The Board of Education does not at this time, anticipate public action on the matter

at this evening’s public meeting. When, and if, the Board of Education does take action on any of the other matters so noted, the action will be taken in public session. All members present voting Aye. RETURN TO REGULAR SESSION – 7:32 P.M. A motion was made by Mr. Sigurdson, seconded by Mr. Nardini and carried that the Board return to Regular Session at 7:32 P.M. All members present voting Aye. PLEDGE OF ALLEGIANCE Board President Mr. Onofrietti led the Board and audience in the Pledge of Allegiance. STUDENT/STAFF AWARDS The list of student, staff and volunteer award recipients is attached to the minutes. SUPERINTENDENT COMMENTS

Superintendent Healy stated as we complete our first two weeks of school I am pleased to report to you that we have had a successful opening to the school year and our schools are off to a great start since opening day on September 6th.

I along with my central office administrative team have had the pleasure of visiting all of schools, touring classrooms, greeting our children, parents and our teachers.

During our visits it was evident that much time has been spent preparing our schools inside and out for the start of this school year and I want to thank our custodial, and facilities personnel for their efforts in providing clean, safe and welcoming environments particularly with the many other summer projects taking place.

Additionally, I along with representatives from our central office administrative team have been attending our many back to school nights and will continue to do so

through September 30th. They have been well attended and the schools, faculty, administration and support staff have provided welcoming environments to all those in attendance.

I would like to thank our faculty, support staff and administration for their efforts toward preparing for our opening and our transportation department who transports nearly 14,000 students each day to and from school without incident.

Lastly I want to thank our board of education for their support and unwavering

commitment to developing and adhering to our district goals that put children first and support all of us who are responsible to ensure that all of our children are given every opportunity possible to be prepared for college and careers and most importantly outstanding citizens of this community.

On behalf of my administrative team I welcome all you back for the 2016-17 school and wish you all the best. STUDENT REPRESENTATIVES:

Student Representatives from all three high schools updated the Board on the

academic and athletic successes taking place at their respective schools, as well as events taking place and fund raising activities.

Budget & Finance Committee – Mr. Corby

The Budget and Finance Committee of the Board of Education of the Toms River

Regional Schools met on September 14, 2016 at 1144 Hooper Avenue, Toms River, New Jersey in Conference Room A at 6:30 P.M. Committee Chair, Russell Corby, read the following opening statement:

“Good evening, welcome to the Budget and Finance Committee Meeting of the Board of Education of the Toms River Regional Schools. Notice of this meeting was published in the Asbury Park Press on September 8, 2016 which constituted at least 48 hours notice as required by law under the Open Public Meetings Act.”

In addition to the Committee Chair, in attendance were Board members- Rob Onofrietti, Loreen Torrone, Gigi Esparza, Ben Giovine, Joe Nardini and Chris Raimann, Superintendent- Dave Healy, Assistant Superintendents- Debra McKenna, Dr. Marc Natanagara and John Coleman, Business Administrator- Bill Doering and Board Secretary- Wendy Saxton. The meeting was open to the public and an opportunity for public comment was provided.

As we do every month, the committee reviewed the expenditures listed on the Purchasing Agenda, which was e-mailed to all Board members and posted in the Board’s Google Docs folder prior to the Budget and Finance Committee meeting. The Purchasing Agenda also included items of zero value, bids and resolutions. Questions were asked by various individual board members, which were answered by Mr. Doering and other members of the administration. The Purchasing Agenda for this month is in the amount of $12,420,033.82 for the 2016-17 school year. The Budget & Finance Committee is recommending the approval of the Purchasing Agenda by the full Board. The committee then reviewed the District lease, sponsorship and other rental agreements and these are also being recommended for board approval.

The committee then discussed the proposed refunding of over $6 mil of our 2007

bonds. 8 bids were received and the present value savings would be 6.856%, or a total savings of $412,202. This will result in savings of over $80k per year in bond costs. The second reading of the refunding ordinance, a public hearing and the form of sale will be on the September 2016 agenda.

The Superstorm Sandy Non-Federal Cost Share ("Match") Program grant

application is in process, but district is likely only eligible for approximately $25k based on Category A (debris removal) and B (emergency protective measures) FEMA submissions.

Finally, the committee was presented with the Demographic Study prepared by Whitehall Associates. This study included existing enrollments, projected enrollments, net development impact as well as ratios for in-migration and out-migration. The report projects an enrollment of 16,281 as of 2020-21, including net development impacts. The

Building & Grounds Committee – Mr. Giovine

The Building and Grounds Committee of the Board of Education of the Toms River Regional Schools met on September 14, 2016 in Conference Room A at 1144 Hooper Avenue, Toms River, New Jersey at 7:20 P.M. Committee Chair, Ben Giovine, read the following opening statement:

“Good evening, welcome to the Building and Grounds Committee Meeting of the Board of Education of the Toms River Regional Schools. Notice of this meeting was published in the Asbury Park Press on September 8, 2016 which constituted at least 48 hours’ notice as required by law under the Open Public Meetings Act.”

In addition to the Committee Chair, in attendance were Board members- Rob Onofrietti, Loreen Torrone, Russell Corby, Gigi Esparza, Joe Nardini and Chris Raimann, Superintendent- Dave Healy, Assistant Superintendents- Debra McKenna, Dr. Marc Natanagara and John Coleman, Business Administrator- Bill Doering and Educational Facilities Manager- Mark Wagner. The meeting was open to the public and an opportunity for public comment was provided.

The committee discussed the projects and ongoing work in and around our buildings, including the following:

• South Toms River Elementary- the balcony project is progressing and is expected

to be completed by the end of September 2016.

• Walnut Street Elementary- the boiler replacement project is also progressing, and the boilers are expected to be fully operational by this year’s heating season.

• District-wide: paving and asphalt repairs for smaller areas are being handled by district staff at Citta, West Dover, North Dover, Cedar Grove and Washington Street Elementary Schools. Quotes are still being evaluated for repairs and/or repaving of larger areas at several locations.

• Intermediate East- the fans (approximately 60) generously donated by the PTO are currently being installed, and those on the second floor are already operational.

• District-wide: Facilities Condition Assessment- review with Maser is ongoing, and it is expected that a follow up meeting will be scheduled for November to discuss this assessment further, including some specific questions asked during the initial presentation.

• District-wide: the roof warranty extension bid specifications are complete and a bid schedule is currently being established with the Purchasing Department.

• District-wide: regarding the opening of schools for September 2016, in terms of facilities, it was apparent that much effort went into getting the buildings ready, and the Facilities Staff should be commended for their efforts. The department is always looking for ways to improve and function more efficiently, but much progress was still made in terms of smaller projects and repairs over the busy summer.

• JBAC: the Facilities Department is having the running track in the JBAC air structure evaluated to determine options regarding the wearing down of one particular lane. Subsequent to this evaluation, next steps will be discussed.

• District-wide: regarding Lead testing of water lines, Facilities Department representatives will be attending a meeting with the NJDOE and NJDEP on September 21 to discuss the lead testing requirements and State reimbursement process. The week after that, the same state agencies will be hosting regional meetings to further present regarding this initiative. The district has prepared a bid specification for such testing, and will proceed with the bid process subsequent to receiving guidance from the State regarding the parameters and application process for reimbursement.

• JBAC- the Ocean County Soil Conservation District extended the permit for the JBAC air structure for an additional 3.5 years from June 30, 2017 until January 1, 2021.

The Board president introduced a proposed resolution asking the New Jersey Board of Education to reconsider its recent decision to require passing the PARCC exam as the sole graduation requirement in 2021.

Personnel Committee – Mr. Raimann

A Personnel Committee Meeting of the Board of Education of the Toms River

Regional Schools took place at the Administrative Offices, 1144 Hooper Avenue, Conference Room A, Toms River, New Jersey on September 14, 2016 at 6:00 p.m. This meeting is not publicly advertised as the committee reviews personnel information which includes names of individual staff member as well as possible new staff members.

In attendance were committee members Christopher Raimann and Loreen Torrone. Also attending was David Healy, Superintendent of Schools, Robert Onofrietti, Jr., Board President and John Coleman, Assistant Superintendent.

The meeting was opened at 6:00 p.m. by Superintendent, David Healy. David Healy, Superintendent, discussed with the members the certified personnel being recommended for employment as well staff recommendations for extra-curricular positions being presented at the board meeting on Wednesday, September 21, 2016. Each candidate’s qualifications were reviewed and questions answered. The committee adjourned at 6:30 p.m.

WHEREAS, Toms River Regional Schools (“the District”) is the largest suburban school district in the state of New Jersey; and WHEREAS, the District educates nearly 16,000 students in eighteen schools and a preschool facility; and WHEREAS, the Board has created annual goals establishing programs to help children achieve based on multiple measures and prepare for college and careers requiring a variety of essential skills, knowledge and understandings; BE IT RESOLVED THAT the Toms River Regional School District Board of Education hereby requests that the New Jersey Department of Education withdraw its requirement for students to pass the PARCC as the sole way of satisfying state high school graduation requirements beginning with the class of 2021.

taxpayer dollars and other school issues. Ms. Sabato discussed busing safety and the transportation run.

A motion was made by Mr. Giovine, seconded by Mrs. Esparza and carried that the following Executive Session Resolution be approved: Resolved, that the Board of Education, at this time, move to a closed session to be held at the executive session meeting room at Toms River High School North, Toms River, New Jersey, for the purpose of: Executive Session Resolution –TREA Negotiations. Subject to change.
