2008 Summary - Delinquent Dues

Chairperson: Claudio Forest (New for 2009)

At last year’s annual meeting:– Announced plans to restore irrigation along FM3040

(cost was to be split with Town of Flower Mound)– Obtained approval for $30,000+ to be used for new bed

plantings and the new tree plantings along FM3040

Since last year’s meeting:– Restored irrigation along FM3040– Installed new Lake Forest/Towne View median beds– Completed the new tree plantings along FM3040– Started making repairs to the brick screen wall along FM3040

Landscape Committee

Items this year to be addressed:

– Plant guarantee requires Valley Crest maintenance to be visited and determine any plants to be replaced under the agreement.

– Revisit the planting layout and irrigation along FM3040 to determine if everything as installed is appropriate and works properly (ie: Irrigation)

– Further examine the brick screen walls along FM3040 and Lake Forest to address any further deterioration of the mortar or movement that has caused stress cracks and make recommendations for future repairs and expenditures.

– At the end of the maintenance season, we will bid out the 2010+ maintenance contract to 4 or 5 firms and make recommendations to the board as to any cost savings or modifications needed.

Architectural Review Applications– 6 formal applications received and approved in FY2008

1 of the applications was for a pool, which we do not approve or disapprove. More work in completed in 2008 in our neighborhood than those (6) applications!

Goal in /09: To Increase Neighborhood Involvement– Reacquaint everyone with the bi-laws & neighborhood covenants that

they signed upon closing on their properties… Members of our HOA need to have their projects reviewed and approved for the benefit

of all our residents. Make sure that additions, sheds, fences, etc. meet or exceed our community standards as

well as the City of Flower Mound’s basic requirements. Need for follow-up with neighbors that do not apply for approvals or ignore the ACC

recommendations.– Stern letters or site visits from members of the Board?– Turn the offending Members over to the City if no permits were issued?– Semi-annual reminders in dues letter, regarding landscape maintenance issues and storage of

trailers, boats or other large items visible from the street?

– Trailers, boats or materials stored in neighbors driveways for weeks or sometime months at a time.

– Yard / landscape maintenance issues (such as weeds, overgrown beds, missing trees, etc).

– Neighbors fence conditions as well as painting or color issues of fences not to community standards.

Social Planning Committee

We Need Smiling Volunteers to help and plan events…

Launched January 2007. Established to promote neighborhood appeal thru well-kept yards and thereby protecting our home investments.

March-Sept one monthly winner will receive a $25 Gift Certificate to Calloway’s Nursery, a sign placed in their yard, and a photo of their home displayed on the TVE YOM web page.

Monthly winner is selected by Cheryl Jordan, TVE own resident realtor, and YOM Coordinator. Winners need to be current on HOA dues, which is confirmed by President each month.

Benefits to all residents also include: – Monthly Gardening Tips & Coupon from Calloway’s Nursery– Complimentary CMA anytime upon request

‘Yard of the Month’ Program

On Oct 13, 2008 the Association received a letter from Rajan Dwivedi (1816 Hill Ridge Drive) attached to payment of delinquent dues.

Summary“Somehow there is no “Plan of Action” published with clear priorities.”

“There are many areas that you can see in our communities “as it is” year after year that needs improvements like weeds, watering area, leakage, dead trees etc.”

“As a member, we do not see any benefits to keep contributing our precious money.”

“Failure to do so or any of the following:1) Clear Plan & Expenditure priorities ahead as minimum agenda/manifest2) Quarterly Meetings3) Street Captains having allocation of funds for local priorities for direct and crisp (?)

benefits4) No expenditure in garage sales5) New programs like outsourced lawn maintenance in the front.”

“We will collect votes thru petition and file a lawsuit against existing Association. There are more than dozens of neighbors who are with us at this time.”

General Issues / Open Discussion

Election Results– Maureen Feigel nominated for office of President and

unanimously approved.– Cyndy Graham nominated for office of Vice-President and

unanimously approved. Cheryl Jordan’s request for purchase of a metal Yard-Of-Month

sign was approved for up to $100. A motion was passed authorizing our Board

to initiate late fees.

Actions Taken During Meeting

Board to post a copy of Town of Flower Mound Code Enforcement pamphlet on TVEHOA website.

Board to question other homeowner associations if they publically identify homeowners with delinquent dues or keep this information confidential.

Board to initiate another round of filing liens against properties with delinquent dues.
