China among world’s “most concerned”when it comes to potential loss ofpersonal or financial data

A global survey of consumer attitudes releasedtoday by Visa International reveals that thetheft or loss of personal or financialinformation is the number one concern amongconsumers worldwide, with 64 percentexpressing anxiety over such an occurrence.

Both China and India were in the topfour countries most concerned about lost orstolen personal information among the 12countries surveyed. Contactless payment cards are the latestcraze in the marketplace. They come in theform of cards and fobs. So what is theadvantage to the customer? And what mightbe the disadvantage to the present card-carrying customers...” Do you know whohas been contacting your "contactlesspayment card?" ...You may not.

With today's magnetic-stripe credit cards,you at least know who you have given yourcard to. To use your account, thieves mustget their hands on your card; or, if they gainaccess to online records, they have to getnot only your credit-card number, but alsoits expiration date (and more recently, theauthorization code on the card back).

So how can the "contactless paymentcard" be compromised? Not quite as easilyas a mag-stripe you think as advocates pointout, contactless-card data is protected with128-bit triple-DES encryption.

But these new technology cards presentsome new opportunities that didn't existbefore. The perpetrator no longer needs to

be able to take possession of the card toread it! Contactless cards can be readanywhere in reasonably close proximity. Allthat the waiter must do is to meander throughthe dining room, walking close to seatedcustomers with a small reader in their pocket.And given that a card is secretly read, thewaiter can substitute that information insettling the check and simply pocket thecash from the customer.

Retailers don’t see nearly enough valuein payment cards to justify their cost. Todrive fees down, they are accusing bankersof illegally fixing card fees and are suing thecard associations and the major banks. Thiscould cost the global cards industry over$100 billion, experts say, and lead to a bank-card system that would be more expensiveand bureaucratic to manage.

The Guardian reported that a newinvestigation has been launched in the UKon the legality of interchange fees. The Officeof Fair Trading (OFT) estimates that banksovercharge retailers through interchange feeswhich are essentially a tax.

In the US, the National Association ofConvenience Stores (NACS) says that thetotal cost of card fees may soon exceed storeprofits. Card fees are the fourth-largestexpense at the store level and are projectedto exceed store utility costs within the nextdecade and the cost of store rent by 2020.

Another major retailer association, theFood Marketing Institute, alleges that creditcard companies and their member banks setinterchange fees with no regard for merchantsand with no additional service provided tomerchants, in spite of the fact that fees haveincreased steadily over the past 10 years.

Protecting interchange fees through courtbattles is one way to address the problem.Another way is to re-invent the paymentcard product into something which offersfar more benefits to retailers, and whichretailers would be happy to pay for. Theproblem has become too big for littleincremental benefits to do any good. Paymentcard products need to provide substantialnew value that gets merchants to say, “Wow!This really helps me solve the types ofproblems that keep me awake at night! Whencan I have it? I want it now!”

Advanced security technologies such asEMV chip and data encryption are key fraudprevention programs, which Visa and itsmembers are introducing to drive downfraud levels. Malaysia has already completeda national migration program to EMV chipand has introduced encryption throughoutits payment system. The new technologyhas virtually eliminated counterfeit fraud inMalaysia.

Other data security initiatives being runacross Asia Pacific include Visa’s AccountInformation Security, which helps merchantsand payment processors improve their datasecurity standards to safeguard cardholderdata; as well as Verified by Visa - an onlineauthentication program. Fraud as a percentageof Visa's volume has declined in the lastdecade and is at an all-time low.

Globally, consumers also viewed broadereducation as part of the solution, with 40percent reporting that they would feel moresecure if they had more information abouthow to protect themselves against loss oftheir personal data. Still, education effortsare also making an impact, as consumersreport changes in behavior, particularly whenshopping online:• 63 percent of consumers say they are

more careful when disposing of financialstatements

• 50 percent look at the privacy policiesof companies with which they do business

• 62 percent of online shoppers are morediscriminate about the sites at which theymake purchases

Other potential measures cited bysurveyed consumers included betterenforcement of laws and zero liability forfraudulent use of payment cards, a protectionalready in place in Asia Pacific, Canada andthe United States.

Today’s personal computers, scannersand printers have increased the productionof counterfeit documents and make illicittampering with banking documents mucheasier. Sources of losses identified by bankers’associations include fictitious documentfraud, counterfeiting of corporate checksand other negotiable instruments, as well asfalse identification documents. Added tothese problems are dishonest employeesand processing errors.

Bankers must cope with these threatsin order to prevent further losses by exploringnew technologies. Fortunately, new valuepaper processing chains now allowing banksto transmit electronic check images insteadof physically transferring paper checks caneffectively fight forgery and tampering withdocuments.

One solution commercialized under thename of Cryptoglyph®, developed byAlpVision, a Swiss leading supplier in securitysolutions, working closely with leading Swissand European banks, uses a large numberof invisible printed dots randomly spreadon the document. These dots hide criticalinformation encrypted with a 128 bit cipherkey. It allows for both documentauthentication and comparison of the hiddenencrypted information with what is printedon the value document.

“Cryptoglyph which are printed on ourpayment orders have reduced the fraudulentattacks to almost zero”, declared a securityofficer of an important Swiss bank whoinsists on anonymity, as confidentiality andsecrecy are key elements of a documentsecurity policy.

“The detection software, which performsat four documents per second, was easilyintegrated into our existing IT environment;the detection process has not slowed downour regular digital document processing”,added the IT manager of the bank.

The United Bankers’ Bank (UBB),concerned that passwords were too weakan authentication method, wanted tosafeguard account information accessed byemployees and its customers. UBB was alsoexperiencing a high volume of support callsfrom users whose passwords had expired orwere forgotten.

It is fair to say that most retailers inparticular focused their loyalty programsinitially on recognizing and rewarding bettercustomers; encouraging lift, shift and retentionamong existing and potential customers thusgiving increased sales; having a long termeffect on customer relationships; along witha desire not to be left behind by competitors.Most retailers with loyalty programs have in-house resource to manage the programs,and use the CRM tools that programs allow.

In some cases though, given the highcost of managing in-house programs, oruncertainty over customer commitment andengagement, companies have reasonablyenough managed costs by reducing eitherthe customer value in or communication ofthe program.

The catch in some cases with thatapproach has been a reduction in affectedsales, lower still incremental sales, and asmaller pot to apportion fixed costs. This inthe worst case leads to a vicious cycle wherecustomers slowly become disaffected andmanagement rightly questions the wholeprogram design and approach. Mostcompetitors in an industry may well have asimilar program, so market share gains aredifficult, but the risk of exiting is high.
