan. Further development of the LVMD will provide jobs, bolster the health of Southern Nevadans, and stimulate development near the city of Las Vegas’ vital assets like downtown, Symphony Park, and the Arts District.

!e hospital is now known as the University Medical Center. By the early 1960s, a medical o#ce complex was developed between the alignment of Rose Street and Tonopah Drive on property that had been owned in the late 1920s by Mr. and Mrs. Hicks, who were pioneer residents.

North of the original Clark County Poor Farm and the Hicks property was land owned by James Filbey, who established a ranch and well site in 1913. !is property extended north to Alta Drive and west to Tonopah Drive and includes the area now occupied by Valley Hospital which was "rst constructed in 1971 as a nursing home. It was purchased by a group of local businessmen and turned into a hospital, with the latest addition completed in 1993. As late as the early 1950s the property west of Tonopah was mostly desert and belonged to the Las Vegas Valley Water District.

*!is material was researched by Frank Wright of the Nevada State Museum and Historical Society

HISTORY

!e area that is currently the site of University Medical Center and Valley Hospital was almost entirely agricultural well into the 1930s. From Martin L. King Boulevard west to Shadow Lane and from Charleston Boulevard north to Bearden Drive was a dairy farm operated by George Ullom Sr. during the 1920s. !e farm consisted of 80 acres with an artesian well. !e south 20 acres were rented to a Japanese tenant farmer.

Directly north of the Ullom farm, extending north to Alta Drive, was the Buol Addition, which dates back to 1905, but which wasn’t developed until much later. Peter Buol, who laid out the addition, became the city’s "rst mayor a$er Las Vegas was incorporated in 1911. !is property is currently the former site of the Southern Nevada Health District building, which was erected in 1965 and included a major addition in 1974. !e area between Shadow Lane and Rose Street (extended) on the west, north to Alturas Avenue, was the Clark County Poor Farm dating from the 1920s. A new 11 room building was constructed in 1929 to house handicapped and indigent men as part of the operation of the Clark County Road Department. Sometime in the late 1930s, this facility began to be referred to as the Clark County Hospital. In 1945, a new hospital facility renamed the Clark County General Hospital was built on the site and, in 1952 the facility became the Southern Nevada Memorial Hospital.

A SUMMARY OF THE

CITY OF LAS VEGAS MEDICAL DISTRICT:A SYNTHESIS OF AVAILABLE RESEARCH

The vast majority of reports reviewed focus on supply, demand and need. They !"#$%&'()* +%"+(!,-* ./0.* ./-* &-1#%"* (0+23* 3!$4+#-".* /-0(./+0&-* 5&%$-33#%"0(3* 0",*related services. KEY FINDINGS ! Making the healthcare industry a priority is an opportunity for Nevada not only to create economic

stability and growth, but also to address current (and future) demand and need.

! From an economic standpoint, a stronger foundational healthcare system should be established before the region can expect 3#1"#4+0". relocation or expansion of other specialized medical industries in the state. Specialty areas may include executive care and medical tourism; biotechnology; research, clinical trials and testing; more advanced, safer imaging/devices; and medical equipment and supplies development and manufacturing.

A predominantly single-payer system (UnitedHealthcare), low reimbursement rates and the absence of a prestigious, locally-based medical school in Las Vegas exacerbate this problem. As the healthcare industry in southern Nevada continues to evolve, the City of Las Vegas (the “City”) is seeking to gather existing research that may be pertinent to the “Las Vegas Medical :#3.&#+.H* FI897:HG=* 0"* 0&-0* 1-"-&0(()*bounded by Charleston Boulevard to the 3%!./=*70&.#"* 8!./-&* J#"1* :&#<-* .%* ./-*-03.=*K(.0*:&#<-*.%*./-*"%&./*0",*L0"+/%*:&#<-* .%* ./-* A-3.6* C-<-&0(* '0.-&#0(3*were synthesized with the purpose of providing the City with a better understanding of:

1) Why the healthcare industry has

become a major focus for the state

2) What the current supply

of healthcare services and

3) How various organizations are

responding to the state’s growing
