MISSION
As Chair of the J. Armand Bombardier Foundation, I am pleased to present the Foundation’s 2008–2009 Annual Activity Report, which provides an overview of what has been a very exciting year.
A better world, today and tomorrow
The welfare and growth of our communities has been the cornerstone of the J. Armand Bombardier Foundation ever since it was founded in 1965. This year, through our philanthropic activities, we have channelled more than $8 million into the fields of education, healthcare, community support, as well as arts and culture. Some 141 organizations nationwide have benefited from our support for projects that promise hope, mutual aid and change.
The J. Armand Bombardier Museum in Valcourt enhanced its reputation across the nation thanks to two major commemorative exhibits. The first, Laurent Beaudoin in Action, focused on the 45-year career of Laurent Beaudoin at the helm of Bombardier Inc. Through his personality and leadership, this visionary grew the company into the multinational corporation we know today. The second exhibit, entitled 50 Years of Ski-Doo, celebrates Joseph-Armand Bombardier’s last invention. The recreational snowmobile is one of my father’s most important legacies, and the story of its development is an admirable example of his determination and genius. The art exhibits presented at the Yvonne L. Bombardier Cultural Centre were also an immense success. More than 20 highly talented Québec artists unveiled their works to a wide audience.
Committed to helping through challenging times
Deeply concerned about the current economic situation, the governors of the J. Armand Bombardier Foundation have been looking at various strategies to maximize the Foundation’s impact in times of crisis. They want the Foundation to actively pursue its mission during this period when needs are enormous and support from philanthropic organizations is crucial to the survival of social and humanitarian organizations. If our financial situation allows, the Foundation’s donations will exceed the $100 million mark sometime in the coming year – a year which also marks the 45th anniversary of its founding.
In closing, I would like to express my heartfelt appreciation to the governors and all the Foundation’s employees for their commitment and professiona-lism. Thanks to them, we can accomplish our mission for a bet-ter world today and tomorrow.

Close, lasting ties
Not many charitable foundations have the privilege of being able to open their doors and form direct, lasting ties with the general public. We are fortunate to wel-come more than 50,000 visitors every year at the J. Armand Bom-bardier Museum and the Yvonne L. Bombardier Cultural Centre in Valcourt, in Quebec’s Eastern Townships.
Moreover, our philanthropic activities enable us to assist thousands of people in Québec and across Canada, who in turn become ambassadors in promo-ting our activities within their communities. These close ties provide us with a front-row seat to the realities that affect our fel-low citizens and residents.
Over the past year, the Foundation has been involved in numerous activities in Valcourt, where our various cultural venues offered an extremely interesting and varied program. The J. Armand Bombardier Museum presen-ted two high-calibre temporary exhibitions and continued to strengthen its ties with stake-holders in the region. Important partnership agreements were renewed, particularly with Tou-risme Cantons-de-l’Est (the Eas-tern Townships’ tourist bureau) and the Val-Saint-François Local
Economic Development Centre (CLD), to promote our attractions. The Yvonne L. Bombardier Cultu-ral Centre featured four successive visual arts exhibits. The Yvonne L. Bombardier Library, with its characteristic creativity, offered a rich array of educational activi-ties for residents of Valcourt and the surrounding region, while its diversified collection continued to delight regular users and local schools alike.
A shared approach— the core of our activities
I was greatly honoured to be named Executive Director of the Foundation in October 2008. I am inspired by the work of Joseph-Armand Bombardier and thus motivated to carry on the Foun-dation’s activities and contribute to the realization of Bombardier’s social responsibility, a formidable challenge indeed. Dream, believe, share… These three words, which
express the vision of the J. Armand Bombardier Foundation, take on their full meaning in times of hardship and uncertainty.
I am very fortunate to be able to count on a strong, commit-ted team whose contribution is essential to achieving the Foun-dation’s mission. Through their exceptional professionalism and dedication, our employees help the Foundation maintain the trad-ition of excellence it has upheld since 1965. I strongly believe that one of the Foundation’s greatest strengths is its people, namely the board of governors and the employees.
The year ahead will feature many more exciting projects. Now, more than ever, the Foundation’s prio-rities call for a shared approach and productive partnerships to support and sustain our work.

A long-term commitment
The Foundation gave out more than $8 million dollars in dona-tions–$1 million more than in the previous fiscal year. These grants will have a direct impact on the lives of thousands of Cana-dians and will contribute to the
establishment of projects that will set the course for the future. In addition, the Foundation has com-mitted to contributing an additio-nal $7.1 million over the next six years to various organizations in all four areas of intervention.

Valcourt, cradle of the foundation’s cultural and educational activities
In addition to its philanthropic activities, the Foundation had a very dynamic year in Valcourt. The J. Armand Bombardier Museum is becoming an increas-ingly popular attraction with tourists from around the world. Last year it attracted visitors from France, England, Switzerland, the United States and every part of Canada. Many of them took advantage of a combined entry ticket that allowed them to visit both the Museum and the BRP factory facilities.
“We want to thank you for wel-coming a group of our electrome-chanical engineering students on October 1, 2008,” writes Denise Tremblay, assistant director of the Centre de formation profession-nelle de Québec. “Their visit gave them insights and perspective on certain things they had already learned about their profession and will definitely have positive repercussions on their academic commitment and motivation. Your efforts also went far beyond providing the framework of a simple tour, helping to nurture our next generation of engineers.”
In keeping with its mission, the Yvonne L. Bombardier Cultural Centre provided an outstanding showcase for local artists and designers. Likewise, the Yvonne L. Bombardier Library continued to energetically meet the needs of Valcourt residents and the area population by providing a vast range of services, including some 30 activities and workshops. The Library is renowned for its partnerships with schools in the region and its “Access to books” (Accès-livres) program.

Innovation, entrepreneurial spirit and social commitment were three qualities that hel-ped Joseph-Armand Bombardier leave his mark on history. The Foundation thus makes a point of supporting organizations and insti-tutions that seek to educate a new generation of entrepreneurs.

The $15,000 scholarship awarded to Ms. Dionne was the largest award presented by a foundation, corporation or individual to a Université de Sherbrooke student in 2008–2009.
EDUCATION
Investing in the future
True to its firm belief that edu-cation is the driving force of any society, the Foundation donated $1.9 million to support education and research in 2008-2009. Its commitment to education makes it possible for hundreds of students to continue their studies and for numerous Canadian educational institutions to finance their own scholarship programs and carry out special projects. Over and above this $1.9 million figure, the Foundation has made additional commitments to donate $2.4 million to various teaching institutions over the next five years.

The École Polytechnique de Montréal is one of the
largest engineering schools in Canada and the Québec
leader in terms of enrolment (nearly 6,000 students)
and research budgets.
In the fall of 2009, the École Polytechnique will offer
an entirely new aerospace engineering program, the
first French-language program of its kind in Canada. In
co operation with the École nationale d’aérotechnique, the
aeronautics institute in Saint-Hubert, it will help train
future engineers to join the ranks of the 80,000 people
already working in Canada’s aerospace industry.
Learning through hands-on projects is fundamen-
tal for training in engineering, especially to master
the design process. The Foundation is proud to sup-
port the establishment of training laboratories that
will help aerospace engineering students and their
colleagues in mechanical engineering develop their
practical skills and learn to handle the specialized
tools of their profession.

Investing in mutual cooperation
Following the example of Joseph-Armand Bombardier, who cared deeply about the welfare of his fellow citizens, the Foundation supports organizations whose forward-looking and high-poten-tial programs help establish better living conditions in their communities.
In the past year, the Foundation has provided $3.2 million in com-munity support – $600,000 more than in the previous year. Addi-tional commitments of $960,000 have been made to numerous organizations over the next three years.

CASE STUDY ASSOCIATION SPORTIVE ET COMMUNAUTAIRE DU CENTRE-SUD
250,000people visit the Association sportive et communautaire
du Centre-Sud and its facilities every year.
An organization rooted in its community
The Association sportive et communautaire du Centre-Sud
was founded in 1974 to improve the quality of life for resi-
dents of South-Central Montréal, a severely disadvantaged
urban area where half the residents live below the poverty
line and 80% of households are single-parent families.
This local sports and community association focuses on
empowering the residents and developing their sense of
belonging to a community. It is especially active among
young people, offering numerous activities to help keep
youth off the streets.
The J. Armand Bombardier Foundation has supported
the Association sportive et communautaire du Centre-Sud
since 1987. In 2008, it decided to specifically support the
Homework Assistance Program, in order to encourage
the efforts of community workers to correct, in the early
school years, the factors that lead young people to drop
out later on.

Homework assistance: staying in school
is everyone’s business
One of the association’s priorities is to prevent young
people from dropping out of school, since more than
30% of the people in the district do not have a high
school diploma. Unfortunately this also means that
many parents find it hard to help their own children with
school work in their elementary or high school years.
The association’s Homework Assistance Program gives
children in the district the benefit of support from tutors.
Since 2008, the opening of a community library in the
association’s buildings has allowed young people to
access a large collection of reference works.

nizations are working so hard with the school to get the
best out of these kids, naturally we want to give them our

Investing in people’s well-being
Better quality of life for patients and relief from pain in any form are core concerns for the J. Armand Bombardier Foundation’s work in the field of healthcare. In 2008–2009, the Foundation donated $2 million for healthcare, nearly half a million dollars more than in 2007–2008. This contribution is helping to finance innovative pro-jects that will advance our health-care knowledge and optimize treatments and services. In addi-tion to the $2 million figure, the Foundation has already commit-ted to donate a further $1.8 million to numerous organizations over the next three years.

Twenty percent of Canadians will be affected by some form of mental illness during their lifetime. Despite this, these problems are still the subject of numerous prejudices, both socially and professionally. The psychiatric community some-times has difficulty obtaining the financing needed to effec-tively deal with mental health issues. The annual costs asso-ciated with caring for people with mental illnesses exceed $8 billion nationwide.
In 2008–2009, the Foundation acknowledged this situation by granting assistance to two Montréal mental healthcare institutions, both with long-established reputations. The contribution will round out the
support that the Foundation has already provided for many years to community organiza-tions working to help people and their families struggling with mental health problems.
Louis-H. Lafontaine Hospital The Louis-H. Lafontaine Hospi-tal has been caring for people with mental health problems since 1873. As an institution, it is a treatment centre that clearly puts the welfare of its patients first.
A gift from the Foundation will be used specifically to support and upgrade patient care.
Douglas Mental Health University Institute The Douglas Mental Health University Institute has been at the forefront of mental health research and clinical treatment ever since it opened in 1890. Today it has a staff of 65 scientists and clinical researchers working to advance our knowledge and treatment of mental health.
The Foundation’s gift will be used to create a research grant fund for better, more effective mental healthcare, as well as incentive grants to attract talented young researchers to the field of psychiatry.

Investing in our collective imagination
The Foundation promotes the availability and dissemination of arts and culture to a wide audience. The activities of the J. Armand Bombardier Museum, the Yvonne L. Bombardier Cultural Centre and the Yvonne L. Bombardier Library are central to its work in this area. Aside from this major commitment, in 2008–2009 the Foundation also donated $900,000 to organizations and institutions working primarily in the perfor-ming arts. In addition to this sum, the Foundation has committed to a further $2 million in donations to arts and culture over the next four years.

Cantos Music Foundation was formed in 2003 as a mer-
ger of the TriumphEnt Foundation and the Cantos Music
Museum, two organizations dedicated to the dissemina-
tion of music in Calgary, Alberta.
Like the J. Armand Bombardier Foundation, the Cantos
Music Foundation seeks to make music available to the
widest possible audience. Besides encouraging greater
access to the performing arts and financing free concerts,
Cantos concentrates on two major areas:
Musical instruments collection
Cantos has over 500 instruments that it exhibits to
promote music and music history. It also provides
instruments on loan as a service to certain community
organizations.
Community programs
Cantos coordinates programs that introduce young peo-
ple to music in education-through-play workshops that
demonstrate, for example, the connections between
music and science.
In 2008, the J. Armand Bombardier Foundation joined
forces with Cantos to establish an endowment fund
to provide for the continuity of the organization and
its mission.

Besides promoting the story and work of Joseph-Armand Bombardier, the J. Armand Bombardier Museum has a man-date to preserve meaningful and representative artifacts and information about the inventor’s life and achievements. It provides assistance to institutions, pri-vate sector companies and the general public on matters of his-torical research and offers access to images and technical publica-tions. It ensures the correct use of its collections by upholding intellectual property rights and vouching for content.
The 50th anniversary celebrations of the Ski-Doo® snowmobile aroused keen interest in many different groups. An increase in requests for information and advice on restoring snowmobiles was also noted.

The J. Armand Bombardier Museum was an especially exciting place to be during the Grand Prix Ski-Doo race in Valcourt, when the Museum was open free of charge from February 13 to February 22, 2009. A number of activities were available for the 4,100 visitors who responded to the invitation. An entire day was devo-ted to the community of antique

The Regroupement des collection-neurs de motoneiges antiques du Québec, a nonprofit organi-zation for collectors of antique snowmobiles founded in 1997, has some 500 members across Québec. More dynamic than ever after 42 years of existence, the Yvonne L. Bombardier Library continues to serve residents of the Valcourt region. The main source of traffic consists of the numerous avid readers who cherish the library so dearly. Many of these “regulars” are also attracted by the activities and services offered – literary events, poetry readings, lectures and much more.

Founded in 2004, the “Access to Books” (Accès-livres) pro-gram allows nine schools in the Valcourt region to borrow books from the Yvonne L. Bombardier Library. These schools often have very limited libraries of their own,
so the program allows their stu-dents to access a rich and diverse library collection. René Pelletier has worked as a volunteer trans-porting the books to and from the schools for the past five years.

The J. Armand Bombardier Foundation gives precedence to innovative projects that contribute to the growth and development of individuals and communities.
Activities eligible for support must be in one of the following areas: edu-cation, community support, health-care as well as arts and culture.
Applications are evaluated in terms of the following criteria:
• Compatibility of the project with the Foundation’s mission and vision
• The scope and reach of the project within the community
• The financial stability of the organization or institution applying for support
GOVERNANCECASE STUDY
In 2007–2008, the Foundation’s governors expressed
their desire to assume a more active role with the
grant recipients in the form of special partnerships.
The first such partnership was formed in April 2008
with Les Grands Frères et Grandes Sœurs de l’Estrie, a
branch of the Big Brothers and Big Sisters movement
that has provided mentoring services for children
of single-parent families in the Eastern Townships
since 1980.
When this organization approached the Founda-
tion, it was in a very precarious financial situation
due to a loss of revenue from its principal financial
partner. Despite a well-organized recovery plan and
great determination on the part of its directors, a
lack of short-term resources threatened the survival
of the organization, which was no longer able to pro-
vide mentoring services to children in need.

An initial gesture of support was made by the Réseau d’amis de
Sherbrooke, who agreed to share their offices with the Grands Frères et
Grandes Sœurs de l’Estrie team. All that was needed was a partner who
would be willing to provide a crucial financial boost in order to make the
restructuring plan work.
The energy and spirit of the existing team and the serious steps they
had taken to rectify their situation convinced the governors of the
J. Armand Bombardier Foundation to support the organization. To help
guarantee its survival, the Foundation financed ongoing activities during
the restructuring period, while keeping close track of developments
and results.
A year later… what a difference! Les Grands Frères et les Grandes Sœurs
de l’Estrie have secured their own financing for the next three years. Their
team has been consolidated, and existing mentorships have been resumed.
A new era of growth is in full swing. Although the work isn’t entirely
finished, it’s definitely “mission accomplished” for the Foundation’s
salvage operation.
“Your announcement of support will be etched in our memory forever. At that moment, you were the leverage we des-perately needed in order to continue. Above all, you bought us the time we so badly needed, as everything else was in place: a solid organization, a clear mission and programs that were proven to be effective. In other words, everything was set, but we were relegated to the role of spectators, waiting to get back on stage. We were ready, the phone was ringing and the public said they were waiting for us… but we didn’t have the means to fulfil our mission.”

Employees’ Social Action Day
First introduced in 2007, the Social Action Day is an annual event intended to:
• Enhance employee commitment to the Foundation and its mission and create a sense of belonging
• Create a spirit of teamwork and cooperation within the organization
• Encourage employees to get more socially involved
• Provide practical assistance to an organization in need
Winter Cleanup at Orford
This year, Foundation employees left their mark at the Orford Arts Centre, where they worked outdoors to help prepare the Cen-tre’s grounds for winter.
“The Foundation already supports the Orford Arts Centre and its mission by making the arts more accessible to a wider audience,” says Denise Bordeleau, Direc-tor of Development and Special Events at the Orford Arts Centre. “On October 16, 2008, despite the rainy weather, the Foundation’s employees gave us a donation of a whole day of work outdoors. The result of this magnificently orchestrated teamwork is obvious the moment you enter our site. What was even more astonishing, however, was the spirit in which everybody worked. We really felt their kindness, friendliness and sense of responsibility toward get-ting the job done right.”
A Carbon Neutral Day
While they hoped to leave a visi-ble mark at the Orford Arts Cen-tre, the Foundation’s employees were anxious to make their Social Action Day’s ecological footprint as small as possible. Special attention was paid to the mate-rials and supplies purchased for this event, and preference given to locally produced, organic, fair-trade and biodegradable products. Carpooling was also encouraged for transportation.
Almost any organized event, however, involves some unavoi-dable amount of greenhouse gas emissions. These were compen-sated by the purchase of carbon credits through Planetair – the first time the carbon-offset ser-vice has certified an event organi-zed by a private foundation.
