This brings the total hourly COLA gain under the current contract to 93 cents. The new 23 cents was generated for the quar- ter May, June and July 2007. COLA is generated quarterly under the IAM contract and is based on the federal government’s Consumer Price Index. The next quarterly COLA payment will be December 7, 2007. On August 6 th , Boeing held a ‘pep’ rally to help raise awareness of the ad- vantages of the Boeing 767 Advanced Tanker and to thank 767 employees for their hard work. The event was part of a final push before the Air Force decides who will build its aerial refueling tankers later this year. The event also provided an opportu- nity to outline the eco- nomic benefits of a Boeing tanker, including 44,000 jobs with roughly 9,000 here in Washington State. The contract would add an estimated $400 million annually to Washington’s economy – not to mention many of those jobs would go to 751 members. The Everett event was just one of many rallies across the country designed to solidify political sup- port for the Boeing tanker. Some of the program’s best cheerleaders were on hand in the Everett factory to tout the benefits of a Boeing tanker, including Senator Patty Murray, Congressman Norm Dicks, Congress- man Rick Larsen and Congressman Jay Inslee – not to mention a crowd of proud Boeing employees. September 7th marked the date when employees on the payroll earned a $3,000 lump sum bonus (to be paid on or before December 1st). This is a Union-negotia- tion benefit. The bonus could be an ex- cellent way to start a negotiations fund to be prepared for next year. Throughout the year look for various visibility items to be distributed to help increase awareness. Pre-contract t-shirts continue to be a hot item, as many shops have designated Wednesdays as Union solidarity day. We will have additional visibility items such as buttons, stickers and new pens to increase awareness on the upcoming Boeing contract. One Year Out Signals Need for Every Member to Get Involvedby Tom Wroblewski,District President

751 members working at BAE Plat-form Solutions voted unanimously toaccept a new three-year contract on Au-gust 22nd – confirming the contract metmembers’ expectations. These memberstest and install precision electronic equip-ment for Boeing aircraft.

The contract made solid gains in manyareas including:

• General Wage In-creases each year of thecontract (4%, 3%, 3%)

• An additional 2percent Companymatch on 401K (nowwill be 75¢ for first 8%of contributions)

• Increased companycontributions to theIAM pension each yearof the contract bringingtotal contribution rateto $2.45 per hour.

• Changed sick leaveto personal time off,which can be used anyway the employeewants. Instead of re-ceiving 48 hours per year, it increased to60 hours per year.

• Expanded bereavement leave to in-clude brother-in-law and sister-in-law.

• Enhanced dental benefit to coverimplants.

• A $2,000 lump sum payment dueSeptember 1, 2007.

• $75 safety shoe reimbursement.

• New hearing aid benefit of $1,000per ear every three years.

• Option to purchase an additionalweek of vacation (to be paid over theentire year).

“I appreciate the hard work our Unionteam did for us. I was very pleased thatissues we identified as in need of im-provement were addressed,” stated mem-

ber Chuck Hurry. “I was surprised at thelevel of improvement that was gained.There were some items such as convert-ing the sick leave over to paid time offand increasing the number of hours wasmost surprising. I was glad to see animprovement in the pension plan contri-bution, which will go a long way for abetter retirement. The numerous im-

provements to our contract again showwhy it’s important to have union repre-sentation.”

Thanks to the Union negotiators Busi-ness Rep Ron Bradley and Richard Jack-son, Administrative Assistant JimBearden, along with District 751 Presi-dent Tom Wroblewski.

“I am so glad that we have a greatteam looking out forus,” noted UnionSteward JamesKamaka. “This con-tract is great, andthe nice thing wasthat we did not haveto wait for the lastday to vote on it.Thank you for thehard work in get-ting us a wonderfulcontract.”

Ray Ortonstated, “As I told mywife, I’m a little dis-appointed that Ididn’t get my birth-day off with pay.

Other than that I can’t say enough abouthow much I appreciate what an excellentcontract my union negotiators obtainedfor us! Thanks again.”

The contract ratification in Washing-ton comes just weeks before negotia-tions open for nearly 400 members ofDistrict 776 working at BAE in Irving,Texas.

I hope each of you en-joyed your Union-negotiatedLabor Day holiday, whichsignaled one year until ourcurrent contract expires withBoeing. Our slogan “It’sOur Time...This Time” re-flects our strong bargaining position andemphasizes the need for Boeing to sharetheir profits with our members who gen-erated that success.

As part of our stragetic plan to edu-cate and involve members, we will high-light a different topic for each of the next12 months. In addition, you will see anumber of visibility items to help raiseawareness and serve as a reminder of theupcoming negotiations.

There will be various activities so

each member can provideinput whether it is throughUnion Stewards, filling outsurveys, at shop floor meet-ings or in focus groups at theUnion halls. Two-way com-munication is vital to the pro-cess.

I would hope that seniormembers will reach out to

our new members and educate them onthe history of our negotiations, as well asthe various steps throughout the process.Every member will play a critical role inensuring our success.

our members. While Boeing is still look-ing at the legal ramifications, we hope tohave an answer well before the lumpsum is paid out so members will know inadvance their available options. Savingthis lump sum is an excellent way toenhance a strike fund and get furtherprepared for negotiations.

Our first contract survey results havebeen tabulated. You identified many ar-eas needing improvement. In past nego-tiations, the Union shared extensive sur-vey results; however, this gave the Com-pany a huge advantage in knowing thepriority of your issues. Therefore, wewill be very careful in how much of thesurvey results we publish. I can tell you,the usual issues are still top prioritiessuch as Pension, Health Care, Wages,and Job Security. In addition, severaleconomic issues were also at the top –specifically overdue general wage in-

A Personal Strike Fund Can Save Your Baconby Jim Kakuschke

Contract negotiations with Boeing are drawing closer.This time next year we will voting on a new agreement. Wehope to get a good contract without resorting to a strike – butas we know from 2005, you cannot predict what will happen.

We know how important it is to put some money aside intoa personal strike fund just in case we need to strike. The strikechecks from the International, which don’t start until the thirdweek, help but are not enough to pay the bills. Those who putaside three months’ pay are in the best shape.

What if you haven’t been putting money into your personalstrike fund or if you were hired recently and haven’t had threeyears to save? Here are a few ideas that may help.

• In December, 2007 those on the payroll on September 7,2007 will receive a Union-negotiated $3000 bonus. Thiswould go a long way to feather a strike fund.

• The $3000 bonus could earn more interest if you put itinto a certificate of deposit (CD).

• Use your 2007 tax refund to enhance your strike fund.• Each payday put what you can into your personal strike

fund account.• Put off buying any big ticket items until after contract

negotiations. Don’t go further into debt.• If you are getting a mortgage, consider the AFL-CIO

Union Plus mortgage which gives some payment relief if youare on strike. Go to www.unionplus.com for details.

The great thing about a personal strike fund is not only canit save your bacon if we have to strike, but if we don’t strike(and I hope we don’t have to) you can use it for a downpayment on a car or something else you need, or even saveit for the following contract so you have an even bigger strikesecurity fund. Think about it!

Finally, congratulations to our mem-bers at BAE for their successful negotia-tions and a contract that was unanimouslyratified. They made solid gains in manyareas of the contract – demonstrating thevalue of their skills.

Also thanks to the members at FiltronaExtrusions in Yakima who voted to au-thorize strike sanction by 91 percent.This was an impressive vote and show ofsolidarity which will hopefully spur thecompany to expedite negotiations for afirst contract for this group of talentedworkers.

POLITICAL ACTION

On July 31, over fifty 751 membersand other concerned citizens gathered infront of the gates of Toray Compositesnear theFrederickson Boeingplant to highlight theneed for the Em-ployee Privacy Act.This legislation,which will be intro-duced in the 2008legislative session,would prohibit em-ployers from holdingmandatory coercivemeetings on religion,politics or Union or-ganizing (see facts onEmployee PrivacyAct box for moreinfo).

No worker shouldhave to choose be-tween their job andthe right to have Union representation.Yet according to the NLRB, every 23minutes a worker in the U.S. is fired orpenalized for supporting a union – eventhough it is their “right” under federallaw. Rather than simply citing statisticsat the rally, 751 brought two real lifeworkers who have experienced this tragicinjustice – Jonathan Doddo and JenniferKrysiak. Representative Tom Campbell,who is a co-sponsor of the bill, alsoturned out to demonstrate his support.

The rally was held at Toray Compos-ites, which is a Boeing subcontractor,because it is a prime example of why theact is needed.

As a former Toray employee, Jonathanwas one of the strongest Union advo-cates at Toray. He planned to testify at ahearing in Olympia on the subject, buthad second thoughts after seeing Torayofficials in the hearing room.

Although he chose not to testify, he

recalls 2-3 hour mandatory coercivemeetings at Toray where employees wereintimidated with anti-union messages.

Jonathan describedthe meetings asbringing out the“Fear Factor” whichleft those who werepro-union feelinglike they had a targeton their back.

Just a few days af-ter attending thehearing in Olympiato ban mandatorycoercive meetings,Jonathan experi-enced retaliation firsthand. Even though hewas allergic tochemicals and re-minded managementof this, Toray trans-ferred him to a sec-

tion dealing with chemicals and uncuredproducts. He broke out after just one dayin the new area and was sent to medicalwhich placed him on FMLA to keep himfrom filing an L&I claim. Rather thanwaiting indefinitely to return to Toray,Jonathan began searching for a better joband with the help of the Machinists Union,he was subsequently hired at Boeing.

“It is amazing how different the workatmosphere is at Boeing. Managers thankme for my contribution. I am given allthe safety equipment/information neededand can openly support the Union,” statedJonathan. “The Employee Privacy Actwould allow people to exercise theirright to unionize.”

Jennifer Krysiak worked at North-west Etch Tech for 10 years. She wasfrustrated at the treatment she receivedand the fact she was taking on addedresponsibilities for no additional com-pensation. She decided to try to make it

better for everyone and contacted theMachinists Union. Unfortunately, shetold her Lead she contacted the Union.Shortly after that, she was fired.

“I know I was a good employee. Thecompany had me training other peopleand fixing parts others scrapped,” Jenni-fer stated. “I always believe somethinggood will happen and want to show myco-workers that is true. A lot of thepeople are afraid of the consequences ifthey talk to the Union. It is their right andone they should be able to make freely

What does the Bill do?1. Makes it unlawful for an em-

ployer to require its employees toattend or participate in meetings wherethe employer lectures on religion, poli-tics, or labor organizing.

2. Prohibits the discharge or disci-pline of employees’ who report suchunlawful, coerced meetings.

3. Provides a civil court remedyfor injunctive and equitable relief.Workers who have been retaliatedagainst must bring action in superiorcourt within 90 days.

Q: Why is this bill necessary?A: Current law allows employers

to force workers to attend “manda-tory coercive” meetings where theemployer or their agent urges theirown political, religious or unionviews. Workers can be fired or disci-plined for speaking up at these meet-ings or for refusing to go to them.These meetings are the most coerciveform of employer interference in unionrepresentation drives and they are usedover 90% of the time.

Q: Does the bill limit employerfree speech?

A: No. Employers are totally freeto voice their opinions, conduct meet-

ings and give lectures. This bill justprotects a worker’s right to walk awayand not listen. It eliminates force andcoercion.

Q: Won’t the bill be preempted bythe National Labor Relations Act?

A: No. The U.S. Supreme Courthas made clear that “States possessbroad authority under their police pow-ers to regulate the employment rela-tionship to protect workers within thestate.” State and local laws can and doregulate minimum employment stan-dards that are not preempted by Na-tional Labor Law, e.g., minimumwage, just cause terminations, anti-discrimination protections, etc. TheNLRB General Counsel under Presi-dent Clinton has testified, “I believe astate is not preempted from providingprotection to employees who choosenot to listen to an employer’s views onunionization.”

Q: Will an employment standardthat protects workers from coerciveactivities be bad for business?

A: We would hope not. Good cor-porate citizenship includes treatingworkers, unions, and the communitywith dignity and respect.

Facts on Employee Privacy Act

At the Washington State Labor Coun-cil convention in August, District Lodge751 was honored with the Power to thePeople Award for our activities in politi-cal action. Specifically, 751 was creditedwith helping Senator Steve Hobbs winhis race in the 44th District.

Senator Hobbs wrote, “When I heardthat IAM 751 had received the Power tothe People award, I was proud, but Iwasn’t at all surprised. The determinedeffort to get out the vote provided by theLabor Neighbor program drove a stakeinto the heart of anti-labor legislatorsand sent a shock wave throughout Wash-

ington State. The Labor Neighbor pro-gram is just another example that theAmerican Worker and the labor move-ment are not to be taken for granted.

For weeks leading up to the election, Isaw the red, white and blue of Machin-ists’ jackets as labor members knockedon the doors of fellow brothers and sis-ters. At no time did they let up or quit. Ifor one have no doubt that the Machinistsand the Labor Neighbor program made ahuge difference in my election to theSenate. I owe my friends in labor, espe-cially IAM 751, a huge debt of gratitudefor their role in toppling a 12-year incum-

“They’ve built a plane in France andslapped an American decal on the out-side. We don’t need a plane with anAmerican label on the outside,” Insleedeclared. “We need a plane with Ameri-can know-how on the inside.”

With the decision coming later thisyear, it was important to again highlightthe advantages of a Boeing plane. 751again stepped up its efforts sending anopen letter to Congress encouraging sup-port for the Boeing contract, as well as tobring much of the manufacturing workback to the U.S.

Members of the Coalition of LaborUnions at Boeing (CLUB) hosted a specialmeeting August 6 with U.S. Representa-tive Norm Dicks (D-6th district) to discussBoeing’s bid to land the U.S. Air Forcetanker contract. Yet the group also seizedthe opportunity to explore other options tokeep work in the state and stop potentialoffloads.

Beyond just securing the tanker, thegroup asked the Congressman to helpexplore other possibilities aimed at keep-ing or increasing jobs here in Washing-ton – specifically in answer to Boeing’sconcerns about flight line capacity. As apotential solution, the Union is lookingat alternative locations such as McChordAir Force Base. Another idea is to geteconomic development grants to bringthe Boeing facility at Moses Lake up tospeed. Dicks asked for additional infor-mation and agreed to help explore theoptions.

Dicks has been one of the biggest champions of secur-ing the 767 tanker deal with the Air Force and is pushing

other Congressional reps to support a Boeing tanker.“On the merits, Boeing has a great chance to win this

The CLUB is pushing the issue ofdomestic content with the federal law-makers - making the case that manufac-turing more of the plane in the UnitedStates versus overseas makes sense froma military and economic perspective.Dicks was less optimistic of bringing767 work back to America.

“I’ve talked to Boeing’s people inWashington and told them people wantmore of the 767 tanker built in thestates,” Rep Dicks said, but he didn’thear any reassurance in response.

Members of CLUB plan to send afollow-up letter to Dicks regarding thetanker and other issues discussed. Inaddition, the CLUB will continue tomeet with other federal delegates re-garding Boeing’s 767 tanker bid.

The Air Force expects to announceits decision on the $30 billion contract to build 179 newtankers by December or January.

Open Letter to Washington State Congressional Delegation- Re: TankerThe time is long past for the U.S. Air Force to replace its aging fleet of air refueling tankers.The last of the 410 KC-135’s using the Boeing 707 airframe was delivered in 1965. This is a tiredold plane in disrepair and should be replaced immediately. Later this year the Air Force will selectits replacement. The Boeing Company with its KC-767 is competing against its Europeancommercial airplane rival Airbus and its KC-30 (A-330 airframe).

The Machinists Union strongly believes the right choice for the Air Force tanker is theBoeing KC-767 Advanced Tanker. This new tanker must be built in America by Americanworkers. For years our union has worked with the Boeing Company to lobby Congress for anAmerican-made tanker, specifically the KC-767.

The KC-767 is so efficient it will require fewer airfields to support the fleet, save vastquantities of fuel leaving more available for refueling and thereby costing the taxpayers lessmoney. This airplane has proven itself with a track record of success and uniquely complementsevery other piece of aviation equipment in the U.S. military inventory. The American taxpayerinvestment in this technically superior product will pay long term dividends.Lobbying on behalf of its airplane Boeing contends the Air Force will be buying an “AmericanMade” tanker. The program will be providing 44,000 U.S. jobs, and provide work for 300 U.S.suppliers. We agree with Boeing, but we do not believe this goes far enough. Currently the entire767 fuselage is built in Japan. Japan was initially the largest customer of the commercial versionof the 767 and so Japan was made a partner to build the fuselage. Boeing has traditionally givenmanufacturing work to overseas customers. In the case of the Air Force tanker, American workersas taxpayers are the customers and should have the right to build the airplane they are paying for.The tanker program could last for 15 to 20 years, maybe longer. This is a long time for ournation to rely on foreign countries to supply vital portions of our Air Force tanker. This representsfar too many jobs for our country to give away.

Let American workers benefit from the expenditure of these U.S. tax dollars. Protect ournational defense by keeping the manufacturing here and the benefits of those jobs. Together wecan build the best tanker for the finest armed forces in the world. I ask that if you support theMachinists in this position, please go forward to the rest of the U.S. Congressional delegation andconvince them that these are jobs worth fighting for!

The sun wasn’t the only thing shiningon Saturday, August 4th, as membersbrought their prized auto/motorcycles todisplay at the Bill Baker Memorial Steeland Wheel Super Show. While therewere many prizes awarded in differentcategories, the real winner was GuideDogs of America, which will receiveproceeds of over $7,200.

The event is a tribute to Bill Baker,who was the longest standing Busi-ness Rep and an individual who dedi-cated his life to helping others. Bill’swidow Carolyn was on hand to awardthe various prizes.

Visitors cruised the Seattle UnionHall parking lot to examine the manyclassics and modified cars, as well asthe assortment of motorcycles. It waseasy to see the owners had put hun-dreds of hours of work into maintain-ing and restoring their prized wheels.Those attending also got their ve-hicles washed.

Participants in the annual Local Cfishing derby took to the high seas earlyon Sunday, August 12th. The MachinistsNon-Partisan Political League (MNPL)got the big catch of the day with nearly$4,000 raised at the event. MNPL is thepolitical arm of the Union.

Members met at the Union Hall in theearly hours to board a bus bound forWest Port to ensure the three boats wouldset sail before dawn. While many onboard caught fish, Jim Marshall, JohnnyParsons and Glen Wroblewski hauled inthe three biggest fish and received tro-phies for their catch.

Business Reps Jimmy Darrah andMark Johnson did an excellent job orga-nizing the event, lining up the boats, andgetting the many prizes. Special thanksto Dave Henry for sponsoring the icechests for each of the three boats.

After 751-member Mary Berger was injured inher factory service job, the Union and IAM/BoeingJoint Programs Vocational Solutions ensured shesuccessfully returned to work. Mary is thankful tohave the Union and her Vocational RehabilitationCounselor (VRC) from Vocational Solutions to helpher through the tedious process, countless meetingsand seemingly endless paperwork.

While the VRC’s and the Vocational Solutionsprogram have been in place since 1991, they are notwell known on the shop floor – making it difficult forour members to utilize these skilledcounselors.

Union Steward Dave Sattler, Busi-ness Rep Jon Holden and VRC MarcLongshore teamed up to help Mary withher goal of returning to work. It is im-portant for members to take an activerole in their return to work and to con-tact IAM/Boeing Vocational Solutionsafter following Boeing procedures, im-mediately after an injury/illness occurs.

After Mary injured her back in a fallat work, she was placed on a medicalleave due to accommodation of hermedical restrictions for 180 days. Be-fore going out on leave, Mary contactedUnion Steward Dave Sattler who puther in touch with VRC Marc Longshore.

Immediately, Mary was impressedwith the knowledge and resources Marchad to offer. She also utilized the ser-vices of the Work Hardening Program(part of the Boeing Industrial AthleteProgram), which combines educationabout safe work methods with strengthening exer-cises and a work simulation program.

“Having someone knowledgeable of the processwas very helpful and reassuring. I was confident Iwas getting the best advice and services to get meback to work quickly and without risk of reinjury,”Mary stated.

“I praise the VRC’s and the Union. They are goodpeople. If I didn’t have them behind me, I wouldn’tbe working here today,“ Mary added. “If anyonecomes on my crew, I will tell them about the Union,

751-member John Taft reported the first ever PugetSound Deaf Schools Reunion was a resounding suc-cess. The event created a weekend of memories for allwho attended. Rather than just reuniting one school, thereunion was for all deaf schools throughout PugetSound including Tyee, Chinook, Bow Lake, Birney,Baker, Mt. Tahoma, Roosevelt, Lincoln, John Marshall,Green Lake, University Heights, View Ridge, Warrenand Summit - to name a few.

Over 100 people attended the Friday night event, andmore than 200 people took part in Saturday’s festivities.The event provided an opportunity to reconnect withelementary, junior high and high school classmates,teachers and long-lost friends. John was one of theorganizers of this unique event and noted that 15 deaf

employees from Boeing took part in the event.People drove from Bellingham to Tacoma and trav-

eled from Canada, Oregon, Idaho, Utah, Ohio, Mary-land, Pennsylvania, North Carolina, Texas, Nevada andCalifornia to be a part of this unique reunion. Partici-pants ran the gamut on age with one lady graduating in1945 and another graduating in 2003.

“They came from 25 different schools from Seattleto Tacoma. Everyone was THRILLED to see each otherafter so many years and felt good about having thereunion,” John stated. He thanked 751 for their contri-bution which helped with the event.

After the success of this first weekend, plans arealready being made for another ‘all school deaf reunion’five years from now in 2012.

various other safety procedures are be-ing implemented, including labeling andsignage, as well as improved operatingdocumentation.

The safety concerns arose when avendor installed a new high pressure(6000 pounds per square inch) Skydrolsystem for the 787 line. Unfortunately,there was a lack of communication andcollaboration beteween the vendor andhourly workers who would maintain thesystem.

As a Physical Calibration Tech, Dougmust certify the flow gauges on the newequipment. These gauges are located in avault of sorts under the factory – making ita confined space. He was informed therewas no need for personal protective equip-ment as long as Skydrol is not in mist formand that his safety concerns were withoutmerit. He disagreed – especially since hepreviously had a bad experience withSkydrol that landed him in a hospital.Doug understood that if a leak occured at6000 psi, Skydrol would immediately beaerosolized; thereby trapping and injuringthe operator in the vault.

“I felt a great deal of frustration untilI talked to the Union. My life depends onthe Union acting and helping me. TheCompany has deadlines to meet, and Idon’t want it to mean I am dead,” Dougstated. “I had tried to get my issuesaddressed through other avenues beforecalling the Union, but nothing happened.I called the Union on Friday because Iwas to start working on the system Mon-day, and I got instant results.”

Doug noted, “The fire departmentsaid it would take 12 minutes to figureout the best route of exit, but a personwould be dead by then. It wasn’t a risk Iwas willing to take. All I really wantedwas air and a way to get out.”

HSI Site committee member JasonRedrup noted, “We are still working theissues. We wanted to ensure we didn’trepeat mistakes that were made when the777 moving line was implemented. Weare going through the process to makesure safety procedures are in place BE-FORE we start a new system.”

“New systems, as well as the movingline, present additional challenges. You

have a convergence of contractors in-stalling equipment, which is then turnedover to our site services and there is alack of communication,” noted BusinessRep Jon Holden. “Our member raisedhis hand to say ‘I am not comfortable.’All members should do that if they feelsomething is not right.”

“It was either an oversight or not giventhe necessary priority. A lot of assump-tions were made, which could have put theoperator at risk,” added Jason.

Yet Doug understands the value ofUnion membership beyond just the safetyaspect. He encouraged all members toget involved in the upcoming contractnegotiations and vocalize their issues.At work each day he displays a sign“Contract 08 – 30 years Company timeequals full retirement” as a message ofhis top contract issue.

“I keep at it every day to help raiseawareness of issues and the upcomingcontract,” Doug stated. “I try to help newmembers understand our history and theimportance of standing together toachieve our goals.”

VRC Marc Longshore reminded everyone thatreasonable accommodation is different than 180days of light duty. For example, splitting the trashinto two bags so it weighs less than 50 pounds isreasonable accommodation not light duty since the

person is still performing thework without assistance.

These little technicalities canmean the difference between re-turning to work or remaining onleave. Another important roleof the VRC is to coordinate withwork hardening and clarify whatthe goal is to return the em-ployee to work. This should notchange after the employee com-pletes a program, but should beset up front.

Steward Dave Sattler noted,“Mary’s biggest issue was whereto go to receive assistance to en-sure she was doing the right thing,being treated fairly to return towork, and getting what she neededto improve. VRC’s are here toguide people through that maze.They know who to contact andwhat questions to ask, which is ahuge help.”

“Many times after a worker has been out on a leavewith restrictions or placed on light duty, they have to beable to not only perform the tasks they did before, butall other tasks in the job description – making the returnto work even more challenging,” Jon added.

Business Representatives’ Report:Business Rep Paul Knebel reportedUnion leadership was in Everett lastMonday to publicize the need for the AirForce to select a Boeing tanker builthere. The Union is pushing to bring muchof the work that was outsourced on the767 back to U.S. so it is truly an Ameri-can tanker. He also stated that work onthe 787 is going on around the clock toget it off the ground on time.

Paul announced a new composite ap-prenticeship program will be starting up.Applications have already been acceptedand the interview process will begin soon.Because planes are now being built us-ing composites, the apprenticeship pro-gram has been added to ensure our mem-

bers keep up-to-date with trainingin the skills thatwill be needednow and in the fu-ture.

Paul con-cluded his reportby stating thatBoeing is continu-ing to hire 100 ormore people eachweek.

Leg i s la t iveReport: CarlSchwartz re-minded everyoneto vote in the Pri-mary Election onAugust 21. U nionrecommendationswere listed in theAugust Aero Mechanic newspaper.

He also spoke about the political na-ture of the decision on the Air Forcetankers. The first question is should it bebuilt in the US. Second, if it is built herewill Boeing get the job or will it beparceled out to several locations. Thereality is that politicians will each want apiece of the pie for their own state.

Legislative Director Larry Brown alsospoke about the 767 tanker mentioninghow Boeing won the contract about threeyears ago but lost it due to illegal actionsby Boeing executives. Now we are work-

ing again, alongwith other unionsat Boeing, to bringthe work back toWashington State.Larry reported heand 751 PresidentTom Wroblewskirecently spoke toGovernor Chris-tine Gregoire via aconference call anddiscussed the up-coming 2008 leg-islative session.This will be a shortsession and themain topics will behealth care, educa-tion and economicdevelopment. Ourfocus will be to

keep work in state, and we will be veryactive legislatively before the electionsbecause we know we have more of avoice before the election takes place.

Health & Welfare: Helen Pompeoreported ill members were Mary King,Mel King, Frances Dinwiddie, DonGrecula, Eddie Edwards. Get well cardswere sent. A moment of silence wasobserved for the following deceasedmembers: Jean Arnold, Eloise Gordonand Walt Houser. Sympathy cards weresent to the next of kin.

Gene Hoglund mentioned the upcom-ing Primary Election and stated that Dis-trict 751 has endorsed David Della whois running for Seattle City Council. Headded it has been announced that Swed-ish Hospital would no longer accept thosewith United Care Health insurance. Hefound out that this does not apply tothose who have this insurance as theirMedicare supplement.

More than 1,500 Boeing employees in the PugetSound region joined the Employees Community Fundduring the recent May campaign period, contributing$800,000 in new contributions to the pooled fund andthe many local health and human services agencies itsupports over the next year.

During the campaign, trained presenters visitedcrew and staff meetings to talk about thepower of pooled giving through the Em-ployees Community Fund and encour-aged employees to become a member orraise their level of giving.

Frederickson employee KandiRowland, a quality inspector, made thedecision this year to start giving to thepooled fund. For the last 20 years shehas struggled as a single mom to raisethree kids and put them through college.Then she had grandkids. Her grandson is disabledwith cerebral palsy and in a wheelchair. She felt that shewas giving as much as she could financially to supporther own family and church. But she has seen manyvolunteers in action with her grandson and other chil-dren like him through the years. “Now, I am finally toa place financially that I felt it was way past time Istart giving to others as my family and I have been so

blessed with so many caring giving people in ourlives,” she said. “ECF provides a great way to giveback to others in need, and I felt the pooled fund couldhelp the most.”

Employees who gave to the pooled fund were eli-gible to be entered in a random drawing for attendance

at various recognition events. Rowland was se-lected at random as one of those winners. To

Thanks to the watchful eye of UnionSteward Charles “Hawk” Hawkinson,two members received additional payafter the Company violated one member’sCategory A rights and paid another anincorrect rate.

Business Rep Heather Barstow ap-plauded the efforts, stating, “Hawk did a

great job representing the members andpaying attention to the work assignmentsin his shop. I also want to thank 751Organizer Jackie Boschok for her assis-tance in getting the Category A memberpaid. It was a true team effort to enforcethe contract and get our members theproper compensation.”

Per our contract, the Com-pany has to notify and get con-currence from the Union forany temporary promotions thatgo beyond 30 days. This is thelanguage which delivered theadditional pay for both WayneBakko and TracieWestmoreland.

After transferring into theIRC tooling shop, managementgave Wayne a temporary pro-motion to a 75506. Months laterHawk noticed Wayne was stillperforming the higher gradedwork and checked to see if thepromotion had been made per-manent. Wayne confirmed hewas indeed performing thehigher graded work; however,it was not reflected in his pay.Hawk promptly filed a griev-ance to pursue getting him ad-

ditional pay and a permanent promotion.Yet getting the additional grade 6 pay

for Wayne was not the only contractviolation to occur. Hawk realized a se-nior member with Category A returnrights should also have been paid whilethe temporary upgrade was occurring.

With help from former Business RepJackie Boschok and current BusinessRep Heather Barstow, they located themember whose Category A rights wereviolated and secured the additional pay.

Business Rep Heather Barstow hadthe pleasure of delivering a check for$780 to Tracie Westmoreland, who is

now working at the Frederickson plant.Tracie was thrilled and declared,

“What a great surprise! How often doyou get a check you weren’t expecting?”stated Tracie – “It is like Christmas inJuly to get an extra check out of theblue.”

Wayne also appreciated the Union ef-fort. He noted, “I knew I would get theupgrade and appreciate Hawk followingthrough on the grievance. As a formerSteward, I know these issues sometimestake months to resolve, but it is nice toknow you have the Union there to back youup and ensure you receive the proper pay.”

‘By the Book’ BringsMoney for Members

The award waspresented at a recentPierce County Cen-tral Labor Councilmeeting. The schol-arship recognizesoutstanding studentvolunteers and en-courages future gen-erations of Union ad-vocates.

Katy has two par-ents involved in theirUnions serving asrole models. Jim hasbeen a Steward andLocal C Officer formany years, as well as serving as a Union Counselor.Her mother, Sheryl, is a member of the Public SchoolEmployees Union.

Katy plans to use the scholarship to help pay hertuition at the University of Washington this fall.

As a student at White River High School, she was anacademic standout (graduating with a 3.8 gpa), as wellas a student leader and community activist. She excelledin advanced placement classes, as well as donatedhundreds of hours to community service projects. Katysaw each community service project as a learning expe-rience and a chance to give back to the community. Justa few of the programs she worked on include:

At Regency & Rehabilitation Center, Katy playedgames and gave manicures to patients.

At Metro Animal Services, she cleaned animal cages,groomed animals, showed animals to potential ownersand answered phones.

As part of the National Honor Society, she helpedform a team to raise money and walk in the Relay forLife to help find a cure for cancer. This was intensivelypersonal, as her mom was diagnosed with cancer six
