Fullyautomatictimingsystemwillbeusedforprelimsandforfinals.Itisrequiredthataminimumoftwofinishcamerasbeused(oneoneachsideofthefinishline),atleastoneofwhichtimesframestotheindividual1/1000second.Itisfurtherrecommendedthatathirdcamerabeemployedtocapturestraight-onrunnersforthoseracessubstantiallyfinishingallrunnersintheinsidelanes.
EventEntryandSeedingManager,ifnotpartoftheF.A.T.contractB. TheChampionshipMeetManagerwillbedesignatedbytheConferenceCoordinatorinconsultationwiththe
AthleticDirectorofthehostschool.TheindividualsodesignatedmustbeexperiencedwithTrack/FieldProceduresandoverallmanagementoflargemeetsofthiscaliber.
C. TheChampionshipMeetManagershallhavethefollowingresponsibilities:1. ToserveasadministratorandsupervisorfortheChampionshipMeet,specificallyoverseeingthe
followinggeneralareasofresponsibility:a. Hire,trainandsupervisethenecessarymeetpersonnel.Thesepersonnelwillinclude,but
arenotlimitedtothefollowing:TheClerk(s)ofCourse

c. Programs–Programsmaybesoldbythehostsiteasawayofoff-settingtheprintingcosts.2. TocoordinatethepromotionalandplanningactivitiesofallaspectsoftheChampionshipMeet.3. Tocoordinateandsupervisetheactivitiesoftheofficialsandgroupsinvolvedintheadministration
oftheChampionshipMeet.4. Toprovideanddisseminateinformationtothecoachesofthecompetingteamsrelativetothe
ChampionshipMeet.5. Toseetotheneedsofcontestants,officials,andspectatorsandensurethatalltechnicaldetailsofthe
ChampionshipMeethavebeentakencareofwithintherulesoftheConference,theMSHSL,andtheNationalFederationofHighSchools.
D. TheHostSchoolAthleticsDirectorshallberesponsiblefor:
1. Securingtheservicesofanappropriatenumberofticketsellers/takersandsecuritypersonnel,working
withintheestablishedconferencebudgetfortheactivity.Admissionpriceswillbe$7foradults;$5forstudents.Schoolswillbeaskedtoprovidealistoftrackparticipantsforadmission
2. Arrangingforvolunteerstudentand/oradulthelperstoassistinthefieldeventareas(sandgroomers,barattendants,implementretrievers,andsoon),toworkashurdlesetters,tomanagethestartingblocks,andtoserveasgeneralrunnersandassistantsasneeded.
3. Contractingfortheservicesofacertifiedtrainer.4. Set-upofthesiteincludingcorrectshotanddiscussectors,legallandingpitsforthehorizontaljumps,
legaluprightstandards,crossbars,andlandingpitsintheverticaljumps,andallotheraspectsofensuringanappropriatevenueforthemeet.Includedinthisisthesetupofadditionalflaggingormarkingneededforcrowdcontrolandfordesignatedcoaches’boxesasdefinedbythegamescommittee.Note:Coaches’boxesarerestricted-to-coaches-onlyareasandareboundbytherulesforsuchareasandanylegalmodificationsmadebytheseproceduresorthegamescommittee.NFHSrulesallowtheuseofelectronicdevicesintheserestrictedareasbycoachesonly.Athletesmayviewvideooftheirfieldeventattemptsbetweentrialsincoachingboxesorspectatorareasonlywiththecoach.Coachesunderstandthatbyruletheymayconferwithathletesbutnot‘coach’athletesfromrestrictedareasduringatrialorrace(thatis,talkanathletethroughaperformance,etc.)Coacheswhouseelectronicdevicesinareasnotdesignatedascoachingboxesorunrestrictedaresubjecttodisqualificationfromthemeet.
SECTION5. ENTRYPROCEDURES
A. Thereshallbeaguaranteedthreeentriesperindividualeventavailabletoeachschool.Eachparticipatingschoolmayenteronerelayteam.Eachschoolmaysubmituptooneadditionalbid-inperindividualeventforthepurposeoffillingalllanesofthefewestheats/sectionsneededtosatisfytheentryoftheguaranteed3/schoolbasedonthesizeofthetrack.Bid-inswillalsobeallowedinfieldeventsuptothesamenumberoftotalentrantsasinafullfieldinarunningevent.(8lanes:2bid-insaccepted,9lanes:6bid-insaccepted,10lanes:6bid-insacceptedunlesssomeschoolsdonotenter3athletesinanevent).[CoachesdecidedinMay,2017totreatbid-inswitha10lanetrackasifthemeetisona9lanetrack.Maximumathletesperindividualevent:8lanes=32,9lanes=36,10lanes=36.]
B. TheentryprocessshallbesuppliedtoallcoachesbytheChampionshipMeetManageratleastoneweekpriortoseeding.Onlytheofficialprocessshallbeused.
C. Theentrieswillbereturnedtotheentrymanagerbythemeansspecifiedandbythetimeanddateindicatedintheentryprocess.For2019,entrydeadlineisSunday,May19at12:00Noon.
D. Allhandheldtimessubmittedtoone/hundredthofasecondwillberoundeduptothenextone/tenthofasecondasrequiredbyFederationrules,and0.24secondsaddedtotheroundedtime.Alltimessubmitted

withouttenthswillberoundeduptothenextfullsecond.(Example:An800mtimesubmittedas2:02willberoundedupto2:03.00).
E. Performancesusedbycoachesintheentryprocessmusthavebeenmadeduringthecurrentseasoninacompetitionmeetagainstotherschool(s).Norelayperformances(i.e.splits)areacceptableasanofficialtimeforanopenevent.Relaytimesmusthavebeenruninameetandnotbeacoach’sestimatefromaddingathlete’sindividualperformancestogether.
F. Coacheswillbeabletoseetheirentriesonlytoreviewforaccuracy.Anyerrorsmustbecommunicatedtotheentrymanagerbythetimeanddateindicatedintheentryprocess.
G. HeatingandflightingshallbeaccomplishedbyNationalFederationRulesexceptwherelegallymodifiedbytheseguidelines.
H. Coacheswillnotbegiventhecompletesetofallteams’flightorheatandlaneassignmentsuntilallcoachesreceivethisinformationatthepre-meetscratchmeeting.Onlytheflight,heatandlaneassignmentsforeventsconductedthatdaywillbeannounced.Heatandlaneassignmentsandfieldeventflightsforthatschool’sathletesonlywillbeprovidedtoindividualschools’headcoachestwodayspriortothemeet.Thecoacheswillbenotifiedofthebreakpointtimeforthe3200mrunby7:00pmontheSundayprecedingtheprelimsbye-mailsenttotheaddresslistedforthecoachontheschool’sMSHSLwebpage.Copieswillbeincludedtotheschools’athleticsdirectors.Thecoacheswillbenotifiedofthebreakpointtimeforthe1600mrunatthescratchmeetingheldattheprelims.

SECTION6. SCRATCHES
A. Thecoacheswillreceiveascratch/substitutionsheetaspartoftheentryprocesswhichtheymustsubmittothedesignatedareastatedinthepre-meetinformationatleast15minutespriortothescratchmeeting.Allscratches/substitutionsmustbelistedonthissheet.Sheetssubmittedafterthedeadlinewillnotbeaccepted(coachesmustarrangetransportationsuchthattheinformationison-sitebythescratchmeetingtime(75minutespriortothefirstpreliminaryevents.)Theentryprocessmayallowforthesetobesubmittedtotheentrymanagerpriortothedayofthemeet.
B. Substitutionswillbeallowedonlyinpreliminaryevents,includingthe1600m,3200m,polevault,andhighjump.
C. Thecoachmaysubstituteanentrytoreplacethescratchedentry.Thesubstitutewillbeplacedinthesameheatandlaneorflightasthescratchedentry.Nosubstitutionswillbepermittedforbid-inathletes.Substitutionsmaybemadeforthefirstthreeentriesprovidedthesubstitutehasaseedperformanceequaltoorbetterthanthatschool’sbid-inentrant’sperformanceiftheschoolhasmorethanthreeintheevent.Ifasubstitute’sseedperformanceischallengedbyanopposingheadcoach,thesubstitute’scoachmustbeabletoprovidethewrittenresultsofthemeetinwhichtheperformancewasattainedfortheathletetobeentered.HEATSAND/ORFLIGHTSWILLNOTBERE-SEEDED.
D. Ifanathletescratchesfromanopeneventineithertheprelimsorfinalsthateventcountsasoneofhis/herfourparticipations.
E. Ifanathletescratchesfromaneventforwhichs/hehasadvancedfromtheprelimstothefinals,furtherparticipationinthemeetwillnotbeallowed.
F. Anathletewhohasbeenscratchedduetoaninjury,illnessorotheremergencymaybere-instatedinothereventsinwhichs/hehasbeenentereduponproperdocumentationofthecircumstances,authorizedmedicalclearanceandtheapprovalofthereferee.
SECTION7. CONFERENCEHEADCOACHES
A. HeadTrackCoachesshallbeutilizedascounselforissuesconcerningtheConferenceChampionshipMeetthatarenotcoveredbytheseprocedures,SouthSuburbanConferencepolicies/procedures,MSHSLT&Fpolicies,orNFHSrules.
B. Selectionofofficialsshallbetheresponsibilityofmeetmanagement.SECTION8. EQUIPMENT
ThefollowingequipmentfortheConferenceChampionshipMeetshallbeprovidedorarrangedbythehostschool

G. Officialpicturesunderprotestwillbeviewedonlybytherefereeandthedesignatedphotoevaluator.Thecoachinvolvedintheprotestmayonlyviewthepicturewiththereferee'sconsent.
SECTION10. GAMESCOMMITTEE/JURYOFAPPEALS
A. TheprimaryfunctionsoftheGamesCommitteearetoestablishproceduresnotcoveredinthismanualandtoactastheJuryofAppealswhendecisionsoftherefereesareprotested.Itsdecisionisfinalandwithoutappeal;itsscopeislimitedtodecidingwhetherornottherefereecorrectlyappliedtherulesingivensituations.
B. TheGamesCommitteeshallconsistoftheheadcoachesfromthehostschool,theheadcoachesfromthepreviousyears’hostschool,theheadcoachesfromthenextyear’shostschool,andthemeetmanagerwhoshallactasthechairperson.Anyprotestinvolvingtheschoolofmembersofthecommitteeshallbeheardanddecisionrenderedonlybymembersofthecommitteenotfromthoseschools.Intheeventthatwoulddisqualifyallmembersofthecommittee,theJuryofAppealswilltemporarilybecometheheadcoachesfromthenextthreeschoolsinhostingrotationafterthecurrentcommitteemembers.

7. Anathleteleavingafieldeventtogotoanothereventmustreporttotheeventjudgeoftheevents/heisleaving.Theeventjudgemustwritedownthetimetheathleteisleaving.Theathletemustreturntotheeventjudgeimmediatelyuponcompletionofhis/herrace.

1. TheShotPutshallbecontestedfirsteachday.TheDiscusThrowshallbeginnolaterthan75minutesaftertheshotputeventstarts.
2. Throwingeventwarm-upswillincludea30-minutesgeneralwarm-upperiodduringwhichanychecked-inthrowermayusethecircle.Eachflightwillhaveaflight-onlywarm-upjustpriortoitscompetitionwhichwillalloweachthrowerinthatflight2timesinthecircleduringthewarmupperiod;eachtimeinthecircle,thethrowermaybring2implementstothrow.
3. Flightsshallbedrawnbyperformancewiththebestcompetitiveflightcompetinglast.4. FlightsizeshallbeinaccordancewiththecurrentNFHSrules.Thenumberineachflightshallbe
equalizedasmuchaspossible.5. Eachcompetitorwillhavethreeattemptsintheprelims.Eachfinalistwillhavethreemoreattempts.6. Thenumbertoqualifyforfinalsshallbeonemorethanthenumberofscoringplaces.Finalistswill

G. LongJumpandTripleJump
1. Threeflightsofcomparablesizeshallbescheduled.2. Eachschoolshallhaveoneslotineachflight.Anybid-inathletesthatqualifyshallbeanadditional
sloteachfortheaffectedschools.

3. Eachflightshallhaveaspecificstarttimelistedinthemeetschedulesuchthatthefinalsshallcoincidewiththestarttimesofthefirstsectionofthe3200monDay1andthesecondsectionofthe1600monDay2.
4. Coacheswillentertheirathletesduringtheentryprocesswithbestjumpforseedingtoenablecomparisonforaddinganybid-inathletes.Theseenteredathletesaretheofficialentrantsfortheschool.
5. Coacheswillreceivetheorderofcompetitionineachflightofthehorizontaljumpsasdeterminedbyrandomdrawpriortotheoriginalentrydeadline.Coacheswillnotifytheentrymanagerofwhichathletewillcompeteinwhichflightbythemethodanddeadlinespecifiedintheentryprocess.NOTE:theintentofthisprocessistoeliminatetheneedforathletestocheck-outofthehorizontaljumpstocompeteinrunningevents.Coachesareexpectedtoplacetheathletesaccordinglyandletthemknowtheyneedtobepresentandcompetingintheirassignedflights.

1. Competitorswillvaultinreverseorderofbestseedperformancesandwillusea"fivealive"system.2. TheNFHSruleonwarm-upforvaulterspassingopeningheightsshallbefollowed.3. a.Thegirls’startingheightwillbe8inchesbelowtheseventhbestenteredmark(Thisreferstothe
seventhbestoverallheightentered,nottheheightoftheseventhperformer.Tiedheightsshallcountasonemark).Thestartingheightwillbeadjustedtothenearest6”markequaltoorlowerthantheheightdeterminedbythisprocess.b.Theboys’startingheightwillbe10’0”.

SECTION12. IMPLEMENTSWEIGH-INANDINSPECTION
Thediscusandshotshallbeweighedandinspectedpriortocompetitionduringtimeslistedintheofficialmeetschedule.Theassignedofficialswillmarkthosethatarelegalandimpoundthosewhichdonotmeettheproperspecifications.Onlyinspectedandmarkedimplementsareallowedinwarm-upandcompetition.
SECTION13. OFFICIALS
A. Duringthecompetition,theseedingandheatingresponsibilitiesaredelegatedtomeetmanagement.Should
circumstancescausetheneedtoseed/heatinwaysnotcoveredbytheseprocedures,theGamesCommitteeshallbecalledtogethertomakethenecessaryarrangementsanddecisionswithinitspurviewthatarenotdelegatedbyruletothereferee.
B. Referees,Umpires,andHeadFieldJudgeswillremainatthesitethirtyminutesafterthefinalresultsare
announcedoruntildismissedbythemeetmanager.
C. Umpires
1. Thereshallbeumpire(s)assignedtoeachturntoadequatelyobservetheentireturn.2. Umpireswilljudgeeachstraightawayandtherelayexchangezones.

3. Atleastoneumpire,referee,orstarterwillbelocatedatthebreakpointinanyracesnotruninlanesfortheentirerace.
4. Theumpireswillofficiatethestraightawayracesdividedbetweentheendsandsides.5. TheHeadUmpirewillstationhimself/herselfintheinfield.6. Sufficientumpiresshallbeemployedtoensurethatallrelayexchangezonesareproperlyobserved
inalllanes.Agivenumpireshouldnotbeexpectedtoobservemorethanthreelanesateitherthebeginningorendoftheexchangezone.(Notethatthisrecommendationmeansthataminimumof12umpiresareneededinthe4x100mrelaybasedonthemaximumsectionsizebeing6inthatrelaywhen2sectionsarerun.Ona10lanetrack,24umpireswouldbeneededtomeetthisrecommendation).
D. FieldEvents
Eachfieldeventwillhaveanappropriatenumberofassignedofficial(s).ItisrecommendedthatMSHSL/NFHSregisteredofficialsserveasheadfieldeventjudgeswheneverpossible.
E. Ifbudgetallows,itisrecommendedthatameetstarterandtwoassistantstartersbeemployedtoadequatelycoverthestartsduetomorelanesandlongerstaggerswhenthetrackhas9ormorelanes.
SECTION14. PROTESTS
A. Protestsrelatingtomatterswhichdevelopduringtheconductofthemeetshouldbemadeatonceandmaynotbemadelaterthan30minutesaftertheresultshavebeenofficiallyannouncedperNFHSrule.Meetmanagementwillprovidetheprocessandpaperworkneededforthefilingofanyprotests.
B. OnanydisqualificationtheRefereeshallattempttoinformtheheadcoach(es)involvedbeforetheofficialresultsareannounced.
C. TheJuryofAppealswillruleonanyprotestofthereferee’sdecisionthatgoesbeyondthereferee.Itisunderstoodthatdecisionsaboutthestartaresolelythoseofthestartteamand,likeanyjudgmentcall,arenotappealable.ThemeetrefereesmaybeconsultedontherulesofTrack&Field.
SECTION15. RESULTS
Allresultswillbeannouncedimmediately(exceptinthecaseof14Babove).Themeetresultswillbeavailableattheconclusionofthemeetandwillincludeanindicationofthedistributiontime.HeadcoacheswillhavethetimeallowedbyNFHSrulefromtheindicatedtimetoappealanofficialresult.Meetmanagementwillsendoutofficialresultsbynoonofthenextday.Headcoacheswillhave48hourstoprotestaclericalorteamscoringerror.
SECTION16. SCORING
TheChampionshipMeetshallbescoredtothenumberofplacesequaltothenumberoflanesavailableatthehostsiteforbothTrack&Fieldevents.

SOUTH SUBURBAN CONFERENCE TRACK & FIELD MEET Sportsmanship/Jewelry/Uniform/Equipment
Verification Form to Meet Referee Head Coach: Sign below and return form to School Registration Table at the subsection and section meets.
1. All of our athletes competing in this year's meet are in compliance with all 2019 National Federation (NFHS) and Minnesota State High School League rules/regulations regarding being attired in legal uniforms, using legal equipment, and not wearing any prohibited items.
Penalty: The competitor shall be required to remove all prohibited items and be attired in a legal uniform prior to competition. If the athlete refuses to change into a legal uniform, s/he will not be allowed to compete. If an athlete is not asked to change and be properly attired and is found in an illegal uniform at the conclusion of a race or trial, no penalty will be applied. No reports will be filed.
2. I have reviewed the rules and expectations with my athletes and assistant coaches
regarding sportsmanship. 3. All of our athletes understand that iPads, cell phones, video recorders, and all other
electronic devices are NOT allowed in competitive or restricted areas, as determined by the meet policies and procedures. This includes all field event venues, the track and infield, clerk tent, awards area and medical tent. The penalty is disqualification from all events in which the athlete is entered.
