Where Taxes Go

January 2015

Oliver Wendell Holmes, Jr. said it best: “Taxes are the price we pay for civilization.”

Taxes put out fires; keep our streets safe; provide our children with education; provide our families with health care; emergency planning; ensure our food and water are safe; create legal safeguards for businesses and employees; provide parks; recreation; innovative land use; planning; safe building regulations in other words, provide us benefits every hour of the day, every day of the year. The average Canadian household received about $41,000 in public ser-vices each year. If we ignore, shortchange or postpone funding for social, economic and environmental problems today, the solutions become more expensive in the future. Public sector employees work hard, often in difficult circumstances, to keep government running and provide the public services we need, allowing citizens, residents and businesses to do things together that we could never do on our own.

Taxes provide a counter-balance, by softening extreme disparities in wealth, power and bene-fits and making the marketplace work by maintaining a regulated business environment to protect property rights, enforce fair practices and protect consumer and investors.

Langham major expenditures in 2014 were: land purchased for relocating the lagoon, a new town shop and a new curling rink with engineering costs. Repair and upgrading was done in the Museum and Library as well as new shingles on the roof. Water meters are being brought up to date. Repair and replace aging fire hydrants. The Service Road to the PetroCan is paved and sidewalk repairs by the Elementary School done. Cement strips poured for monument placement in block 2 of Cemetery. Waterline breaks were repaired, renovations to Council Chambers completed and Commissionaires hired. Sports Grounds improvements were made with the area fenced and booth upgraded along with our yearly ongoing costs for operating utilities, maintenance, material and supplies, wages and benefits.

The 2013 financial statement is available on town website: www.langham.ca. Copies of the 2014 budget is available upon request.

Corman District Board. Langham is currently looking for someone to represent our town on this board. If you are interested in construction industry or have an aptitude for construction, please contact the Administrator at : 306 283-4842

Langham Economic Development

January 2015 Langham Chamber of Commerce In December we eagerly welcomed the first gathering of a new Langham Chamber of Commerce. Over ten businesses from Langham and area attended this first meeting to participate in joint discussions on how to advance business development for the town.

The group discussed several priorities for this new chamber, including the following: commercial trade show networking events regular newsletters increased communications to raise awareness of pre-existing local business and business history of the town Main Street resurrection business directory

The Langham Chamber of Commerce has begun construction of a local business directory and anyone is welcome to add his or her business info. To view a copy of this directory, or to contact the chamber, please visit their website at www.langhamchamber.com or contact Nicole at [email protected].

The chamber will be having their next meeting in February 2015 – exact date and time to follow.

New Restaurant in Langham In 2014 Langham welcomed a new restaurant. Located in the old Tilly’s building adjacent to the Snow White Inn, near the entrance to town, is GK’s Pancake and Waffle House. Don’t let the name fool you! This new restaurant has a large menu offering a wide assortment of amazing breakfast, lunch and dinner items available to eat-in or take-out.

Business Tax Abatement Program Did you know Langham has a tax incentive program from new and old businesses? The tax abatement program offers taxation relief for any business interested in building a new business in Langham or making substantial improvements to a pre-existing building.

If you are looking to purchase a commercial building, build a new one, or make significant improvements to your current business you can apply for some tax relief. For more information please visit the town’s website at: http://langham.ca/business/developments/business-opportunities or contact Town Office at: (306) 283-4842.

Emergency Planning Committee

We are a volunteer based community, with a combination of fire department, safety & quality coordi-nators & public works. We care about our community and are currently working on updating emergency planning procedures, including a community siren for emergencies. With help from the community, we will be prepared. This does not have to be

a time consuming task, you can be as heavily involved as you wish, or just attend quarterly meetings for emergen-cy preparedness updates. Our family time is important and with your help, we can be prepared as a community. Any involvement you would like to give is appreciated.

Please contact: Tracy Simpson—EMO Coordinator email: [email protected]

Emergency Prepardness—Vehicle Kit

A good number of our residents commute from Langham to Saskatoon to work. Even though it is a short distance to Saskatoon and we do have the double lane highway you can’t always guarantee someone will stop right away. It is recommended to carry a vehicle kit with you during this winter. Recommended items include: First Aid Kit Flashlight Ice scraper and brush

Shovel Booster Cables Fire Extinguisher Tow Chain or rope Tools Sand, kitty litter, salt or traction mats Blankets Extra cell phone batteries

Be safe when you travel!

Lets face it…Sport and activities are expensive! For those families who find themselves unable to afford to enroll their kids in Sports, Cultural or Recreational activities, there are some programs that can help. KidSport is a program that helps ensure kids

have the ability to participate sports and leisure activities. KidSport is a children’s charity which assists children of families facing financial obstacles to participate in community sport programs so that all kids can play. The goal of KidSport is to provide these children with the opportunity to achieve physical, social, intellectual and moral development through participation in sport. If all children have the opportunity to play, learn self-respect, gain self-confidence, adopt active and healthy lifestyles, and realize dreams through sport, then these children may have a better chance of becoming contributing members and leaders in our communities. Langham is part of the Warman and area district. This includes the communities of Warman, Martensville, Osler, Dalmeny and Langham. These five communities have representatives that meet approximately

four times per year to adjudicate, evaluate and plan fundraisers for their area. Each community is allotted funds from the Provincial KidSport body based on population. Any fundraising that is done in each community helps stays in that community and funds the requests from families who would like their children to benefit from this worthy program. Any fundraising done in a specific community stays within that community. All applications are kept confidential.

InterCommunity Development Group – this group is made up of the representatives from the same communities as the Warman and area KidSport Group. We have separate fundraisers for our IDG fund to help families with funding for programs or classes in Music, Culture, Creative Industries, Dance, Art, or Heritage activities. For more information on this program, you may contact (in confidence) Corinne Waldner from the Langham Recreation Department.

Creative Kids – is a new initiative that provides the same type of funding as IDG, but is a provincial body. Parents can visit their website at: http://www.creativekidssask.ca for more information.

Reminders

use the most direct route to and from home to reach the outside of town limits. You can Not drive on private property.

No Parking/Tow Away Zone

The Public Works Department would like to inform our residents that they will now be using No Parking/Tow Away Zone signs for snow removal. These signs will help to make sure that snow removal is done properly and sufficiently without disruption from parked vehicles on the street. These signs will be placed on the streets that will be cleared 24-48 hours prior to the day the snow removal will take place. Please abide by these signs so we can clear the roadways properly.

Parking Reminder

Do not leave a vehicle parked on the street for more than 72 hours. The maximum on-street park-ing time limit is 72 hours (3 days)

Fire Hydrants

If you have a fire hydrant by your property, please do not bury them with snow. We ask that you be sure that all hydrants are clearly visible from the street. If a fire was to start in a home or business, our fire department does not have the time to dig through the snow in search of a hydrant.

Clearing Snow From Your Property

The Public Works Department would like to ask residents to refrain from piling snow on our roadways and parking areas. Piling snow on our roadways is a risk to motorized vehicles as well as pedestrians. If you need snow removed from your property to make room for upcoming snow, you will need to arrange for private snow removal.

Snowmobiles/ATV’s Within Town Limits

Snowmobiles and ATV’s are not permitted to be used within the Town of Langham limits. You must

Pet Reminders

3. Never let your dog off the leash on snow or ice, especially during a snowstorm, dogs can easily become lost. Make sure your dog always wears ID tags.

4. Thoroughly wipe off your dog's legs and stomach when he comes in out of the sleet, snow or ice. He can ingest salt, antifreeze or other potentially dangerous chemicals while licking his paws, and his paw pads may also bleed from snow or encrusted ice

5. Never leave your dog or cat alone in a car during cold weather. A car can act as a refrigerator in the winter, holding in the cold and causing the animal to freeze to death.

Take care of your fur-ever family members!

All dogs and cats in the Town of Langham are re-quired to be licensed. Licenses are $45 for the life-time of the animal.

Here are some tips for your family pet during these cold winter months:

1. Keep your cat inside. Outdoors, felines can freeze, become lost or be stolen, injured or killed. Cats who are allowed to stray are exposed to infectious diseases, including rabies, from other cats, dogs and wildlife

2. During the winter, outdoor cats sometimes sleep under the hoods of cars. When the motor is started, the cat can be injured or killed by the fan belt. If there are outdoor cats in your area, bang loudly on the car hood before starting the engine to give the cat a chance to escape

We have applied to the Heart and Stroke Foundation for an AED System (Automated External Defibrillator) for the Hall and have been granted a machine. The only catch is we need 10 people to do our training to run the machine. It will be a short course , approximately 2.5 hours, and can be evening or weekend. If you are interested, the training is free and coffee and goodies will be supplied. If you would like to sign up, please contact me at the Town Office so I can arrange a day. Thank you!

Congratulations to our Langham in Lights winners:

I would like to throw out a thank you to provincial agencies like, Saskatchewan Lotteries, Community Initiatives Fund, Saskatchewan Student Works, Canada Student Employment, Sask Culture (Heritage Branch) and Prairie Central District for Sport Culture and Recreation. These agencies help fund the many activities, sports and events you all enjoy.

Corinne Waldner—Recreation Director

Hello Langhamites! Happy New Year! Best wishes for 2015!

The last few events of 2014 did prove to be a success ,

despite some setbacks. Our Christmas Craft and Trade Fair on November 22nd turned out to be a blustery, snowy day! We did have some exhibitors that didn’t attend due to the weather, but we still had people come through the doors to shop. It helped that WWBHS was hosting the Sr. Girls Volleyball provincials and we also had a hockey tournament at the Langham Centennial Arena. That helped our attendance. Overall the exhibitors had a good sales day and we have requests for spots for next year! Thank you to the WWB Travel Club for running our concession. It was a busy weekend for them as they also ran the concession at the high school for the Volleyball Tournament! Busy people!

The 56th annual Carol Festival on December 5th was a won-derful evening of music. All of our performers did an amazing job of entertaining us and bringing the Christmas season through song. Thank you to all who performed! We took in $277 in our Silver Collection which was donated to the Christmas Hamper Program. Thank you Langham!

Welcome 2015! The Curling Club can definitely say this with excitement! It is hard to see the progress on the building now that it is closed in but be assured it is coming along nicely! and most importantly, on schedule. The completion date is slated for the end of February.

Insurance is required to leave us with an operational building, therefore, we thought why waste frozen pipes!! We will break the rink in this winter!! There will be curling for approximately 3- 4 weeks in March…a fun, open league. No ex-perience needed! The evening or evenings haven’t been decided yet, but we will do our best not to interfere with curling at other clubs. To enter your team or just yourself (we can “hook” you up with a team!) call:

Clayton Wurtz – 306-283-4677; Maureen Kinch – 306-283-4823; Marilyn Dunne – 306-283-4360

We are also hosting our Annual Windup Bonspiel, Supper and Dance on March 20, 21 & 22. We are in the process of booking live entertainment for Saturday evening. This will be our official opening so we will be having a great time!! Be sure to attend! Enter your team with the above mentioned names. If unable to curl but would like to attend Satur-day evenings festivities there will be tickets available.

Watch for more information as it becomes available. We will try our best to keep the town website updated, as well as newsprint and posters. If you have any questions feel free to contact myself at [email protected].

We are selling 50/50 raffle tickets that will be drawn on that bonspiel weekend. Tickets can be purchased at the town office or any club executive member.
