THE ORGANIZATIONSan Carlos operates under the council-manager form of government and is organized into 7 departments (Administrative Services, City Clerk, City Manager, Community Devel-opment, Economic Development, Parks and Recreation, and Public Works). The City has an adopted 2017/2018 operating and capital budget of $91.7 million. In recent years, the City has taken strides to change the way services are deliv-ered and has implemented innovative changes to the traditional city model; these changes include contracting out Police, Fire and Emergency Services and Parks Maintenance services. The City looks forward to a great deal of development during the next two years.

THE POSITIONThe Public Works Department is comprised of Engineering and Main-tenance Divisions, and is responsible for the design, construction, contract administration, permitting, and over-all maintenance and operation of the City’s infrastructures. The Public Works Department consist of 28 full-time regular employees and 11 contract employees.

Responsibilities of the Director of Public Works include, but are not limited to: developing goals related to the effective preventive mainte-nance and repair of public works facility, and developing and ensuring the implementation of practical and relevant short-term objectives and

plans to accomplish these; analyzing and developing engineering criteria for design of public works projects to ensure the quality of materials and construction methods; developing an effective and efficient plan of orga-nization for the provision of maintenance services, en-suring that accountability for results is properly fixed, the work activities of the sections are properly coordinated where needed, work is effec-tively planned and monitored by first line supervisors, communications flow up and down the organization, and that efficient work methods and crew sizes are adopted; supervising the capital improvement construction projects to ensure they meet the City’s quality and cost standards, and time constraints; assisting in the selection of consultants, when required, for capital improvement projects; appearing before commissions and committees, the City Council, and governmental regulatory agencies to provide informed and timely input on engineering matters affecting the City; and representing the City on regional and State tech-nical and engineering committees.

The Director of Public Works must possess knowledge of design, construction, and maintenance of complex capital improvement program projects; materials, en-gineering methods, and problems involved in the planning, design, construction, and contract adminis-tration of capital improvement program projects and public works facility maintenance and service programs; principles and practices of civil, structural, and hydraulic engineering related to municipal surveys, plans, and public works improvement project design; principles and practices of management; and principles and practices of traffic engineering as related to municipal transportation systems.

THE IDEAL CANDIDATEThe City of San Carlos is seeking a highly skilled Director of Public Works with the ability to hit the ground running. An individual who is engaging, compassionate, a good mentor, communicates openly, and has proven ability in the

delivery of Capital Improvement Projects will excel in this position. The City will benefit from a Director who effectively anticipates future issues and determines what course of action the City should take.

San Carlos places importance on customer service and community relations. The Director of Public Works will be looked upon to provide leadership to the Department to ensure professional interaction with the Council, Commissions, residents, and other department heads. The Director will be a team leader and value the importance of staff. A motivational manager will function well in this role and must not be afraid to delegate the necessary tasks for the completion of projects.

The ideal candidate will have excel-lent interpersonal skills, be

able to handle multiple projects simultaneously,

and possess the ability to keep track of the progress of all proj-ects without micro-managing. The ideal

candidate is also some-one who is a life-long

learner and has the ability to master new subjects

within a short period of time. The Director will also possess the aptitude necessary to be a successful decision maker. Candidates should be politi-cally astute, yet apolitical.
